The decreasing of these policing pockets will see the Athlone area consisting of three sectors instead of four. Sector One will have one van operating in Rylands, Hatton Estate, Gatesville and Park- town. Sector Two will consist of Kewtown, parts of Brigetown and Silvertown and Bokmaki- erie. This sector will have two vans as police consider it a “problem area”. Sector Three will have one van available for Crawford, Belgravia, Lincoln Estate and the Athlone Central Business District (CBD). Captain Junaid Alcock says police need the community to be involved in the process. “We are decreasing the sectors so that we can provide better services. This reduction will mean there will be a van for each sector and an extra one to assist in a problem area.” Nicole Williams, the secretary of Proudly Bokmakierie, says she doesn’t believe the re- duction of sectors will help. “We don’t want Bokmakierie and Kew- town under one sector. With the current re- sources they won’t be able to cope with the shootings and drug trade in both the areas,” she says. Residents have lost faith in the police, Wil- liams continues. “Last year, we gave them a list of 37 known drug dealers in the area but nothing has been done about this. We are in the process of getting a petition with other residents from Athlone. We want to show our disap- pointment in the police,” she says. Hanif Loonat, the chairperson of the West- ern Cape Community Police Board, says the reduction will add more pressure to the po- lice. “The ideas is a good one but they must take into account that reducing the sectors will mean the three sectors will be bigger,” he says. “Athlone is a large area, so the police must be aware that they will have to increase their visibility as well.” But Peter Petersen, the vice chairperson of the Sunnyside/Gleemoor Neighbourhood Watch, says the community needs to be posi- tive regarding the reduction. “There will always be people who will be negative. It’s pointless crying over one area falling to a different sector. The issues is dealing with crime effectively no matter what sector we are in,” he says. “We have to work with the police by play- ing our part in assisting them and making our areas crime free.” Michael Tauw, from the Alicedale/Glee- moor Neighbourhood Watch says he hopes the possible reduction will have a positive impact. “I feel more sectors vans should be availa- ble. Each sector should at least have three vans. We applaud the effort made by the po- lice in working with the community to fight crime,” he says. ALMOST 10 000 homeowners are up inarms about theCity of CapeTown’s val-uation of their properties.The City has received 8548 objections

since the general valuation roll of 815 676properties were published in February.Property prices had been derived from

sales around July last year.It appears homeowners in the leafy

suburbs of the city are in disagreementwith the recent valuation of their proper-ties.Mayoral Committee member for Fi-

nance, Ian Neilson, says 2496 objectionshad been emailed, 1005 lodged at theCapeTownCivic Centre, followed by 977,588, 571, 558, and 515 at the Alphen Cen-tre, Somerset West, Fish Hoek, Plum-stead and the Strand offices respectively.The remainder were from the other 13

venues spread across the city.The main reason objectors give are

that thevalues placedon their propertiesare too high.The next major item being objected is

wrong physical address against proper-ties, Neilson says.Valuation expert JerryMargolius says

the Computer Assisted Method of Valua-tion (CAMA) used by the City has itsdownfalls.The method is used for the majority of

properties except specialised buildings.“The system is practised worldwide.

To do individual valuations is too expen-sive,” Margolius explains.However, this method works well only

in areas where there is uniformity.The process works well in the West

Coast and Cape Flats areas, Margoliussays.However, in the areas which are locat-

ed along the “Table Mountain Chain”,being the southern suburbs and AtlanticSeaboard properties in Green Point andCamps Bay, it does not come without its

challenges, he says.“There aremanydifferent location fac-

tors which affect value. For example, ina CAMA process you may find propertyimmediately belowHighLevel Road, SeaPoint being highly valued because prop-erties above High Level Road are beingused to obtain the value.“The samewill happenwith sea-facing

buildings on Beach Road compared toproperties belowMain Road. This all de-pends on the knowledge of the computerprogramme that is preparing the statisti-cal model to address these issues,” he ex-plains.However, Margolius says property

owners and tenantsmust check their val-uations and not use the CAMA system toattack the valuation.“They need to assess the valuation

themselves as at 1 July 2012.”Property owners who are unhappy

with the new valuation of their homehaveuntil the endof thismonth to appealthe estimated property price.The rates and taxes will be payable on

the new property price estimations asfrom Monday 1 July.Unhappiness with the amount of rates

levied does not constitute an objection.“Objections submitted against a per-

ceived incorrect valuation must be sub-stantiated.“Comparing the valuation to neigh-

bouring valuations does not imply thatthe valuation is wrong. Objections sub-mitted against incorrect administrativeinformation, such as incorrect ownername or physical address, will immedi-ately be referred to the relevant depart-ments for investigation and correction,”Neilson explains.Margolius says 60 days is sufficient

“for a property owner who is knowledge-able and does not seek professional ad-vice”.

