Residents have been battling to get an abandoned property in Ruth Road demol- ished for six months. Horrified homeowners from neighbour- ing properties say the house is being torn apart brick by brick. They are also voicing their concerns about the number of problem buildings that have been cropping up over the past few months. “The paint is peeling off the exterior and interior walls and the windows have all been broken,” resident Sharifa Abrahams says. “There are gaps in the roof and empty beer bottles and cigarettes scattered across the property which tells me that vagrants are closing in. It makes me sleep with one eye open.” Resident Omar Salie says problem build- ings create an opportunity for crime to take place in an area and hearing council insist that work is being done to solve the problem is not enough when residents aren’t seeing results. “If the council has been dealing with prob- lem buildings it is great, but I haven’t seen any difference since the last time I com- plained,” he says. “That property is not only a health risk but a safety risk too. People come and go there as they please. People are always smoking and making fires in bins on the property. I worry that all the boxes and rub- bish on the property will catch fire and burn down other properties too.” Ward councillor Magadien Davids says he has drafted a list of all problem buildings in the ward and logs all new complaints with the relevant City departments as needed. “All problem buildings are being attended to. Notices are being served to property own- ers and there are processes that need to be followed,” he says. “If the problem building is not attended to within a specific time period, the owner will receive a fine and further warnings. There seem to be many problem buildings popping up recently, but we attend to them as noti- fied. It is a long process to get rid of a prob- lem building, but be assured residents’ com- plaints are not being ignored.” Athlone police spokesperson Sergeant Zi- ta Norman confirms police have received numerous complaints regarding the proper- ty. “We conduct regular stop-and-searches in the vicinity. We have also attended to calls of public indecency at the address as well as confiscated goods found by the neighbour- hood watch inside the property.” Rylands Ratepayers’ Association chair- person Latifa Omar adds: “We want these properties to be demolished and that is the bottom line.     gifts, says City

    hismay be the season of giving, but

    council is warning residents not to

    give donations to its personnel.

    According to a City of Cape Town

    statement, its Solid Waste Management

    Department enforces a policy which for-

    bids its staff from soliciting Christmas

    boxes and they have been reminded of

    the prohibition of the practise.

    However, if residents believe excel-

    lent service has been provided, they are

    at liberty to give a voluntary donation

    to staff as a gesture of thanks and good-

    will, says Mayoral Committee member

    for Utility Services Ernest Sonnenberg.

    Under no circumstances may resi-

    dents be approached and asked for mon-

    ey; City staff are appropriately remuner-

    ated.

    If residents are intimidated by staff-

    ers, they are encouraged to report the in-

    cident to the Citys call centre on

    0860 103 089. Callers must provide the

    date, time, place and the vehicles regis-

    tration number.

    Refuse collection services will remain

    in operation during the festive season,

    even on public holidays. As there will

    be less traffic on the roads during the

    holiday period, collection teams might

    arrive earlier than usual. Therefore, it

    is best that residents place their bins out

    before 06:00 during this time, Sonnen-

    berg advises.

    Drop-off facilities will be closed on

    Christmas (Thursday 25 December) and

    New Years days (Thursday 1 January);

    only the Hout Bay facility will be opera-

    tional from 07:00 until 17:00 on these

    days. Amended operating hours of 08:00

    until 17:00 will be in place at the other

    facilities during the festive season.

    MOUNTAIN SURPRISE: Father Christmas and the Christmas fairies will visit the lower and top station

    of the Table Mountain Cableway on Wednesday 24 and Thursday 25 December. Fun characters will

    entertain visitors who await their ride at the lower station (between Friday 26 December to Sunday

    4 January). Fun activities include games, puppets and magic shows. At the top station face painting

    and glitter tattoos will be for sale. Complimentary Kids Activity booklets will be handed out to young

    visitors waiting to take a ride up the mountain. The Cableway operates weather permitting. Visit

    sight for Manenberg residents

    fed-up with illegal scrapyards

    and scrap collectors operating in

    the vicinity.

