COA #1COA #1Purpose:Provide food, shelter, medical support and repair emergency infrastructure relieving human suffering

Method:CTF Huimang conducts operations in four phases (deployment, emergency relief, stabilization, and transition & redeployment). CTF will be task organized into functional components with CFLCC allocated four subordinate CTG’s (CTG North, Central and East, and CTG Korea). Air and Maritime Component Commanders will hold all forces for general support taskings including SAR, theater/inter-theater movement. Concept by phases:1. Rapidly deploy, secure APODS/SPODS, establish logistics hubs and coordination w/ GO/IO/NGO in AO,critical relief supplies distribution2. Provide emergency relief (assess rqmts, prioritize efforts, allocate and distribute resources, evaluate effectiveness).3. Support restoration of public services (Public Safety, Public Health, Civil Administration) using ROP institutions, in preparation for handover4. Transition & Redeploy CTF assets as non-military agencies assume responsibilities.

Endstate:Sustainable life support and services provided by civil authorities and/or IO/NGO’s.CTF fully redeployed to respective home nations.

This phase starts when CFLCC HQ and CTGs are established with minimal footprint and have suitable forces to provide emergency relief. The purpose is to provide emergency food, water, and medical care, and, where necessary, security. The main effort is the establishment of emergency services. This phase ends critical relief has been provided and assets are in place to commence Phase III.

This phase starts when critical aid has been provided and basic services restored. The purpose is to prepare the operation for transition to civil authorities with the aid of NGOs/International Organizations (IOs). The main effort is restoring basic infrastructure. This phase ends when civil authorities are prepared to assume control of the situation.

CTF HQ: continue to allocate operational assets. COA 3 Concept of OperationsCOA 3 Concept of Operations

Air assets will deliver HA supplies to affected areas in ROP. At the same time ships are loaded with HA supplies to deliver to ROP. Port opening teams and engineers are delivered to damaged ports. Once ships arrive with supplies infrastructure repair starts, sustained operations begin, and NGO assistance commences. Critical node protection will be conducted throughout the operation. Operation will transition to civil control when NGOs/government authority capable of handling situation.