Valuations: thousands object

AN APPLICATION to host a third picnicevent atMakana Square in Langa has beendenied by police.This comesafter thePincodeSoulifiedPic-

nic organiser, Kenny Matli, is believed tohave refused to abide by the rules that camewith using the facility.The conditions such as cleaning the area

at the end of the event and turning down themusic by 23:00 were ignored.Langa police’s acting station commander,

Colonel Daniel Louw, says Matli left emptybeer bottles and litter on the property whena previous event ended. “The event organis-ers did not stick to the rules that they prom-ised to comply with. The party also went onuntil after midnight and police stations inAthlone, Langa andPinelands received com-plaints from residents about excessive noiselevels coming from the picnic.”However, noise levels were not measured

or recorded.Matli believes the police are the main

cause for the application having been de-nied.“I get the feeling that the application was

rejected, because the police don’t want towork at the event and this picnic is just giv-ing them unwanted work,” he says.He adds police would be required to close

off roads in the area and to serve as securityto ensure people are safe.Ward councillor for Pinelands and Langa,

BrianWatkyns, who is also a member of thecommittee which rejected the application,says the main problem is the organiser’strack record. It is believed that he previous-ly left the area in an untidy state and alsohosted the event on a Sunday.“The picnic was hosted late into the night

in a residential area,whenpeople haveworkand school the next day,” Watkyns says.Louw explained Langa Sports Grounds

was proposed as an alternative venue to theorganiser. “Matli did not want to make useof the sports grounds, because it means thathe has to pay to utilise it, and he does notwant to,” he says.

SOUTH AFRICA is one of only 12 countriesacross the world where it is safe to drink tapwater.The Blue Drop certification programme

ranked SA as the countrywith the third besttap water in the world.The incentive-based initiative regulates

water services globally, with the aim to im-prove and maintain the quality of drinkingwater. It covers several water managementaspects.Deidre Nxumalo-Freeman, the president

of the Institute of Waste Management ofSouthern Africa, applauds local municipali-

ties for its monitoring and attention to thequality of our drinking water.“In South Africa, our consti-

tution dictates that access tosafe drinking water is a basichuman right. The department ofwater affairs instituted the BlueDrop programme in 2008 andsince then, we have largely seencontinuous improvement in therankings of our municipalitiesin respect of drinking waterquality,” she says.“One source of our water is groundwater,

(which) collects underground from runoff.

“We consider it essential that people areaware of how easily our water tables can be-

come contaminatedthrough bad waste manage-ment practices. We alsoneed to be vigilant when itcomes to maintaining andupgrading the infrastruc-tures that allow us to havea high quality of drinkingwater.”The institute focuses on

education and training, inpartnership with municipalities, to betterequip themwith anunderstanding of the im-

portance of effective waste managementmatters.“As such we believe in the efficacy of get-

ting a message across, particularly to thoseworking at grass roots level, in order to en-gender a greater appreciation of the impor-tance of their various functions,” Nxumalo-Freeman says.“While our local and district municipali-

ties are responsible for ensuring that wehave access to safe drinking water, we mustall assist in the process.“The institute has an important role in

creating awareness along with empower-ment through information.”

THECity of CapeTownmust cleanup its act.Informal traders at the Athlone Central

Business District (CBD) are complainingabout a pervasive stench and filthy workingconditions and demand the City gets itshands dirty and turn things around.Informal traders say the current state of

area is driving customers away.Muriel Susa, the chairperson of the Ath-

lone/Crawford Community DevelopmentForum, says the City is failing local busi-nesses.“How can they expect people to conduct

business in a dirty place? These people areselling food and the place is unhygienic,”she says.Gaironesa George, an informal trader in

the CBD, says sometimes the dirt bins arenot collected.“When we approach the people who

clean here and ask them why there is notruck to hose the place, they get angry andtell us not to tell them how to do their jobs,”she fumes.Allie Dhansay, the manager of a butchery

on the corner of Lawrence and Old Klipfon-tein Road, is fed up with the City and feelsthat officials don’t place enough importanceon keeping the area clean.“The dirty conditions affect our business,

because people don’t come inside our shopbecause of the conditions outside,” hefumes. “Weneed theplace tobe cleaneddailybecause we are dealing with food, and wecan’t sell food to people when we are in adirty place. We want the place to be hosed.