    Residents say they are tired of

    the filth and crime caused in their

    area.

    Now homeowners are insisting

    that police and council urgently

    step in to assist.

    Banhoek Street resident Norma

    Hendricks says scrap collectors

    scratch through the possessions on

    the nearby properties in search of

    materials to sell and make a mess

    of everything.

    It happens around the clock.

    Whether it is early in the morning

    or late at night, there are always

    people with trolleys of scrap,

    wires, pipes and car parts making

    their way down this street.

    These scrapyards that pop up

    everywhere is the reason for all the

    trolley brigades operating in the

    vicinity and it makes me furious,

    she vents.

    Her neighbour Roshida Josephs

    is equally angry.

    If police search the scrapyard in

    my street, they are bound to find

    stolen property, she insists.

    These types of businesses never

    have good reputations. They give

    criminals an easy way of getting

    rid of stolen property and are a

    health hazard.

    Homeowners insist illegal busi-

    ness is being conducted from these

    premises.

    ScrapyardownerOliver Jackson

    says he is in the process of renew-

    ing his licence.

    Imake sure that no stolen goods

    are handed in at my premises and

    I try to keep it as neat as possible.

    The reality is we are working with

    scrap and it cant look like amajes-

    tic place. I dont know why resi-

    dents are against scrapyards be-

    cause it is a way for us to generate

    an income for our families and

    most of the time we take other peo-

    ples rubbish off their hands, he

    says.

    It is wrong to place all scrapy-

    ards under the same banner. As

    long as there is no trouble being

    caused andbusiness is legal, I dont

    see the problem.

    Manenberg police spokesperson

    Lieutenant Ian Bennett confirms

    police have raided a number of

    properties in Manenberg identi-

    fied as scrapyards.

    We recently shut down two

    scrapyards and are still keeping an

    eye on a number of other identified

    properties, he says.

    New scrapyards popping up

    have become a problem over the

    fewmonths andmany of the stolen

    fencing and bricks from the area

    have been recovered at these

    premises.

    Bennett says police and law en-

    forcement conduct many joint op-

    erations at identified properties as

    well as existing scrapyards to en-

    sure they are compliant.

    It is also very important that

    scrapyard owners take copies of

    identity documents when people

    do bring in scrap items. It is very

    difficult to police an issue such as

    scrapyards operating illegally be-

    cause people are clever and use

    various excuses to justify themate-

    rials being on their property.

    JP Smith, Mayoral Committee

    member for Safety and Security,

    encourages residents to report all

    properties where they suspect ille-

    gal activity to be taking place.

    The City of Cape Town will not

    tolerate scrapyards operating ille-

    gally, especially fromcouncil prop-

    erty as it costs thousands to replace

    fencing, bricks and other items sto-

    len to trade in for scrap, says

    Smith.

    Forum chairperson Kadar Jacobs

    says illegal scrapyards continue to

    be a concern.

    Theft is a big problem in the ar-

    ea and scrapyards definitely add to

    the problem. We want all scrapy-

    ards to be shut down. They arent

    aesthetically pleasing and come

    with many health hazards.

    in prison for petrol theft.

    The Mitchells Plain men were arrested

    three weeks ago after stealing petrol to the

    value of R7 700 from a Heideveld garage.

    Manenberg police spokesperson Lieuten-

    ant Ian Bennett confirms the case was re-

    ported to the station on 20 November after

    a woman noticed suspicious behaviour at

    the petrol station.

    According to thepolice report, thepetrol

    attendant was alerted to a suspicious vehi-

    cle when a witness told him it looked like

    the occupants were stealing petrol. They

    madeamakeshift pipeandused it to syphon

    petrol from the main underground tank,

    says Bennett.

    The petrol station provided detectives

    with video footage and investigations led to

    the arrest of the three men.

