It seems that Council has realised that residents are discontented with the condition of their streets and want a better cleaning service. Whether the increased effort was caused by the recent discussion about the possible expansion of the City boundaries or by other events, it certainly is a move in the right direction and Council should be congratulated. I think first results are already visible, especially on Glebe Point Road. However, I still see much room for improvement. Recently, I met Mick Koeford, the Parks and Streetscapes Co-ordinator of Leichhardt Council, who explained to me Council’s current street cleaning policy. According to that policy, each street in Glebe is to be cleaned (i.e. swept by street sweeping machines, gutters cleaned, mowing and whipping if necessary) 2-3 times per month. The street sweeping machines should always be accompanied by Council personnel on foot equipped with Stihl Blowers and/or brooms to get the litter out of spaces that are hard to access. The back lanes of the Glebe Estate (between Park Lane and Mt. Vernon Lane), which attract a lot of litter, are swept three times a week (Monday, Wednesday and Friday). Glebe Point Road, with its high traffic of shoppers and tourists, is cleaned daily. This is a reasonable schedule, yet many streets and lanes south east of Glebe Point are still full of litter and dog faeces. This is not only unsightly, but also unhygienic, and works against all efforts of Council to keep the storm water drains clean and avoid pollution of the harbour. On the first meeting of the new CLEAN UP GLEBE Project Team, we identified four main problems – I will outline them briefly to initiate a wider discussion among members of the Society. 1) Council workers do not always follow the aboveschedule

There still are streets that are not cleaned 2-3 times per month,and Council personnel do not always accompany sweepingmachines with blowers and brooms. This is highly ineffectivebecause litter underneath parked cars and in corners cannot bereached by the big machines and accumulates in the streets.However, even if sweepers on foot are present, litter the size ofPET bottles and aluminium cans can be found immediately afterthey leave. This suggests that the cleaning is not thorough,perhaps due to lack of time. Sometimes there also seems to be aproblem of co-ordination: sweepers pile up the litter hours (days)before the truck arrives to collect it.

2) Recycling collectionThe collectors employed by the subcontractor tend to throw itemsthat they don’t deem recyclable on the road and never clean up ifaccidents occur. Sometimes streets are covered with glass splintersand paper on collection day. To some degree this may also becaused by the open crates most households use for recyclingcollection. Other councils (Burwood, Strathfield: Marrickville willfollow in June) have abandoned the open crate system andintroduced bins with a lid, because “much of the recycling endedup in the naturestrip, in gutters or blown up the street” (V. Judge,Mayor of Strathfield Council in the Courier 2 April 2001).

3) Irresponsible behaviour of some residents and visitorsUnfortunately, some residents put rubbish that doesn’t fit in theirwheelie bin into plastic bags, and dump these in their back lane.This encourages others to add their own rubbish, including carengines, ironing boards and other large items (see the reports ofprevious ‘CLEAN UP AUSTRALIA’ activities. Bulletin 2/2000/ and2/2001). Leichhardt Council seems to be reluctant to collect these‘illegal’ rubbish piles, although it has been shown that people areless likely to litter in clean streets.

Sometimes littering is caused by poor dissemination ofinformation because new tenants are not informed of Council’swaste collection policy. They may put their rubbish into thewrong container and so Council does not collect it.

It used to be widely accepted that owners clean up after their pets.Judging from the amount of dog droppings on our streets, manynow are determined to leave the mess for further distribution.

4) Slow reaction to complaints of residentsPhone calls to Council’s Customer Service concerning the removalof dumped litter or abandoned cars too often have no effect. Thisfrustrates those residents who help keep our suburb clean. If nodirect action of Council is possible, there should be at least somefeedback to the resident explaining the circumstances. Phone callsto the direct numbers listed in the Bulletin or on the ‘Street Clean’sheet are said to be more successful, but not all residents haveaccess to these numbers, and clearly the Council’s CustomerService should deal with complaints concerning litter andabandoned cars.

The above points are necessarily based on the personal experiencesof the members of the project team, and we look forward tohearing of the experience of other readers..

