J. Greg Schwinn Named a Senior Life Director of NAHB
WASHINGTON, July 5, 2012 - J. Greg Schwinn of Lincoln was designated a senior life director of the National Association of Home Builders (NAHB) by the Association’s board of directors at their Spring Board of Directors’ Meeting in Washington, D.C., on June 9. “Serving the housing industry by participating on NAHB’s board of directors for more than 20 years is an incredible accomplishment,” said NAHB Third Vice Chairman Tom Woods. “NAHB commends Greg for his dedication to advancing housing opportunities for all Americans.” Greg Schwinn is the President of Schwinn Homes, LLC in Lincoln. He has been a member of NAHB for 31 years, and has served as a voting director for 20 years.In order to be designated as a senior life director, an NAHB builder or associate member must have attended at least two board meetings each year for 10 years before being elected as a life director, then two meetings a year for an additional 10 years to become a senior life director.
ABOUT NAHB: The National Association of Home Builders is a Washington, D.C.-based trade association representing more than 140,000 members involved in home building, remodeling, multifamily construction, property management, subcontracting, design, housing finance, building product manufacturing and other aspects of residential and light commercial construction. NAHB is affiliated with 800 state and local home builders associations around the country. NAHB’s builder members will construct about 80 percent of the new housing units projected for this year.

Four days’ worth of exciting events and activities will be packed into three when the National Association of Home Builders (NAHB) International Builders’ Show lands in Las Vegas Jan. 22-24, 2013. This largest annual light construction tradeshow in the world is expected to attract 50,000 attendees and more than 800 industry suppliers. “It’s all about helping our attendees and exhibitors meet with each other in a much more efficient way,” said Mark Pursell, senior vice president of NAHB’s Exhibition, Marketing and Sales Group. “Tightening the trade show floor experience to three full days with expanded hours saves everyone money and results in a more productive experience for all.” Gone are the days when home builders, remodelers and designers had time to invest in what can turn into a full week of time away from their businesses when travel and other considerations are taken into account. “It’s a trend that professional convention and expo planners see in all fields – not just the home building industry,” Pursell noted. “Attendees are eager to get back to their businesses and put the new knowledge about, products, services and management to work right away. Businesses must be more nimble to thrive in today’s economy.” Flexibility and speed are also the thinking behind NAHB’s online and mobile Show planning tools, which attendees use to schedule meetings with exhibitors and choose from the

more than 165 educational sessions and networking events, he said. “At the same, we are investing into a wider selection of networking opportunities at the Show– which is what both attendees and exhibitors say they want,” Pursell said. There will be savings for Show exhibitors as well. “Dropping day four and adding an additional half hour to the schedule each day, allows exhibitors to save resources on an extra night of hotel accommodations, meals and other staffing and contractor expenses,” Pursell pointed out. “Surveys of IBS attendees tell us that builders prefer to be home during the weekends. Wrapping up the show on Thursday will allow everyone to do so – even those from the East Coast,” said Larry Swank, chairman of NAHB’s Conventions & Meetings Committee and a home builder from Mishawaka, Ind. “This is a great solution for all of us – and a way to stay ahead of trends in the industry.”

