4.2 Fire Chiefs' Reports 19 - 23Purpose: To review the Fire Chiefs' reports for the Chemainus, Crofton, Maple Bayand South End fire halls.
Recommendation:That the Committee receive and file the four Fire Chiefs' reports.

1. CALL TO ORDER
There being a quorum present, the Chair called the meeting to order at 3:02 p.m.
2. APPROVAL OF AGENDA
It was moved and seconded:
That the Committee approve the agenda as amended to include 5.1 Crime Prevention Through
Environmental Design (CPTED).

3. ADOPTION OF MINUTES
It was moved and seconded:
That the Committee adopt the minutes of the meeting held February 23, 2016.

4. BUSINESS
4.1 Municipal Contract Policing Multi-Year CAP (2017/2018)
The Committee heard from the CAO and Inspector Carfantan that there are no plans to
increase North Cowichan policing numbers beyond the existing complement of 31
members. The Committee heard there is a 9.82% projected cost increase for next year
and this cost increase is primarily due to meeting contractual obligations for members.
The Committee heard that Inspector Carfantan has taken a close look at the cost for
service and efficiency of the police dog service and ways to better allocate resources.

It was moved and seconded:
That the Committee recommend that Council direct staff to provide the RCMP with a
"Letter of Approval in Principle" stating that
1. North Cowichan does not anticipate adding additional members to its detachment
strength of 31 for the 2017/2018 fiscal year, and
2. the budget estimate is approved, in principle.

4.2 Car 60 Program
The Committee heard from the Chair regarding the Car 60 program in Prince George and
Nelson, and discussed whether a similar program might be feasible for North Cowichan.
The Committee heard from Inspector Carfantan that mental health related calls are on
the rise but it would be difficult to justify scheduling this type of position and that
workloads do not warrant this type of program at this time. The Committee discussed
the local Assertive Community Team (ACT) as a potential resource for dealing with
mental health issues and heard that the police do call on ACT to assist in de-escalating
certain situations, and assist with individuals apprehended under the Mental Health Act
waiting to be assessed by medical health professionals.
4.3 SunFest 2016
The Committee heard from Inspector Carfantan that no traffic management plan is in
place at this point for SunFest 2016. Further, no commitment has been made for North
Cowichan police officers as the SunFest event is being held in Lake Cowichan. The
Committee heard that some resource allocation is anticipated to help establish preferred
traffic patterns to and from the event for this year and future years. The Committee
discussed the merits of identifying a one preferred route versus allowing dispersal of
vehicles, monitoring for the 4 day event, as well as traffic guidance and flagging.
It was moved and seconded:
That the Committee recommend that Council direct staff to prepare a report for Council
on traffic control strategy for SunFest 2016.

4.4 Water Supply Truck for South End
The Committee heard from the CAO and Maple Bay Fire Chief that the City of Duncan,
Maple Bay fire hall, and North Cowichan Operations Department all have water supply
trucks and these are available as required through the mutual aid system. The
Committee noted that there was unanimous agreement from the Fire Chiefs at the
Administrative Chief's meeting that the mutual aid system is working well and that the
South End fire hall does not require a water supply truck.
It was moved and seconded:
That the Committee recommend that Council not support the purchase of a Water
Supply truck for the South End fire hall as it is more cost effective and efficient to rely on
the mutual aid arrangements with other fire halls.

4.5 Operational Guidelines
The Committee reviewed the new operational guidelines for utility-terrain vehicle (UTV)
operations and danger trees.
It was moved and seconded:
That the Committee recommend that Council adopt the new Fire Department
Operational Guidelines for utility-terrain vehicle operations and danger trees, as
presented to the Protective Services Committee on May 24, 2016.

4.6 Fire Chiefs' Reports
The Committee discussed the reports received from 3 of the 4 Fire Chiefs as well as the
format of the reports, which includes information on membership, incident reporting,
training, and other activities. The Committee heard from the CAO and Maple Bay Fire
Chief that reports are sent to the Manager of Building and Compliance. The CAO noted
that a report including a breakdown of incidents is provided annually. The Committee
then discussed the new boundary adjustment for the Maple Bay fire hall, implemented a
few months ago after a review by the Manager of Building and Compliance of historical
data response times. The Committee also discussed the brush fire response plan.
It was moved and seconded:
That the Committee receive and file the three Fire Chiefs' reports.