PARKING STRATEGYPoles, signs and meters for the resident parkingscheme are starting to appear all over Glebe to amixed reception. It appears that the noticeabout the arrival of the poles and meters hastaken some residents by surprise. Residentsfrom about six streets in the north of Glebe havesuccessfully petitioned Council to have theimplementation deferred [e.g. see p6]. Thesociety has expressed its disappointment with thelevel of consultation that was carried out and weare also disappointed that there is norepresentative from the Glebe area on Council’sparking implementation committee. Theadditional physical infrastructure certainly addsto the footpath clutter which is increasinglybecoming an issue.

FRANCIS STREETWe remain concerned about the provision fortwo-way traffic in Francis Street. This haspossibly made a small contribution to improvingthe operation of the Broadway Centre’s parking,and there has also possibly been a smallimprovement at the Mountain Street/Broadwayintersection. However, we remain unconvincedthat these improvements are sufficient towarrant continuing the aggravation to that endof Glebe Point Road. We are currently waitingSandra Nori’s response regarding the RTA’sundertaking to report on the assessment of thetrial period.

FRANKLYN STREETCouncil has completed the installation of thechicane at Franklyn Street but there still isevidence that the emergency access provision isbeing used as a through route. We will need tomonitor the further developments to see ifadditional measures are needed to stop thisabuse.

TOLL TUNNELYour society also has some reservations about theintention to build a toll tunnel under the CBD.While this tunnel will no doubt improve thesurface environment in the CBD, there is a riskof additional traffic on Pyrmont Bridge Road.The effect of the tunnel will also be toconcentrate exhaust emissions at the exhauststacks. At present this is planned for the westernend of the tunnel. We are seeking RTA’s adviceabout the risk of additional traffic and also aboutthe risk of exhaust pollution.

Vale Glebe Point RoadVale Glebe Point RoadVale Glebe Point RoadVale Glebe Point RoadVale Glebe Point RoadOn March 30 I received a letter from LeichhardtCouncil thanking The Society for the “time and effort”put into the Glebe Point Road Project “over a numberof years” and pointing out that the technical expertise of“Matthew Taylor had succeeded in setting up theframework for a unique streetscape which truly reflectsthe diverse nature of Glebe”.

It occurred to me that some Society members may nothave had the opportunity to meet Matthew Taylor, andpotentially the Bulletin was the best way to keep theminformed.

On 25 April, 2000, Helen Clark, Prime Minister ofNew Zealand, and herAustralian counterpart,dedicated a new AnzacCommemorative Site atGallipoli in Turkey. Intheir communiqué theleaders announced:

“This joint developmentis the first projectundertaken within thenewly created GallipoliPeninsula Peace Park.An initiative of PresidentDemirel of Turkey, the Peace Park is dedicated to peacein its widest sense – not just the cessation of hostilitiesbut the active pursuit of harmony, understanding,tolerance and freedom. It is an ideal that the Australianand New Zealandpeoples sharewith Turkey andwith all otherdemocraticnations.”

The AnzacCommemorativeSite was designedby D.M.Taylor,LandscapeArchitects, ofwhich MatthewTaylor is theprincipal.

Two years before,on July 4, 1998,the PrimeMinister ofAustraliadedicated theAustralian Corps Memorial Park at Le Hamel, in theSomme Valley in northern France.

On that day eighty years before, in 1918, the newcommander of the Australian Army Corps, General

John Monash, “the only general of creative originalityproduced by WWI”, orchestrated the victory of histroops using tactics that would greatly hasten the end ofthis most bloody war. Monash, who served throughoutthe Gallipoli campaign and gained a reputation forexcellent leadership, was noted for his thoroughpreparation, effective coordination, and the need toconserve life. His objective was “to advance under themaximum possible protection of the maximum possiblearray of mechanical resources”. For the first time, tanksadvanced with the infantry instead of ahead of them, aninnovation adopted successfully by the British Army.

The Memorial at Le Hamel, like the site of the DawnService at Gallipoli, was designed by Matthew Taylor.