    He adds: What makes this a dangerous

    situation is the fact that the tank from

    which the petrol was being stolen contains

    23 000F of petrol. If any spark or explosion

    was to reach it, it could have fatal conse-

    quences.

    All three men appeared in Athlone Mag-

    istrates Court and were sentenced to two

    years imprisonment.

    work readiness programme aimed at

    unemployed youth under 30 will be

    rolled out in Athlone in January.

    Therewill be place for 20 people on a first-

    come first-served basis and the programme

    will be presented by Reality Learning SA,

    a Bridgetown-based NPO.

    The programmewill run from12 January

    until 28 January.

    Bernadette Duddy, managing member of

    Reality Learning SA, says the course will

    deal with various topics including person-

    ality, business etiquette, conflict manage-

    ment, time management, critical elements

    of customer service, skills for the adminis-

    trative assistant, telemarketing, creating a

    CV and mastering an interview.

    The programme will help young people

    to understand their personality and how to

    interact with others with different person-

    ality types. It will also help them to under-

    standbasic business etiquette, how to greet,

    interact with colleagues and superiors and

    how to correspond in an effective manner,

    she says.

    Duddy explains that these are very im-

    portant skills to prepare youth for thework-

    place.

    In our communities employment is

    scarce and not all children finish matric,

    she says.

    Regardless ofwhether they finish school

    or not, they all deserve to have a fair chance

    at excelling in a working environment and

    this course will help them.

    Duddy says they will also be taught how

    to understand and manage conflict in the

    workplace, the importance of managing

    time effectively and efficiently as well as

    the importance of customer service.

    In order to be selected the applicant must

    be able to read, write and speak English, ca-

    pacity to be focused as well as committed

    to attending workshops from Monday to

    Friday from 08:00 until 16:30 for the dura-

    tion of the programme.

    The applicant must also live in Cape

    Town and meet the minimum requirement

    of Grade 10.

    Duddy adds that if the applicant has ma-

    triculated, a certified matric certificate

    must be sent with the application.

    The application should also include a

    CV, certified copy of South African barcod-

    ed ID, a one-pagedocumentwrittenbyyour-

    self stating why you should be considered

    for this programme, including your contact

    number and email address if applicable,

    she says.

    The closing date for applications is Sun-

    day 28 December and no late applications

    will be considered.

    This is not a learnership and no stipend

    will be paid. Travelling to and from the ven-

    ue will be your own responsibility, Duddy

    adds.

    Should an applicant not be contacted on

    or before 3 January, they should consider

    their application to be unsuccessful.

    he new victim friendly sup-

    port room at Athlone Police

    Station will become a beacon

    of hope for many who find them-

    selves a victim of crime.

    Business Against Crime West-

    ern Cape and Spar Western Cape

    Region have joined hands with the

    police of the Nyanga Cluster to re-

    vamp their victim friendly rooms

    during the 16 Days of Activism for

    No Violence against Women and

    Children.

    All the victim friendly rooms

    within the cluster have been deco-

    rated in a similar way with bright

    colours and murals on the wall to

    make the space as inviting as possi-

    ble, says Nyanga Cluster com-

    mander Major-General Robbie

    Robberts.

    He officially opened the facility

    on Thursday 11 December in the

    presence of various community

    roleplayers and sponsors.

    Before cutting the ribbon, Rob-

    berts addressed those in attend-

    ance saying he hoped to see the vic-

    tim friendly room growing from

    strength to strength.

    I want to see this room being

    used. There arewonderful and pas-

    sionate volunteers working in the

    victim friendly room and I want

    the community to know that when

    they become a victim of crime any-

    one has access to this facility and

    shouldmake use of the service, he

    said.

    This isnt just for residents liv-

    ing in the immediate vicinity. It is

    for anyone of any age who lives in

    and around Athlone who opens a

    case at this police station.

