WHAT IS AN “INTERNATIONAL FRIENDLY EMPLOYER”?

One question that is frequently asked is “How can I identify international friendlyemployers?” The first thing to do is to try and define what we mean by an“international friendly employer” as it can mean different things to different people. Itnormally refers to an employer who accepts applications from all nationalities(including those requiring a work visa) for work in the UK or an employer whorecruits UK educated international students for positions in their home country oranother overseas location. This potentially covers a large number of employers.Read on to gain tips on how to identify and approach such organisations in the UK.

IS IT EASY FOR EMPLOYERS TO RECRUIT INTERNATIONALSTUDENTS?

• Following the latest visa changes announced in 2011, it is getting harder forinternational students in general to remain in the UK to work. That said the visa

changes are designed to make it easier for UK employers to recruit and retain thebest international students on completion of their studies. Further details on thisare found in the Careers booklet International Students: EmploymentRegulations.

• UK employers may be hesitant about recruiting someone requiring permission towork in the UK when they have a ready pool of UK and European applicants.Other employers may not have a work permit policy in place or may not openlydisclose their policy in this area which will pose an added challenge for manyinternational students and graduates in their job search. The current economicclimate may pose an additional challenge but could also provide an opportunityfor more creative job searching as detailed below.

• Some employers do recruit international students as you will see below. Largebanks or professional services companies may be examples of such employers.However, an employer’s work permit policy may change from year to yeardepending on a number of recruitment and other business factors.

• Many large, UK employers tend to use vacation schemes or internships as a firststage in their graduate recruitment process and may be unwilling to recruitinternational students as they may not see them as a long-term investment in

their business. They may refer international students instead to their office intheir home country if they have one there.

WHAT ABOUT UK SHORTAGE OCCUPATIONS?

Some UK employers are prepared to consider applications from internationalstudents and graduates especially if the work is in a shortage field as defined by theUK Government. In these cases, the process of sponsoring a work permit can berelatively straightforward for the employer. The list of UK shortage occupations changes over time and usually includes areas ofEngineering, Medicine, Biosciences, Secondary School Teaching in Sciences andMaths. It may be worth noting that the shortage may only apply at a senior level ofrecruitment within the listed occupations rather than at graduate entry level althoughit is worth checking with the employer and / or the professional association for yourchosen occupation.

Most areas of work are not listed as shortage areas and the employer has to providedetailed evidence why an applicant requiring a work permit is more suitable thanapplicants from the resident population i.e. those from the UK and the rest of the EU.

Some employers do not accept applications from international students/graduatesand wherever possible it is always good to check in advance who these employersare, to avoid wasting time on unnecessary applications.

ANTICIPATING EMPLOYER CONCERNS

Even if the employer is prepared to accept applications from international studentsand graduates, you need to ensure that you have the right mix of skills, abilities andinterests to apply. Employers will expect you to persuade them of your suitability.Start with being clear about your career interests and skills and then start to researchsuitable employers. It is important to ensure that you have the required skills andattributes for your chosen career field and that you present yourself persuasively.For further advice, book a Career Consultation with your subject based CareerConsultant or an International Query with the International Career Consultant. You should also be aware of common concerns and questions employers may haveabout recruiting international students/graduates such as:

• Which work visa is most appropriate?

• Will it be a long and expensive process to apply for a visa?

• Will their English be good enough?

• Will they have enough experience and if not, will this be an issue?

• Will they fit into the UK work culture?

• Will they be able to stay long term in the UK and will they want to?

How would you respond if an employer had any of the above questions about yourapplication? You may find it helpful to refer to Appendix 2 of this booklet for furtherinformation on this.

www.prospects.ac.uk/international_graduate_jobs.htm - vacancies and careersinformation site which aims to bring together UK educated International Students(European & Overseas) and Graduate Employers. A one-stop-shop whereinternational students can search graduate vacancies, find information on working in

the UK and look through country specific careers information.

In the Careers & Employability Centre, the TARGET jobs series booklets for IT,Engineering, City & Finance etc. contain ‘at a glance’ tables of employers (includingsome indication of those companies accepting applications requiring work permits).