Tech Can Reduce Cycle Time, Increase Profits, One Small Solution at a Time
A Variety of Options for Helping Subs Hop Aboard, Stay on Schedule Just starting to look at technology solutions for your building business? You don’t have to deploy a massive new program in one fell swoop to decrease cycle time, improve the quality of bids, and simplify the billing process, say experts in home building, management, and IT.The key of where to start is to really look inward,” says Bill Allen, president of William A. Allen Consulting. “How do we improve production, selections, purchasing? Look at the areas where you want to get faster and better.” Allen says the solution you’re seeking might be as simple as emailing information to your subs, rather than having them waste time in your office — time they might better spend bidding your project or working on a job site. Having purchase orders automatically faxed or emailed to assigned subcontractors upon job release is actually a logical first step toward full automationRick Corry, CEO of BuildLinks, Inc., says and perhaps a more manageable solution for small volume builders.Cypress Homes Chief Operating Officer Brad Ervans says his company started “with small victories.” Setting up email accounts for trade contractors, for example, was a manageable investment that has helped increase gross profits — and decreased stress — many times over.Ervans says he has been questioned repeatedly by smaller production builders about whether it is really necessary to invest hundreds of thousands of dollars to implement new
technology. “I don’t want that to be a limitation when people think about IT and automation,” he says. The more important point is that “you need to decide on where you want your company to be in five years and then build an IT foundation that can support those efforts.”“You can’t automate all at once,” he says. “You have to do it one step at a time.” And you don’t have to be an IT expert or management guru, says Allen. “Look at things that waste people’s time and cause duplication,” he says. “They beget the design of what you automate.”Four Common-Sense TipsCorrey and Allen advise:• Notify your subcontractors that automation is happening• Test technology solutions in house first• Conduct a pilot with subcontractors• Plan for exceptionsYet don’t be surprised that, when you try something different, your trades balk. “You will get resistance, not only from your subs, but from your superintendents, from your field managers,” says Ervans. “They will view it as more work.”However, once they see how much faster they get paid, your subs will respond positively to the “new” technology, Ervans says. Cypressis able to pay four to five days following job completion, while overall cycle time has been halved. “We started with our mason,” he says, cutting cycle time on masonry work from roughly a month to about two weeks. “Time of construction is what we’re trying to reduce. You need to know what your time of construction is and set a goal for where you want it to be,” Ervans says. “Some builders have sold themselves out of business because they couldn’t keep up,” he says, while his company offers customers a guarantee that they will close on their home six months after a contract is signed. Summer is a great time to entertain visiting friends and family. There are some guests, however, that you shouldn’t allow into your home — pests such as ants, roaches, rats and termites.
Pest infestations are more than a nuisance. It is important to protect your family from disease due to food contamination and allergens and your property from wood and foundation damage caused by ants, mice and termites.
The cost for a home owner to treat an existing pest problem averages more than $1,000 — which doesn’t include the cost to correct the damage that has already been done. Termites alone have been estimated to cause $5 billion worth of damage in the U.S. every year, according to the National Pest Management Association.
Keep Unwanted Summer Guests AwayHere are some steps you can take now to help keep your home pest-free for years to come.
Inside Your HomeThe U.S. Environmental Protection Agency (EPA) recommends a few things you can do inside your house to control future infestations:
• Starve them out — keep a tight lid on the trash and empty it often. Clean up spills immediately and store food such as cereal, flour and sugar in plastic containers rather than in their original packaging.
• Dry them out — some pests, such as cockroaches, can survive a long time without food, but need water more often to survive. To shut off their supply, be sure to fix leaky faucets, radiators, dishwashers and washing machines immediately and empty flower pots and plant stands of excess water.
• Keep them out — seal cracks and openings along baseboards, behind sinks, and around pipes and windows. Repair holes in door and window screens.
Outside Your HomePests enter your home from the outside, so you will also need to prepare the exterior of your house to keep pests out:
• Look for cracks and holes on the outside of your home and seal them up. Be sure to include points where utility lines enter the house. Also address damage to the basement foundation and windows.
• Check your landscaping. Rake mulch away from the base of your home and keep it to a minimum to allow for adequate drainage. Trim back tree branches and bushes so they do not make contact with the house. Remove tree stumps from your yard.
• Keep firewood piles stacked outside of your home neat, away from the house and off the ground.
• Make sure basements and attics are well ventilated and dry.
• Head up to the roof to look for any rotted or decaying shingles.
• When you’re looking at your roof, also check that your gutters are free of debris.
These simple steps now can save you a lot of headache and money down the road from these unwanted visitors.

1. What is long-term care?Long-term care refers to the ongoing services and support needed by people who have chronic health conditions or disabilities. There are three levels of long-term care:• Skilled care: Generally round-the-clock care that's given by professional health care providers such as nurses, therapists, or aides under a doctor's supervision.• Intermediate care: Also provided by professional health care providers but on a less frequent basis than skilled care.• Custodial care: Personal care that's often given by family caregivers, nurses' aides, or home health workers who provide assistance with what are called "activities of daily living" such as bathing, eating, and dressing.Long-term care is not just provided in nursing homes--in fact, the most common type of long-term care is home-based care. Long-term care services may also be provided in a variety of other settings, such as assisted living facilities and adult day care centers.
