DAMS from which Kouga and Nelson Man-dela Bay draw water may run dry within 18months if steps are not taken to decrease us-age, and increase supply.

This was the warning issued by KougaExecutive Mayor Booi Koerat at a mediabriefing in Jeffreys Bay on Tuesday, Octo-ber 15.

The Mayor said that while the averagedam levels were currently above 80%, thevolume of water in the dams would be de-pleted by 2015 if the current consumptionpatterns persisted and no significant inflowto the dams occurred.

“This dire prediction is based on annualmodelling of our water resources by the De-partment of Water Affairs (DWA). The mo-del warns that Kouga and Nelson MandelaBay are heading for a water shortage crisis

and urges that usage be curbed immediate-ly,” he explained.

Kouga Municipality issued its first wateralert a month ago, requesting that residentscut their water consumption by at least 10%.

“We would like to call on residents again,in the spirit of Ubuntu, to conserve waterand to help spread the message,” the Mayorsaid.

“We are not yet introducing official waterrestrictions, but will have to do so if waterconsumption does not decrease.”

He said Kouga was working closely withthe DWA, which manages South Africa’swater resources, on projects to increase thelocal supply.

These projects include the treatment ofwaste water, dune filtration systems, bore-holes, sea water desalination and increas-ing the capacity of the Kouga Dam.

“We have already conducted studies anddrawn up plans to tap into more of Kouga’sground water supply, however, the imple-mentation of the plans will require explora-tory drilling on private land and a signifi-cant capital layout,” he said.

“Consequently, the plans form part of ourlong-term vision to increase the water sup-ply and are not an immediate, short-term so-lution.”

He said Kouga was further focusing onwater conservation.

“We have embarked on an aggressive leakdetection programme to reduce water loss-es. R1 million has already been secured fromDWA towards this.”

He said that despite good rainfall in Au-gust 2013, the rainfall over the past year hasbeen lower than the 20 year average.

“It is for this reason that we appeal to all

citizens to hold hands and use water wisely.No region can survive without water. We allhave a role to play in conserving this pre-cious source of life,” he concluded.

KEELVOL inwoners in Wavecrest wil weethoeveel noodlottige ongelukke gaan nóg opdie berugte Noorsekloofweg plaasvind voor-dat die Kouga-munisipaliteit daadwerklikteen jaagduiwels optree.

’n Petisie met sowat 80 inwoners sehandtekeninge is vandeesweek aan die mu-nisipaliteit oorhandig. Die inwoners vra dat’n einde aan dié “resiesbaan” gemaak worden dring aan op die instelling van verkeersbe-heermaatreëls in die straat. Voorstelle watgedoen word, sluit in: spoedhobbels en ge-reelde sigbare teenwoordigheid van ver-keersbeamptes in die straat.

Dié petisie volg na twee ernstige ongelukkekort na mekaar, waarvan een noodlottig was.

“Spoed is die hoofprobleem in dié straat,”sê Theo Landman wat sedert 1993 in Noorse-kloofweg woon. “Ons versoek die munisipa-liteit om verkeerbeheermaatreëls soos spoed-

tement gestuur vir die versigtige evauleringvan wat gedoen kan word om die griewe vaninwoners aan te spreek.

“Ons sal dan eers terugvoering aan die be-trokke partye gee en hulle in kennis stel oorwat gedoen kan word.”

“Wanneer ek snags in my bed lê, kan ekhoor hoe motoriste met ’n geweldige spoed indie straat afjaag.”

Volgens munisipale woordvoerder MfundoSobele,, is die petisie aan die relevante depar-

ARCADIA in Humansdorp is die volgendeslagveld in die stryd om beheer van die Kougawanneer kiesers oor ses weke hier in ’n fel be-strede tussenverkiesing stembus toe gaan.

Indien die DA daarin sou slaag om weerdiemeeste stemme in Wyk 5 te verower,én Wyk9 in Hankey in te palm, sal hulle die Kouga-munisipaliteit beheer. Wyk 9 is tans ’n ANC-wyk.

Die DA moet beide wyke wen, maar dieANC moet slegs beheer oor een wyk kry, omdie regerende party te wees.

Die wyke het onlangs vakant geraak met dieafsterwe van raadslid Eugene Groep (Wyk 5)en raadslid Lulamile Ntshiza (Wyk 9).

Die tussenverkiesing vir Wyk 5 vind op 27November plaas, terwyl ’n datum vir die ver-kiesing in Wyk 9 nog bekendgemaak moetword.

Die DA glo hulle het ’n goeie kans om dietussenverkiesings te wen. “Kouga sal weereens in die verantwoordelike hande van dieDA beland,” sê DA-hoofsweep Chimpie Ca-wood.

