HELSINKI, 21 April—Russian President DmitryMedvedev said Mondaythat US plans for a missileshield in Europe threaten todisrupt the weapons bal-ance between the two coun-tries. During a visit to Fin-land, Medvedev noted thatMoscow “could not reachagreement with the previ-ous US administration” onmissile defence, but saidhe expected to begin talkson the issue soon withPresident Barack Obama.

When they met in Lon-don earlier this month, the

two presidents did not ad-dress American prepara-tions to deploy parts of amissile shield in Polandand the Czech Republic,but in their joint statementthe United States acknowl-edged Russian concerns.

“Russia is very con-cerned about unilateral ef-forts to develop missileshields that decidedly posecomplications in the mu-tual balance of weapons,”Medvedev said at the Uni-versity of Helsinki.

He said that “a truly glo-bal missile shield” should

not serve the interests ofonly one country or alli-ance. “One party shouldnot decide the properties ofsuch a shield but unfortu-nately that is happeningnow when decisions arebeing made in Europe,”Medvedev said, in a speechtranslated to Finnish.

Medvedev repeatedplans, agreed with Obamain London, to begin talkssoon to replace the 1991Strategic Arms ReductionTreaty, or START, whichexpires at year’s end.

Somali pirates free Philippinetanker, 23 crew

MANILA, 21 April—Somali pirates freed a chemicaltanker and its 23 Filipino crew members Tuesday af-ter holding them hostage in the Gulf of Aden for morethan five months, the ship owner and officials said.

The release came a day after a separate group ofbandits freed the Lebanese-owned food aid freighterMV Sea Horse after receiving $100,000 from Somalibusinessmen. At least 16 other ships with nearly 300crew remain in the hands of Somali pirates.

The Philippine company Sagana Shipping Inc de-clined to say whether it paid any ransom for Tuesday’srelease of its ship, MT Stolt Strength.

Securing the safe release of the vessel and crew was“difficult and protracted” and the company was “ex-tremely pleased” with the result, Sagana spokesmanDexter Custodio said in a statement.—Internet

TOKYO, 21 April—Toyota Motor’s domestic produc-tion is likely to fall below three million vehicles for thefirst time in three decades in the current business yearas demand slumps, a report said on Tuesday.

Toyota’s output in Japan is seen dropping to about2.8 million units in the fiscal year which began thismonth, down more than 30 percent from a record hightwo years earlier, the Yomiuri Shimbun said withoutnaming its sources.

The last time the company’s output was less thanthree million was in fiscal 1978, when Toyota pro-duced 2.89 million vehicles.

Toyota sees the three million production level asthe minimum necessary to maintain its 69,000 regularemployees in Japan, the newspaper noted.

The company has already shed thousands of tem-porary workers and the daily said pressure wouldmount for a reduction in the number of the regularworkers.—Internet

SEOUL, 21 April— LG Electronics Inc posted a 25percent fall in quarterly operating profit on Tuesday,hurt by the global recession, but results beat expecta-tions on resilient handset margins and improvementsin its flat screen TV business.

The world’s No 3 mobile phone maker said it ex-pected to increase total sales by more than 10 percentin the second quarter from the first, thanks to strongrevenues from air conditioners.

It also said it aimed to increase mobile phone salesby more than 10 percent in the second quarter fromthe first.

LG’s (066570.KS) improving brand image andprice competitiveness from the weaker won are help-ing the South Korean company expand market sharein mobile phones and LCD TVs at the expense of strug-gling foreign rivals, even in the midst of the down-turn.

LG posted a 455.6 billion won ($337.1 million)global-basis operating profit for the quarter to March31, beating a 307.4 billion won average profit fore-cast from nine analysts polled by Reuters.

That compared to a 605.2 billion won profit for thesame quarter a year earlier but improved from a 101.4billion won operating profit in the fourth quarter lastyear.

NEW YORK, 21 April— The sole surviving Somalipirate from the hostage-taking of an American shipcaptain arrived in New York on Monday, smiling for agaggle of cameras and reporters as federal agents ledhim into custody to face charges in the attack.

Abduhl Wali-i-Musi (AHB’-dul wahl-ih-MOO’-sih) was handcuffed and had a chain wrapped aroundhis waist. His left hand was heavily bandaged fromthe wound he suffered during the skirmish on the shiptwo weeks ago.

NAIROBI, 21 April—Somali pirates in speedboatsopened fire on Monday on two cargo ships in thelatest hijacking attempts in the notorious Gulf ofAden. The latest attack occurred at midday whenpirates fired shots at a Chinese-owned, Panama-flagged cargo ship, the MV New Legend Honor, saidCmdr Chris Davies, from NATO’s maritime head-quarters in England.