“We are tired of doing business in theseconditions where we have flies and a terri-ble smell.”Ward councillor Suzette Little says a

company is hired to clean the CBD daily.“If the place is not cleaned then the trad-

ers should contact the Athlone City Im-provement District, because they are re-sponsible for cleaning the place,” she says.Freddie Moore, an area manager for the

Department for Solid Waste, says the CBDis cleaned twice a day.“We have cleaning services in the morn-

ing and in the afternoon. This includes col-lecting of bins and sweeping the streets,”he says.There is only one truck that hoses the ar-

ea, Moore explains.“The truck that hoses the area is there

to clean the CBD but it can’t be there every-day because it also has to hose inGatesvilleand Belgravia,” he says.Susa says their area is not treated the

same as other areas.“In Cape Town they hose twice a day. I

don’t see why they can’t do the same in ourarea. These traders have permits to bethere and they deserve towork in a respect-able place,” she says.Nazeer Sonday has been trading at the

CBD for over 20 years and is equally dis-gruntled about the filth.“It’s difficult for us because we can’t be

working like this. The area is stinking andthere are flies all over the place,” he says.“People want to come to a place that’s

clean and the Athlone CBD is disgusting atthe moment.”

shared last week after a public meeting washeld to address themost recent spate of gangviolence in Manenberg.Locals piled into the People’s Centre to lis-

ten to Nyanga Cluster Commander MajorGeneral Robbie Roberts’ plans to curb thesteady flow of bullets that has had locals hid-ing to escape injury.His list includes horseback patrols, the

Flying Squad, Dog Unit, specialised forces

and the Tactical Response Team to focus spe-cifically on gang hotspots such as ThamesAv-enue, Sabie Walk and Scheldt Road.Among the residents interested in what the

local top brass had to say was Fiona Weber,a mother of two teenage sons who has keptthem “gehok” for the past four weeks.“Vangdie robbiese en smyt hulle in die selle,”

she mumbled as residents listed their com-plaints to police management.“There’s no use in complaining about the

same thing over and over. Mothers will con-tinue to cover up for their sons, and neigh-bours will still remain mum when police

berg for the past 30 years.Her brother was killed about a decade

Education Department to schools for good performancein literacy and numeracy may bear some fruit.The funds from the 2013/2014 departmental budget are

offered as reward for schools performingwell in these cat-egories, which have been in decline at some schools.Research has found children simply don’t read or, if

they do, many don’t comprehend the content.The problem has likely been exacerbated by the advent

of social media and texting.On the numbers front, the school curriculum has intro-

duced Maths Literacy as a subject option for those whocannot do pure maths.While the traditional school system has an expectation

to conform, the reality is not everyone is mathematicallyinclined.ButMathsLiteracy does not count for entry to universi-

ty.One has to question the value of outcomes-based educa-

tion versus the previous one of rote learning.Arguably, both have benefits.Speaking of the state of education, University of the

Free State rector Professor Jonathan Jansen says it is an“absolute disgrace that you can pass matric with a markof 30%”.Even with an education system that at the same time

fails and flourishes, South African professionals areheadhunted by foreign companies.The cream of this country’s teachers, doctors, nurses

and therapists are earning foreign currency elsewhere.Others are in the process of shaping up their CVs for Du-bai, Bahrain, the UK, Canada, New Zealand and Austral-ia.The R30m will go towards increasing the number and

quality of passes in schools which attain “excellent” re-sults in provincial tests or show significant improvementin results.With an election year looming, it is hoped this cash

boost will benefit the children – our country’s future –and not tick off a point in favour of politicking.

