Smith also refers to a statement issued early this year whereby the City’s safety and security directorate has maintained an in- creased presence in Manenberg since a flare- up in gang violence in mid-December. It states that the focus has since moved to ensuring the safety of pupils in the area. Little says they have also secured the Lit- tle Lillies educare centre and enclosed it to ensure that criminals do not enter the facili- ty. “Since we put the security measures in place, there has been a marked reduction in the number of attempted burglaries. The community has also been taking ownership of the facilities in the area that have en- hanced their quality of life. We call upon the local community to please do their bit to safeguard the facility by keeping a watchful eye and report any criminal activity to the police,” she says. Title deed backlogs addressedThe City of Cape Town is making goodprogress in clearing backlogs pertaining tohistoric title deeds, some stretching as farback as 30 years.According to a statement, efforts to ac-

tively speed up the transfer of these titledeeds are yielding results and more thanhalf of the total backlog identified in 2012has already been eliminated.At the end of January, more than 13 700

historic title deeds have been transferred topreviously disadvantaged beneficiariessince 2012. This has been the result of amas-sive effort by the City’s human settlements

directorate. These transfers pertained toolder housing projects that had previouslybeen hampered from finalisation by intri-cate and complex processes, including le-gal, conveyancingandother factors, suchasthe missing particulars of a beneficiary.“In early 2012, the City embarked on a

project, which is still ongoing, to make per-manent staff and resources available to ad-dress historical transfer backlogs, wherethese could be completed,” said maycomember for human settlements, Benedictavan Minnen.“In an effort to speed up the processes in-

volved, some of these transfers are activelybeing driven by the City’s projectmanagersof human settlements housing projects,while others are being attended to at a legallevel.Wewill not rest onour laurels as thereis much work to be done. The City plans tofinalise just over 11 000 of these historictransfers over the coming years,” she said.Key areas where historic title deeds have

been transferred during the time in reviewinclude Khayelitsha, Bloekombos, Walla-cedene, Nomzamo, Nyanga, Philippi andWesbank. Over the years it has been estab-lished that the most common reasons whybeneficiaries have not received title deedsinclude unsigned sale agreements; benefici-aries who cannot be traced; incomplete ap-plications; legalities around ownership; re-zoning issues; unpaid loans by beneficia-ries; and conveyancing challenges.Each case has to be addressed individual-

ly, but could involve a combination of thechallenges listed above..

A woman with a physical disability hasnot given up her own fight to ensurepeople living with disabilities have a

right to decent employment.Undere Deglon, CEO of Disability Work-

shop Development Enterprise (DWDE),works closely with a number of companies inthe private sector that are committed to em-ploying people with disabilities.

The Institute for Promotion of DisabledManpower, in partnership with WesternCape Network on Disability, held a summitat the Cape Town International ConventionCentre (CTICC) on Friday 13 February.

Sinawe Pezi, deputy CEO of DWDE, ex-plained through education, empowermentand networking opportunities between em-ployers and peoplewith disabilities, the orga-nisation’s Employment Support Servicesmakes a significant contribution towards en-riching lives, building an inclusive societyand inspiring young people on their way to-wards finding opportunities for work.

The DWDE launched the Employment Sup-port Services in 2013 across SouthAfricawithan associated target employment of 1200 peo-ple with disabilities in the open labour mar-

ket.Pezi says the 2% employment campaign

is a partnership between DWDE, theJobs Fund, administered by the Develop-mentBankofSouthernAfricaand theUnit-ed Nations Special Rapporteur on Disabili-ty. “We seek to create awareness amongemployers about the employability of peo-plewith disabilities and to give peoplewithdisabilities exposure to employment op-portunities and guide them in the right ca-reer choices,” she says.

During the Disability Employment Sum-mit, the organisation presented an over-view of an employment creation cam-paign.

It was revealed at the summit that theprivate sector is well on its way to meetingthe 2% quota set out by government, whilesome are exceeding expectation.

Pezi saysmanySouthAfricanswithdisa-bilities desperately require an increase injob creation initiatives to overcome the un-employment problem.

“Unemployment is the root cause of pov-erty and inequality, and can be a contribut-ing factor to substance abuse, increasedlevels of crime and social exclusion,” shesays.

Pezi says according to Statistics South

Africa Census 2011, there are just over twomillion (7.54%) people with disabilities, ex-cluding certain groups and children young-er than five, compared to peoplewithout dis-abilities which total just over 35 million(92.46%).

“On the other hand, the Commission forEmployment Equity Annual Report2013/2014, reporting on employment equityprogress among designated employers, not-ed after 15 years there are only about 50 000(0.9%) people with disabilities in employ-ment,” she says.

