Summary

The Maritime Study Forum (MSF) Monitor endeavors to bring all aspects of maritime concern to our readers in a glimpse. The Monitor covers the Global maritime outlook, with special attention on Pakistan and the Indo-Pacific region. News, Opinions, Events, all things of interest are covered.

The month of January has been an excit-ing one for Pakistan – Pakistan’s Kund Malir beach was featured among Asia’s top 50; China, Pakistan’s all-weather friend is building advanced Naval War-ships for Pakistan; ENI charters Saipem 12000 for Pakistan drilling; Qatari Naval Forces and Pakistan Navy (PN) conducted joint exercise; Gwadar ’s status has been approved as a tax-free zone and the Saudi Energy Min-ister visited Pakistan’s Gwadar oil refinery site; PN and the Royal Navy of Oman (RNO) conducted the Thamar Al Tayyib Exercise this month; Jap-anese Navy also conducted bilateral exercise with PN and we saw the histor-ic event oftwo LNG ships docking at Port Qasim simultaneously.

In the editorial side we saw, Shazia Hasan wrote a piece ‘Building Balochistan: Challenges and triumphs for Pakistan Navy’, Azhar Ahmad wrote ‘Pakistan Navy: a catalyst for peace in Indian Ocean’, Moaaz Awan wrote ‘CPSEC: The Saudi addition to CPEC’ and Scott N. Romaniuk and Tobias Burgers discussed ‘Pakistan’s New Gen-eration of Chinese Warships’.

In the regional front we saw Cross-Decking between the US and the Indian Navies; China warned India and other nations, not to sell submarine technology to Taiwan;theIndian Navy conducted a coastal defence exercise called ‘Sea Vigil’ and the Indian Navy operationalized a third Air base in the Indian Ocean Region. Yogesh Joshi wrote a piece ‘Arihant and the dilemma

of India’s undersea Nuclear Weapons’ and Abhay Kumar Singh wrote ‘Emerging Contours of Maritime Security Architecture under the Belt and Road Initiative’.

In the global scene we saw the Republic of Korea (ROK)’s Navy conducting maritime drills in western waters; the Sri Lankan Navy recovering over 114 Kg of Kerala Cannabis in Point Pedro during special mission; the Russian Navy’s plans to Deploy 30 ‘Poseidon’ Strategic Underwater Nuclear Drones; a Blue Economy boost as €2.4m was awarded to a marine start-up and the US Navy Chief calls on Japan and South Korea to hold constructive talks and Davos Panel discussed the Ocean Econo-my. And in the strategic front, the US Navy Chief called on Japan and South Korea to hold constructive talks.

Bruce Jones wrote ‘Ukraine adds modernised interceptor vessel to Azov Sea flotilla’, Micheal Evans explained how ‘Russia and China leave the US behind in world war of weapon suprema-cy’,Ngele Ali wrote ‘A Pragmatic Shift Needed, to Deliver the Potential of Blue Economy’ and James Ellesmoor wrote ‘Rethinking our oceans: Investing in the Blue Economy’.

A Notable ‘Brainstorming session’was organized by the Maritime Study Forum (MSF), titled, ‘Lesson from Sagar Mala’,a maritime project of India to dig out its Fault Lines and Leads from which Pakistan can draw lessons.

Balochistan’s Kund Malir beach featured among Asia’s top 50

According to FlightNetwork’s, ‘The World’s Best Beaches For 2018’ list, the KundMalir Beach is one of the most exotic beaches and definitely one of the top tourist attractions in the country. Located at the bottom edge of Hingol National Park, this untouched shoreline rests between the desert, mountain and sea, making for some breathtaking views.1

16-foot-long dead whale shark disappears before reaching Karachi harbour

A massive whale shark, that was caught and entangled in a net laid down by fishermen in the deep sea and was to be shifted to the Karachi fish har-bour for sale, it never reached the harbour. According to the World Wild-life Fund (WWF) Technical Director, the poached animal was allegedly cut into pieces and was either hidden somewhere or mixed with other fish meat so that it couldn’t be traced.2

