Parthiban’s Manidha Neyam Mandram, K. K. Nagar on March 25. The award carries a cash component of Rs. 1 lakh. The old man wanted to buy 5 tickets at a total cost of Rs. 250 but did not enough cash. He told Suresh to keep the tick- ets separately and he would collect them late. Even before he could collect the tickets the results were declared the next day and one of them hit the jackpot. If Suresh had treated Large-hearted lottery seller honoured the ticket as ‘unsold’ he could have himself collected the prize money but he was honest and large hearted enough to give the ticket to the old man. Following a report in a Malayalam newspaper about Suresh’s gesture, he was felici- tated in 60 functions. Manidha Neyam Mandram also decided to honour him with its award. It arranged to bring him, his wife, son and daughter to Chennai by air for the func- tion and accommodate them in a 5-star hotel. Suresh said that Parthiban has promised to help him start a new business. Vivek (actor) also presented Rs. 50,000 to Suresh for the education of his children. Justice K. Chandru (Madras High Court Judge) also felici- tated Suresh. Film personalities Bhagya- raj, Rohini and Prasanna were also present. Nearly 3,000 retail jewelleryshops in the city and suburbsremained closed on March 28to press their demand for arollback of Union budget pro-posals, particularly the levy ofexcise duty.

This is the second time theydowned shutters in March.

Jewellers’ associations in thecity had called for the shut-down after a demonstration inthe city on March 27 againstthe proposals in the Unionbudget to levy 1% excise dutyon non-branded jewels andincrease in customs dutyfrom 2% to 4% on gold orna-ments.

Jewellers alleged that thiswould mean maintaining ac-counts for yet another Gov-ernment agency and threatsof harassment. It would bemore harmful for goldsmithsand small traders, they opi-ned.

The volume of precious metalsold in the city is dipping due toprice hike and the levy of moretaxes apart from the valueadded tax, they added.

The Madras high court onMarch 29 restrained theChennai police from prosecut-ing house owners who fail tosubmit details of their tenantsbefore the deadline of April 30.But the court refused to sus-pend the order asking landlordsto furnish such information inthe prescribed format.

As per the or-der, demographic informationincluding name, age, father’sname, occupation details andidentity proof were required tobe submitted, along with mo-bile numbers of the house ownerand the tenant.

Those who fail to submit suchinformation, the order said,would be prosecuted underSection 188 of the Indian Pe-nal Code, which provides forimprisonment up to one month

for disobeying orders of publicservants.

In his PIL, Milton said thatthe order was issued in the af-termath of two bank heists inChennai which cast a shadowon the efficiency of police. Thesuspected dacoits were latertracked, but were gunned downin a midnight operation, he said.The controversial decision tocollect the data of tenants,migrant workers and studentsfrom other states started there-after, he said.

Noting that this type of datacollection was not regulatedunder any specific law, Miltonsaid that the police sought toimplement its decision by cir-

cumventing the procedure es-tablished by law. Describing itas an arbitrary and excessiveuse of power, he said seekingsuch details would amount topolice surveillance, and addedthat the order deserved to bequashed.

He also wanted the court todirect the police to destroy allthe records and informationalready collected from the resi-dents.

Adjourning the matter by twoweeks for further hearing, thejudges said: “In the meanwhile,the order shall not be sus-pended. But no criminal actionshould be taken for violation ofthe order.”

Sevas (Plot No. 103, 10th Main Road, Vijaya Nagar,Velachery) is sending volunteers for week-long service topilgrims in Tirumala starting on Mondays and ending on Sun-days.

Men and women who are physically fit and are willing to stayin Tirumala for a week are welcome to offer their services for4 hours everyday. The work will be of supervisory nature.

Accommodation, lunch and dinner will be provided free ofcost. They can have special darshan of Lord Venkateswara.

Travelling expense and the cost of breakfast must be borneby the volunteers.