Hard life raisinga disabled childI REFER to the article about teenagerswant-ing to get pregnant and have disabled babieswith shock, sadness and disgust (“Breedingdisabled children”, People’s Post, 26 March).Do they actually know what they are do-

ing? No, they certainly do not.They might think the little bundle is so

quaint, but little do they know the baby willgrow up.These teens are so very selfish.The baby will grow up and then the moth-

er – and not forgetting the baby – will haveto learn how hard our world is towards peo-ple with special needs.Creches will not take them, schools are

hard to find and as for friends, they are notwanted in their groups.Speaking from experience

Lessons learnt

WE HAVE to support our police (officers).Unfortunately, as in any organisation,

there are bad apples.(Even so), we must never blame or criti-

cise the good apples. It was sad to see fellowcitizens chase away police officers at theme-morial service of a taxi operator who alleg-edly died (as a result of) police brutality.We (should) have open hands with which

to embrace and support (the) good apples inthe (police services).When a police officer commits a crime,

their superiorsmust dealwith themharshlyand swiftly, as they are supposed to be keep-ers of the law.That same law must be used to clamp

down on them.South Africans have the right to be served

and protected with dignity and respect.Let us as citizens not forget that dignity

and respect is (a two-way) road.Respect the police who have to perform

their duties to the best of their ability. (Theyhave to) fight, prevent and investigate crimein the communities and within their ownranks.Keith Blake

‘Racket’ at hospital constructionON TUESDAY 12 March I had the pleasureof visiting my brother-in law-at the Gates-ville Medical Centre during (evening) visit-ing hours. Hewas in the general ward on thefirst floor.Upon our arrival at the ward using the lift

I got an unpleasant smell of glue and also avery loud noise of men working in the foyerof the general ward.I also noticed all the people visiting the

ward kept their noses closed (with) theirhands.There was a racket in the ward, the smell

was terrible and the noise coming from thepower tools being used was like an outsidemajor construction site.The ward nurses were all moved to a cor-

ner of the ward where they were not visibleto the public.After my questioning the workers they

told me they were building a new counterand a nurses’ counter. All this while theward was filled with sick people, includingmy brother-in-law who was in for a respira-tory problem. He told me the smell of thegluemade (his health condition)worse (and)he could not sleep during the night.Does the hospital have no respect for the

wellbeing of their patients? Do they not careor do they regard their patients as beingfrom a black community and they don’t de-serve better?This would not have happened in the so-

called affluent white suburbs or upmarketrich areas.What do they take us for? Scraps?What does regulation say aboutwork done

in a medical environment?Gatesville Medical Centre has no respect

and construction work within a hospital en-vironment as it is occupied all the time.Great care is taken to plan, communicateand minimise the effect of maintenance andconstruction work on our patients and staff.In ensuring that our patients’ rights to pri-

vacy is protected and their comfort is priori-tised, service level agreements are in placewith all outsourced contractors guarantee-ing all precautionary measures are taken toensure a sanitised and hygienic environ-ment while the construction is underway.Agreements are in place with our contrac-

tors that, where possible, all major buildingand/or carpentry work be done off-site andthey only assemble and install on-site oncethe bulk of the work has been completed.The upgrading process started in Decem-

ber – when the hospital is at its lowest occu-pancy – and is nearing completion. Noticeshave been put up to this effect and we askthat patients and patrons bear with us whilethis process was underway.The area in question is in the passage way

of the public area on our first floor and notin the immediate reachofwhere patients arehoused as alleged. This area is also demar-cated and closed off with aluminium glasspanels on either side to minimise the trafficand regulate the security to our wards.We value patient feedback and any con-

cerns can be raised via our Client ServicesDepartment. We could not locate any com-plaint indicating that this incident was re-ported by the patient or Mr Gafoor and sub-sequently not actioned by the hospital man-agement team.We take strong exception to Mr Gafoor’s

derogatory comments that because our Mel-omed Gatesville is located in a previouslydisadvantaged area that we have no regardfor the patients we serve. Melomed took thefinancial risk and brought private health-care to previously disadvantaged areaswhen no other entrepreneurs would do so.Melomed has successfully attracted quali-fied medical specialists to come into theseareas to service these patients due to the factthey were not granted the scope of practicein the previously advantaged areas. It wasalso our group that has invested further inthe healthcare services in these areas by es-tablishing niche services.