    Robberts urged station manage-

    ment to move the facility from its

    current location at the back of the

    station to the front of the station

    next to the charge office.

    There should be boards clearly

    indicating where the victim

    friendly support room is. It should

    also be right in the front of the sta-

    tion so that people use it and are

    aware of it. It cant be hidden

    away.

    Robberts also thanked all spon-

    sors and partners for their involve-

    ment with the facility and encour-

    aged officers and the community to

    promote the facility at various

    events and platforms.

    I will be inviting each head boy

    and girl from schools in the sur-

    rounding areas to tell them about

    the centre, so that it can be promot-

    edat schools. I alsowant to seeplat-

    form drives and hear that the cen-

    tre is being marketed at senior

    events, sporting events and all the

    community involvement events,

    he said.

    I will be monitoring the service

    and number of people using the fa-

    cility monthly to ensure we are de-

    livering the best service possible to

    the community.

    Rose Foster, better known as

    Aunty Rose, is the longest serving

    volunteer in the cluster and en-

    couraged residents touse the facili-

    ty.

    Being able to speak to someone

    has made a big difference in the

    lives ofmanypeople.Whenyou are

    a victim of crime it is important to

    speak out about your trauma and

    deal with your emotions. This is a

    safe environment and all conversa-

    tions are confidential.

    Robberts thanked volunteers for

    their commitment and service.

    Retiring after 42 years

    here were no tears in sight when

    staff at Bridgeville Primary school

    enjoyed one last partywith a veter-

    an teacher who decided to retire after

    four decades at the school.

    Cheryl Newman (60) was born and

    raised in Kewtown and started her very

    first teaching job at Bridgeville Prima-

    ry School in 1973.

    That is where she stayed for 42 years

    before deciding to retire this year.

    Newman enjoyed teaching children

    fromGrade 1 to 4 while working a walk-

    ing distance away from her home.

    It was very convenient for me when

    I started teaching at Bridgeville Prima-

    ry because I could walk home to and

    from school. I never left because I was

    happy at the school and I believe that

    when you love your job there is no rea-

    son to move on, she says.

    Newman recalls teaching senior

    phase children needleworkwhen it was

    still a compulsory subject at school, but

    says she has always had a soft spot for

    the little ones.

    That is where I am happy, adds

    Newman .

    Teacher JenniRoof saysNewmanhas

    been a dedicated teacher and has al-

    ways been a good source of advice for

    both teachers and children.

    Shehas taught at the school the long-

    est and really makes a point of it to get

    to know each child and teacher. She is

    always willing to help another teacher

    and has become a good friend to every-

    one she mingles with, says Roof.

    Her presence will be missed both in

    the classroom and in the staff room, but

    the lessons she has taught everyone at

    the school will be her legacy. Often chil-

    dren return to the school to share their

    achievements and most have finished

    university.

    Newman says she looks forward to re-

    tirement and being able to travel.

    Once I have settled in with the idea

    of not having to go to school every day,

    I would like to travel overseas or go on

    a boat cruise. I also look forward to

    slowing down after 42 years of work,

    she says.

    But I will miss my children and

    friends I havemade at the school. It was

    my second home for so many years and

    that will be a big change, she admits.

    Newman does, however, add that she

    wont stay away for too long.

    I have offered my services to the

    school and might help out next year in

    the schools library, so people will still

    be able to see me in the school passag-

    es, she jokes.

    come grave concerns to residents liv-

    ing in Sybrand Park.

    Repeated requests to council for traffic

    calming measures to be implemented have

    not been attended to and residents claim it

    is a tragedy waiting to happen.

    Now residents are asking that Golf

    Course Road be turned into a one-way road

    to help relieve traffic. Aside from traffic

    congestion, residents have also asked for

    traffic signs to be put up.

    ResidentKaren Johnson says she has had

    enough.

    Howmanymore people have to die or get

    seriously injured before our concerns are

    addressed? It has been like this for years.

