Storm leaves devastation

A storm that swept the Burgersfort andSteelpoort areas last week Friday, causedhuge damage.

It seems that if the Longtill,Tukakgomo area suffered more damagethan other areas with whole housesswept away. Guided by Xstrata (Lion)Community Development Officer, MrPeter Mathunyane, the newspapervisited the area on Monday, First stopwas the new, almost finishedInternational Pentecostal Churchbuilding next to the clinic.

The building was constructed byXstrata when the congregation wasmoved from a stand where a multi-purpose community centre is to be build.

The new church building is next to theclinic in the area.

The storm tore up the building andbroke the rafters, ceiling and walls like atoy, smashing the roof into the nextdoorclinic yard, twisting roofing plates aroundpoles, leaving only a ruin. Luckily theclinic suffered only mionor damage.

The new building was due to be handedover to the congregation early in December.

Further up on the road in Mshonguvile,a number of RDP houses was sweptcompletely from their foundations by thestorm. According to one of the homeowners, Mr Aaron Hlambela, his house’sroof went first.

He just managed to get shelter acrossthe street, together with his doog, Sibi wenthe the whole house was reduced to rubble.The same went for Mrs Glady maepa andher family, who took shelter against thestorm under an overhanging rock on thehill next to her house.

Xstrata has now provided and pitchedsix tents as temporary shelter for familieswhose houses has been destroyed. MrMathunyane said building material willprobably be donated to the families so thatthey can build new houses.Roofs, at variousplaces, such as Modikwa Platinum Mine,advertising and signboards and vendorstalls over a wide area were damaged andtrees were uprooted.

Residents of Ga-Moraba between Leboeng and Strydom tunnel are furious. Their accessroad from the the R36 (the one that was blocked with stones and rocks a few weeks back)was completely washed away over the storm water pipes during last week Friday’s heavyrains in the area.

Their fury is not directed at the rains, but they say they were promesed a tarred roadfrom the R36 to their village, Leboeng and Phiring.

Mr Kenneth Baloyi (left in the photograph) and Mr Hlupi Maphakge (right) say thispromise has been made by the the then minister Jeff Radebe when he addressed thecommunity at the new Leboeng Police Station back in February 2006.

They and another community member, Mr Elfas Matjie, who laments that nobody canreach his shop from the R#6, says nothing came of this promise.

At the end of August this year, a contractor arrived at the road, who did the stormwater drainage and started with the regravelling of the road. They say the communitywas furious and prevented the contractor to progress further with the regravelling. Thecontractor then left the area at the beginning of October. They say the community’s viewis that they were promised a tarred road, not a gravel one.

Now the access road is completely unusable and they must take the long waythrough Leboeng to reach the R36. “This is not service delivery” they say.

74’s bailextended

till January

The 74 people who were charged with inter aliacontravening the Gatherings Act and publicviolence because they allegedly blocked the R36road between Ohrigstad and Strydom tunnel a fewweeks back, appeared in court in Leboeng againthis week.

A large number of people, including theaccused gathered outside the court next to thePolice station from early in the morning. Theaccused did not all appear in court at once, butvillage by village from the about seven village thatparticipated in the protest action. Communities inthese villages are unhappy about service deliveryin their area, especially the lack of electricity,water reticulation, proper access roads and RDPprojects.

The bail of all the accused was extended andthey must appear in court again in January.

Maandagshoek marchon mineThe Maandagshoek Community Organisation (MCO)representing members from the communities surroundingModikwa Platinum Mine, together with the Druta TaxiAssociation, barricaded off the access to the mine from the R37Polokwane/Burgersfort road on Wednesday morning, preventingthe normal day shift from proceeding to work. Communitymembers and taxi drivers proceeded to march to the mine’s maingate where they were met by amongst others, the mine’s generalmanager, Mr Sean O’ Connor. Employees being transported bycars and busses could not access the mine as the taxis completelyblocked off the road. The Police maintained a strong presence onthe scene. The march proceeded peacefully and a memorandumof demands was handed over Mr O’Connor. These demandsincluded the construction of a tar road along the D4167/D4170route (especially the taxi association was adament on this), aproject that had previously been approved, but deferred last year,when metal prices dropped dramatically. The memorandum alsodemands that a report about the mine’s environmental systemand compliance with standards be released and that an auditabout established environmental practices be done; that theexisting Section 21 company be reviewed as it has, according tothe memorandum, failed in is objectives; that the procurementpolicy of the mine be reviewed as the community is of the opinionthat the level of local community procurement is non-exsisting.Management was given 14 days to respond to the list of demands,although this period was changed to seven days just beforehanding the memorandum to Mr O’Connor. Mr O’Connor saidattention will be given to the memorandum and that the minewill respond in the time specified. Normal operations at the mineresumed on Wednesday afternoon.

