Cover StoryPriority Mail Regional Rate Boxes: Short-Haul Shipping Is as Easy as ABC

The Postal Service™ is giving customers a big reason to ship regionally with USPS® — and it’s called the Priority Mail Regional Rate Box® C.

It’s the largest USPS-produced box — at 15-by-12-by-12 inches — with a 25-pound maximum weight limit. Making its debut on January 22, Box C joined Box A and Box B in the Priority Mail Regional Rate lineup.

The boxes are designed for commercial mailers and offer value for short-haul shipping. High-volume shippers, like e-tail-ers and local and regional-based businesses, can save money when they ship shorter distances. And they get free boxes too, which they can order online from USPS.com®.

Box A and Box B come in both top-loading and side-loading versions. Box C is top loading only.

While these boxes are an online commercial product, for customer convenience, USPS is enabling payment and accep-tance at retail.

Click-N-Ship Redesign Field Information KitWe are proud to announce that the Click-N-Ship® appli-

cation (see page 6) has been redesigned and will launch soon on USPS.com®! The redesign will include many improvements that will enhance the customer’s online experience and make printing shipping labels online easier than ever before. This field information kit will assist you in understanding the upcoming changes and communicating them to our customers.

Click-N-Ship® application. The Click-N-Ship application, the #1 revenue producer on USPS.com, first launched in 2002.

Some of the highlights of the redesign include the fol-lowing:

New fast path to Priority Mail Flat Rate® shipping.

Fast path to create a previously shipped label (“Ship Again”), which cuts the number of clicks in half.

New print options to reprint or save labels as PDFs.

Increased cart capacity from 10 to 20 labels.

Ability to pay for all domestic and international labels in one transaction.

Improved Shipping History, which defaults to 30-day display.

Increased online refund period from 10 to 30 days.

The redesigned application will allow customers to create their shipping label in four easy steps and display a progress bar of where they are in the “print a shipping label” process. The new homepage will provide easy access to their Ship-ping Cart, Shipping History, and Address Book, and more information on what’s new. Customers will be able to learn about the new “Ship Again” feature and order free shipping supplies through new callout features.

A new global Address Book will be introduced with the redesign, which, in another release, will allow customers to

use one address book across all USPS.com applications — and will eventually include mobile.

By making it easier for customers to ship with us when and where they want, the Postal Service will continue to grow our online shipping as the Click-N-Ship application rolls out new enhancements on an ongoing basis.

signed?

A. Click-N-Ship service first launched in 2002; its cur-rent design rolled out in 2004. This redesign updates

Q. Will the process for accessing the Click-N-Ship appli-cation change for our customers?

A. No. Accessing the Click-N-Ship application will not change. Customers may still access the application by clicking the Get Started button in the “Print a Shipping Label” area in the left navigation bar on the USPS.com homepage.

Q. How are existing customers being prepared for the change?

A. There are extensive communications planned to reach existing and potential Click-N-Ship customers. In addition, there will soon be an instructional video on the new Click-N-Ship application on USPS.com.

Q. Are there other enhancements planned for the Click-N-Ship application in the near future?

A. Yes. There are other releases planned to continually improve the application and grow our online shipping.

ManualsDMM Revision: Increase eBay Insurance Indemnity Limit

Effective April 1, 2012, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 503.4.2.1 to align the max-imum indemnity for all sources of domestic postal insur-ance to the same $5000 limit.

On September 6, 2011, the option to purchase insur-ance indemnity limit was increased at all Automated Postal Centers® from $500 to $5,000 to align with the limits pro-vided at retail Post Office™ locations. However, insurance purchased on eBay® continued with a $500 maximum limit. On January 2, 2012, this limitation was increased to allow mailers to insure applicable mailpieces up to $5,000 when purchasing domestic insurance on eBay. In response to this change, the Postal Service will remove reference to the prior eBay indemnity limitation from the DMM.

The following standards apply to insured mail service:

Insured mail purchased at a retail Post Office loca-tion, including an Automated Postal Center (APC) or online through Click-N-Ship or a USPS-approved provider of PC Postage products, provides up to $5,000 indemnity coverage for articles that are lost, damaged, or have missing contents, subject to the standards for the service and payment of the appli-cable fees.***

DMM Revision: District Consolidations ZIP Code RealignmentsEffective April 1, 2012, the Postal Service™ will revise Mail-ing Standards of the United States Postal Service, Domes-tic Mail Manual (DMM®) 608.8.4 to align various 3-Digit ZIP Code™ service areas with the appropriate Manager Busi-ness Mail Entry district listing.