2. Why is it important to plan for long-term care?No one expects to need long-term care, but it's important to plan for it nonetheless. Here are two important reasons why:The odds of needing long-term care are high:• Approximately 40% of people will need long-term care at some point during their lifetimes after reaching age 65*• Approximately 14% of people age 71 and older have Alzheimer's disease, a disorder that often leads to the need for nursing home care**• Younger people may need long-term care too, as a result of a disabling accident or illnessThe cost of long-term care is rising:Currently, the average annual cost of a 1-year nursing home stay is $74,820* and in many states the cost is much higher. In the future, long-term care is likely to be even more expensive. 3. Doesn't Medicare pay for long-term care?Many people mistakenly believe that Medicare, the federal health insurance program for older Americans, will pay for long-term care. But Medicare provides only limited coverage for long-term care services such as skilled nursing care or physical therapy. And although Medicare provides some home health care benefits, it doesn't cover custodial care, the type of care older individuals most often need.Medicaid, which is often confused with Medicare, is the joint federal-state program that two-thirds of nursing home residents currently rely on to pay some of their long-term care expenses. But to qualify for Medicaid, you must have limited income and assets, and although Medicaid generally covers nursing home care, it provides only limited coverage for home health care in certain states.4. Can't I pay for care out of pocket?The major advantage to using income, savings, investments, and assets (such as your home) to pay for long-term care is that you have the most control over where and how you receive care. But because the cost of long-term care is high, you may have trouble affording extended care if you need it.5. Should I buy long-term care insurance?Like other types of insurance, long-term care insurance protects you against a specific financial risk--in this case, the chance that long-term care will cost more than you can afford. In exchange for your premium payments, the insurance company promises to cover part of your future long-term care costs. Long-term care insurance can help you preserve your assets and guarantee that you'll have access to a range of care options. However, it can be expensive, so before you purchase a policy, make sure you can afford the premiums both now and in the future.The cost of a long-term care policy depends primarily on your age (in general, the younger you are when you purchase a policy, the lower your premium will be), but it also depends on the benefits you choose. If you decide to purchase long-term care insurance, here are some of the key features to consider:• Benefit amount: The daily benefit amount is the maximum your policy will pay for your care each day, and generally ranges from $50 to $350.• Benefit period: The length of time your policy will pay benefits (e.g., 2 years, 4 years, lifetime).• Elimination period: The number of days you must pay for your own care before the policy begins paying benefits (e.g., 20 days, 90 days).• Types of facilities included: Many policies cover care in a variety of settings including your own home, assisted living facilities, adult day care centers, and nursing homes.• Inflation protection: With inflation protection, your benefit will increase by a certain percentage each year. HBAL Business UpdateNSHBA Update

In the April 2012 Lincoln Business Builder, notice was given by the HBAL Board of Directors of its petition to the NAHB to decertify the NSHBA. The process continues to move forward with the continued support of the Metro Omaha Builders Association (MOBA). At the June 6-9th NAHB Board of Directors Meeting and Legislative Conference, NAHB acknowledged the petition. Discussions were held at the National Area Chairman’s Meeting, the NAHB Senior Officers Meetings, in the hallways and before and after many of the committee meetings. The NAHB requested the Local HBA Presidents meet and try to work out their differences rather than continue to ask for decertification of the NSHBA.
On Wednesday, June 6th in Washington, D.C., NAHB 3rd Vice President Tom Woods, NAHB Area 11 Chairman (NAC) Phil Rhees and NAHB Attorney Dan Durden facilitated a meeting of the Nebraska Local HBA Presidents for a discussion to identify and resolve issues brought forward with the petition. After two hours with the facilitators, the Presidents continued the discussion on their own for an additional two hours. By the end of this meeting it was decided to reconvene in Grand Island, Nebraska on June 15th to continue the discussion with the NAC Phil Rhees traveling from Oklahoma to attend, moderate and be a resource from the NAHB.
