    05:00pm 05:30pm Finding the Balance

NASA and the FAA recently signed a Memorandum of Understanding outlining how the twoagencies will work together to ensure the safety of commercial human spaceflights. NASAsCommercial Crew Program aims to facilitate development of a U.S. commercial crew spacetransportation capability with the goal of achieving safe, reliable, and cost-eective access toand from low Earth orbit and the International Space Station. But not all human spaceflightsin the future will have NASA as a customer. How can we ensure that these missions will beas safe as possible without the government imposing burdensome requirements on operators?

George Nield Associate Administrator, Commercial Space Transportation, FAA

05:30pm 06:30pm STEM: Developing an American Workforce

SpaceX and its friends have spent tremendous time scouring the field and universities tobuild a team with The Right Stu. Their findings have enabled dreams of expanded spaceexploration to verge on reality, yet it runs the risk of being unsustainable. If a highlytrained, technical American base cannot be found, we will lose to foreign countries. Leadersin recruiting, STEM proponents, and an outspoken celebrity will join the discussion on howSpaceX envisions finding a solution.

08:15am 09:00am Back to THE Future Making the Vision a Priority

As NewSpace firms begin flying, they must first cross through the airspace of public opinion, where they and their goals are being re-defined in terms of the old paradigm of servicing thegovernment or to provide frivolous entertainment for the 1%. Thus the old school can dismissthe idea of helping create a new industry that will open the frontier in favor of making sureNASA gets a ride to the ISS, and regular people see no connection between what is happeningand themselves. We must stop playing around the edges as a movement and get to the heartof the matter. It is time to stop fighting for scraps from someone elses agenda and changethe agenda completely. It is time to get back to the Vision of settling space as the centraland driving goal of human spaceflight, and to make it ocial thus creating a new blueprintby which to make decisions in space and a new yardstick by which to measure progress. Mr.Tumlinson will address this concept, and also explain his new EarthLight Institute project.

Rick Tumlinson Co-founder, Space Frontier Foundation, Orbital Outfitters

09:00am 10:15am The EarthLight Institute Presents: Mars Colony 2030

The ultimate goal of space exploration is space settlement: sending humans to live permanentlybeyond the cradle of Earths atmosphere. People often assume that permanent settlement ismany decades in the future. This need not be the case. There are many things we can do rightnow that would dramatically accelerate the pace of space settlement. With the right policyand technological choices attendees at NewSpace 2012 could well be among the first to livepermanently in free space, on the moon and even on Mars.

XISPXtraordinary Innovative Space Partnerships, Inc. (XISP-Inc), has been formed to ac-complish space-scalable technology and product development that leverages commercialapplications to fund the maturation of the available technology base for both missionenhancing as well as mission enabling space and terrestrial applications.

XISP-Incs goal is achieving a material reduction in the cost, schedule, and technicalrisk associated with the use of innovative technologies currently stranded at low levelsof technological maturity. This is material for both mission enhancing technologies andmission enabling technologies. Mission enhancing technologies are defined as those tech-nologies which if suciently mature could enhance the value proposition of a terrestrialand/or space mission. Mission enabling technologies, are defined as those technologieswhich if suciently mature could enable a mission to actually be accomplished thatotherwise would not be practical and/or even possible.

This work will be accomplished by crafting partnerships to create actionable pools ofotherwise stranded intellectual property developed and/or owned by some combinationof the government, commercial, non-governmental, academic, and/or individual con-cerns which when integrated into an evolving technological commons can be definedwith sucient clarity to allow for profitable product development leveraging the same. The premise is that by contributing to a technological commons with clearly definedproperty boundaries the incumbent product development risk is reduced. The syner-gistic eect of providing a clear articulation of the state-of-the-art, including what isand is not public domain, provides new opportunities for the participants to create realproducts using their unique insights that have a greater potential for direct and indirectprofit. The recursive benefit of each product successfully developed is some reductionin the actual and/or perceived cost, schedule, and/or technical risk associated with theuse of the technology in other applications.