This is miles away from the target of 2%employment of persons with disabilities setby the government, Pezi explains.

“The Employment Equity Act in SouthAf-rica was intended to eliminate discrimina-tion in employment by developing a labourforce that is broadly representative of theSouth African population,” she says.

However, Pezi says, many unemployedSouthAfricanswith disabilities remain con-demned to a life of dependence on disabilitygrants. “We would like to partner with theprivate sector and government institutionsto assist them with achieving their 2% quo-ta,” she urges.

Pezi adds that SouthAfricawill have a dis-ability census in 2015 which will hopeful-ly show an accurate profile and preva-lence of all disability types in South Afri-ca.

“Both internationally and locally, therearedifficulties inobtainingaccurate disabil-ity statistics,” she says.

A new world of possibilities and oppor-tunities by reading books and expand-ing one’s knowledge now awaits the

pupils of Heatherdale Primary School inAthlone after the school officially launchedits new library last week.

A room filled with more than 3 000 books,neatly shelved, new floors, freshly paintedwalls, comfortable and colourful bean bags

greeted the pupils, teaching staff and guestsduring the official launch held at the schoollast week Monday.

The opening coincidedwithSouthAfricanLibrary Week which was celebrated fromSaturday 14 to Saturday 21 March.

“This is a profound way to celebrate thisweek; the Heatherdale school library is aspecial project as it brings together one ofThe Bookery’s most important partnershipsfor the future,” said Cosmas Mabeya, theBookery’s executive project manager in a

statement.Sean Geldenhuys, assistant librarian at

the school, says the teachers and pupils areall very excited about the new library.

He says the generous donation of aboutR100 000 and support by The Bookery, anNGOthat creates and supports school librar-ies in SouthAfrica, aswell as SchoolAidUK,will create new possibilities for pupils, ex-pand their knowledge and help preparethem for the future.

According to a statement by The Bookery,the organisationwas established in 2010 andhave created 40 fully functional libraries in

the Western Cape alone.Geldenhuys says the school hopes to add

computers, internet connection and an over-head projector to the library programmeand activities. He strongly promotes the or-ganisation’s initiative and aim, “bringingthe school library to life”, and says a schoolwithout a library is like a brain no memory.

“A library is an area or space where youcan go and explore by reading, learning andhaving fun,” says Geldenhuys.

The Department of Community Safety invites religious institutions (registered NPOs) to submitproposals for safety promotion programmes for youth living in high crime areas. The Departmentwill support these activities at a rate of up to R50 per day per youth participant on condition thatthese activities run for at least 8 hours per programme day and at least one meal is provided for eachparticipant every programme day.

Applications must be submitted on the prescribed application form, supplemented by a PowerPointpresentation (maximum 5 slides) introducing your organisation and its track record in communitysafety, the programme you envisage, programme objectives, a budget and a detailed schedule ofproposed activities. Applicants will be required to present their proposals at a Departmental ReviewPanel Meeting. The Department may request applicants to participate in further safety promotionactivities. Institutions interested in conducting safety promotion activities during both the June andthe December holidays should complete a separate application on the prescribed form for each period.Applications are invited for:

Five and a half decades later,they are closer than everbefore.

Celebrating their 55th wed-ding anniversary, a PelicanPark couple attribute the suc-cess of their marriage to alwaysputting God first and being to-gether.

Jock and Catherine met in1959 at a Church function inWoodstock.

One year later at the ages of18 and 21 they were married.

“He was interested in my sis-ter, but she was older than himand wasn’t interested. That iswhen he saw me and we startedcourting,” Catherine says.

With time the couple havegrown closer together.

“We are more loving and carefor each other,” she adds.

They both still fondly remem-ber the journey they have takenover the past five decades.

They started their love storyin Salt River where they metand attended church services atthe Salt River Apostolic FaithMission.

Following the implementa-tion of theGroupArea’sAct, the

couple discovered Jock was ofIndian decent.

“We didn’t know he was Indi-an, and because of that we weremoved from Woodstock toGatesville,” says Catherine.

At the time Jock was a truckdriver.

Catherine says she often trav-elled with him up country andkept him awake by singing tohim.

They lived in their home for10 years before moving to Peli-canParkwhere they still reside.

The couple attribute the suc-cess of their marriage to alwaysmaking time for each other andputting God first.

Catherine is still active andoften preaches to groups visit-ing from other countries.

Jock, aman a very fewwords,says a happy wife means a hap-py life.

“I always spent time with herand gave her everything shewanted. Youmust listen to yourwife and please her,” Jock ad-vises.

