Die tender vir die bou van die brandweerstasie sal later die maand uitgaan. Permanente werksgeleenthede vir ses brandweermanne sal hierdeur geskep word. Meer as R1.2 miljoen sal aan toerusting vir bibli- oteke gaan om sodoende die diens aan die gemeen- skap te verbeter. Die eerste besending van toerus- ting teen ’n koste van R487 000 is reeds uit op ten- der. ’n Tydelike struktuur sal verder in Thornhill opgerig word, sodat inwoners daar ook toegang tot ’n biblioteek sal hê. Kouga inwoners kan ook uitsien na ’n nuwe polisiestasie in St. Francisbaai, ’n nuwe laerskool in Sea Vista, ’n hoërskool vir Jeffreysbaai en ver- beterde polisie-barakke by Hankey. Daar word verder beoog om die ontwikkeling van volhoubare, lewendige en billike landelike ge- meenskappe te fasiliteer. Landbou-hervorming sal bespoedig word deur die bou van agri-dorpies met volhoubare toegang tot bekostigbare en diverse voedsel. Om die beskikbaarheid van werk te verhoog en Groot planne in pyplyn vir Kouga armoede te verlig, sal daar toegang gegee word tot strategiese dele van land, soliede vennootskappe vir landelike ontwikkeling en grondhervorming sal gestig word, en landelike knooppunte sal met ekonomiese spilpunte verbind word sodat die lan- delike gebiede in ’n bloeiende ekonomie omskep kan word. Die Departement van Gesondheid is in die proses om hul eie erf-skoonmaak-afdeling op die been te bring. 20 Tydelike werksgeleenthede sal deur mid- del van hierdie inisiatief wat teen Mei die jaar in werking sal wees, geskep word. A HEATED debate surrounds thedraft budget that was approved incouncil last week.

According to municipal spokes-person, Laura-Leigh Randall, coun-cil approved a draft operating budgetof just more than R517 million for2012/2013 at a meeting in JeffreysBay on March 28.

DA Caucus leader, councillorChimpie Cawood, lashed out at thisstatement, saying: “The DA Caucuswish to put on record that the2012/2013 budget was not approved atthe council meeting on March 28, butreferred to a workshop for furtherdiscussion.”

According to Cawood, the printedbudget that was presented at Councilwas unsuprisingly a carbon copy oflast year’s unrealistic budget, withonly the figures updated.

“This is the very same budgetcaned by the Auditor General andwhich Kouga itself admits as beingflawed,” said Cawood.

He proposed that Council meet ata workshop to consider the submis-sions from the DA, as well as thosefrom the public, and come up with aproper budget to “save Kouga” fromits perilous financial position.

“Elza van Lingen, MP for Kouga

supports the DA proposal for a workshop before approval of the draftbudget. Too often in the past propo-sals and preconditions by the DA be-fore acceptance of the budget havebeen ignored by the ANC. The current‘dire financial position’ is exactly theoutcome of such foolish arrogance.This workshop should happen beforethe public participation meetings areheld in each ward. Kouga Council hasits back to the wall and it is essentialthe governingparty shouldnow listento reason before destroying Kougacompletely,” said Cawood.

Randall said: “The municipalitystands by the media release, whichwas issued after the meeting atwhich the draft budget was adopted.Please note, that both the article andheadline in the Kouga Express clear-ly state that it was the ‘draft budget’that was approved. The ‘draft’ is notthe final document. It is a workingdocument.

“For the IDP and budget workshopand public meetings to take place,there must be an official workingdocument. This is why Council firstadopts a ‘draft budget’ which thenserves as the official working docu-ment. Without the draft, these proc-esses cannot take place.

“The media release, as issued bythe municipality is, therefore, cor-rect and can also be viewed on thewebsite at www.kouga.gov.za.”

Draft budget:approved or not?

KOUGA residents are invited toparticipate in the finalisation ofthe municipality’s budget for2012/2013 and the new five-year In-tegrated Development Plan (IDP)for 2012 to 2017.

Public meetings will be held forall 15 wards to allow the public tointeract with the municipality’spolitical and administrative lea-dership around the draft budgetand draft IDP, which were ap-proved by Council on March 28.

