Following repeated run-ins with the workers, customers were asked to collect the refills from the agency itself instead of waiting for door delivery. Biometric identification ofover 10,000 families that havebuilt dwelling units on ‘objec-tionable land’ will begin shortlyin the city. It will facilitate iden-tifying the eligible beneficia-ries for resettlement and reha-bilitation of the affected fami-lies in newly developed town-ships in areas such as Perum-bakkam on the outskirts of thecity.

The term ‘objectionable land’covers areas such as Govern-ment land, poromboke, canals,waterways and footpaths onwhich habitations are not per-mitted, according to officials ofvarious government agenciesinvolved in the exercise.

Though biometric identifica-tion was planned last year bythe Tamil Nadu Slum Clear-ance Board (TNSCB) for reha-bilitation of all affected fami-lies, the process was delayedon account of the Assemblyand local body elections.

TNSCB had recently askedthe Chennai Corporation andthe Public Works Departmentto furnish data pertaining tothe number of people likely tobe rehabilitated in the city. Thefirst phase of biometric identi-fication, covering 10,000 fami-lies in Chennai Corporation lim-

The list of people to be cov-ered under the biometric iden-tification by the Chennai Cor-poration will include those liv-ing on encroached land on thebanks of 16 micro drains.

According to an earlier sur-vey, 3,947 families along the16 micro drains maintained bythe Corporation were found eli-gible for alternative accommo-dation. It had identified 4,233encroachments along the 16micro drains.

The PWD, TNSCB and theCorporation started enumera-tion of the families along waterbodies in and around Chennailast year.

Collection of preliminary dataon the families along the microdrains has already been com-pleted.

The encroachments initiallyestimated along the 16 microdrains were 5,418.

As part of the first phase,TNSCB is said to be in ‘urgent

requirement’ of data on around4,000 families along the microdrains and 2,500 families inencroachments along roadmargins.

The families will be allottednew houses by the TNSCB.Micro drains such as Mamba-lam, Captain Cotton, Vysar-padi, Kodungaiyur, Jawahar,MGR, Egankipuram, Jaffer-khanpet, Guindy Estate,Chellamal, Nungambakkam,Trustpuram, Raj Bhavan,Reddikuppam and TVS canalswill be improved after theresettlement and rehabilita-tion.

Bus route roads of the civicbody will also become widerwith better footpaths after theresettlement and rehabilita-tion.

Resettlement and rehabili-tation of over 30,000 familieson objectionable land will becompleted by June 2012.

The TNSCB has planned toprovide all amenities includingbetter transport connectivity,schools and police stations inthe newly created townshipseven before the resettlementand rehabilitation process be-gins.

of Om Sakthi Nagar, Valasa-ravakkam), a realtor who hashis office on Bazullah Road, T.Nagar, was arrested on Nov.15 on the charge of brandish-ing his pistol following a minoraccident involving his car onPillayar Koil Street in Nesa-pakkam, K. K. Nagar the pre-vious night.

Rajesh was driving hisVolkswagen (TN 09 BR 3) whenit hit a motorcycle parked out-side a photocopy shop. Shop-owner Senthil Kumar and hiscustomer Raghuraman rushedout on hearing the noise.

There was an exchange ofwords between the two andRajesh, who pulled out a pistol,threatened Senthil and Raghu-raman with the firearm anddrove off in a hurry.

Senthil lodged a complaint in

MGR Nagar police station onNov. 15 alleging that the cardriver assaulted his customerand threatened him at ‘pistolpoint’ when questioned aboutthe mishap.

A police team led by P.Raman (Asst. Commissioner,Ashok Nagar) and Kalaiselvan(Inspector) made enquiries. Noone had noted the full registra-tion number of the car butSenthil recalled that it was ‘3’.

Going through the registra-tion records, police zeroed in onthe Volkswagen and the owner.

The car was intercepted atRamapuram Arasamaramjunction at 1 p.m on Nov. 15.

The driver identified himselfas Rajesh Raman. He admit-ted that he had assaultedRaghuraman and also pro-duced the pistol, a .25 calibreweapon made in Belgium, and20 rounds. He had a valid li-cense for the firearm.

Rajesh claimed that he haddeposited the pistol in anarmoury in view of the localbody elections and got it backonly on Nov. 14.

He was proceeding from hisoffice to his residence when theincident took place.

He was arrested and bookedunder Sections 294-B (utter-ing obscene words), 323 (pun-ishment for voluntarily caus-ing hurt) and 506-2 (criminalintimidation) IPC read withSection 27 of the Arms Act.

I cannot imagine a sparrowless Chennai, for it was aflock of them which greeted us when we invaded Madrasin 1946 and entered a friend’s home in Triplicane.

The flighty friends outnumbered us many times and,though they did not actually resent us, were not friendlyeither, maybe because they did not understand ourMalayalam nor did we their Tamil twitter or avian lingo.

Let’s skip several houses and years and look at VellalaStreet in Purasawalkam where we lived for a few years,part of which as the neighbour of the great Tamil scholarand novelist Ra. Ki. Rangarajan, whose column ‘FourCorners’ has enriched Anna Nagar Times these manyyears. The Vellala Street house had a couple of mightymango trees and the house must have been at least acentury old, with timber work aplenty to support the tiledroof, a perfect setting for a hundred sparrows to buildcolonies. We just loved the tawny creatures.

On a Sunday morning, my soul was on a lunar orbit ofuniversal love. The solemn chimes of a church bell, waftedfrom afar by a gentle breeze, liquified my heart further thatI was a sitting duck to man, bird and beast. Were a lobsterto walk in, I would have shaken its claw and offered it a cupof coffee.

So, when Mr. and Mrs. Sparrow in their best flew in withstrands of straw to set up a better furnished home in myroom, I outbowed Air India’s Maharajah as a welcomegesture. Brownie the cat, already salivating at the pros-pect of ‘manna from heaven’, cast a conspiratorial glanceat me. I was puzzled at their perilous choice of the honey-moon quarters atop the ceiling fan rod. After all, they hadbird-brains! The hectic building activity lasted all day andand, at bed time, my bed under the sparrow-home lookedas if a village cow had had a hurried lunch off the bed. MySunday veneer wore thin and I resorted to subterfuge byfixing a shiny oats tin on the wall outside my room. It wouldhave been easier to plead with the Beatles to have ahaircut. The birds stayed put.

That it was pure logistics that dictated their fan-topfantasy emerged on the second day of their perilous ten-ancy. A strutting Casanova came ogling round when thelord of the manor was away shopping, but the lady ignoredthe lecher, daring him to get past the whirling fan just whenthe husband, with a war cry, zoomed into the belly of thelecher. The aerial battle ended with a hundred snowy softfeathers when the two combatants were executed by thewhirling fan. They thudded the body of the villain into thesafe paws of Brownie the cat, and that of the newly marriedhero on to my bed. The paths of glory, as of infamy, lead butto the grave.

The body of Mrs.Sparrow was next morning found at thefoot of the bed where she perhaps committed hara kiri, anhonourable exit.