“Die DA is positief oor beide tussenverkie-sings in Arcadia en Hankey, en het in die sta-

dium geen rede om oor die politieke klimaatin beide wyke te twyfel nie. Die positiewe ste-un vir die DA in Wyk 5 en 9 is opvallend.

“Die algehele gevoel onder die kiesers is datdie huidige ANC-regime Kouga tot op dierandjie van die afgrond gelei het. Hierdienegatiewe persepsie word gesteun deur dieuiters swak Kouga-ouditverslag van die Oudi-teur Generaal.

“Onder ons beheer sal die Kouga weereensdie beste munisipaliteit in die Oos-Kaapwees.”

Die ANC is net so vasbeslote om al tweewyke in te palm.

Volgens ANC Sarah Bartmann (Cacadu)streek-sekretaris Scara Njadayi, is hulle vas-beslote om Wyk 5 terug te wen wat hulle indie 2011 plaaslike verkiesing aan die DA ver-loor het. Hulle is eweneens oortuig daarvandat hulle Wyk 9 sal behou.

KOUGA’s Information Systems (IS) de-partment is aiming high to help bringdown the cost of maintaining the wirelessnetwork infrastructure of the municipa-lity.

Two of the department’s officials, Al-lister Makomo and Jaen Schaap, recentlyqualified as Fall Arrest and Basic RescueTechnicians.

Kouga Municipal Manager Sidney Fadisaid this meant they were now licensedto service and maintain Kouga’s wirelessnetwork high sites.

“Kouga’s high sites (or communicationtowers) are typically up to 60 metres high.Only licensed technicians are allowed toclimb up these towers to do maintenanceand repair work.

“The municipality has been outsourc-ing this work to specialised contractors,however, the skills acquired by Allisterand Jaen now give the municipality theoption of handling the work inhouse,” hesaid.

The short, but intensive course includ-

ed medical tests as health and fitness areimportant. The fearless duo also had toundergo a psychological evaluation toconfirm that they are not afraid ofheights.

Allister and Jaen completed their train-ing at Gravity Training in Port Elizabeth.

Kouga has three high sites in the Gam-toos Valley and two at Jeffreys Bay andHumansdorp.

Volgens ontstoke inwoner André le Roux, het hy on-middellik die munisipaliteit op 2 Oktober geskakel omdie stukkende brandkraan op die hoek van Oswaldsingelaan te meld. “Daar het egter niks van my klagte gekomnie. Ek het weer gebel, en slegs vier ure later het ’nbeampte van die misluktepaliteit opgedaag om diestukkende brandkraan te herstel. Die boonste gedeeltevan die brandkraan het heeltemal afgebreek en water hetin dik strale straataf gestroom, dit terwyl inwoners ge-maan word om water spaarsaming te gebruik,” sê Le

Roux.“Die grond was skaars droog

rondom die brandkraan toe ditvir ’n tweede keer op 11 Oktobergebreek het. Dié keer het dit diemunisipaliteit ’n uur geneemom uit te kom.”

Volgens Le Roux is dit nie die

eerste of tweede keer wat die brandkraan bteek, watslegs ’n paar maande gelede opgesit is nie.

“Die brandkraan het al twee keer vantevore ook ge-breek. Elke keer wanneer die munisipaliteit die brank-raan herstel, word groot skade aan my oprit, tuin en diepad voor my huis aangerig. Die grond rondom die brand-kraan is al halfpad uitgekalwe en die pad is vol gate sooswat die water en die laaigrawe dit beskadig.

“Ek wil weet waarom kan die munisipaliteit nie diebrandkraan ’n paar meter aanskuif sodat dit op ’n oopstuk grond staan nie. Dan sal niemand skade ly nie. Ekkry nie eers water van die pypleiding nie, maar elke keermoet ek die onderspit delf.”

Volgens munisipale woordvoerder Mfundo Sobele, isdie eerste brandkraan wat gebreek het, so oud soos dieresidensiële gebied self en vorm deel van die ou infras-truktuur van die dorp.

“Ons tegniese span is uitgestuur onmiddellik na dieprobleem onder ons aandag gekom het,” sê Sobele.

“’n Tydelike brandkraan is geïnsalleer terwyl ons vir’n nuwe pyp wag. Ons het egter geleer dat daar met dietydelike brandkraan gepeuter is, en as gevolg daarvanhet die kraan begin lek. Ons sal hopelik vandeesweekdie nuwe kraan installeer.”

The Fidelity Security team at FountainsMall in Jeffreys Bay, has been equipped witha quad bike which will allow them quickeraccess in and around the mall in less time.

The quad bike will primarily be used to pa-trol the parking lots, so they can respond rap-idly to incidents, says Fountains Mall Mar-keting Manager Nadine Scheepers.