China Building “Most Advanced” Naval Warships for Pakistan

China is building the first of four “most advanced” naval warships for its “all-weather ally” Pakistan as part of a major bilateral arms deal to ensure among other things “balance of power” in the strategic Indian Ocean.3

PN’s Maritime Security Agency ships visit Doha

The Pakistan Navy Flotilla comprising,the Pakistan Navy Ships ‘Khaibar, Rahnaward, Madagar ’ and Pakistan Maritime Security Ship ‘Zhob’ visited Doha (Qatar) on a good will visit. The PN Flotilla is on a good will cum training cruise to brotherly Gulf countries. 4

Update: Eni charters Saipem 12000 for Pakistan drilling

A Saipem spokesperson said, “We can confirm that Saipem 12000 is working for Eni in Pakistan.”5

Qatari Amiri Naval Forces conduct joint exercise with Pakistan Navy

The Qatari Amiri Naval Forces have conducted ‘Passex’ joint exercise with the Pakistan Navy (PN). The aim of the joint exercise is to strengthen mil-itary bilateral ties, raise combat efficiency and readiness and exchange of experiences between the two navies.6

Naval Chief satis�ed with operational readiness of Pakistan Navy

On Jan 8, the Pakistan Navy (PN) Coastal Command Annual Efficiency Competition Parade was held at PNS Qasim, Manora. The Naval Chief while addressing the ceremony expressed his satisfaction over operational readiness of PN in prevalent maritime challenges including security aspects related to Gwadar Port and maritime components of CPEC Project. 7

Gwadar’s status as a tax-free zone approved

On Jan 8, the Senate Standing Committee on Maritime Affairs endorsed its sub-committee’s recommendation to make the entire Gwadar city a tax-free zone.8

Game-Changing Chinese Missile to Pak Could Dent Navy ’s BrahMos Advantage

Chinese-made CM-302, which Pakistan will get, matches both the super-sonic speed and the range of the Indian Navy’s BrahMos anti-ship cruise missiles.An export variant of the YJ-12 missile, the CM-302, is likely to be the primary weapon on board four new Chinese frigates being built for the Pakistan Navy at the Hudong-Zhonghua shipyard in Shanghai.9

Illegal control of QICT by Indians without MOI clearance poses high security threat

Illegal appointment of Indians at Pakistan’s strategic sea port Qasim International Containers Terminal (QICT) without the Ministry of Interi-or ’s (MOI) clearance could pose security threat to the country. Indians are spying on the QICT as it is controlled by M/s DP World Group with 75% shares and, many of the management staff and directors of board are Indian nationals. Through such a discreet control of the QICT, Indians could achieve their alleged nefarious activities to destroy peace and sta-bility in Pakistan.10

Saudi energ y minister visits Pakistan’s Gwadar oil re�ner y site

On Jan 12, Saudi Arabia’s Minister of Energy visited the port city of Gwadar to witness development work and the area allocated for a multi-billion oil refinery. Pakistan and Saudi Arabia are in talks over an agree-ment to install Aramco Oil Refinery in Balochistan’s Gwadar district.11

Reforming Gwadar City ’s Governance

A recent study on Gwadar funded by the International Growth Center (IGC) however finds that there has not been much progress in the city in terms of introducing innovative governance, socio-economic development of the local population and preservation of the diverse heritage of the old town. The city has the potential to become an important hub for CPEC under China’s Belt and Road Initiative and thus there remains an urgent need to address these gaps.12

PN, RNO conducting �amar Al Tayyib Exercise

The Pakistan Navy Task Group comprising Pakistan Navy Ship (PNS) Shahjahan, Pakistan Navy Submarine Saad, two Fast Attack Crafts (Missiles) i.e. PNS Quwwat and PNS Azmat and a Maritime Patrol Aircraft visited Oman to participate in the 9th ‘Thamar Al Tayyib Exercise’.13