Gatesville who voiced they concerns at ameeting at the Athlone Civic Centre lastweek.Ward councillor Magadien Davids says

strong partnerships are key to achievingthis dream.Trader Adam Abbas says the state of

Gatesville needs urgent attention and inter-vention.“If things get implemented then we will

see a safer and clean shopping area,” hesays.“We need people to be comfortable visit-

ing Gatesville and not to have to deal with

dirt and vagrants.”Davids says there are plans to deal with

the homeless who congregate in the busi-ness district.“We will set up an assessment centre in

the area where we will try to find alterna-tive homes such as shelters or try and reu-nite the vagrants with their families,” hesays.Abdulla Parker, a Hatton Estate resident

who frequents the historic market, says hewould like to see the area thrive.“It goes without saying that the current

situation where there is constant harass-ment by car guards and beggars on the gen-eral public visiting this CBD is unaccepta-ble. Many vehicles have been broken into,scratched or dented and there has beenmany cases of pickpocketing, especiallyover weekends. There is alleged drug trad-ing as well as illegal pirate CD trading,” hesays.Parker further claims the hub is a health

hazard. “Many of these car guards and beg-gars sleep here. This creates a sanitationnightmare, as sanitation services are notprovided for vagrants sleeping in the CBD.The local toilets are open only during theday and not on Sundays,” he says.Davids says theCity is ready to tackle the

concerns of traders.“We have established a task team that

will go to Gatesville and see the problemstraders face daily.Wewill start working onimproving Gatesville immediately. It’stimeweget this areaback to its glorydays,”he says.

day kicked off a sports management courseat the Cathkin Community Centre that willrun until 28 June.The themeof the course is to build commu-

nities through sport and the programme isopen to all to attend.The community will get an opportunity to

learn about sport administration, sportcoaching and sport business.Joseph Booysen, the vice-chairperson for

the organisations, says the aim of the courseis to equip participants with the knowledge

and skills to understand community sport.“This interactive course will equip par-

ticipants with the knowledge to plan andimplement community sport programmesin their own communities. They will learnto work with the community in a hands-onapproach,” he says.“The youth in all of our communities are

strugglingwithgangsterism, falling topeerpressure and drug abuse. Sport is a meansto eliminate violence, provide opportuni-ties and a bridge to cross all racial divides.“It’s through sport that especially the

youth can learn to interact and learn fromeach other. This coursewill createwonder-ful opportunities within our communitiesand break the barriers that exist.”

Ward councillor AnthonyMoses says the course willteach the community to be re-sponsible citizens.“The sport programme will

allow the youth to further theirskills. Our areas are rife withmany social challenges thatwere caused by social engineer-ing. The programme will bringan opportunity to help changethe social status of our commu-nity,” he says.“We ask that all our institu-

tions, schools, sports forma-tions and the broader commu-nity come forward and partici-pate in theseprogrammes.Let’shelp and play a part in bringingsocial changebyusing sports asa medium. SOME of the province’s greatest baseballand softball players are set to receiverecognition for their service to the

game.This after the Western Cape Hall of Fame

for Baseball and Softball Legends was found-ed by a group of current and former playersin January.The formation of the Hall was announced

at the Baseball South Africa junior inter-re-gional tournament at Chucker Road SportsComplex on Friday evening.Carolyn Inglis, secretary of Kenfac Phillies

Softball Club, says the purpose of the Hall isto “honour, recognise and acknowledge thegreatest and softball legends”.“I think it’s important because we have

very little record to show and acknowledgeand the excellent performances and serviceof former players, administrators and coach-es prior to unification,” Inglis says.“I think it is something to work towards.

This recognition is for legends. It is for thegreatest players and administrators. Whenwe (currently) give recognition it is just fornow – like a player of the year award. But alegend is the best you can find.Youmusthavebeen the best.”Inglis says the idea for theHall of Famewas

first discussed at social gatherings of softballplayers. It has sincebeen formalised,with theelection of a committee and the organisationbeing accepted as an affiliate of the Western

Province Softball Federation and BaseballAssociation Western Province.The Hall of Fame are yet to select players

to be inducted, but Inglis says this will hap-pen once a sub-committee is constituted.“We are going to induct the legends over

different eras and phases. The first phase(will be) playerswho are 70-years-old and old-er, then in 2014 we are going to look at those(aged) 60 years andolder, and (we’ll) continuethat (way),” says Inglis.“There is one criteria – you have to aged

50 years or older. We may be looking at play-ers who served (the sport) for more than 10years orwho (was selected for the) provincial(team) or played at the highest level, in termsof the league structures.”The first batch of inductees will be an-

nounced at a ceremony planned for October.Once the legends have been inducted into thehall, their pictures and plaqueswill be placedat a “neutral” venue, which is yet to be con-firmed.Inglis says the organisation hopes to turn

the venue into a small museum, where news-paper clippings and other memorabilia willalso be displayed.The Hall of Fame Committee will be at an