Identify UK organisations that have a presence in your home country and vice versa.Also, identify other countries or regions of the world targeted by your country forexport and trade. The following organisations might help you to identify growthsectors and companies involved in international trade where there may be a demand

for a UK educated international student or graduate with the right mix of linguistic,cross-cultural, business and technical skills:

IDENTIFYING INTERNATIONAL RECRUITMENT AGENCIES

From time to time, Careers & Employability is approached by InternationalRecruitment Agencies who are targeting particular nationalities of internationalstudents for employment within a multi-national company or large domestic employerin their home country or other overseas locations. These opportunities will normallybe advertised in the on-line vacancy bulletin at www.cardiff.ac.uk/careers and mayalso be emailed to specific groups of students. Some of these Agencies are also

Education Agents who have developed a career coaching and job placementfunction in addition to their education marketing role. IDENTIFYING INTERNATIONAL ALUMNI

Previous international students can be a very useful source of information on jobhunting tips following your degree. Cardiff International Alumni enter a range ofcareer fields which may involve employment or further study in the UK or elsewhere.At Cardiff, we seek to draw on the value of our international alumni by capturingsome of their experiences and advice. You can read about these experiences in thedownloadable case studies on our websitehttp://cardiff.ac.uk/careers/students/international-students/international-alumni/ under “International Alumni – Where Do They Go?”. Some internationalalumni have found UK employment in a field related to their chosen occupation whileothers have returned to their home country to pursue their chosen career.

Appendix 3 at the end of this booklet lists some career destinations of recentinternational students (graduates from the years 2004-11) who found UKemployment on completion of their studies. The company names may provide youwith ideas of organisations to contact on a speculative basis to enquire about jobopenings and internships even if there is no advertised vacancy there at the time.We gather data on the career destinations of our students 6 months after completionof their studies and we often get around 30% response rate for our internationalstudents.

It might help to identify any alumni networks in your home country as they can be avery useful source of information and contacts. The Cardiff Alumni Relations webpages may have contact details for different networks of Cardiff Alumni around the

world. Social and professional networking tools such as Facebook and LinkedIn canbe good ways of tapping into global networks of alumni. For further details, visit www.cardiffnetwork.cf.ac.uk/

WHAT ARE THE VIEWS OF UK EMPLOYERS?

Careers & Employability does not keep a list of international student-friendlyemployers as such information (if it is available at all) becomes out-of-date veryquickly. Every year we meet with a range of UK employers and ask them about their

policy and practice in relation to work visas.

APPROACHING EMPLOYERS

• Keep up to date with the visa changes. Gain a good understanding of the workvisa legislation in the UK, and know how to explain it effectively to uncertainrecruiters. This also allows you to make a more informed view as to how itaffects your career sector, which employers to target and understand anyhurdles.

• Asking good questions is also key. Don’t ask “do you accept applications from international students? ” (the answer is most likely to be yes!)… but perhaps ask“are you able to sponsor under tier 2? ” “have you ever sponsored a tier 2 visa forthis role”, “have you heard about the new visa changes for April, 2012 ?” or “how have the recent visa changes impacted your recruitment policies and practices?”  and “are you on the sponsor register?”… these answers are more likely to beuseful to you.

• When meeting employer representatives at careers presentations and fairs try toget a named work permit contact within their organisation if there is one.

• If an employer you are interested in states that they do not sponsor applicationsrequiring a work visa, try to find out if their policy is based on actual experience ornot.

• Know what specific skills you can offer the employer as an international student.Be prepared to persuade them of your suitability rather than merely inform themof your skills and experiences. Read Appendix 2 of this booklet to help youconsider the kind of skills of attributes you could offer as an international student,

TOP TEN TIPS FOR INTERNATIONAL JOB SEARCH1. Be focused in your career plans. Make an appointment with your subject-

based Career Consultant and also with the International Career Consultant viathe on-line Appointments Booking System: www.cardiff.ac.uk/careers

2. Make your CV stand out. Attend the CVs for International Students workshopand get your CV reviewed on the Quick Enquiry desk. Aim for a CV whichpersuades employers of your suitability and strengths. Read the bookletInternational Students: CV Writing available in the Careers & EmployabilityCentre and downloadable on our website.

3. Try to anticipate employer concerns about recruiting Internationalstudents/graduates. Consider how you will respond to allay any concerns theymay have about your application i.e. in relation to your ability and confidence inusing English, your awareness of UK work culture, the amount of workexperience you have, your eligibility to work in the UK etc.