Government Constitutes Committee to Propose reforms in Maritime Sector

The Government has constituted an inter-ministerial committee to propose reforms in Maritime sector. A decision to this effect was taken at a high-level meeting chaired by Prime Minister Imran Khan in Islamabad on Jan 14. The meeting discussed potential of the maritime and other related matters.14

Pakistan Maritime Security Agency apprehends 15 Gujrat �shermen for straying close to its water

On Dec 9, at least 15 fishermen from Gujarat were apprehended by the Pakistan Maritime Security Agency (PMSA) near the international mari-time boundary on the Arabian Sea. According to officials it is the second such incident in the last five days.15

Japanese Navy conducts bilateral exercise with Pakistan Navy

On Jan 10, Japanese Maritime Self Defence Force (JMSDF) ship ‘Ikazuchi’ arrived in Karachi for a two days port visit to take part in pre-AMAN activities.16

Two LNG ships dock at port simultaneously

Pakistan created history with the docking of two liquefied natural gas (LNG)-carrying ships “in one tide” at Port Qasim, Karachi on Jan 19… According to Port Qasim Authority (PQA) Chairman Asad Rafi Chandna, “The five- to six-hour-long operation has set an example… to be done again more conveniently”. 17

Annual award ceremony of logistics command held at Pakistan Navy dock in Karachi

The Annual Award Ceremony of Pakistan Navy Logistics Command was held at PN Dockyard. Vice Chief of Naval Staff Vice Admiral KaleemShau-kat was the chief guest on the occasion. Annual Award Ceremony is held at the end of every year to review the overall performance of the units under the command and evaluate their efforts in the successful completion of various projects.18

CNS Meets Commander Royal Jordanian Naval Forces in Jordan

Chief of the Naval Staff Admiral Zafar Mahmood Abbasi is on official visit to Jordan. During the visit, the Naval Chief met Commander Royal Jordanian Naval Force, Brig Gen Ibrahim Salman Al Naimat and Commander Royal Jordanian Air Force, Major General Yousef A Al-Hnaity in separate meetings… The Admiral emphasized upon Pakistan Navy’s focused efforts towards fight against terrorism; Counter Piracy Operations and Regional Maritime Security Patrol (RMSP) initiative.19

Construction of Gwadar Shipyard to soon be started: Defence Production Minister

On Jan 27, The Minister for Defence Production Zubaida Jalalsaid, the construction of Gwadar Shipyard will soon be started after fulfilling all legal obligations regarding land acquisition.20

In the aftermaths of the Mumbai attacks, India had vowed to overhaul its maritime security policy and promised the safety of its coasts. Today, India poses to be a regional contender of the Indian Ocean, yet the Indian Navy has failed its coastal security.21

Building Balochistan: Challenges and triumphs for Pakistan Navy

There are long straight roads and where there isn’t arid land, there is the sea. A half-buried stone or rock makes you wonder whether it is a milestone or a headstone for a grave… There are plenty of graves near the Jinnah Naval Base (JNB) in Ormara that date back to even before the setting up of the base here on June 22, 2000. But now there are also vital signs in the shape of a hospital, school, college and industrial home.22

Pakistan Navy: a catalyst for peace in Indian Ocean

Thus, Pakistan has always been a vocal proponent of peace and freedom of navigation, particularly in the Indian Ocean and the country has played its due role in promoting harmony and cooperation in the region. Pakistan Navy being the guardian of country’s maritime interests has remained at the forefront in displaying Pakistan’s peaceful and cooperative intent. Therefore, despite given resource constraints, PN has participated in all genuine cooperative efforts in the region.23

CPSEC: �e Saudi addition to CPEC

Saudi Arabia, a longstanding US ally in the region is looking to diversify its relations with other nations to reduce its American dependence. This is why Saudi Arabia wants to partner into the CPEC project.24

India’s refusal to invite Pakistan for Indian Ocean naval symposium 

A session of the Indian Ocean Naval Symposium (IONS) was held at Kochi, India, on 13-14 Nov 2018 to mark the 10th anniversary of the symposium’s formation. All IONS member states were invited to participate in the event minus Pakistan. India’s refusal to ask Pakistan to attend the session reflects India’s “proactive reductionism”.25