The couple celebrated their55th Wedding anniversary onThursday 12 March.

The marriage was blessedwith eight children, four ofwhom have already passed.

The upgrading of rental flats in Ma-nenberg is well underway, despitethe issues that brought it to a com-plete standstill late last year, accord-ing to a subcouncil 11 report.

The report issued states that the1584 units to be upgraded were splitinto three groups (A, B and C) for op-erational purposes.

Group A has already been refur-bished, while all but one, AlettaCourt, in the second group have beencompleted. The rest is set to be com-pleted by mid-April.

Work on the blocks of flats inGroup C has “cautiously recom-

menced” at Eva and Dina courts, aft-er it was suspended due to sporadicgang-related violence in the area andextreme vandalism.

Councillor Benedicta vanMinnen,the City of Cape Town’s MayoralCommittee Member for Human Set-tlements, confirmed despite “inter-mittent work stoppages, work is cur-rently in progress” and says 1470units have been completed. She saysManenberg A is complete, and Ma-nenberg B and Manenberg C is to becompleted by mid-April.

Van Minnen says the delay wasmostly due to vandalism. “An appli-cation for additional funding for therepairs of the buildings, delayscaused to the project, and securityfor the contractor to proceed, alsoneeded approval from local govern-ment.”

She says the project that createdabout 4000 jobs is almost completed.

According to Lieutenant Ian Ben-net, spokesperson of the Manenbergpolice, the vandalising of the blocksof flats to be refurbished over the fes-tive season hugely impacted the re-turn of residents to the flats.

He says despite the spate in gangviolence in the area, the stripping offlats in the process of being renovat-ed is a private security matter of thecontractors and not one for the po-lice.

“The prolonged stay of the resi-dents in the temporary accommoda-tion villages (containers) definitelyimpacted the community negativelywith an increase in criminal activityat these villages where some are stillbeing housed. We maintain a highvisibility in especially these areas.”

get a reward of up to R1000if they report illegal dump-

ing.This is according to a press re-

lease by The City of Cape Town.Apolicy relating to rewardswasadopted by the City in 2014 in aneffort to improve policing servi-ces, with the Safety and Securi-ty Directorate introducing a re-ward system formembers of thepublicwho provide informationthat will lead to a positive out-come against criminal activity.Illegal dumping places an

enormous burden on the City’sresources and ability to deliverservices to residents as it costsan estimated R350m a year todealwith the issue, as highlight-ed by mayor Patrcia de Lille atthe launch of the illegal dump-ing campaign in February.In addition to ongoing aware-

ness drives, various City de-partments including SolidWaste Management through itsby-law enforcement section,City Health, Metro Police, CapeTown Traffic Services and LawEnforcement are involved in en-forcement efforts to curb illegaldumping.“Wehave had some success in

tracking down those responsi-ble for illegally dumping gardenand building refuse, but I be-lieve that there are still far toomany perpetrators who are get-ting away with it,” said theCity’s Mayoral CommitteeMember for Safety and Securi-ty, JPSmith in thepress release.“That iswhywearehighlight-

ing our informant reward sys-tem to hopefully spur people onto speak up against this flagrantdisregard for the law and the de-

struction of our environment.”The informant reward policy

allows for payments of up toR1000 for information leading toanarrest or finebeing issued forillegal dumping. Informantswould be required to submit asmuch evidence as possible, in-cluding sworn affidavits, photo-graphs or video footage as wellas clear identification of vehi-cles and/or persons involved.Witnesses are only required

to testify in court where the sus-pects contest the matter and optfor a trial instead of paying anadmission of guilt fine.“Ideally, we would want resi-

dents to provide informationand witness accounts againstcriminals because it is the rightthing to do. However, I am un-derno illusion thatmanypeoplesimply turn a blind eye becausethey donotwant to get involved,are apathetic, or don’t knowthat we are losing more than aquarter of a billion rand a yearcleaning up after culprits whenwe could be spending that mon-ey on other, more crucial servi-ces. We are hoping that the re-ward systemwill result in morepeople coming forward withuseful information,’ said Smith.There are more than 1000

large dumping hotspots acrossthe city – some are popular forthe dumping of householdwaste, while others are com-monly used for the dumping ofbuilding rubble. In one of themost recent incidents, a manwas caught red-handed, dump-ing thousands of tablets in Phil-ippi.Members of the public can re-

port illegal dumping to theCity’s call centre on 0860 103 089.