On June 15th, NAC Phil Rhees attended the four and one half hour discussion along with each of the Local HBA Presidents from Nebraska. The Local HBA Presidents are Jerry Standerford (MOBA), Dan Klein, Sr. (HBAL), Todd Enck (CNHBA), Gene Knaggs (WCNHBA), Rod Christmann (NPHBA), Steve Long (CHBA) and Don Wisnieski (NHBA). Dan Klein, Sr. and other Presidents felt enough had been accomplished at this meeting to justify one more meeting to put the finishing touches on a possible compromise. The additional meeting was scheduled for June 26th in Grand Island, Nebraska.
The Local HBA Presidents met for approximately five hours on Tuesday, June 26th. At the conclusion of the meeting, it was clear the Local HBA’s would not agree unanimously on the proposed bylaw changes. On June 26th, a request was made for the NSHBA to hold a Board of Directors Meeting in order for a vote to be taken prior to the NAHB Fall Board of Directors Meeting in Austin, Texas September 13-15, 2012. As of July 25th, 2012, notification of this meeting has not been received.
One or more copies of a letter from NSHBA Treasurer Stan Poff dated July 17th was received by many HBAL and MOBA members. The HBAL is aware of the referenced NSHBA bylaws and continues to work with NAHB and NSHBA to resolve issues pertaining to the policy and bylaws of the NSHBA.
In the April edition of the Lincoln Business Builder, the question was asked, “What does all of this mean for our company?” The goal to the membership of the HBAL is to continue to grow and improve upon the events, advocacy, communications, education, leadership training and networking already in existence. New and improved features are in development in order to begin to reach these goals later this year. The next question is possibly, “How long is this going to drag on?” It was the desire of the HBAL Board of Directors for this to be handled at the 2012 NAHB Spring Board of Directors Meeting and Legislative Conference in June. The involvement of the NAHB over the past few months has better allowed the NAHB to understand the issues. The HBAL Task Force is currently preparing for the 2012 NAHB Fall Board of Directors Meeting which will be held in September. The HBAL Board of Directors intends for some form of resolution or closure to happen in September.

Adhered Window Flashing
Adhered Window Flashing1. Apply the Water-Resistive Barrier (WRB) horizontally with the upper layer lapped over the lower layer a minimum of 2 inches. Cut an “X” in the WRB at the wall opening. Wrap the WRB and staple over the trimmer studs and sill plate. Trim the WRB at the top of the opening even with the bottom of the header.
2. Cut, fold up and temporarily secure the WRB above the header to allow for installation of the window and flashing.
3.The bottom sill plate shall have a 1/4 inch slope to the exterior (slope not required if the window is installed per #8). Install sill flashing over the sill plate using adhered flashing or other approved method. Flashing shall extend beyond the rough opening and up the trimmer studs as shown. Do not apply sealant to the bottom flange. The sloped sill and pan flashing will allow any water that does get inside the wall to drain to the outside past the unflashed bottom nail flange.
4. Install window. Plumb, level shim and secure the window using the nail flanges.
5. Install vertical flashing over the nailing flange. Extend flashing beyond the top of the rough opening and to the bottom of the pan flashing as shown. Do not install flashing over the bottom nailing flange.
6. Install head flashing over nailing flange and over the wall sheathing. The head flashing must extend beyond the outer edge of the vertical flashing as shown.
7. Extend WRB over the head flashing and tape the ends.
8. Fill the space between the framing and the window using non-expanding insulation foam in layers per the manufacturer’s recommendation or other approved method.