Pakistan’s New Generation of Chinese Warships

With the support of the Chinese government, the Pakistan Navy (PN)’s strength has recently grown and is on a course to increase further still following the completion and delivery of four advanced warships currently under construction in Shanghai’s Hudong-Zhonghua shipyard.26

Starting today, state to be on 2-day ‘Sea Vigil’

The (Indian) stategovernment will conduct a coastal defence exercise called Sea Vigil on January 22 and 23. An official said, “The objective is to ensure preparedness for precautionary and war time response in sea and coastal areas”.6

Indian Navy Operationalises �ird Air base in Indian Ocean Region

The Indian Navy has operationalised a new naval base located at the northern-most tip of the archipelago that forms the Andaman and Nicobar territory of the Indian Union. It is a strategic move to enhance its surveil-lance capabilities against Chinese warships and submarines entering the Indian Ocean Region (IOR) through the nearby Malacca Straits.7

India: Govt attacked over Illegal Tra�cking of Ships

Toxic Watch Alliance, an environmental NGO, has made scathing observa-tions about the indifference of the Indian government in looking the other way as end-of-life ships from other countries, many of them carrying banned toxic and other hazardous substances, continue to be dismantled in the ship-breaking yards of Alang in Gujarat.8

India Conducts Test Launch of Barak-8 LR-SAM

On Jan 24, India conducted a test launch of the Barak-8 long-range sur-face-to-air missile (LR-SAM). According to the Indian Defense Ministry, the missile was fired from the Indian Navy destroyer INS Chennai (D65) off the Odisha Coast and hit an aerial target flying at a low altitude. The Defense Ministry also confirmed that the interceptor accomplished all mission objectives in the test.9

Opinions, Op-eds, Blogs, Analysis:China’s Navy Railgun Is Out for Sea Trials. Here’s why it ’s a �reat to the U.S. Navy

In Dec 2018, a photo appeared on the Chinese internet depicting what appeared to be a Chinese navy amphibious assault ship sporting a proto-type electromagnetic railgun on its deck. A railgun uses magnetic force, rather than an explosive charge, to propel its projectile, potentially giving the gun greater range and destructive power than a conventional weapon if capable of.10

News:India adds more teeth in Andamans, Navy to get new airbase ‘INS Kohasa’

India seeking to add more teeth to its military capabilities in the Andaman and Nicobar island territories, India will get a new airbase at the archipelago in the Indian Naval Air Station (INAS) Kohasa near Diglipur.1

Iranian Navy to Send Warships to Atlantic

A top Iranian commander said, “The Iranian Navy will send warships to the Atlantic Ocean after March”. Iran is looking to increase the operating range of its naval forces in the Atlantic, close to the waters of the United States, its arch enemy.2

F irst Helicopter Cross-Decking Between U.S. and Indian Navies

An Indian Navy UH-3H helicopter touched down on San Antonio-class am-phibious transport dock USS Anchorage (LPD-23) in late December, mark-ing the first such cross-decking between the two navies and the realiza-tion of an agreement made more than a year ago.3

Indian Navy Aircraft Carriers: A Complete Waste of Time?

“With aircraft available for strike duties barely numbering into the double digits, the Indian carrier simply cannot deliver a substantial ‘pulse’ of combat power against its adversary.”4

Don't sell sub tech to Taiwan: China warns India, other nations

China is opposing efforts by India and other countries to sell submarine technology to Taiwan. Countries that supply technology to Taiwan-run the risk of harming their diplomatic relations with China.5

Angles and Dangles: Arihant and the dilemma of India’s undersea Nuclear Weapons

Modi’s triumphalism belies ‘Arihant’s’modest capabilities. The submarine does not add substantially to India’s second-strike capability — at least, not yet. Until and unless India deploys an SSBN fleet carrying missiles with intercontinental range, which could take decades, its sea-based deterrent vis-à-vis China will lack credibility. And for deterring Pakistan, India’s air and land-based nuclear arsenal is sufficient.11