The schedule of meetings, allstarting at 6pm, is as follows:, 10 April: Sea Vista CommunityHall (Ward 12) and Thornhill Com-

munity Hall (Ward 7), 11 April: Newton Hall (Wards 3,8 and 11) and Loerie CommunityHall (Ward 7), 12 April: Kruisfontein CivicCentre (Wards 4 and 5) and DanSandhi Community Hall (Ward 10), 16 April: Pellsrus CommunityHall (Ward 2) and Weston Commu-nity Hall (Ward 13), 17 April: Tokyo Sexwale Sports-field (Ward15) andVusumziLanduHall (Ward 9), 18 April: Lungiso School Hall(Ward 6), 19 April: Tokyo Sexwale Sports-field (Ward 14)

The draft budget and draft IDPwill be available for inspectionduring office hours at municipaloffices, ward councillor’s officesand libraries from April 4. Sy vertel hoe haar gemoedstoe-stand tussen verbasing, woede engroot lag gewissel het.

Maandag kon jy ook nie “veselglas-renosterhoring” vir enige van Lom-bardini se personeel sê nie, of dit het

geklink asof die hiënas losgelaat is, sóis daar gelag.

SUSPECT DETAINED BY NEIGHBOURHOOD WATCH

Vigilance and a speedy response resulted in the arrest of a burglar in Paradise Beachon March 29. Two suspicious persons were observed entering Paradise, one pushing amakeshift cart. On investigation it was found that concealed on the makeshift cart wasa gearbox, stolen from a workshop attached to a nearby house. The suspect was arrested.

This week one of our readersshares her distress over the state ofthe vibacrete wall that divides herproperty from her neighbours’.

Some of the panels are broken ormissing but the neighbours are notin a financial position to make anykind of repairs to the wall.

The reader is concerned that if

she builds a new wall, the neigh-bours will simply break down theexisting one and benefit from its re-placement.

She is also not keen to build thewall on her property only, feelingthat the neighbours will gain an un-fair advantage from this in thattheir garden area will be increasedby the boundary shift.

Herman Pieterse from Jan VisserAttorneys in Jeffreys Bay says thereader has touched on a critical as-pect relating to boundary walls. “It

is very important to determine onwhose property the wall is situa-ted.”

If the boundary markers are notvisible, a surveyor may be called into determine on whose property thewall lies, says Pieterse.

“If a wall is situated on only oneof the properties, it will be thatowner’s full responsibility to main-tain and repair it.”

It is equally possible, Pietersesays, that the wall may straddleboth properties.

DIE rustigheid en kalmte wat ’nmens ervaar wanneer jy in die natu-ur is, is kenmerkend aan hom. Dit isasof ’n kokon van strelende stilheid’n mens omvou.

Die groot venster in sy kamer hetgeen kantgordyne nie en bied ’n pa-noramiese uitsig op die oop vlaktesen wilde diertjies en voëls wat in dielang gras baljaar.

En dit is presies waar ek Gawievan der Walt aangetref het toe ek virhom gaan kuier het: in sy gemaklike

stoel voor die venster met sy kameraen verkyker nie te ver van hom nie.

Oom Gawie het twee jaar gelede syintrek by Jeffreysrus Aftreeoord inJeffreysbaai geneem. Oorspronklikvan Kempton Park, het hy vir sy se-un in Jeffreysbaai kom kuier, maarsoos die noodlot dit wou hê, of in diegeval eerder die geluk, het hy met sybesoek sy been gebreek en toe som-mer besluit om hier te bly.

Op 82-jarige ouderdom is OomGawie nie meer vandag se kind nie,maar sy oë blink nog helder van le-wenslus en sy hande beweeg opge-wonde soos hy meer vertel oor sy pas-sie vir die natuur en neem van foto’s,

asook staaltjies van sy kleurrykeverlede.

“Al van kleintyd af het ek ’n‘liefdesverhouding’ met die natuuren foto’s. Dit is nie sommer net ’nstorie nie, want met elke druk vandie kamera se knoppie raak diéliefde net sterker en die meeste fo-to’s wat ek neem is van die nauur.Dit is seker maar omdat ek in dieKaroo groot geword het,” verteloom Gawie met heimwee in system.