    Traffic is terrible in the morning and it can

    all be resolved by implementing a one-

    way, she says.

    Council keeps telling us we need to get

    a petition or write a letter. The community

    has written many letters to the councillor

    and as of this week we will be going from

    door to door to get signatures.

    Johnson says action needs to be taken

    with urgency as children and disabled resi-

    dents use the road daily.

    There is a school down the road as well

    as a rehab centre and old-age home. It is

    very dangerous to cross that road and peo-

    ple have to wait close to fiveminutes before

    crossing, she insists.

    Johnson says when traffic officers are

    present, traffic is calm and taxi drivers stop

    using the area as a shortcut.

    Sybrand Park Ratepayers Association

    chairperson Dr Richard Hill says traffic is

    a headache.

    There isnt enough space for cars to

    move in the road and even though there is

    no allocated bus stop, the buses and taxis

    take up the space in the road too, he says.

    If a car is speeding and doesnt see the

    bus or a car parked in the road, they are

    forced to turn onto the pavement or the lane

    of on-coming traffic.

    Hill says he has lost track of the number

    of accidents which have occurred on the

    stretch due to a lack of road traffic signs.

    I cant even count how many accidents

    there have been in the last month. Some-

    thing needs to be done and quickly.

    Ward councillor Anthea Green says she

    has informedresidents to compile apetition

    and to have it signed by the community for

    public participation.

    I need to ensure that all residents are in

    favour of having traffic calming measures

    implemented. Many times you find one or

    two residents complaining and once the

    speed bump or raised intersection has been

    built, people complain saying they werent

    notified, says Green.

    By having a signed petition I know all

    are in favour of the traffic calming meas-

    ures, but despite the wait I have already ad-

    dressed the issue with the officials whowill

    determine what measures need to be put in

    place.

    Michael Josephs, a community worker,

    hopes the issue will be treated as a priority

    ashe is tired of being told there is nobudget.

    We need action fast. We know council

    has been working on the issue for a while,

    but saying there is no money in the budget

    is not a good enough reason, he says.

    Why should the money go to surround-

    ing areas and not be used in Sybrand Park?

    Wehave no recreation facilities for the chil-

    dren and there isnt even a proper board in

    themain road indicating that SybrandPark

    is here.

    Green said she would look into making

    funds available for the next financial year.

    (CPF) has a new chairperson.

    Kader Jacobs was appointed

    chairperson alongwith a new executive at

    the CPF elections recently held at Manen-

    berg Police Station.

    Jacobs has lived in the area for more

    than 30 years and says he has a good know-

    ledge of the community and their con-

    cerns. I am ready to take on the challenge

    and invite the community toworkwithme.

    This is not a one-man show and I will wel-

    come any input, he says.

    He says once he has settled down and got

    accustomed to the neighbourhood watch-

    es, he aims to work on a plan of action.

    There are many organisations overlap-

    ping and I would like to establish every-

    ones roles and get them to join forces. The

    people ofManenberg are suffering because

    of crime and are hurting. If everyone try-

    ing tomake a difference can work together

    it will strengthen the community and

    make a bigger impact.

    Jacobs says his first taskwill be to create

    a personal relationship and database with

    all interested parties.

    I want to take people by the hand and

    work together. We shouldnt all be doing

    our own thing. We need to combine safety

    and security, education, youth organisa-

    tions andour religious structures and start

    working on a plan to fight crime together

    so that it is onemessage being sent out. We

    need to have a united front, he says.

    He also points out that he is not someone

    who likes to work in isolation or from a po-

    sition of power.

    I would like to work on the ground and

    with the people out in the community.

    Previous chairpersonRandallApril says

    the job is a very demanding calling and it

    takes a lot of guts and commitment to serve

    on a CPF, especially in a difficult and chal-

    lenging area like Manenberg, but thanked

    his team for their dedication.