Two NATO warships — one Canadian, the otherBritish — scrambled helicopters in defence, Daviessaid. No damage was reported to the cargo ship andthe pirates escaped. HOHHOT, 21 April —The wind power, once usedonly by herdsmen for cooking and lighting, will spreadfrom remote cottages to the vast countryside in northChina’s Inner Mongolia Autonomous Region.

N China region strives to buildmore wind power plants

BEIJING, 21 April —China plans to build fivenuclear power stations in the eastern and southernregions this year, the country’s energy planner saidhere on Monday.

A western Michigan man helpeddeliver his wife’s baby boy despite notknowing she was pregnant. The GrandRapids Press reported the man called911 early Thursday as his wife was inlabor. The man told the dispatcher thathe had not known his 27-year-old wifewas pregnant. He said they recently quitsmoking and thought her recent weightgain was related.

The couple has two children, and themother has an additional child from aprevious relationship.

TOKYO, 21 April—Japan Airlines (JAL), Asia’s larg-est carrier, is seeking two billion dollars in emergencygovernment loans to shore up its finances amid theglobal economic downturn, reports said on Tuesday.

JAL hopes to secure 200 billion yen (two billiondollars) of low-interest loans from the state-backed De-velopment Bank of Japan, public broadcaster NHK andthe Asahi newspaper reported without identifying theirsources.

The airline, which expects to report a net loss of 34billion yen for the past year to March due to weakdemand, is considering applying for a public loan buthas not yet done so, a company spokesman said.

On 31 March, I had an opportunity to visitKengtung by air for the first time. The flight of FokkerF-28 from Myanma Airway took one hour and fiveminutes from Yangon to Kengtung. On arrival atKengtung Airport, I witnessed the long and widerunway.

“This jet flight takes about one hour for the route.In the past, we spent about two hours by the plane withpropellers,” said a local passenger who took a seatbeside me.

Pointing to the runway, he continued to say, “Dueto construction of the extended runway, aircraft likethis can land on the runway.”

After landing, the airplane went to the apron fromthe runway, and the passengers descended from it.

Fortunately, we, the news crew, met withSuperintending Engineer U Thaung Tun of PublicWorks in Shan State (East) and had an interview withhim on extended construction of the runway.

Superintending Engineer U Thaung Tunexplained, “Public Works undertook extension of therunway at Kengtung Airport by spending the allottedfunds of the government in the respective financialyears. As all the construction tasks have beencompleted, the newly built runway will be inauguratedsoon.”

Assistant Engineer (Civil) U Than Htoo Aung,who is discharging duties of Senior Engineer (Civil)of Airport Construction Project Special Group (1) ofPublic Works under the Ministry of Constructionsaid, “Our group has completed cent per centconstruction work for four main tasks including theapron to be built in 2008-2009 financial year.” Hefurther explained the progress of construction tasks.

Kengtung Airport is located at an altitude of2,800 feet, three miles northeast from Kengtung. Theoriginal runway of the airport, 4,700 feet long and 70feet wide, was 12 inches thick asphalt concrete type.The surface of the runway was not constructedhorizontally and it was built on a slope. At that time,

only Fokker F-27 aircraft could land on the runway asit was short.

Public Works made arrangements for extendingthe runway by drawing the runway design for landingof Y 8 flights. In line with the new design, the 8,000feet long and 150 feet wide runway was constructed towithstand 134,000 pounds of loads.

During the period between 1994-1995 and 2003-2004 financial years, Kengtung Region Group of PublicWorks and Airport Construction Project Special Group-3 extended the original runway with 8,000 feet longand 75 feet wide left section and 1,300 feet long and 75feet wide right section.

In 2004-2005 financial year, Hong PangConstruction Company continued the constructiontasks of the extended runway. The runway had beencompleted 1500 feet long and 75 feet wide more on theright side. Up to 31-3-2005, the right side of therunway was extended to 2,800 feet long and 75 feetwide in total.

Starting 2005-2006 financial year, AirportConstruction Project Special Group-1 continuedthe construction of the remaining 5200 feet longand 75 feet wide runway section on the right side.On 1-5-2008, the construction tasks werecompleted. As such, the extension of the runway,8000 feet long and 150 feet wide, was successfullyundertaken.

In building the runway, the 10.5 inches thick

second layer with mixtures of gravels and soil wasplaced on the compact ground layer. Moreover, the7.5 inches thick layer was placed on the second layer.Afterwards, the tarmacking of the runway wasundertaken on the surface layer.

In 2008-2009 financial year, four main tasks ofthe runway were construction of the 500-foot landingstrip on the hilly areas from mile posts 57 to 96,building of a 600 feet long, 160 feet wide and 18inches thick concrete apron, dredging of drains at theapron and drawing of the runway pavement markingwere completed on 23 March this year.

U Than Htoo Aung explained that the constructiontasks were carried out with the use of 21 heavymachinery such as excavators, shift foot rollers,bulldozers, backhoes, quarry, concrete mixers androllers.