“Ek ag myself beslis nie ’n pro-fessionele fotograaf nie. Nee,maar dit is ’n passie en daar hetbyna nie ’n dag verby gegaan watek nie foto’s geneem het nie.”

Die laaste foto’s wat hy ge-neem het, en ’n ere plek op symuur beklee, is ’n stille getuievan sy passie en toewyding.

Vir die laaste 12 maande, hetoom Gawie getrou voor sy ven-ster gesit en wag vir die per-fekte oomblik om die kleure-prag van die sonsondergangsoos wat die seisoene veran-der, op film vas te lê. Herfs-,winter-, lente- en somer-sons-ondergang foto’s - die beginen einde van ’n seisoen.

“Die seisoene verander opdie 21ste van elke derdemaand, en ek het besluit omdié gebeurtenis op kameravas te lê. Die vier foto’s isonderskeidelik vanuit my

kamervenster geneem in Maart, Ju-nie, September en Desember,” verteloom Gawie.

Oom Gawie teken ook elke dag diemaksimum en minimum tempera-ture van die dag in sy swartboekieaan. “Ek is al van kleins af baie liefvir die weer. Ek het Petrusville in dieKaroo tussen boere, wat die weer fyndophou vir reën, groot geword. Asdie miere begin kos bymekaar maaken die boerbokke begin speel, danweet jy daar is reën oppad.”

Dit vat oom Gawie nie lank om syaktetas met al sy foto’s uit die kas tehaal nie. Hy waarsku my dat dit ’npaar dae sal neem om deur al die fo-to’s te gaan, daarom sal hy net so ’npaar vir my uithaal.

Terwyl hy die een foto na die anderte voorskyn bring, ontvou brokkiesvan sy lewensverhaal.

“Ek was nooit baie lief vir skoolnie, en het sommer al vroeg aan ’nplangedinkhoe ekdit kanvryspring.Wat beter verskoning is daar as omby die weermag aan te sluit. Albeteken dit nou dat ek myself tweejaar ouer mos jok,” vertel ’n laggendeoom Gawie.

So het dit toe gekom dat hy op 13-jarige ouderdom op 24 Maart 1944, 22dae voor sy 14de verjaarsdag, by dieTweede Wêreldoorlog aangesluithet.

“Ek het die voorreg gehad om tweekeer op erewag te wees. Ek dink ditwas te danke aan al die ekstradrilwerk wat ek moes doen omdat mybed nooit netjies opgemaak en myklere nie perfek opgevou was nie, diedat ek later so perfek kon dril,” hetGawie skertsend gesê.

Op 16-jarige ouderdom het hy as ’ngewonde arbeider wat die toilettemoes skoon hou, by die SpoorweëSuid-Transvaal beginwerk. In 1946 is hy na DeAar as bode bevorder enin 1990 het hy as seniortegniese super-inten-dent afgetree. “Nie slegvir iemand wat nie eersstandard 6 (graad 8)agter sy naam het nie,”aldus oom Gawie.

Twee jaar na sy af-trede is hy terug spoor-weë toe as ’n siviele kon-sultant.

Oom Gawie was ookalombekendvir sy liefd-adigheidswerk in die ge-meenskap.

“Ek verlang baie nadie tyd toe ek mense seharte met iets te ete of ’nbybel kon verbly het,maar ek is nou te oudom met die liefdadig-heidswerk aan te gaan.Dit is wonderlik om joumedemens te kan help,en die Here hou baiedaarvan. Dit is altemithoekom ons hier is,” sê

hy.Sal oom Gawie ooit weer wil terug

Sy eerstevrou, Rina, is in 1997 oorlede en An-natjie, sy tweede vrou, is in 2007oorlede. Oral is sy kamer pryk foto’svan sy familie.

Determined to do just that, Per-cy and Belinda will soon embarkon a skill-enriching tour wherethey will be visiting coffee farmsin Tzaneen and get hands on ex-perience.