    A CPF is a very important role in the

    community. The organisation serves as

    the communitys voice during police mat-

    ters and is vital in ensuring residents re-

    ceive good service delivery from officers.

    We hold officers accountable and try to ed-

    ucate the community on the importance of

    reporting crime, he says.

    I wish the new executive and chairper-

    sonwell in their task ahead. I have enjoyed

    working with everyone here over the

    years, but both my wife and I are retired

    and I would like to enjoy time together.

    He did, however, point out that he would

    still assist with the local neighbourhood

    watch when he is able to.

    Manenberg police spokesperson Lieu-

    tenant Ian Bennett identifies gangsterism,

    drug-related crimes and contact crimes as

    the biggest concern.

    Bennett also adds that assaults are be-

    coming a big problem.

    We are getting more reports of assault

    cases at schools, as well as at the station

    and in front of flats, he says.

    He urged pupils to be aware of their sur-

    roundings when walking to and from

    school, as there has been an increase of at-

    tacks on pupils during those times.

    Police lack resources

    Matching community needs with police re-

    sources were highlighted among the con-

    cerns at the Nyanga Cluster public meeting

    last week.

    The meeting was held by the Department

    of Community Safety (Docs) to discuss is-

    sues affecting the Lansdowne, Manenberg,

    Athlone, Philippi, Philippi East, Gugulethu

    and Nyanga police stations.

    Major-General Robbie Roberts, who

    heads the Nyanga Police Cluster, said pov-

    erty, alcohol abuse, unemployement, rob-

    bery, shortage of police officers and mur-

    ders top the list of the cluster policing is-

    sues.

    Policing is about human resources and

    to ensure visible policing in our area, but

    why does this cluster have the lowest de-

    ployment of Law Enforcement and Metro

    Police when it is considered the murder

    capital in the province? he asked.

    Roberts said there are not enough police

    resources in the cluster.

    There are 25 sectors in this cluster and

    not nearly enoughpolice officers tomonitor

    the areas.Weneed to look at the current lev-

    el of deployment of officers and ensure that

    we can fill in those gaps... We have over 600

    murders in this cluster in one year and too

    few resources to combat this crime.

    Roberts explained that CCTV cameras

    play a huge role in deterring crime and help

    police to monitor the hotspot areas, but

    with only 28 cameras in the cluster itmakes

    their job difficult.

    If this cluster is considered the murder

    capital of the province we need to move

    from number 20 on the list in line to receive

    cameras right to the top, he pointed out.

    Dan Plato, provincial Minister for Com-

    munity Safety, said poverty, unemploy-

    ment and substance abuse are wreaking

    havoc in communities.

    Most of the areas visited in the province

    have listed burglaries, robberies and sexual

    offences or domestic violence as some of the

    top crimes happening in the area last year,

    said Plato.

    He further said the root causes of these

    crimes, the necessary means to address

    them, as well as preventative measures, re-

    quire solutions from the community. Soci-

    etal problems cannot be the polices prob-

    lem alone. Figures provided to my office

    show that we still have very hard work to

    do, together.

    Between 45 and 55 murders occur in the

    province each week and about 95 rapes are

    reported. Those present tookpart in an elec-

    tronic survey on police matters in the clus-

    ter. Preliminary results indicate that 25.9%

    of attendees reported theyhadbeenavictim

    of crime in the last 12 months, while 14.3%

    saidwhen they reported the crimepolice re-

    sponded within a reasonable time.

    A staggering 80.7% of participants said

    there are not enough resources at the seven

    police stations.

    Cassiem Christians, chairperson of the

    Community Police Forum in the cluster,

    added that a campaign is needed where the

    needs and priorities of children in the clus-

    ter arehighlighted to ensure abetter future.

    January

    Three suspected drug houses operating

    in one street in Park Town were identified.

    Despite numerous complaints to both coun-

    cil and police, residents living in neigh-

    bouring properties said the suikerhuisies

    continued to operate and make profits.