Lot Erosion and Sediment Control: How the City is Responding
“There’s mud all over in/on my street and I want to know what you’re gonna do about it.” This was a typical complaint that the City received from home owners in new construction areas in previous years. In 2002 the City of Lincoln was issued a permit by the State of Nebraska Department of Environmental Quality to regulate discharges to stormwater from construction site activity and other sources of stormwater pollutants. The City initially established a program to address construction site runoff that primarily focused on education. In 2007 the City worked with the local development and building community to draft and pass an ordinance to address construction site discharges. In addition to the erosion and sediment program for ‘large’ sites (sites one acre and over), the City of Lincoln was also responsible for regulating sites under one acre that are “part of a larger common plan of development or sale.” With the goal of implementing an individual lot erosion and sediment control program that was straight forward, fair and equitable, it was felt it should not be as burdensome as the requirements for ‘large’ sites. As a result the City came up with a relatively simple two page permit and streamlined process for erosion and sediment control on individual lots. In addition to the streamlined permit the City put together a erosion and sediment control Best Management Practice (BMP) guide for local home builders that was brief and had photos of each individual BMP (available at the Building and Safety Department at 555 S. 10th Street and the HBAL office). In efforts to provide “a fair and equitable program” the city also looked at where and how BMPs need to be installed. Options such as grading the lot a couple inches lower than the back of curb or building a berm behind the curb to keep sediment on site, are examples of BMPs that have worked well and are of relative low cost to the builder. With regard to the individual lot program, after five years of implementation, the City and builders have accomplished quite a lot. The City with the builder’s help have implemented a streamlined permit, collaborated on a straight forward BMP installation handbook, reduced the number of cases going to the Law department for enforcement and have seen a significant reduction in annual public complaint numbers.The City inspector that implements the individual lot construction program (Terry Ullsperger) was recognized in 2011 by the Home Builders Association of Lincoln as “Employee of the Year” for his efforts in being helpful and working with individuals to achieve compliance. The individual lot program has also been recognized nationally by the National Association of Home Builders (NAHB) and the City has received calls from other municipalities interested in the program. We still get an occasional “what are you going to do about that” call, but they are a lot lesser thanks to the implementation of the individual lot program and to the efforts of Lincoln’s homebuilders. The Lincoln Home Builders Care Foundation's mission is to support the educational and charitable activities of the Home Builders Association of Lincoln. The Foundation strives to support the community by contributing to community service projects focused on housing, as well as providing scholarships for students pursuing a career related to the building industry, and providing funding for other industry related educational programs.
The Foundation will accept tax deductible contributions to establish scholarships and other programs. Proceeds from the annual golf tournaments and the October sporting clay shoot will be directed to the Foundation.

HBAL has committed to once again build a home for Habitat for Humanity. We need to get your commitment with this project. We need new volunteers and the continued support and assistance of those who have helped in the past. The benefits of helping with this project cannot always be measured. However, we do know that we will be providing a safe and decent home for a family whose whole life will change once they have a place to call their own. Everyone needs a place to call home.
Volunteers NeededVolunteers are needed for this worthwhile project. We need volunteers from the trades...so please let us know what you would be willing to do. Remember, you don’t have to be an “expert” to assist with this project. We also need people to wash windows, paint, clean, and many other tasks that don’t require a certification. Our goal is to complete the home in a two to three week build. It’s a great feeling to work on a Habitat house.
Donations NeededWe need donations of materials. If you can assist in this manner, please contact us. This is a worthwhile project, and your donations are very much appreciated and tax deductible.
“Habitat is a hand-up, not a hand-out. Each family is required to make a monthly mortgage payment that pays back the cost of the Habitat house which averages about $70,000. Typically, the 30 year loan requires monthly payments of about $450-$500 with approximately $250 being applied to tax and insurance escrow. Additionally, the family must provide 400 hours of “sweat equity” to Habitat; at least 200 hours must be on their own house. Multifamily Starts Rebound in June
The Census Bureau’s preliminary estimate of starts in buildings with five or more apartments for June came in at 213,000 (at a seasonally adjusted annual rate). This is a 17 percent increase from May and reversed well over half of the previous month’s decline. (Month to month fluctuations on this order of magnitude are typical for multifamily construction.) On a year-over-year basis, five-plus starts were up 29 percent, reflecting the generally upward trend that has prevailed in this segment of the construction industry since the end of 2010.
Meanwhile, the rate at which new five-plus permits were issued declined 11 percent in June, to 241,000. Although not as high as the rate posted in March or May of this year, 241,000 is still the third highest seasonally adjusted five-plus permit rate on record since 2008, and is up 22 percent year-over-year. The number of five-plus permits in the pipeline (previously authorized but not yet turned into starts by the end of the month) also increased in June—by 5 percent, to 41,500. Although permits in the pipeline are not seasonally adjusted and the series tends to be volatile, 41,500 is the highest the unused five-plus permit number has been since early 2009. Overall, the multifamily plus permit numbers in the Census Bureau’s June construction report were relatively healthy and suggest that a five-plus starts rate in the neighborhood of 200,000 is sustainable over the short run.