Grid upgrades to benefit suburbsMaitland and Kensingtonare set to benefit from TheCity of CapeTown’s electrici-ty infrastructure upgrade.Other areas that will bene-

fit include Gugulethu, Sti-kland, Brackenfell, KuilsRiver and Durbanville.As such, five capital pro-

jects aiming to improve dis-tribution capacity and relia-bility are currently being im-plemented, and are onschedule for completion be-fore the end of the 2014/’15 fi-nancial year.The biggest capital outlay

was required by Phase 2 ofthe Koeberg Road switchingstation upgrade. This up-gradewill provide additionalreinforcement to the City’s132 kVnetwork,which formsthebackboneof the electricalnetwork.This project came in at a

cost of R137 245 797 and im-proves the reliability of sup-ply within the western por-tion of the city by replacingageing infrastructure andproviding greater transfercapacities within the 132 kVbackbone. “The current situ-ation at Eskom demon-strates the consequencesthat poor asset managementcan have on an electricitynetwork. Ensuring that in-frastructure is refurbishedor replaced before it becomesunreliable is crucial to secur-ing electricity supply for our

customers,’ said the City’sMayoralCommitteeMemberfor Utility Services, ErnestSonnenberg.“Planning now so that

there is sufficient capacity tomeet demand is very impor-tant if we want the city’seconomy to grow optimally.It is not only important to se-cure the power supply forcommercial and industrialexpansion, as is the aim inStikland, but also to providecapacity for subsidised hous-ing developments, as is theaim in Gugulethu.“Themajority of the capac-

ity created by the Gugulethumain station upgrade will befilled by subsidised housingdevelopments, empoweringthose who were economical-ly marginalised by the apart-heid system.The City’s Electricity Ser-

vices Department, was re-cently recognised when itwas awarded the highly pres-tigious ISO 55000 certifica-tion – with the departmentbeing the first entity inSouth Africa and the secondacross the continent to beawarded this recognition.ISO 55000 is an interna-

tional accreditation for assetmanagement best practice,and serves as confirmationthat the City’s electricity as-sets are managed in accord-ance with the highest possi-ble standards globally.

Allergy alert raisedIf you are wondering why your allergy is getting worse,it ismost probably because of the recent fires in the area.According to a leading supplier of allergy medication,

says veld fires can intensify allergy symptoms by up to11%.“Even if youcan’t see or smell the smoke fromthe fires,

the body may still respond to particulate matter, whichismadeup ofminuscule particles or droplets of pollutionin the air that are inhaled,” she says.

Van Aswegen says this week’s fires may also play apart in increasing hospital traffic by putting more aller-gens in the air. “Any exposure to any kind of smoke tothosewithunderlying allergy conditions can cause prob-lems and make themmore susceptible to respiratory in-fections.“Smoke is an environmental allergen that contains

particles which can irritate the lungs, throat and eyes,triggering symptoms like difficulty with breathing nor-mally; wheezing; shortness of breath; runny nose, itch-ing, nasal congestion and obstruction of breathing andcoughing (with or without mucous).“The most commonly affected people are allergy suf-

The Rhodes debateI have visited the Rhodes memorial onseveral occasions and have taken manyof my guests to view the beauty of CapeTown in all it splendour on warmwindless days.The views were always breathtaking. I

never for once bothered about thehistory of Cecil John Rhodes until therecent protest by the students of UCTover his statue.What was very worrying, was the

racially divisive nature of the protestsand the extremely acerbic tone of thedebates. I was prompted to research theman’s history to make sense of thisdivisive debate.I came across an excellent article

written by Mzubisi Qobo, the pastpresident of the student representativecouncil in 1996. The article appeared inBusiness Day on Friday 20 March.According to Qobo, Cecil J Rhodes

was infamously known for his “EveryMaster Wallop-his Nigger Bill”, whichgave white farmers the right to flogtheir black workers.He strongly opposed the idea of giving

blacks the right to “own land” in theirown country. He felt that they should be

kept in sub-human conditions in nativereserves.Qobo further states that Rhodes’

purported generosity to donate land forUCT and his residence for future primeministers was done so with plunderedmoney and to bribe the future not tojudge him harshly for his ugly past.I am sure many beneficiaries of the

Rhodes scholarship back in the early’50s and ’60s, who are his staunchsupporters and responsible for all thevitriol in the media against the protest-ers, were totally ignorant of the fact thatRhodes was an absolute racist.With the Rhodes ugly racist back-

ground, there should be no doubt thathis statue has absolutely no place in areputable university like the UCT oftoday. Like Hitler’s and other dictators’statues, Rhodes’ statue should be kept ina museum to remind civilised peoplethat the evil of one’s past will always beremembered by history.Rhodes’ statue occupies a space that

could and should be occupied by astatue of a person that could make theuniversity, its students and fellowCapetonians extremely proud of.

