The photographs are certainly impressive, as the dam is now about six percent full. “Technically it is not impoundment yet” says Mr van Niekerk, explaining that “we equalise the Steelpoort/ Tubatse River’s flow according to the average level for March every year by regulating the outflow from the dam though one open sluice gate.” Meanwile a dwelling is still in the way of water and the resident needs to relocate, otherwise it is only the outlet works control house on top af the 88 metre high (from lowest foundation level) and the uttermost top part of the wall itself that need to be completed. Eventually the surface area of the dam when full, will encompass about 1690 hectares. The total lenght of the dam wall is 1020 metres.

Update“Construction is almost completed and DeHoop Dam will probably be ready for itsofficial opening within the next few months”says Mr Jaco van Niekerk, the contractor’srepresentative at yesterday’s NationalWater Week celebrations at the new dam.

“We have it, and we spend it. Nothing iswithheld,” says Greater TubatseMunicipality Municipal Manager, MrLemon Phala.Reacting to allegations that themunicipality does not do it work as faras spending government grants from theLimpopo Department of CooperativeGovernance, Human Settlements andTraditional Affairs (CoGHSTA) go, MrPhala told local media on Wednesdaythat certain councillors do not realisethat what they see in Council agendasare the whole history of a process andnot necessarily still valid on the day ofthe quarterly council meeting.Mr Phala explained that the issue andpaying of the grants to the municipalitydo not happen in one go, it happens inincrements, with the administrative armof the municipality, headed by themunicipal manager, responsible forreporting to the provincial authority whatthe progress with projects are and howmuch money were spend before anotherpayment is made. “They want to makesure that we keep on track with ourspend on projects, because it does nothelp that we do not spend while theypay the next increment. What acouncillor saw in the agenda for theMarch council meeting is a letter byCoGHSTA , requesting a progressreport on our spend before they pay us

the next money of the grant. As municipalmanager I send them the requested reportand they visited the municipality to makesure we are on track and we received themoney” Mr Phala said.“What happened is that with roll overprojects more money is normally spend bythe end of December every year. This yearwe had spend less money at the end ofDecember because the consultationprocess and planning of new projectstakes time before money can be spend.We needed to explain this to CoGHSTAand we did. We are on track to spend 100percent of the grant by the end of thefinancial year in June, just like in previousyears. Residents can go and look at ourrecord. We spend all the money on theallocated projects.What a councillor unfortunately saw wasonly a part of the administrative history ofa process we had reported on,” heconcluded.Answering a question by PlatinumGazette, Mr Phala said councillors get theagenda about seven days before a councilmeeting and should communicate in timewith the relevant role players beforethrowing an issue that is not an issue intothe public domain via the media. The workof the council’s portfolio committees asalso open to the public an councillors alike,who should attend if they want to see theprocess in action.

Mayor, Mogobo David Magabe, is currentlytouring the district explaining the draft IDP/Budget for 2013/2014 to communities,business and industries.

Last week Saturday Cllr Magabe visitedAlverton Between Burgersfort andKgautswane (Rietfontein) in GreaterTubatse Municipality where he explained thepowers and functions of the districtmunicipality as well as the mayoral prioritiesin the district.

In this regard he said economic growth,development and job creation, access toobasic services and infrastructure, communitydevelopment and social cohesion, spatialdevelopment and sustainable land use

management, active community participationand inter-governmental alignment as well aseffective, accountable and cleangovernment stand out as priorities.

He told those present that the capitalbudget of the district (money to be spoendon projects such as water and sanitation)has increased from R814 282 000 to R842045 000, while the operation budget hasincreased from R453 559 600 to R457 598640. This money is usually used forexpenditure such as salaries, repairs andmaintenance and general expenses.

Those present in Alverton carefullylistened to what the Mayor had to say beforemaking suggestions about their own needsin their community.

Theyarranged a Consumer Rights Dayevent on 15 March and invited allinstitutions responsible forproviding communicationnetworks to outline their plans forthe community.

Khudu Lekubu, who is apensioner, could not hide hisexcitement. “A network servicewill assist a lot. We used tostruggle to call an ambulancewhen someone was ill in thevillage. The nearest hospital isabout 70km away and this wasmaking our lives difficult,” hesaid. Although he wasconcerned that it took five yearsto activate the network tower, hesaid it was worth waiting for.

Dwarsrivier vs DMRBuilding relationships through sport

On 2 March 2013 Dwarsrivier Mine participated ina sportsday against the Department of MineralResources (DMR) in Polokwane.The day’s activities took place at the Military Basesports complex and was aimed at building sus-tainable relationships between DMR andDwarsrivier Mine.Three games were played, including a netballgame where the ladies could show their skill on

the court.The first football game was between the‘masters’ of both sides. The DMR Re-gional Masters against the DwarsrivierMasters. The team from Dwarsrivier waspacked with senior management mem-bers such as the Senior General ManagerMthi Mtshengu, Technical Manager SilasHlapolosa, Selieving SD Manager Re-member Mmbenwa, RelievingMetalurgical Manager MalvernKamusoko and other very talentedplayers.The Dwarsrivier team did their best,butcould not outwit the DMR team. TheDwarsrivier Netball team put up a brave

fight, but DMR’s ladiesshined on the day andensured a win for theRegional office.

The final game of the day saw Dwarsrivier playingsome excellent football. Dwarsrivier made sure thattheir team was a winning combination and eventu-ally walked away victorious with a score of 3-0.The day was however not only about the sport. Itwas also about getting to know each other and enjoysome fun time together.This meant that after the official prizegiving cer-emony where medals and trophies were handedout, a social braai event took place.The idea is to make this an annual event betweenDwarsrivier Mine and the DMR Regional Office.“Thank you to all the Dwarsrivier team memberswho were committed to making the day a success.We look forward to making everyone proud at nextyear’s event!”

Club champions crownedTubatse Chrome Golf Club held theirannual Club Championships last weekend.The competition stretches over two days ofplay with 18 holes each.This year’s event was better attended thanlast year.The new Club Champions are: Dalene du

Preez for the ladies and Martin vanRooyen for the men. This is the thirdwin for Martin.