4.7 Letter From Island Health
The Committee discussed the recommendation from the Administrative Chiefs' meeting
to not have North Cowichan's volunteer fire crews carry and administer naloxone. The
Committee noted that BC Ambulance Services administers naloxone and that by the time
appropriate protocols have been followed by North Cowichan fire crews, it is likely that
the ambulance will have arrived. The Committee also discussed the increased training
requirements on members, and liability implications associated with this new program.
It was moved and seconded:
That the Committee recommend that Council not support entering into a collaboration
agreement with BC Emergency Health Services to join the naloxone program.

4.8 Playbook
The Committee heard from the CAO that the new Fire Services Act requires all
departments to declare by June 30, 2016 their level of service. The Committee heard that
the Administrative Chief's Committee has recommended North Cowichan be declared
full service but opt out of certain items such as confined spaces and steep angle rescues.
The Committee heard from the CAO that a list of opt out services will accompany this
motion when it goes before Council.

That the Committee recommend that Council declare North Cowichan Fire Department
as "Full Service" but reserve the right to opt out of certain services.

5. NEW BUSINESS
5.1 Crime Prevention Through Environmental Design (CPTED)
The Committee heard from Committee Member Behnsen regarding crime prevention
through environmental design (CPTED) training and discussed having planning staff
trained in CPTED, as budgets permit. The Committee heard from the CAO that a safety
lens review for crime prevention is already in place through North Cowichan's
development permit guidelines.

Subject Fire Chief’s Report – Chemainus Fire Hall
Membership
There are currently 20 members, 2 on leave, 5 probationary members and 2 juniors.
Incident Report
Year to date Chemainus fire hall has responded to 151 calls, these calls consists of 15 structure fires, 35 others, 22 motor vehicle incidents and 24 assistance/medical aid.
Training
Members continue to work towards the Fire Commissioner’s minimum standard.
Members recently participated in 2 Live Fire training sessions in Comox. This was an intense 2-day course designed to meet the level 1 JIBC Firefighter Certification Program.
Members participated in a 4-day certification course in rope rescue in Chemainus.
Other Activities
Members participated in Fire Prevention week held at the Cowichan Exhibition. The Cowichan Valley fire prevention trailer was setup with hundreds of visitors coming through.
Members from both Chemainus and Crofton participated in Remembrance Day Celebrations in Chemainus.
Preparations are under way for our annual Christmas craft fair to raise funds for our annual Scholarships and Bursaries.

Subject Fire Chiefs’ Report – Crofton Fire Hall
Membership
There are currently 32 members - 27 fire fighters, 1 probationary, 3 juniors and 1 radio
operator.
Incident Report
Year to date the Crofton fire hall has responded to 93 calls.
Training
Members attended South End Fire Hall’s training weekend.
Members also went over to Salt Spring Island for training.
Members a t tended live fire training with more to follow.
Members attended numerous extrication practices.
Other Activities
Crofton fire hall hosted a charity ball tournament on July 16th, it was successful and well attended.
A deck gun was purchased for $14,000 and will be installed the week of August 8th. This gun will give us
better tactical advantage when fighting large fires.

Subject Fire Chiefs’ Report – Maple Bay Fire Hall
Membership
There are currently 30 members - 27 fire fighters and 3 probationary members.
Incident Report
Year to date the Maple Bay fire hall has responded to 75 calls, compared to 64 this time last year.
Training
All members have been training on our forestry setups in the event of a brush fire.
Training continues on the Initial Attack CAFS truck.
First Responder Instructors held a recertification course for South End, Maple Bay and Duncan Fire
Halls in May.
Members continue to work with the Justice Institute to meet the requirements in the Playbook.
Other Activities
Maple Bay fire hall hosted an Open House on June 26th, the Fire Safety House was on site for tours
and close to 100 people attended during the 4 hours we were open.
Our Land Rover participated in both the Canada Day parade in Maple Bay and Duncan Days parade
in mid-July.
