(2) Construction of coastal defenses has been accelerated and sea approachesto favorable landing beaches are reported to be mined.

(3) It is indicated that Naval troops are charged with the defense of majorport facilities and Army troops with the overall defense of the Island.

(4) Enemy air facilities continue to be maintained and developed. As of20 November he had 49 operational airfields 6n LUZON and at present anestimated 486 planes, the biulk of which are concentrated around CLARKair center.

(2) Reinforcement of LUZON from other areas $6 a capability; howvever, if ourcontrol of the sea approaches is as complete as in past operations, anyattempts at reinforcement will be very hazardous an.d in no great numbers. This type of intorve, ntion will probably be of an infiltration nature andconducted with small coastal craft which is a slow tedious process andsufficient numbers to greatly affect the situation cannot be quicklytransported~

e. Enemy Capabilitioso

(1) Attack of our forces onroute by air and naval fcrceso

(2) Continued reinforcement and construction of defenses prior to S-day,

(3) Vigorous defenses of landing beaches on S-day with counterattacks usingmobile reserves,

(4) Defense of landing beaches with successive delaying actions at centralpoints along the route of advance of our troops.

f. Relative Probabilities0

(1) Enemy papabilities will probably be employed in the order (2), (1), (3),(4). -

(2) If the enemy learns of our irtentions he will concentrate reinforcementson our landing beaches and attempt to destroy us at the water's edge. However, -with the number of approaches accessible to our forces, it isbelieved that he will continue the reinforcement of all areas and concen-tration of mobile reserves in the same pattern. now evident,

(3) Although the enemys sea and air power has suffered heavy losses, hestill has sufficient Naval and air potential to employ capability (1)witlh considerable effect.

(4) The .present disposition of forces is designed to emrploy both capabilities(3) and (4) with emphasis on (4).