To complete the project on schedule, thegovernment provided necessary heavy machineryand construction materials for the project.

In-charge of the airport U Hla Soe said, “In thepast, only Fokker F-27s could use the airport due toshort runway. Now, Fokker-28s and other larger jetscan land on the longer runway. The F-27 flight fliesKengtung-Yangon within 1 hour and 45 minutes. TheF-28 takes about one hour for the same route. TheF-27 can carry 44 passengers and the F-28, 84passengers. So, the local people can travel to theirdestinations with smoother and better transport facilityof the F-28.”

F-28 aircraft can fly during the bad weather onschedules. Therefore, the passengers no longer waitfor the flights.

Located in the hilly areas, Kengtung of Shan State(East) was in poor transportation in the past. Thetravellers by car spent at least one night and two daysfor the Kengtung-Taunggyi route. It is sure that thetravelling time from Kengtung to other towns ofplains will be longer.

Therefore, the local people relied on the flights tosave time for their travelling to the towns in otherStates and Divisions.

Thanks to construction of the extended runway,jets and Y-8 cargo flights can land on KengtungAirport runway. The aviation facility of the airportwill contribute to smooth transportation and speedyflow of commodities between Kengtung and othertowns in the plain or flat lands.

Implementation of dam projects on Mone Creek in progresstownship, Minbu District, Magway Division. It is4,000 feet long and 451 feet high and it is the gravel-filled dam project. It holds over 1.4 million acre feet ofwater and it can generate 150 megawatt.

Afterwards, Lt-Gen Tha Aye and party pro-ceeded to Buywa dam project by helicopter andviewed summer paddy fields along the road. Andthey viewed progress in building the dam with the useof heavy machinery from the observation viewingdeck.

At the briefing hall, the Director-General ofIrrigation Department briefed on progress of work andfuture plans and then Minister Maj-Gen Htay Oo gavea supplementary report.

Next, Minister Maj-Gen Khin Maung Myintbriefed on Ahtet Buywa and Buywa hydro powerplants and arrangements for the connection of powerlines. After hearing the reports, Lt-Gen Tha Aye gaveinstructions on timely completion of the project tasksmeeting the set standards.

After cordially greeting the staff families, Lt-Gen Tha Aye and party inspected progress in buildingthe diaphragni wall, land preparations, use of cementand digging diversion canal at Buywa dam project.

Buywa Dam Project is at 13 miles upstreamthe Mone Creek. It is 3,200 feet long and 151 feet highand it is an earthen embankment. It can generate 195million kilowatt hours a year. If completed, it can

support water to Mone Creek Dam and it can alsosupport the generation of electric power.

Upon arrival at Kyee-ohn Kyee-wa damproject at the foot of Mone Creek, the Director-Generalof Irrigation Department briefed Lt-Gen Tha Aye andparty on progress in building Kyee-ohn Kyee-wa damand officials of Myanma Electric Power Enterprise onarrangements for the connection of power lines.

Next, Minister Maj-Gen Htay Oo briefed onarrangements for the construction of the supportingdam of Salin dam with the use of charts and Lt-Gen ThaAye gave necessary instructions.

At Kyee-ohn Kyee-wa dam project, Lt-GenTha Aye and party looked into progress in building thedam, the hydro power plant, steel pipes and spillwaywith the use of heavy machinery.

Kyee-ohn Kyee-wa dam project is on MoneCreek near Wunlo village, Pwintphyu township,Magway Division and it is 3,280 feet long and 164 feethigh. It is an earthen embankment and the hydro powerplant is being built.

If completed, Kyee-ohn Kyee-wa dam projectcan generate 74 megawatt and it can supply water for74,807 acres of summer paddy.

Without ignoringthe difficulties of the localpeople residing in theSittoung River Valley,feasibility study wassystematically conductedon geogra-phicalconditions and nature ofenvironment of the regionfrom all corners.Afterwards, the govern-ment had permitted theMinistry of Electric PowerNo. 1 to implementPyuchaung HydropowerProject on Pyu Creek,seven miles west of Pyuwith the aims of takingpreventive measuresagainst floods in SittoungRiver Valley, supplyingirrigated water to the

farmlands for growingdouble cropping inSittoung River Valley andPyu-Zeyawady region insummer and providingelectricity to the entirenation through power grid.

In implementing theproject, No. 3Construction of Hydro-power ImplementationDepartment under theMinistry of Electric PowerNo. 1 is to carry outconstruction of the powerintake structure, theconduit and the waterintake tunnel, laying of the

pre-stressed steel pipelineand building of the powerplant. To operate thegenerator and supplyirrigated water for theagricultural purpose, anearthen dam, 1020 feetlong and 245 feet high,will be built on Pyu Creekto store 756,000 acre feetof water from the creek atthe highest level.