These service area revisions resulted from prior USPS®

administrative office consolidations that included the elim-ination of the following districts: Columbus, Northern Illi-nois, Southeast Michigan, Southeast New England, South Georgia, Albuquerque, and Big Sky.

This DMM update provides customers with the most cur-rent contact information for Business Mail Entry Offices, grouped by area and listed by district and 3-digit ZIP Code service area.

IMM Revision: Availability of Insurance for Global Express Guaranteed Items Bearing a Permit Imprint for Postage Payment

Effective April 1, 2012, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) section 213.82 to delete the prohibition to purchase additional insurance for Global Express Guaranteed® (GXG®) items.

In the article titled “IMM Revision: Changes to Pricing and Mailing Standards for International Shipping Services” in Postal Bulletin 22300 (12-16-10, pages 82–94), we announced that, effective January 2, 2011, permit imprint was available as a new postage payment option for GXG service when used in conjunction with USPS®-produced Global Shipping Software (GSS). However, we also stipu-lated that mailers using this postage payment method could not use the option to purchase insurance as an extra service.

Subsequent investigation reveals that the option to add insurance was built into the GSS system when GXG was added to the suite of GSS authorized services; conse-quently, we are removing this prohibition from IMM 213.82.

IMM Revision: Global Expedited Package Services — New Qualifying ThresholdEffective April 1, 2012, the Postal Service™ will revise

Mailing Standards of the United States Postal Service,International Mail Manual (IMM®) section 297.2 to reflect a new minimum threshold to qualify for a Global Expedited Package Services (GEPS) contract.

Consistent with Postal Regulatory Commission Order No. 1225, issued on February 10, 2012, we are revising our mailing standards to stipulate that, in order to qualify for a GEPS contract, a mailer must be capable, on an annualized basis, of paying at least $200,000 in international postage to the Postal Service, rather than $50,000 or 2,500 mailpieces as previously stated. Each employee working from the retail floor stock under segmented inventory accountability has a cash retained credit.

Cash retained credits must be counted randomly at least once each postal quarter. Counts can be conducted any day within the postal quarter, but should be conducted ran-domly to avoid establishing a pattern. This includes bar-gaining and nonbargaining employees and postmaster reliefs.

Cash retained credit counts must be conducted using the POS workflow. Each employee’s domestic and interna-tional (MP-1) money orders must be counted in conjunction with the cash credit count. (See the POS ONE Procedures Guide, subchapter 12-5, for instructions on conducting counts in the POS system.)

If an employee has a reassigned portion of the unit cash reserve, it must be counted in conjunction with the cash retained credit count.

Finance2012 Social Security and Medicare Tax Withholding Limits

On February 22, 2012, President Barack Obama signed legislation extending a 2 percent payroll tax cut for employ-ees continuing the reduction of the Social Security with-holding rate from 6.2 percent to 4.2 percent of wages paid through December 31, 2012. This reduced rate, originally in effect for all of 2011, had been temporarily extended through February 29, 2012, by legislation enacted on December 23, 2011. For 2012, the maximum limit on earn-ings for withholding of Social Security (Old-Age, Survivors, and Disability Insurance) tax is $110,100.00, as previously announced. The maximum limit is changed from last year. With the Social Security tax rate temporarily set at 4.2 per-cent, the resulting maximum Social Security tax for 2012 is $4,624.20.

There is still no limit on the amount of earnings subject to Medicare (Hospital Insurance) tax. The Medicare tax rate applies to all taxable wages and remains at 1.45 percent.

The FICA tax rate, which is the combined Social Security rate of 4.2 percent and the Medicare rate of 1.45 percent, will temporarily remain at 5.65 percent for 2012.

The information in the following table shows the changes in Social Security and Medicare withholding limits from 2011 to 2012. The new limits became effective Janu-ary 1, 2012.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at www.usps.com/shop/accepting-money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

When the surface area of the address side of the mailpiece is not large enough to contain a PS Form 2976-A, the smaller PS Form 2976 may be substituted (e.g., the Priority Mail Small Flat Rate Box). The following excep-tions apply:

Known mailers are exempt from providing customs documentation on non-dutiable letters or printed matter. (A known mailer is a busi-ness mailer who enters volume mailings through a business mail entry unit (BMEU) or other bulk mail acceptance location, pays post-age through an advance deposit account, uses a permit imprint for postage payment, and submits a completed postage statement at the time of entry that certifies that the mailpieces contain no danger-ous materials that are prohibited by postal regulations.)All federal, state, and local government agencies whose mailings are regarded as “Official Mail” are exempt from providing customs doc-umentation on any item addressed to an APO, FPO, or DPO except for those APOs/FPOs/DPOs to which restriction “B2” applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

F. Firearms of any type are prohibited in all classes of mail. See defini-tions of firearms in DMM 601.11.1.1c. This restriction does not apply to fire-arms mailed to or by official U.S. government agencies. The restriction for mail to this APO/FPO/DPO ZIP Code does not apply to firearms mailed from this APO/FPO/DPO ZIP Code, provided ATF and USPS regulations are met. Antique firearms are a separate category defined in DMM 601.11.2 and ATF regulations; they do not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibited in any class of mail.