“The quad bike will allow the team to be

more productive, create better visibility, ver-satility and mobility. Shoppers can find com-fort that the team provide faster and more ef-fective service to customers.”

According to Scheepers, the quad bike al-ready proved very useful. “During a recentincident, two suspect who stole a woman’shandbag, was successfully chased down andstopped before they could get away in theirvehicle. They were arrested by the JeffreysBay Police.”

Scheepers added that a security tower willbe erected in the parking lot closer to the fes-tive season. “The tower will be manned bya security guard who will keep a close eyeon all activities in the area.”

NOT even the cold and rainy weather couldprevent Aston Bay adventurers Paul andMaria Eberhard from setting off on their17 000km journey to Lalibela in Ethiopia onOctober 4.

Just after 08:00 that morning, a loud honkfrom Monty - their trustworthy 4 x 4 mo-torhome - outside the Kouga Express office inDa Gama Road, signalled the official start oftheir six month-long trip. With a last waveand a bit of envy I returned tomy desk to startthe day’s work. One day, I will also ‘travel’through Africa when all of the Eberhards’photos will come alive before my eyes.

On the first leg of their journey, the Eber-hards decided to spend three nights in theKruger National Park before leaving forMusina.At the campsite in this northernmosttown in the Limpopo province near the bor-der to Zimbabwe, they were treated to a tradi-tional African cuisine: a sheep’s head.

OnOctober 13 they left SouthAfricabehind,and crossed over to Zimbabwe. According toPaul it took them all of 10 minutes to crossthe border.

In Masvingo Paul and Maria visited thegreat Zimbabwe ruins.

The Great Zimbabwe Ruins (sometimesjust called Great Zimbabwe) are sub-SaharanAfrica’s most important and largest stone ru-ins. Designated aWorld Heritage Site in 1986,the large towers and structureswerebuilt outofmillions of stones balanced perfectly on topof each otherwithout the aid ofmortar. GreatZimbabwe gave modern Zimbabwe its nameas well as its national emblem - an eaglecarved stylishly out of soapstone which wasfound at the ruins.

’n Graad 10-leerder by die Hoërskool Nico Ma-lan in Humansdorp het na na drie jaar seharde werk haar debuutboek bekend gestel.

Anika Faul hoop om met die roman,genaamd Frenemy, haar voete stewig in dieskrywerswêreld te vestig en dat vele inspi-rerende boeke nog uit haar pen sal vloei.

Volgens Anika het sy in gr 7 vir die eerstekeer aan die roman begin skryf, maar het niebaie ver gekom nie. “In gr 8 het ek en my fami-lie na Humansdorp verhuis en die skryfgoggahet my weer gebyt toe ek self by ’n nuwe skoolmoes inskakel en van voor af moes vriendemaak - die hooftemal van my boek.

“Ek het aan die einde van gr 9 die slotpara-graaf van die boek gekryf. Daarna moes daarnog hier en daar geskaaf word, en nou na am-per drie jaar is die eindproduk uiteindelikgereed om ander tieners te inspireer.”

Volgens Anika het sy nog altyd ’n grootliefde vir skryf gehad.Frenemy handel oor ’n jong meisie, Aleska,

wat na jare van tuisonderrig na ’n skoolkos-huis moes gaan. Daar gekom, is baie van diekinders geheimsinnig en die personeel treevreemd teenoor haar op. Met verloop van tyd

en baie uitdagings, ontrafel sy die geheimelewe van die skool, Aleska moet besluit watsy omtrent haar kennis oor die onderduimsebedrywighede gaan doen.

In die tyd vind sy uit hoekom haar ouersoorlede is en sy by familielede moes bly.

Hoewel al die gebeure in die boek fiktief is,is die karakters om mense rondom haar geba-seer, sê Anika.

Sy beskryf Frenemy as ’n lekker leesboek,waarvan vriendskap die kern vorm. “Die ro-man leer jou, dat al trek jy hoe baie rond, daarsal altyd iemand wees wat deur dik en dunby jou sal staan.

“Ek is baie opgewonde oor my eerste boek,dit is ’n onvergeetlike belewenis. Ek kan dit nounog nie glo nie. Ek sal dit beslis weer wil doenen speel reeds met ’n paar nuwe gedagtes rond.”

Volgens Leatitia O’Neill (15), is sy baie trotsop haar vriendin. “Ek glo mense sal opkyk nahaar. Almal het groot drome en Anika het eenvan haar drome laat waar word nog voor sy16 jaar oud is. Van hier kan sy net nog groterdrome bereik.

“Ek gaan beslis een van haar boeke koop. . . of miskien tot Kersfees wag,” sê sylaggend.