The surplus water willbe drained out from thedam through an ogee crestRC type spillway thatmeasures 100 feet by 377feet. The design of thespillway and the currentflow rate will be 23,050cubic feet per second.

The damming facilityof the hydropower project

will have a 27 feetdiameter and 130 feet highconduit. The water fromthe dam will be pumpedinto the pre-stressed steelpipelines connected withturbines of the power plantthrough 18 feet diameterand 2,000 feet long powerintake tunnel.

The pre-stressed steelpipelines are 8.7 feetdiameter and 660 feetlong. The water in thepipelines will be suppliedwith momentum to twovertical-type Francisturbines at the power plant.

By operating the turbinesthe plant will generatehydro-electricity. Thecurrent flow rate at theturbines is 2540 cubic feetper second.

The power plantinstalled with twoturbines, the control roomand the switch room willbe 130 feet long, 110 feetwide and 110 feet high.The plan had been set togenerate about 120 millionkilowatt hours yearly fromthe power plant.

Among theconstruction tasks atPyuchaung HydropowerProject up to 31 March2009, the power intakestructure has beencompleted by 77 per cent,the conduit 95 per cent

and the power intaketunnel 60 per cent. So far,the implementation of theproject has completed by53 per cent.

Minister for ElectricPower No. 1 Col Zaw Min,Deputy Minister U MyoMyint and departmentalofficials made inspectiontours of the projectfrequently. They havebeen providing necessaryassistance for the projectfor timely completion ofthe tasks.

Thanks to implement-ation of PyuchaungHydropower Project, thehydropower will begenerated for meeting theelectricity demand of thecountry. Moreover, theirrigation facility of the

project will benefit thegrowing of summerpaddy and double andmixed cropping on about100,000 acres offarmlands in Pyu andZeyawady regions ofSittoung River Valley allthe year round. Inconsequence of im-plementing the project,the local people will enjoythe fruits of increasedincome and better livingstandard. As such,Pyuchaung HydropowerProject is an all-rounddevelopment task forserving interest of theState and the nationalpeople.

of Cincinnati say they have identified a gene that mayhelp recognize who has a greater risk of developing lungcancer. Man bits snake after attackBEIJING, 21 April—A Kenyan man survived a

Python attack, partly because he bit the snake after ittried to drag him into a tree.

According to local media on Wednesday, BenNyaumbe, a local farmer, was attacked by the 13-footsnake and fought him for several hours. The enormousreptile wrapped him in its coils and hauled him up atree, but Nyaumbe was able to cover the snake’s headwith his shirt, and reach his cell phone, where he calledpolice for help. The man’s employer arrived withpolice and local villagers who tied the python with arope and pulled them both down from the tree with athud. They found that Nyaumbe had also bitten thepython on the tail, causing his lip to split open whereit came in contact with the sharp tip.

LONDON, 21 April—Hundreds of mil-lions of people will become victims ofclimate change-related disasters over thenext six years, Oxfam said on Tuesday,urging governments to change the waythey respond to such events.

The British-based aid and deve-lopment charity estimated the numberof people affected by climatic disasterswould rise by 54 percent to 375 millionpeople a year on average by 2015, basedon data on similar disasters since 1980.Ina new report, it warned that humanitarianaid spending and the way it wasallocated was far from prepared to meetthe challenge.

“The response is often fickle — toolittle, too late and not good enough,” saidOxfam chief executive BarbaraStocking.

“The system can barely cope with thecurrent levels of disasters and could beoverwhelmed by a substantial increase

in numbers of people affected. Theremust be a fundamental reform of thesystem.”

The report, “The Right to Survive”,says governments can take action tomitigate the effect of climatic disasters,citing investment by Bangladesh incyclone protection measures which hasreduced the death toll from storms.

They were seen off at the Sanya Airport by Vice-Governor of Hainan Province Mr Lin Fanglue andofficials. Next, the Prime Minister and party left there in amotorcade and arrived at Yeohwa Hotel in Xiamenwhere they were going to stay.

On 19 April morning, Prime Minister GeneralThein Sein and party arrived at the foodstuff andbeverage factory of Yinlu Group Co Ltd and they werewelcomed by the factory chairman and the vice factorychairman.The Prime Minister and party heard reportspresented by officials of the factory on establishmentof the factory, agriculture, construction of housing andwork for staff welfare carried out by the company.

After that, the Prime Minister and party viewed theproduction process of the factory.

Afterwards, the Prime Minister and party had adocumentary photo taken together with the factorychairman and officials in front of the factory hall.

Next, the Prime Minister and party proceeded tothe mobile telephone factory of Lenovo MobileCommunication Technology Ltd where they werewelcomed by the deputy factory manager and thefactory general manager.

Next, the Prime Minister and party were briefed onthe salient points of mobile telephones produced by thefactory.