F2. Importation of firearms is restricted to one shotgun and one single shot.22 caliber rifle per individual.

G. Only letters, flats, and Periodicals are authorized. Parcels of any class are prohibited.

SafetyFlood Safety — Be Prepared

Severe flooding has become a fact of life recently in North America. Take a few minutes to consider how you would keep safe during a flood emergency. Being prepared can help you stay safe and protect your home and work-place.

Before a flood occurs:

Store survival supplies, including a first aid kit, canned food and a can opener, bottled water, neces-sary medications, and a radio and flashlight with extra batteries for both. Date your water, and change it regularly to maintain a fresh supply. Store a change of clothes and blankets as well.

Know several safe routes to high ground from home and from work.

Keep vehicles fueled in case you need to make a quick escape.

In case of a flood:

Listen to a radio or television for emergency instruc-tions.

Follow evacuation instructions promptly. If you have time before you leave your home, turn off electricity, gas service, and water. Leave a message indicating where you will be.

If you have to evacuate your workplace, follow instructions as dictated by your office’s emergency plan. You may be instructed to shut down machinery, board windows, place sandbags, or perform other safeguards.

If you are trapped by rising water in a building, head upstairs and even to the roof if necessary. Wait for rescue — don’t try to swim.

Do not try to walk or drive through flood water. If your vehicle stalls, get out and head for high ground, only if safe to do so; otherwise, wait for emergency per-sonnel prior to exiting the vehicle.

Do not go sightseeing in flooded or storm-damaged areas. Not only does this put you in danger, but it interferes with relief work.

After the flood:

Do not touch the live electrical equipment in damp areas. Do not try to turn the gas service back on yourself.

Report damage such as broken gas lines and fallen power lines so these hazards can be repaired promptly.

Before you enter a building, ensure it is not in danger of collapse. Use a battery-operated flashlight instead of an open flame, which could set off an explosion if natural gas or flammable vapors have accumulated in the building.

Assume floodwaters are seriously contaminated with sewage and chemicals. Do not eat any food that may have been touched by the water. Disinfect any sur-faces exposed to the floodwaters.

A flood and its aftermath can kill. Besides the danger of drowning, persons can be killed by electrocution, fires, explosions, building collapse, poisoning from chemical spills, and many other causes. Before the waters rise, take time to rehearse how you would stay safe in a flood emer-gency.

On April 11, 2012, in Baltimore, Maryland, the Postal Service™ will issue a William H. Johnson (Forever® priced at 45 cents) commemorative stamp, in one design in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 468900).

The 11th issuance in the American Treasures series showcases a still life painting by William H. Johnson (1901–1970). One of our country’s foremost African-American art-ists, Johnson is now recognized as a major figure in 20th-century American art. He is best known for his dramatic Scandinavian landscapes and colorful, folk-inspired scenes of African-American daily life. Flowers, an oil-on-plywood painting created in 1939–1940, depicts a vase of boldly rendered, brightly colored blooms on a small table.

The stamp will go on sale nationwide April 11, 2012.

On April 21, 2012, in Los Angeles, California, the Postal Service™ will issue a Twentieth-Century Poets (Forever®

With the issuance of Twentieth-Century Poets, the U.S. Postal Service® honors ten of our nation’s most admired poets: Elizabeth Bishop, Joseph Brodsky, Gwendolyn Brooks, E. E. Cummings, Robert Hayden, Denise Levertov, Sylvia Plath, Theodore Roethke, Wallace Stevens, and Wil-liam Carlos Williams. The many awards won by this illustri-ous group include numerous Pulitzer Prizes, National Book Awards, and honorary degrees. Each stamp features a photograph of one of the ten poets. Text on the back of the stamp sheet includes an excerpt from one poem by each poet. The art director was Derry Noyes.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first day of issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first day of issue city. The first day of issue city Post Office will then forward in bulk all postmark requests to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum size of all digital color postmarks is 2" high x 4" long. Allow

sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first day of issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first day of issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.