4. Reflect positively on any particular strengths in your internationalbackground and experience and be prepared to highlight the internationalaspects that could help you make a unique contribution to a UK employer.

5. Connect with International Alumni from your country for job search tips andinformation about career possibilities. Use Cardiff University Alumni Office,personal tutors and social media sites to expand your network of contacts.

6. Know your personal situation and keep up-to-date withwww.ukba.homeoffice.gov.uk Regarding work during your studies, beprepared to educate some employers about the regulations. Further detailsavailable at www.ukba.homeoffice.gov.uk It is worth pointing out that you donot have to have a National Insurance Number before starting work as astudent.

7. Register with Unistaff Jobshop in the Student Union for part-time work asearly as possible in the academic year in order to catch the majority ofadvertised opportunities.

8. Regarding work after your studies, target employers who sponsor workvisas. Check the Register of Sponsors on the UKBA website. Check employerwebsites regarding work permit policy before attending Careers Fairs orEmployer Presentations or before completing job applications. Try to identifyany Work Permit contacts within companies. After the closure of the Tier 1PSW visa route in April 2012, the main way in which international students canstay in the UK to work is by securing a graduate level job with an employer whois a UKBA registered Tier 2 sponsor. 9. Look out for international trade links. Identify UK organisations that have apresence in your home country and vice versa. Also, identify other countries orregions of the world targeted by your country for export and trade. Furtherinformation is found in the Careers booklet International Students: IdentifyingEmployers. 10. Obtain work experience. This could lead to further work in the future.Unfortunately some employers are reluctant to employ International Studentsfor work experience if a work visa is required to work in the UK after graduation – the reason for this is that many internship and work placement schemes usethe work experience as a recruitment method for their graduate schemes. Thisdoes not apply to all companies therefore you are advised to check with eachcompany before applying. Attend the Work Experience Ideas for InternationalStudents workshop and read the careers booklets on ‘How to get a Placement / 

Internship’ for details of possibilities. Remember, that a number of activities andopportunities count as valid work experience.

INTERNATIONAL STUDENTS – A GUIDE FOR EMPLOYERS

HOW CAN AN INTERNATIONAL STUDENT OR GRADUATE HELP MY

BUSINESS?

•  LANGUAGE  SKILLS  – They can bring a broad range of new language skillsto your business and hence potentially open new untapped markets for yourproducts/ services.

•  TECHNICAL SKILLS  – Many have highly developed technical skills inComputing, Engineering, Mathematical Modelling, Statistics etc and generallyfollow vocational courses.

•  THINKING  SKILLS AND NEW IDEAS – They may bring a differentperspective to business problems and may provide original and creativesolutions.

•  KNOWLEDGE OF FOREIGN BUSINESS PRACTICES – Many have well-developed entrepreneurial skills having worked in overseas businesses andcan thus give you an insight into different ways of doing business. AnInternational MBA graduate from Cardiff University was runner-up for theWestern Mail & Echo ‘Welsh Innovative Company of the Year 2007’ award.

•  MOTIVATION – They are highly motivated, enthusiastic and have a highly-

developed work ethic. They are keen to see a return on their substantialinvestment in their UK education and will therefore try to make the most ofany employment opportunity. An International student from Cardiff Universityrecently won a Silver award as part of the prestigious British CouncilInternational Student Awards which celebrate International students’contributions to life in the UK.

•  INTERCULTURAL COMMUNICATION – Employees with these skills will helpyour organisation to improve their communication across cultures.

•  CULTURAL AWARENESS – Their good knowledge of a foreign market can

give you an added dimension when developing marketing strategies forforeign market penetration.

HOW CAN I INVOLVE AN INTERNATIONAL STUDENT OR GRADUATE IN MYBUSINESS?

Sandwich placement, Vacation placement, Dissertation project, Work Shadowing,Voluntary Work, Part-time work, Student Brand Manager, Graduate Employment – 

are some of the ways in which you could involve an International student or graduatein your business.

WILL THEIR ENGLISH BE GOOD ENOUGH?

Although this might be a concern with some International students, Cardiff Universityonly offers degree places to students whose English has reached internationallyrecognised proficiency levels. Furthermore, they have opportunities to develop theirpresentation and business communication skills in specially tailored Careers &Employability Sessions or English Language programmes at the University. 

HOW DIFFICULT IS IT TO EMPLOY AN INTERNATIONAL STUDENT ORGRADUATE?

