According to Lwandle police spokesperson, Constable Mthokozi- si Gama, a 16-year-old pupil at Rusthof Secondary School was stabbed 11 times by a classmate last Wednesday. The incident happened in class. The following day, a Grade 11 pupil at Gordon High School was stabbed by a Grade 9 pupil while they were on the school bus heading for Sir Lowry’s Pass. According to Gama, the stabbing at Rusthof Secondary School oc- curred at about 11:00. Gama said the pupil was stabbed on his head, in his face, shoulder, back and arms dur- ing an argument between him and his attacker, also aged 16. The teenager was admitted to the Helderberg Hospital and has since been discharged. His fellow pupil ap- peared in the Strand Magistrate’s Court on Thursday on a charge of at- tempted murder. He may not be named as he is a minor. He was re- leased into the care of his grand- mother, with whom he lives. The teenager will be back in court on 27 September. Somerset West police spokesper- son Constable Suzan Jantjies said the cause of the assault on the Gor- don High pupil is unknown. Simons adds that regular unsched- uled searches of pupils are conduct- ed to ensure that no weapons or other harmful objects are brought onto the school premises and to ensure the safety of pupils. Success forLwandle policeLast week the Lwandle Po-lice arrested two suspectsfor the illegal possession offirearms.

According to Lwandle Po-lice spokesperson ConstableMthokozisiGama, the first ar-rest was made on Monday 2September when an unli-censed firearm and ammuni-tion was found in the posses-sion of Xolani Xhalisa (33).Gama said police apprehend-ed Xhalisa while he was walk-ing with a group of women inSolomon Drive at about 02:30.In a separate incident two

unlicensed shotguns werefound at a house in the Wag’n Bietjie informal settlementin Nomzamo. Gama said po-lice followed up informationfrom the public and discov-

ered the shotguns uponsearching the house. EddiePlaatjies (35) was arrested.Bothmen had appeared in theStrand Magistrate’s Court oncharges of illegal possessionof firearms and ammunition.Xhalisa’snext court appear-

ance is on 26 November andPlaatjies will appear on 18September.The Lwandle Police had al-

More than 3 430 people living in informalareas in the Helderberg Basin have beenaffected by the recent floods.

Worst affected were the informal areas inthe Helderberg, but the more affluent areaswere not spared either. Many roads wereflooded.

Altogether 108 mm fell fromTuesday 27Au-gust to Monday 2 September.

Charlotte Powell, head: public awarenessand preparedness for the City’s Disaster RiskManagement said their department reportedthat 950 informal houses and 3 430 people liv-ing in informal areas aswell as 170 babies hadbeen affected by the floods. The departmenthas provided food and blankets worth

R627 900.According to Gail Linnow, client liaison of-

ficer for the regional weather office in theWestern Cape, the Strand had more rain inthat week than the normal total for the wholeof August. The total for this August was235,2 mm, while the average rainfall for Au-gust is 101,9 mm. Furthermore, the total rain-fall from January 2013 to date is 807,6 mm –the highest since 1997.

On 28 August several homes at Kays Cara-vanParkinStrandwerefloodedwhentheLou-rens River bursts its banks.

The Strand Sector 3 Neighbourhood Watchand Strand Police were quickly on the sceneto help residents evacuate their homes andtransport them to the Strand Scouts Hall.

Linnow says local residents last saw snowthis low on the Hottentots Holland mountainrange in the 1980s.

New municipal indigent ratesResidents who need assistance to pay theirmonthlymunicipal accountshaveuntil 31Octo-ber to apply for special rates rebates from theCity of Cape Town.Seniorcitizensover60years, aswell as recipi-

entsofadisabilitygrantorpension, couldquali-fy for rates rebates ranging from 10% to 100%.The upper limit of total household income for

these two categories has also been raised fromR10 500–R12 000 per month.

Property owners with a total household in-come of R3 000 or less per month may apply tobe registered as indigent, and may qualify fora 100% rates and refuse rebate. Their arrearsmay also be written off once during occupationof the property.Apart fromthefull ratesrebateonhouseholds

earning R3 500 or less per month or whose resi-dential properties are valued atR200 000 or less,the City has added new indigent categories forpeople who have an income greater than R3 500

and not more than R5 000 per month. This cate-gory is for a total household income of between:

R3 501–R4 000: 75% rates rebateR4 001–R4 500: 50% rates rebateR4 501–R5 000: 25% rates rebate.

Rebates start from the date that applicationsare handed in and remain valid until the endofJune2014. Residentswhoregisteredforfinan-cial relief previously, have to re-register toprove that the circumstances that enabled themto benefit from the policy still apply.Rebates are also available to bona-fide non-

government organisations, public benefit or-ganisations,healthandwelfare institutions, ed-ucational institutions, historical monuments,charitable institutions, sporting bodies, cultur-al institutions, youth development organisa-tions and animal protection organisations.Formore information on how to apply for the

young athletes between the agesof 10–15 years the basic tech-niques in the different events oftrack and field.

U. 11 Soccer Cup to RoelcorTremendous skills were show-cased bymany young soccer starswho competed in theU SaveShop-rite u.11 Soccer Cup which washeld at the Lwandle Stadium onSaturday 7 September.

The seven-a-side junior soccertournament hosted by SportsAgainst Crime SA, the HelderbergLocal Football Association’s junioru.11 league and U Save Shopritekicked off at 09:00 with 12 juniorteams participating. According toVincent Daniels, president of theSports Against Crime SA, the aim ofthe tournament is to fight crimewithsport at school level.The final turned out to be a battle

between Roelcor Pirates and LoveFootball Club. However, Roelcor Pi-rates defeated their opponents 4-1thanks to a penalty shoot-out, andwalked off the field with not only thecup, but also an array of medals aswell as a 2010 JabulaniAdidas soccerball.The title of player of the day was

awarded to Snelise Twala.