Two years prior to this, in May, 1996, Matthew Taylor’sfirm was selected to provide technical assistance to theGlebe Point Road Project. After a number of publicconsultations, D.M.Taylor produced a report (adoptedby Leichhardt Council in September 1996, seeillustration p6) which provided a blueprint forrejuvenating Glebe Point Road until the Committee wasabolished on 24 October, 2000. For four yearsMatthew or his associate attended every meeting of theProject, making frequent presentations. In addition hegave freely of his time and advice to members of theCommittee and Council officers.

As a reward for his commitment and his passion forGlebe, he was dumped without warning when theMayoral Minute abolished the Committee.

It would have been nice to be able to say to visitors: “theimprovements to Glebe Point Road were designed bythe firm who is responsible for Australia’s mostimportant overseas commemorative sites at Gallipoliand in France”, but sadly this is no longer possible. Forthis, as well as the general lack of progress, Gleberesidents can blame Leichhardt councillors and theirsupporters.

According to the letter from Council, a number ofworks were budgeted for and will still be undertaken.

THE ORIGINS OF BEER

There is a school of thinking among historians andanthropologists, which believes that brewing is at the verycommencement of civilisation. Beer is known to havebeen produced at our earliest times. Meat, fish and othernaturally occuring foods were in plentiful supply.However, the early brewers needed reliable grain suppliesand this could be a reason for earlyagriculture. So, while waiting for thegrain to harvest they establishedsettlements that grew into our ancientcities.

The Egyptians held brewing in greatesteem, to the point where Rameses IIIhad his own brewery. He certainlyneeded one as he sacrificed 30,000gallons of his brew to the Gods eachyear. The Egyptians fed the workers onthe pyramids with a diet of bread, onions and beer.

The delights of beer were recorded on a clay tablet inMesopotamia about 3000 BC: “I feel delightful drinkingbeer, in a blissful mood with joy in the heart and a happyliver”.

produced the first commercial ale in the new colony, atKissing Point on the banks of the Parramatta River, westof Sydney. The actual date is unknown, but it was almostcertainly some time late in 1794, at his tavern TheMalting Shovel, near Ryde, west of Sydney by theriverside.

Governor King commissioned a building on Squire’s landto be constructed and this became the first brewery.Squire filled a deeply felt need in the colony, and his beerwas compared favourably with the best ales of Burton-on-Trent, England’s home of brewing.

The Camperdown Brewery was built as the Hahn Breweryin early 1988, in an early 1900s vintage warehouse. Inlate 1998 it was renamed the Malt Shovel Brewery afterthe original brewery tavern of James Squire.

The Malt Shovel Brewery produces boutique beers insmall batches, using only the finest ingredients. Inhonour of Australia’s first brewer the brewery have namedtheir range of natural ales ‘James Squire’. They aredistinctive, interesting brews with the rich flavours,colours and textures of traditional brewing – OriginalAmber Ale, Pilsener and Porter.

BREWING IN THE ‘NEW COLONY’

Our early brewing industry in the white settlement ofAustralia was established by mainly English and Irishbrewers. They set the scene for what was to happen inAustralian brewing. Then, as now in England andIreland, they preferred traditional ales brewed using topfermentation methods. Currently only a small percentageof Australians enjoy the traditional ales. Because of ourwarmer weather, lager has generally become our preferredbeer.

In the true spirit of free enterprise it was a private brewer,convicted highway robber and publican James Squire, whobecame Australia’s first brewer, arriving as a convict anddying one of the colony’s wealthiest men. Squire

Work has been progressing slowlyat Blackwattle Bay wharf areabetween the coal unloader andPioneer Concrete over the last fewmonths. There has been aMasterplan developed for the areaand the Society was activelyinvolved in participating in publicmeetings and providingsubmissions on the draft plan.There have been some delays withwork on the site due to somedispute and it is now due forcompletion in June this year.

According to the project managerfor the Department of PublicWorks and Services, PeterWhiteoak, the works are beingcarried out in accordance with theMasterplan. His department hasbeen contracted by Waterways torebuild and extend the wharf area.