At this year’s Barista Competi-tion in July their roles will be re-versed as Percy will act as a judgeat the regional round, while Be-linda will be one of the co-ordina-tors.

Now they are hoping that theirskills, as well as the skills theywill gain over the next year, willhelp them triumph at the BaristaChampionship in 2013.

So say experts Percy Chikwiraand Belinda Ruiters, who havejust returned from Cape Townwhere they competed againstover 200 other contenders in theNational Barista Championshipsin the quest of brewing the per-fect cup of coffee.

Although they did not make itthrough to the final round inBrasil, they are grateful for thevaluable experience they havegained through being able to takepart in the competition.

At the regional round in Au-gust last year, Belinda won theaward for the best cuppiccinoand Percy walked away with theaward for the best espresso andwas also crowned the EasternCape Champion. Together theyclaimed the prizes for the bestcompany representation andpresentation.

They are the very first con-tenders from the Eastern Cape tohave made it through to the na-tional round.

Percy and Belinda are special-ists in the art of coffee making,from grinding, infusion and fla-vouring to trendy latté art. Theyperfected the art when they start-ed working at InFood in JeffreysBay some years ago and can nowboast that they are two of the topbaristas in the Eastern Cape.They make countless cups of cof-fee each week and each one is achance to develop their skillseven more.

The action-filled programme in-cludes running, a charity walk, pad-dling, swimming and a variety of cy-cling events. Kids can also take partin a fun catch-and-release fishingcompetition off the jetties at the Port.

Participants can select any fiveevents which will get them into StFrancis Sport’s Ocean’s 5 Challenge.Points are awarded for participationas well as a bonus point for a podiumfinish. The age categories are under12, under 17, and Open, Male or Fe-male. The Ocean’s 5 ChallengeChampion will be announced onMonday.

Golfers can also enjoy the RotaryGolf Day at the St Francis GolfCourse, starting Saturday morningat 7am.

The highlight of the Festival willbe the Port St Francis Open Day onSunday, and the announcement ofthe Ocean’s 5 Challenge champion onMonday.

The Port St Francis Eco Sport Fes-tival’s daily activities will start at10:00 every day between Friday April6 and Monday April 9. It includes in-clude the Heritage Kids Art Work-shops, an Eco Film Festival and vari-ous environmental talks, live music,a Dock’s Café as well as a craftersmarket and art exhibition. Kids en-tertainment includes a waterslide

and jumping castle as well as facepainting and games, a touch tankwith live sea creatures and funactivi-ties.

Sunday will be Open Day at PortSt Francis where people can visit achokka boat and will be able to meetthe NSRI Crew. Fishing charters andbay cruises will be available at a spe-cial fee, while kids can take part inthe ice sculpture competition andfun hour.

The Festival is hosted by Port StFrancis in conjunction with St Fran-cis Sport and St Francis Tourism.The Festival will have Green Guardi-an as partner, who will take care ofrecycling and waste management atPort St Francis.

THE monthly St Francis Sport MTBNight Ride held at Port St Francis onSaturday March 31 has seen a brokenrecord when local cyclist Grant Ma-rais became the first cyclist to starta fifth lap within the allowed 60 min-utes.

Marais also did the fastest lapsince the inaugural event in Decem-ber 2010, breaking the previousrecord held by Jeffreys Bay cyclistKevin Taljaardt. Marais won Satur-day’s event in 1 hour, 13 minutes and54 seconds with 5 laps.

The winner in the ladies open cate-gory was Candice Peltenburg, whofinished her two laps in 42 minutes13 seconds, more than a minute fas-ter than the previous month. Thewinner of the under 17 competitionwas Johan Viljoen, (3 laps in 48 min-utes 20 seconds), who also won theday ride. Under 12 girls winner wasRosie Loots and first boy home wasToby Brown.

The next St Francis Sport MTBDay and Night Ride will be held thisSaturday, 7 April at 5.30pm as part ofthe Port St Francis Eco Sport Festi-val. Entry fee is R60 for adults andR40 for all under 17’s. Under 12 par-ticipants can also take part in the dayride at 5.30pm and under 17’s andopen cyclists in the night ride at 7pm.