Taxi drivers encouraged to drive safely

On Monday, 16 November, road safety certificates were handed to the Dilokong Rehlgepeye United TaxiAssociation (DRUTA) and the Eastern Leolo Taxi Association.The certificates were sponsorded by Nnyana Shakwane Trading Enterprise and was handed to theassociations by Mr Philemon Mthomboti the Ambassador of Road Safety in Limpopo. The message wasthat the associations should encourage their drivers to drive safely over the coming Christmas season.The associations also requested that the municipality host an Imbizo where taxi drivers can discuss theirvarious problems. They also said that they wish their drivers to drive safely with their customers. Theyshould look out for pedestrians - especially at red lights, and they must not drink and drive.

On 16 November 2009 the Police in Tubatse arrested two men aged 18 and 23years in connection with common robbery. It is alleged that the two attacked aman of 25 years and took his wallet and cash money estimated to R650. Theincident occurred in Riba Cross (Polaseng) on 14 November 2009. On the sameday the matter was reported to the Police in Tubatse and they made follow upsthat led to the arrest of the two suspects on 16 November 2009. The suspectsappeared in the Praktiseer Magistrate Court on 17 November 2009 and theywere granted bail of R500 each .The case was postponed to 01 December 2009.

On 13 November 2009 the Police in Tubatse arrested a man of 26 years inconnection with house breaking and theft. The arrest follows after a crime thatoccurred in Ga-Mashamothane between 23 and 24 October this year. It isalleged that the house was broken into and items such as DVD machine andclothes were stolen. On 24 October the case was reported to the Police inTubatse and they conducted investigations that led to the arrest of the suspecton 13 November 2009. The suspect appeared in the Praktiseer MagistrateCourt on 16 November 2009 and he was not granted bail. The case waspostponed to 24 November 2009.

On 15 November 2009 the Police in Tubatse arrested a man of 20 years forassault with the purpose to inflict grievous bodily harm. It is alleged that thesuspect stabbed the 19 year old man with a knife on 14 November 2009 in RibaCross (Mandela). On 15 November 2009 the case was reported to the Police inTubatse and they made follow ups and arrested the suspect. The suspectappeared in the Praktiscer Magistrate’s Court and was released on warning.The case was postponed to 30 November 2009.

On 14 November 2009 the Police in Tubatse arrested a man of 23 years forassault with the purpose to inflict grievous bodily harm. It is alleged that thesuspect assaulted his ex-girlfriend in Riba Cross (Legabeng) on 14 November2009. The suspect appeared in the Praktiseer Magistrate’s Court on 16November 2009 and he was released on warning. The case was postponed to 04February 2010.

On 12 November 2009 a man of 20 years was robbed of his vehicle by threearmed men in Riba Cross. The vehicle was later recovered abandndoned inBothashoek.On 14 November 2009 a man of 39 years was robbed of his vehicleby three armed men in Ga Mashamothane. The vehicle was also recoveredabandoned in Ga Mashamothane. The Police are investigating cases of carhijacking and the suspects are still at large.

Vaccination in progressState Veterinary Services this week startedvaccinating hundreds of dogs and cats in anattempt to curb the spread of rabies in thearea.After a jackal was tested positive for thedisease the State Veterinary team started avaccination campaign in the area. Residentscan bring their cats and dogs to thevaccination points for the animals to bevaccinated.From Monday to Wednesday the team was atthe OK Minimark in Burgersfort as well as atthe gate to Motaganeng Estate.They vaccinated 583 dogs and 101 cats up toWednesday evening.They will be in Steelpoort next week andresidents are requested to bring their animalsfor the free vaccination. They will be in frontof the Pick ‘n Pay on Monday and Tuesdayand at the gate to Winterveld Village onMonday and Tuesday. They will be at TubatseVillage on Wednesday and Thursday. GARATAU PLATINUM MINE, LIMPOPO PROVINCE

INVITATION TO PARTICIPATE

Notice is given that Nkwe Platinum Limited (Nkwe) proposes to develop a new platinum mine(Garatau Platinum Mine) on the Farm De Kom 252 KT, the Remainder of the Farm Garatouw 282KT and Portion 1 of the Farm Garatouw 282 KT. The proposed site is located approximately 25kmnorth of Steelpoort. In terms of the Mineral and Petroleum Resources Development Act (MPRDA)(Act No. 28 of 2002), the proposed platinum mining activity may only commence once Nkwe appliedfor and received authorisation from the Department of Mineral Resources (DMR). Nkwe intends tosubmit a Mining Right Application for the above-mentioned farms to the DMR for approval. As partof this process, an Environmental Management Programme (EMP) will be compiled and submittedto the DMR for review and approval.

In terms of Sections 24 and 24(D) of the National Environmental Management Act (NEMA) (Act107 of 1998), as amended and as read with Government Notices R 385, R 386 and R 387 of the 21April 2006, an Environmental Impact Assessment (EIA) is required for listed activities, which fall outof the ambit of the abovementioned Mining Right Application. Nkwe will apply for authorisation forapplicable listed activities from the Limpopo Department of Economic Development, Environment& Tourism (LEDET). The reference number for this application at LEDET is: 12/1/9-7/2-GS39.

Nkwe will also apply for a Water Use Licence as per Section 21 of the National Water Act (Act No.36 of 1998).

A Public Open Day will be held to discuss the proposed new Garatau Mining Project and to providefurther information. Details pertaining to this meeting are as follows:
