L e t t e r f r o m t h e P r e s i d e n t

What is so important about ‘settlement’ and why do we love it so much?

Why do we push Congress to accept pro-settlement legislation, why do

we speak about it every year at our annual conference, and why do we

host competitions for companies who are willing to go out an achieve it?

The answer is quite simple—on the day that we have achieved sustainable

space settlement, we will have created a world that is infinitely better than

the one we live in now. This is what the NewSpace movement is all about.

NewSpace 2014 Attendees

Welcome to the hub of entrepreneurial space

activity. Space is awe-inspiring, exhilarating, thrilling,

and inspirational... Whatever word you use todescribe it, you know it, I know it, and that’s why

you’re here. Over the next three days, you will find

the current and future leaders of the space industry,

with stars in their eyes and wills of steel. Men and

women who are not afraid to tell you about their

plans to mine asteroids, commercialize the Moon, or

create a private space habitat. Investors will be

roaming the halls looking for the next SpaceX or

PlanetLabs, and as you share a meal or a drink with a

friend at one of the hotel restaurants or bars, you

might find your next business partner, investor, or

acquisition target. And if you search hard enough,

you might actually find the heartbeat of commercial

space herself.

Last year was a year of outstanding headlines for

the world of commercial space—XCOR Aerospace

was featured in a Super Bowl commercial, Space

Exploration Technologies and Orbital Sciences

delivered cargo to the International Space Station,

Virgin Galactic began powered flights of

SpaceShipTwo, Moon Express closed a $2 million

investment deal, Bigelow Aerospace announced

their plans to attach an inflatable habitat to the

International Space Station, and Planetary Resources

completed a successful Kickstarter campaign wherethey raised over $1.5 million in crowd sourced

funding. Not only that, but some new kids on the

block were announced, like Dennis Tito & Inspiration

Mars, Deep Space Industries, Golden Spike Inc.,

Stratolaunch Systems, Skybox Imaging, and

PlanetLabs, which excited all of us immensely. Yet

while all of this is happening, it’s easy to lose track of

why we’re here and where we’re all headed, which is

a sustainable industrial infrastructure that is ever-expanding into the cosmos…eventually resulting in

a future where space is accessible by all of humanity

and space settlement is a reality.

In this light, we continuously strive to bring you

the top-notch programming possible at the

NewSpace Conference, and this year is no

exception. This conference is not one where you

merely hear from speakers…it is a conference where

the bar is raised, challenges are taken on, and the

hard questions are asked. You will see less power

point presentations, and more thoughtful

discussion…less answers and more thoughtful

questions and deliberation. This is what we stand for

at Space Frontier Foundation, and what the

NewSpace Conference is all about.

After all, if we’re ever going to make it off this

rock we call home, it will have to be sustainably and

incrementally. And it’ll take every one of you to help

make it happen. What sets you apart from the

others, though, is that you also know that space is a

place, not a program. It’s a place where things like

suborbital and orbital flights, cutting-edge research,

truly clean energy, advanced communication and

transportation is all possible and feasible – all while

making the world a better place down here on Earthfor everyone. But who’s to say that you can’t make a

buck or two along the way?

08:30am – 09:00am   Keynote

Dr. Simon P. Worden  – Director, NASA Ames Research Center

09:00am – 10:15am   Integrating the Vision Panel

There are three unique markets of the space industry - military space, civil space, andcommercial space. These three markets are learning to work and thrive together, now morethan ever before. However, the Space Frontier Foundation sees that the sum of these parts

is greater than the individual markets themselves and that it leads to one clear goal - spacesettlement. This panel welcomes representatives from each of these three markets to discusshow to improve the quality of human life through sustainable space development and whatrole each of these sectors have.

The NewSpace Business Plan Competition, in collaboration with it’s sponsors ATK and theHeinlein Prize Trust, will host an innovative “Lightning Pitch Competition”. This novel for-mat is somewhere between an “Elevator Pitch” Competition and a traditional Business PlanCompetition. Eight emerging (start-up) companies will deliver a four minute “investor pitch”to a shark-tank of judges as they compete for $30,000 in cash prizes.

NewSpace 2014July 24-26, 2014, Silicon Valley, CA

01:40pm – 02:55pm   Space Prizes Panel

NASA, XPRIZE, and DARPA have all created and launched prize projects within thelast few years to accelerate private NewSpace companies and to reward their eff orts forpushing the industry forward. While the prize itself provides incentives for commercial spaceentrepreneurship, the impact can be much broader. This raises a series of specific questions -How can teams benefit from the competition (beyond the actual prize)? From an investor’sperspective, how is investing in a prize competitor or a prize itself a valuable investment? How

can organizations that administer the prizes provide support during and after the competitionso that the competition’s impacts are felt long term? This panel will evaluate past prizecompetitions and seek to address how to maximize the impact of current and future prizes onour broader vision of space.

Joel Carnes  – VP Operations, XPRIZEJennifer Gustetic  – Prizes and Challenges Program Executive, Office of the Chief Technologist,NASA HeadquartersSean Mahoney  – Chief Executive Officer, Masten Space SystemsBruce Pittman  – Flight Projects Director, NASA Ames Space Portal

Art Dula  – Chairman and Founder, Excalibur Almaz

03:55pm – 05:00pm   Space Investors Panel

Historically, people invested in space because of a vision, not merely in the hopes of gettingrich. However, recent success stories seem to be changing the perception, and investors arebeginning to look at placing bets in commercial spaceflight companies. Is this a minor hiccup?Or are investors seeing a fundamental shift in the commercial spaceflight industry? If so, what

areas of the industry will be aff

ected soonest? This panel will discuss investing in commercialspaceflight companies and its impact on the broader NewSpace movement.

Tim Craine  – Head of Space Commerce Development, Cavendish TrustEsther Dyson  – Chairman, EDventure HoldingsRobert Jacobson  – Principal, Space Angels NetworkTom Olson   – Exodus Consulting Group

05:00pm – 06:00pm   Lightning Pitch Reception

09:15am – 10:15am   DIY Space Movement Panel

Silicon Valley loves companies that start in garages, and space companies can be created inthe same way. The “smallsat” class of satellites has provided a cost-eff ective, accessible, andfruitful platform for anyone who is interested in building and launching a satellite. 3D printersare being used on Earth and on the International Space Station to produce tools, prototypes, and even food. Open source platforms like Arduino have made it possible for individuals todesign their own payloads at low cost. In this panel, we will hear from four examples of justthis–starting with a hobby, you can find something unique, and may end up with the nextApple Computers that democratizes space for everyone.

10:45am – 12:00pm   Property Rights Panel

The issues of property rights, development rights, and utilization rights on celestial bodiesneed to be addressed before stockholders can see space deliver its maximum value to investors.Once merely an academic exercise, addressing property rights in space is now becoming

an active issue. Companies are now actively planning on mining asteroids, building on theMoon, and selling space resources. This is forcing governments to ensure legal protection tocompanies that utilize space resources. What are the steps companies can take to advancethis legal landscape, and what is the value that can be derived from actually addressing theproperty rights issue? This panel will seek to address these questions, the current actionsbeing taken, and how to face similar issues as they arise.

09:30am – 11:00am   Orbital Debris Panel

The orbital debris problem is a ticking time-bomb, and everyone knows it. Mitigating orbitalspace debris requires technical, legal, and regulatory talent. In order to take progressive stepsto solve this issue the following questions need to be addressed: What technologies must bedeveloped to interact with uncooperative space objects? Who is responsible for ensuring itsclearance and how will they b e accountable? What is the insurance industry’s current stance

on orbital debris and how will it change as the problem intensifies? This panel will seek tosuggest a way to permanently mitigate orbital debris.

01:30pm – 02:30pm   Should Cheap Access to Space be an American Priority, Again?

Cheap Access To Space (CATS) has been a strategic national priority, on and off , for thelast 40 years. America has made it a strategic objective for the Shuttle, NASP, and X-33programs, but failed to achieve the goal in each of these three attempts with a government-ledprogrammatic approach. The Space Frontier Foundation and our allies believe that that itis time to try again, using today’s more advanced technology, and leveraging recent lesson’s

learned that public-private-partnerships can work much better than traditional governmentacquisition strategies.

Xtraordinary Innovative Space Partnerships, Inc.The focus of Xtraordinary Innovative Space Partnerships, Inc. (XISP-Inc) is technologydevelopment missions conducted on and/or leveraging the resources of the Interna-tional Space Station (ISS). One of the interesting challenges with respect to technologydevelopment missions for the ISS is the necessity, driven by the prevailing resource con-straints, of fostering communities of interest that cross traditional discipline boundariesfrom the inception of the work. It is through turning this competition for resources into

an impetus for cooperation that one can best draw out the potential value the workand thus avoid the characterization of such eff orts as “self-licking ice cream cones” or“discipline sand boxes” divorced from any applicability to real missions.
