A BRIEF CONCEPT OF SUSTAINABLE AGRICULTURE

Concern about conservation and environment A critical remarks to the “Green Revolution” Defined as a holistic farming system that are economically viable, ecologically sound, socially just, and culturally and technically appropriate (SEARCA, 1995) Dixon & de Los Reyes (1990) defined sustainability as constrained optimization to maximize benefit subject to natural resource base maintenance Its success strongly depends on 2 factors: best management

practices (BMPs) in FSD & government intervention (Sugino, 2003)

One of BMPs is efficient irrigation management and a form of government intervention is

irrigation management policies

HISTORY OF IRRIGATION MANAGEMENT POLICIES IN INDONESIA

1st legal base for irrigation management Law No. 11/1974 on Water Resources Development (little attention for irr mgt) Gov Reg on Irrigation, PP No. 23 of 1982to detail the mgt & planning functions

INPRES No. 2/1984 on Guidance to Water Users Associations (WUAs) establishment in tertiary unit or village irrigation area 1st legal document Irrigation Operation & Maintenance Policy (IOMP) in 1987 to raise funding levels for O&M and improved irrigation management INPRES No. 42/1989 on System of Turnover of Small Scale Irrigation System & Management Authority to WUAs PIM PPs No. 6/1992 and No. 19/1992 by MOHA on Irrigation Service Fees/ISF to raise

revenue from the water users to provide funds for maintenance above the tertiary turnouts and place more responsibility on the farmers to care for the supply system PP No. 12/1992 on the Establishment and Development of WUAs to improve & clarify the status of WUAs; that it was really time to enforce the regulation of WUAs, one of which is the obligation to pay ISF for maintenance

After Indinesian crises (1997/1998)

Presidential Decree/INPRES No. 3/1999 five principles PP No. 77/2001 on Irrigation 4

implementing decrees : (1) Decree No. 22/2003 of the Minister of Finance, on Guidelines on task distribution for authority and responsibility of irrigation management; (2) Decree No. 50/2001 of the MOHA, on Guidelines on WUA establishment and empowerment; (3) Decree No. 529/KPT/M2001 of the Minister of Resettlement and Regional Infrastructure, on Guidelines on Irrigation management authority; and Decree No. 298/2003 of the Minister of Finance, on Guidelines on the Kabupaten Irrigation Implementation Fund. A new Water Law as UU No. 7/2004 included main elements under INPRES

3/1999 (1) Redefinition of tasks and responsibilities for irrigation management institutions; (2) Empowerment of WUAs and FWUAs; and (3) Restructuring of the financial setup of irrigation management

Conclusion

Central Gov responsible for the O&M of primary and

secondary irrigation systems (>3,000 ha), provinces (1,000 - 3,000 ha), regencyup to 1,000 ha Subaks fully responsible for village and the tertiary

level irrigation systems. But, farmers may also request assistance from the government to upgrade tertiary irrigation and drainages facilities. There are 6 cropping patterns associated with paddy & 1 pattern for other crops such as palawija/vegetables on the 81,144 ha paddy field that can used for projection of irrigation water demand Irrigation water management in Bali is held by subak based on tektek measurement Under the PIM principle subak can to play the double roles (managing irrigation system & agribusiness unit) To realize sustainable agriculture, so the irrigation system as well as agribusiness system should be efficient, environmentally sound, fairness, and applied appropriate technologies
