Introduction

• Construction industry establishes infrastructure for Malaysia’s socioeconomic development as well as contributing to country’s economic growth

• The industry registered a growth of: – 5.8 % in 2009 – 8.7 % in 2010 – 11.2 % in 2013

• 9th Malaysia Plan - 26,300 projects worth RM380 billion

• 64,000 contractors and 800,000 workforces (CIDB, 2011)

• “Essential growth enabler” – linkages to other industry and brings spillover effects (Ibrahim et al., 2009)

Problem Statements

• Construction industry’s underachieving performance – 49.5% completion date delays in construction

projects (Abdul Rahman et al., 2006) – Public road projects’ average completion time

exceeds 37% from the original as compared to 23.3% in UK (Othman et al., 2006 & Bordoli and Baldwin, 1998)

– Poor performance in terms of time, cost and quality (Ibrahim et al., 2006)

– Low quality, delays, high material wastage etc. (CIDB, 2004, OSHA, 2004 & Nitithamyong and Tan, 2007)

Organizational Performance

• To improve an industry as a whole, understanding the aspect of performance of the organization within the industry in imperative (Gunday et al., 2011).

• Project Performance – Iron Triangle: Cost, Time & Quality (Blayse and Manley, 2004)

– Scope, safety & satisfaction (Almahmoud et al., 2011)

– Project success criteria (Chan and Chan, (2004), Pinto et al. (2009))

• Business Performance – RoI, market share, turnover growth, profits, ability to attract new

clients (Love & Holt, 2000, Robinson et al., 2005, Nudurupati et al., 2007, Panuwatwanich et al., 2008, Gunday et al., 2011)

Leadership Style

• Leaders have the capability in influencing their followers in achieving their organizational goals (Keegan and Den Hartog, 2004; Ismail, 2005; Garcia Morales, 2008; and Aragon-Correa et al., 2007).

• Leadership behavior is culturally determined and different from culture to culture (Lok and Crawford, 2004).

• National culture is significant on the impact of leadership on subordinates’ performance (Hofstede, 1991)

• Two types of leadership style – Transactional

– Transformational

Leadership Style

• Transactional Leadership - Focus on the basis of the ‘exchange transaction’ between leader and subordinates by offering rewards (or threatens punishments) for the performance of desired behaviors and the completion of certain tasks.

– Contingent reward

• subordinates perform assignments as demanded by the leader in order to avoid punishment and receive reward

• establish definitive expectations to be fulfilled by subordinates while maintaining consistent rules, procedures, and norms

– Active Management by Exception

• actively monitor the work of the subordinates, watch for deviations from rules and standards and initiate the appropriate changes to the subordinate's work to make corrections throughout the process

– Passive Management by Exception

• intervened only when standards are not met or when performance is not as per expectations

• Transformational Leadership - motivating and charismatic approach

– Individualized Consideration

• treat each members of the organization as unique individuals based on their needs and capabilities

– Intellectual Stimulation

• promote employees’ intelligence, knowledge and learning so that they can be innovative in their problem-solving and solutions – to think out of the box

– Idealized Influence

• displays of charismatic characteristics that generate pride, faith and respect - becomes a role model

– Inspirational Motivation

• motivate members by raising their expectations, and communicating confidence that they can achieve ambitious goals

Construction Industry Characteristics

• Fragmented in nature - requires bringing together several entities in a project team for the implementation of a construction project.

• Adversarial relationship among project team members.

• A construction project team consolidates members from various organizations with different sets of skills, academic backgrounds and experiences

• Project team is short term in nature and disbands when the project finishes

• Every project is unique with different set of requirements, specifications and issues.

Construction Industry Characteristics

• A construction project leader leads a team that consists of members from various organizations grouped into a project team as compared to a manufacturing industry where a project leader is responsible in leading a team that usually consists of members within his/her own organization

• Teaming up of different organizations for a complete implementation of a construction project has made project administration more complex which demands more highly skilled and experienced leaders.

• Construction work by nature is a daily operation where unpredictable problems occur regularly which demands effective project leaders in problem solving.

Discussion

• Both transformational & transactional leadership style have significant impact in determining organizational performance in construction organization

• The fact that human beings are complex entities “to generate uniform solutions, that apply to all, irrespective of culture, geography, age, sex, religion, and personality factors, is a very difficult job, if not impossible” (Prabhakar, 2012), demands for flexibility on the leadership style adopted by leaders

• The leadership styles that are significant in influencing project performance differ from the styles that significantly influence business performance.

• This is supported by Slevin and Pinto (2004) who highlight, it is inaccurate to assume that once a leader identified as possessing a certain style, it is no longer necessary to alter that style for different circumstances or situations.

Project Performance

• Idealized Influence Attributes – Leader is seen to be a strong, positive role model by the project team and

exercising little managerial authority in the effort of achieving project objectives. In certain extent, the leader even manages to drive project members to put in extra effort and to go beyond the expectations.

• Contingent Reward – Leader ensures project members to have clear definition of the project

objectives and goals in order for the exchange system between the leader and subordinates to effectively execute.

• Active Management by Exception – Construction work is a daily operation where unpredictable problems

occur regularly which requires leaders to constantly monitor problems and issues arise and execute the appropriate corrections throughout the process.

Business Performance

• Intellectual Stimulation – encourage members of an organization to think ‘out of the box’ and

stimulate their intelligent to explore new ideas allows for such organization to find effective ways in gaining greater growth, profit and market share

• Inspirational Motivation – set higher expectations and greater confidence on their subordinates in

achieving ambitious target. It is apparent that such leaders will bring their organization to greater distinctive goal triumphs that set them apart from other ordinary organizations.

• Passive Management by Exception (negative impact) – wait for incompliance of standards and problems to occur before actions

to be taken. Demands allocation of additional time, cost and manpower that eats up profit margins and usually introduces negative perceptions and reputation of the organization, ultimately reflect negatively on the organization’s business performance.

Conclusion

• This study highlights the importance of managers in this industry to opt for the appropriate leadership style as it is critical in achieving both project and business performance.

• Furthermore, this research provides a contribution to the leadership research field as the findings suggest that both transformational and transactional leadership styles have specific influences on certain aspects of organizational performance.

• This outcome of this study provides guidelines for managers in construction organization to adopt the effective leadership characteristics in managing members in their organization or project teams for greater performance. Hence, harnessing the appropriate leadership characteristics among managers shall be one of the main organizational strategies for success.