    February

    It was a grim start to the year for the staff

    of an Athlone factory after they found the

    doors to their workplace closed when re-

    turning from holiday. Every day for two

    weeks after returning to work from the De-

    cember holiday, a handful of workers re-

    turned to their former place of employment

    hoping to find the doors open. But a month

    after returning to the Showmaster factory

    and finding operations shut, they were still

    in the dark about their futures. The compa-

    nys production manager at the time con-

    firmed that auditors were investigating the

    companys financial status, but couldnt

    comment on the future of the facility.

    March The all-important question dur-

    ing this month was whether or not there

    would be an end to gang violence on the

    Cape Flats. Watching TV or eating a meal

    as far away from the windows as possible

    and dropping to the floor every time they

    heard a bang was something that became

    thenorm forKewtownresidents.More than

    eight lives were lost on the streets of Kew-

    town in March, including the death of a

    teenager that was shot on the stairs of his

    flats on his way home from class. After the

    shocking murder of 17-year-old Moegamat

    Amien Dixon, the community spoke out in

    Outraged residents of Vygieskraal infor-

    had taken to the streets of Athlone and

    brought traffic to a halt demanding better

    toilet facilities, electricity, clean water and

    a better structuring of houses so that emer-

    gency service can have access.

    spector Brigadier Jan Solomons assured

    residents that while some complaints could

    be dealt with at station level, province

    would keep a close eye on the running of

    the precinct.

    Thieves preying on commuters at Hazen-

    dal station caused residents to demand in-

    creased security at the station. Both police

    and neighbourhood watches agreed that

    muggings and theft at the station had

    spiked since the beginning of the year. But

    Metrorail assured residents the station had

    24-hour security presence and that theyhad

    no record of incidents being reported at the

    station.Residentswere advised to report all

    incidents of theft, irrespective of its antici-

    pated outcome, to ensure that railway po-

    lice and Law Enforcement protection serv-

    ices were deployed effectively.

    July

    Better healthcare was at the heart of resi-

    dents problemswhen nine vacancies at the

    Dr Abdurahman Community Day Centre

    had allegedly negatively impacted on serv-

    ices at the facility. These were patients

    views when insisting that the health forum

    at the facility be revived. Provincial health

    department confirmed the vacancies and

    said plans to upgrade and expand the facili-

    ty were in the pipeline for 2015.

    August

    Residents living in various courts in Hei-

    develd were overjoyed when the occupants

    of four known drug dens were served with

    eviction notices early in the month. After

    numerous arrests at the flats in Irene, Kat-

    rina and Helen courts, the wheels were set

    in motion to send the errant lessees pack-

    ing.

    September

    Community facilities and small business-

    es came under attack throughout the

    month. In the period between July and Sep-

    tember the Heideveld advice office, post of-

    fice, library, cafes and a number of church-

    es were all targeted by thieves. Equipment,

    fencing, air conditioners and various other

    items were among the items reported sto-

    len.Management of thevarious facilities af-

    fected voiced their concerns and requested

    additional police presence in the area,

    which was implemented.

    October

    Service delivery issues were brought to

    light inGarlandale by residentswho felt the

    communitywas beingneglected by council.

    Rusted lighting poles, unlocked electrici-

    ty boxes, illegal dumping, blocked drains,

    no pavements and overgrown verges were

    some of the complaints residents raised.

    Ward councillor Anthea Green agreed to

    look into the problems and action as need-

    ed.

    November

    It was a battle for the best bays in Gates-

    villewhen traders in thebusy shoppinghub

    demanded thatLawEnforcement intervene

    against the influx of illegal traders. Fee-

    paying hawkers claimed informal traders

    from Athlone CBD had been making their

    way to the trading area infringing on their

    bays and stealing customers.Ward council-

    lor Magadien Davids assured traders when

    the revamp to the shopping district starts

    in January everyones suggestions and

    needs would be accommodated.