That person is Archbishop EmeritusDesmond Tutu, a world renowned figure,who so fearlessly devoted so much of hislife for the liberation of this countryfrom the terrible shackles of apartheid.This man is hugely responsible forprevailing upon black South Africans torenounce violence and forgive theiroppressor to build a rainbow nation.It was so heartening to hear Afrikaans

speakers in Ventersdorp welcoming theidea of reburying the remains of the lateJB Marks, the struggle leader, who diedin Moscow in 1972, in Ventersdorp tobring about racial harmony in a townthat was torn apart by the Terreblanche.If the residents of Ventersdorp can do

it, then it shouldn’t be too hard for theliberal-minded Capetonians of all racesto unite and replace the bad with thegood.In a free and democratic country such

as ours, centres of learning should havestatues and monuments of people thatcan inspire their pupils to be goodcitizens and not have statues of racistslike Rhodes, who treated black peoplewith absolute disdain.UCT vice-chancellor Max Price will be

remembered well by history for takingthe correct decision to remove thishurtful reminder of our sad past.

Poverty strickenand living inan informal settlement,thousands of shackdwellers are looking for a wayto raise their children in better conditions.

Topping the priority list is a home built with brickswhich does not flood every winter.Electricity without the dangers of an illegal connection

is a close second.Add to that clean running water which does not have

to be carried in a bucket from a tap several meters away.But often, the City of Cape Town’s alternatives given

to informal settlement dwellers come at far too high aprice – amove fromMaitland toMfuleni or from the CapeTown CBD to Strandfontein.Such moves will make it near impossible for these low-

income groups to keep their jobs or visit their families.And when informal settlement dwellers raise these is-

sues, they are often met with the immovable response:“Take it or leave it.”But the City is more than capable of bending over back-

wards for those they feel deserve it.Daily council makes concessions to big developers, al-

lowing them to build too close to the road or neighbouringboundary walls.These concessions see buildings springing up too high

on the mountain or at the expense of heritage fabric.The recipients of such concessions are often corpora-

tions worth millions, who give little back.Are they really the ones council should be giving con-

cessions to? Where is the pro-poor planning to comple-ment the City’s claims to pro-poor spending?Weneedholistic solutions that cover all sectors of socie-

ty, effective changes that reduce the incomegapandhous-ing proposals that go hand-in-hand with a sense of digni-ty.If council wants to give a developer a concession, let’s

see both of them hold out a helping hand first.

A teacher and a plumber from the South-ern Suburbs are making waves on theFlying Fish Beach Volleyball Series.

Antonio Rossouw (33) from Elfindale andDean Layters (22) from Ocean View, haveformed a beach volleyball partnership thatis taking on the big guns in the national Fly-ing Fish Beach Volleyball Series.

The second tournament in the series tookplace at the University of Cape Town (UCT)and Camps Bay over the past weekend.

On Friday after the first day’s round robinmatches, Rossouw and Layters had only lostone match and were second on the log, be-hind the first seeds and eventual winners ofthe tournament, Grant Goldschmidt andJerome Fredericks.

“I started playing indoor volleyball in 1999when I was still at school in Mitchell’sPlain,” says Rossouw, who is a teacher at StAnthony’s Roman Catholic Primary Schoolin Heathfield.

He is married to Tercia, a former volley-ball player and they have a daughter, Ju-liana (2).

“The indoor season is very short andwhensummer came, I hadno sport, so I progressedto beach volleyball,” he says.

It is much the same for Layters, who is abachelor. “I also progressed from indoor vol-

leyball to beach volleyball to keep playingthe sport all year round,” he says.

Rossouw stopped playing for some time,but when he decided to play again he metLayters at the University of the WesternCape (UWC) where they were both playingand decided to form a team for the FlyingFish Beach Volleyball Series.

“This (UCT) is only our second tourna-ment together as a team, but we are develop-ing our style of playing and want to stay to-gether for the entire series,” says Rossouw.

According to him, beach volleyball stillhas a long way to go in South Africa beforethe majority of players can become profes-sional and make a living out of it. “It is won-derful that Flying Fish sponsors this series,butweasplayers still hold a full-time jobandthe only way we will be able to make a livingas players, is to get personal sponsorships,”says Rossouw.

Layters has his eye on the Olympics. “Iwould love to represent our country at theOlympic Games in the not so distant future.“But it is going to take lots of hard work,”he says.

“Dean and I regularly meet on the beachwhere we practise our drills and do lots ofexercises andwealso go to gymoften toworkon our strength and do cardio-vascular exer-cises. It is hard work . . . but we love it,”Rossouw says.

The beach is their playground