It will involve some legal issues but could be a lot easier than you think.

•  Students from within the EEA and Swiss Nationals can work without restriction.

•  Students from the new member states (students from Czech Republic,Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia cannow work in the UK without any restrictions) Students from Bulgaria and Romania

can work as soon as they obtain a registration certificate from the UKBA.

•  Most students from outside the EEA do not need a work permit to work in theUK while a student. Unless otherwise indicated by their passport stamp, theycan:

1. Work part-time for up to 20 hours per week in term time.2. Work full-time in vacation.3. Do a placement approved by the University.4. Do a paid internship placement for up to three months.5. Start work without a NI number being issued (an employer can deduct NI on a

temporary number).

• Students who have completed their studies and still have leave to remain as astudent in the UK before returning home are allowed to work full-time until theirleave expires.

Employers are required to take photocopies of all relevant documents.

WHAT ARE THE RECENT IMMIGRATION CHANGES?

On 6 April, 2012, the UK Government announced a number of changes it has madeto the Tier 2 (General), Tier 2 (Sportsperson), Tier 2 (Minister of Religion), Tier 5,Overseas Domestic Worker and Visitor routes on 6 April. As well as closing Tier 1(Post-Study Work), it has introduced the following provisions:

•  Time spent in Tier 2 will be limited to 6 years; individuals not grantedsettlement or permission to stay in the UK in some other category, will have toleave the UK (this applies to those who have applied for Tier 2 leave on orafter 6 April 2011)

  Individuals will be able to apply for settlement after 5 years with Tier 2 leave,but in most cases their pay must be £35,000 or the minimum in the relevantCode of Practice, whichever is higher; the minimum wage requirement will notapply if:

o  the job is or has been on the Shortage Occupation list

o  the job is a "PhD-level job" (this includes research and developmentmanagers, scientists, researchers and higher education teachingprofessionals)

o  they have Tier 2 (Minister of Religion) leave

•  For those who apply for Tier 2 leave on or after 6 April 2012, and are unableor do not want to apply for settlement before the end of their 6-year period,they will have to spend 12 months outside the UK or in a different immigrationcategory before they can apply again under Tier 2; this is called a "cooling offperiod"

•  Time spent in work experience, internship and exchange schemes covered byTier 5 (Government Authorised Exchange) is limited to 12 months (currently24 months) if individuals apply on or after 6 April 2012; the full list of affectedschemes is on pages 23 and 24 of the Statement of Intent

•  A new visitor route allows certain people, including examiners, lecturers,lawyers, professional artists, entertainers and sportspersons, to come to theUK for a maximum of one month to undertake paid engagements

•  Individuals can no longer bring staff (Overseas Domestic Workers in privatehouseholds) with them to the UK if they come as a student or worker; thisroute is now restricted to those coming as visitors.

Settlement should remain possible under other routes, including long residence.

IF I WANT TO EMPLOY AN INTERNATIONAL GRADUATE, WHAT SCHEMESAPPLY?

At the moment, the schemes that are most significant for students who have finishedtheir studies are:-

•  Tier 2 for jobs where no one in the resident labour market can be recruited,and occupations where there is a shortage of qualified workers. This replacedwork permits and some other work routes from 27 November 2008. Pleasenote that UKCISA cannot provide detailed information about Tier 2 and how to

apply under it. As a prospective employer, you should seek legal advice andofficial information from UKBA in anticipation of questions from applicantsabout your policy in relation to this Tier.

•  Tier 5 for a stay of up to 2 years in the UK for work. There are many differentschemes within Tier 5, so applicants need to check if they meet all therequirements of one or more of them. In most cases, applicants areresponsible for making the applicant which cannot be made in the UK if theyhave Tier 4 immigration permission, so they will have to return to the country

where they usually live and make an entry clearance application there.However, it is possible for students to apply in the UK under Tier 5(Government Authorised Exchange) if they need to stay for training in order toqualify in a profession after their studies here e.g. Pharmacy, Optometry,Architecture, Legal. If this is of relevance to you, you should check with yourprofessional body if it is or intends to become a Tier 5 sponsor.

•  Tier 1 for investors, entrepreneurs, including recent graduates from selectedUK institutions, and those who are internationally recognised or likely tobecome world leaders in the arts, humanities, science or engineering.