    December

    This month abandoned Manenberg flats

    were stripped bare and was allegedly being

    used as a hideout for criminals after con-

    tractors downed tools as a result of on going

    gang violence. Residents called for the

    building to be demolished and restored. No

    decision has been taken yet.

    Before hitting the road this holiday, check

    V Tyres: Check air pressure of your tyres,

    including the spare.

    V Batteries: Weak batteries can lead to

    breakdowns.

    V Brakes: An inspection can determine

    VWindshield wipers: Old or worn wind-

    NEW TECHNOLOGY

    Preventing crash

    T

    oyota has revealed a range of high-tech

    vehicle crash-prevention technology.

    Toyotas integrated safety manage-

    ment concept is designed towork in concert

    to reduce the number of road crashes.

    The features were announced at a safety

    seminar in Toyota City, Japan, and is set to

    be launched in new models in 2015. Toyota

    is also creating active safety packages for

    various vehicles thatwill be available by the

    end of 2017.

    At a blind junction even the best vehicle-

    cameras and sensors cant give a clearwarn-

    ing of hazards. Toyota has worked to elimi-

    nate the risk with new vehicle-to-infra-

    structure and vehicle-to-vehicle

    communications technology, using a wire-

    less frequency reserved for Integrated Traf-

    fic System (ITS) services.

    For example, if you arrive at junctionwith

    no clear view, sensors will detect oncoming

    traffic or pedestrians and send the informa-

    tion to your car, what Toyota calls the vehi-

    cle-to-infrastructure system.

    Toyota says: Vehicles approaching the

    intersectionwill signal their presence using

    the vehicle-to-vehicle link, activating visual

    and audio warnings when necessary to help

    prevent an accident.

    Toyota has developed a new radar cruise-

    control to make it easier for preceding and

    following vehicles to maintain safe follow-

    ingdistances. It uses a forward-facingmilli-

    metre-wave radar to monitor the distance

    between vehicles ahead and behind, relative

    speeds and the acceleration/deceleration of

    the leading car.

    Automakers are already using such sys-

    tems with a consequent improvement in

    safety, congestion and fuel-efficiency.

    Toyota says it develops its ITS-compatible

    systems in collaboration with government

    bodies, agencies and private companies.

    In 2013 Toyota participated in an ITS

    Green Safety public-private project to assess

    the social effects of such systems. It will also

    take part in the ITSConnect PromotionCon-

    sortium to support the development of envi-

    ronments for the smooth introduction of

    such systems and their widespread adop-

    tion.

    Toyota, already implementing auto high

    beam and adaptive lighting systems, is de-

    veloping its next-generation system to deliv-

    er improved night-time illumination its

    array adaptive high-beam using LEDs.

    A similar system was launched recently

    by Mercedes-Benz on its CLS in South Afri-

    ca.

    The system uses multiple, independently

    controlled LEDs arranged in a single row.

    This gives wider illumination without daz-

    zling drivers of oncoming or preceding vehi-

    cles. It can light up the gaps between vehi-

    cles ahead and those approaching, making

    it easier to spot pedestrians.

    Light distribution is also linked to use of

    the steeringwheel, givingbetter visibility as

    you turn into a bend.

    Toyotas new Safety Sense active safety

    package will include an auto high beam

    function.

    From 2015, Toyota will launch a new set

    of active safety technologies designed tohelp

    prevent or mitigate collisions. Two Safety

    Sense packageswill be launched, initially in

    Japan and subsequently in the USA and Eu-

    rope, by the end of 2017.

    The two packages, designated C and P for

    mid-size and larger vehicles respectively,

    use several of Toyotas existing active safety

    technologies, including its pre-crash safety

    system, lane keep assist and auto high beam.

    The C package uses a laser radar and the

    P package a millimetre-wave radar, each

    combined with a camera.