The jetty currently used by Pioneerwill remain and there will be a130m X 10m wharf extensionwhich will link to this jetty. Thearea between the coal unloader andthe fish markets does not form partof the current work. The chainwire fencing will be replaced withsimilar fencing as part of thecontract – hopefully this optioncan be improved with futuredevelopments so that there is aclear view of the water, a morestylish option which provides asecure site. The area betweenPioneer and the school is notincluded in the schedule of workscurrently being undertaken.

The wharf infrastructure worksincludes extending, rebuilding andresurfacing the wharf area only.No buildings are being constructed

as part of this first phase. PublicWorks dismantled the coalunloader but they do not have acontract to reinstall it, although Iam advised that this is still theintention of Waterways. Thetimber structure is not consideredto be structurally sound sosignificant works would berequired for this to occur.

Waterways will shortly call for‘Expressions of Interest’ fromorganisations to invest capital todevelop and operate the site inaccordance with the Master Plan.The same will be happening forRozelle Bay. It is expected thatthese will be available in May thisyear. The contact at Waterways isIvan Patrick 9364. 2389.

Pioneer were successful inobtaining an extension on theirlease for an additional two years –ie the operation continues until2003 rather than finishing thisyear. It also means that theClaudia will continue to bemoored at the site, with theassociated risks of damage of theadjoining structures due to the sizeof this vessel. My understanding isthat the expressions of interest forBlackwattle Bay will include thissite as well, and we can only hopethat the area will be revitalised tohave a maritime operation which ismore in keeping with a primeinner city waterfront location. Weneed a ‘White Knight’ to provide afitting gateway to Glebe!

At Rozelle Bay the Millenniumberths in front of the Waterwaysbuildings will remain. Bob Carrhas confirmed that the ‘temporarywharves’ in front of the restaurantLiquidity (which were constructedfor the Olympics) will actually beremoved – so they really weretemporary!

Glebe had a lower average number of vehicles per household than LeichhardtLGA (1.02 in 1996). The average number of vehicles per persons remained staticover the past two census periods in Glebe, and was well below that for Leichhardtand Australia as a whole. Glebe was the only suburb in the Leichhardt LGAwhich did not experienced an increase in vehicle ownership.

By the time you read this Council will have begun to install hundreds of German-made parking meters (thus contradicting its much trumpeted ‘buy Australian’ policy,but that’s another story. Parking meters seem to have become local government’sversion of poker machines.) Accumulated parking contributions from businesses willpartially fund the meters, but these funds are insufficient and will have to besupplemented with further borrowings. If and when the machines becomeprofitable, Councillors are on record as saying the income will be used forinfrastructure. Note that no Council resolution to this effect has been passed.Furthermore, under the Glebe Point Road Project Committee the infrastructureworks were chosen in consultation with residents, listed in priority order, and costed,budgeted and supervised by residents. With the loss of that Committee, Council hasrejected not only the expertise of Matthew Taylor and The Glebe Society, but hasalso given up on participatory democracy.

Glebe resident Eva Cox has letus have some details of herrequest for a moratorium on theinstallation of parking meters inLombard Street where she lives.She wrote to Council:

“As a long term resident ofLombard Street, and a driver, Iam aware of the vagaries of localparking, and have no day timeproblems in finding parking forself, friends, students and otherswho may visit my house. Nighttime is sometimes tight atweekends, but isn’t a seriousinconvenience. ...

“If it’s not broken, we need torecognise that ‘fixing’ may itselfcause problems. By includingthis small precinct with the restof Glebe Point Road, the planmay well create present problemsby assuming a future problem. ...

“Therefore I am proposing thatthe plans for this area be put onhold. I have a particular andpersonal interest in LombardStreet being excluded but thinkit would be logical to include thewhole precinct until there isevidence of problems actuallyoccurring. Within six monthswe will know whether there aredeleterious changes to traffic andparking in the area, and can thendecide appropriately withoutrunning the risk of spendingmoney unnecessarily,bureaucratic intransigence,contractor objections, and angryresidents and rate-payers.”

She received a response to theeffect that her proposal wasraised at the meeting of theParking ManagementImplementation WorkingGroup, where it was decided toput meter installation inLombard Street on hold.

RESIDENTS RESISTPARKING METERS

These include replacement of fifteen more trees and installation of ten new seats andfour new noticeboards. Unfortunately, there is no longer a Committee to overseethis work. Council estimates that Glebe Point Road still needs more than $ 1.8million worth of works to be completed, but no money has been allocated.

THREE BRIDGES WALKUPDATEWe are finalising thearrangements to mark the route ofthe THREE BRIDGES WALK using astencil of the walk logo. Councilis providing advice on suitablepaints to use on footpaths.

We will be arranging a breakfastat Blackwattle Park in June tolaunch the WALK brochure and toinvite community involvement inusing the stencil to mark the routeat key points along the way. Seedetails in the next Bulletin.

ADVERTISING IN OURBULLETIN

The Management Committeewould like to thank those memberswho provided feedback on theissue of whether we should acceptpaid advertising in the Society‘sBulletin.

Most members who respondedviewed advertising as an acceptableway to add to our limited revenuestream, provided adequateguidelines were in place.

The Management Committee isformulating such guidelines with aview to accepting paid advertisingfrom 1 July 2001.

GLEBE SOCIETYARCHIVES

Our archivist Lyn Milton reportsthat the Society archives arecurrently languishing in unsuitableconditions in the basement ofGlebe Town Hall.

Our immediate task is to findtemporary accommodation for therecords so they are dry and secure.Next we must seek a permanenthome in which they can bemaintained in adequate conditions.

President Bruce Davis will becontacting the Mayor with a viewto discussing the situation.

GLEBE SOCIETY WEBSITE

Cynthia Jones, Bruce Davis andChris Korgemets have beenworking hard on developing thewebsite. Management Committeemembers are currently reviewingthe ‘draft’ site and providingfeedback.

ELECTRICITYSUBSTATION – ROSSSTREET

The Society has written to EnergyAustralia regarding these premiseswhich are covered in graffiti and aharbour for dumped rubbish.

INQUIRY REPORT

The Society understands that thereport of the Inquiry into EightInner City Councils is due to behanded to the Minister on 20th

April. It is not known at this stagewhen the document will bereleased publicly.

GLEBE YOUTH SERVICE

Glebe Youth Service has beengiven a grant to upgrade its façadeat 84 Glebe Point Road. It hasworkshopped ideas with youngpeople and those ideas have beenfurther developed by consultants.GYS is currently undertaking aseries of consultations on the finalproposals with various communitygroups.

The ideas are innovative andinteresting : the proposals are ondisplay at the other GYS site(51 Glebe Point Road), if youwant to drop in and have a look.

GRAFFITI

As part of an ongoing programseeking to understand approachesto graffiti, we have asked EnergyAustralia and the Glebe Chamberof Commerce for copies of theirgraffiti policies.

It is noted that MarrickvilleCouncil has established legalaerosol art sites, with businesses,schools and residents offering wallspaces to be used for the project.

SUPERMARKET TROLLEYS

Recent experience suggests that theTrolley Tracker system is notworking satisfactorily. The Societyhas written to the AustralianRetailers‘ Association seeking areview of the effectiveness of thesystem.

NEW LITTER LAWS

New litter laws came into force on1 April 2001. The new laws are apart of the NSW GovernmentLitter Prevention Programme.Fines and penalties range from$200-$770 for individuals, and$400-$3,300 for corporations.

These laws make it illegal to putadvertising material under vehiclewindscreen wipers, on propertygates or fences, in a public place,in open private places and inother inappropriate areas where itmay become litter.

The new laws reflct communityconcern about litter, including itspotential to pollute local water-ways through the stormwatersystems.

The litter laws are mainlyenforced by local councils, andmore information can be obtainedfrom the NSW EPA’s PollutionLine on 131. 555, or from<www.epa.nsw.gov.au/litter
