At the briefing hall of Myeik detour construction project near Daw village in Myeik Township, the division superintending engineer and engineers in-charge reported on roadwork to Lt-Gen Khin Zaw and party. Lt-Gen Khin Zaw and party inspected progress in construction of 16-bed station hospital in Yange Lt-Gen Khin Zaw looks into repair of Myeik-Dawei motorway village in Thayetchaung Township. Lt-Gen Khin Zaw looked into repair work, paddy and rubber plantations along Myeik- Dawei Road and the entrance road to Dawei and gave necessary instructions. Fight narcotic drugs withpeople’s power

In the world today, narcotic drugsproduction and trafficking is the problemfacing many nations and there has beenwidespread use of raw opium, heroin, opiumoil, liquid opium, marijuana andpsychotropic substances produced with theuse of chemicals.

The menace of narcotic drugs is theconcern of the entire mankind. Drug abusebrings undesirable consequences not only tousers but also to their families and socialenvironment. As the danger of narcotic drugsaffects every individual and every nation, itis necessary for the international communityto fight it.

The threat of narcotic drugs is stillenormous as there is a widespread use ofpsychotropic substances among the youthall over the world. They are using variouskinds of drugs in various ways and thereforeit is required to educate them on the dangersof drug abuse.

Myanmar has been implementing the15-year plan for elimination of narcotic drugssince 1999 and making major strides in itsanti-drug campaign due to the cooperationof the people.

Drug traffickers operate mainly inborder areas. Therefore, Myanmar is alsoworking together with her neighbours andother nations in the region to wipe outnarcotic drugs. In June and at the beginningof July, a large amount of raw opium, liquidopium, heroin blocks and psychotropicsubstances were siezed in Kachin State, ShanState, Mandalay Division and SagaingDivision through combined efforts ofresponsible personnel and local people.

As various kinds of narcotic drugs andpsychotropic substances are threatening themankind and their social environment, it isnecessary for regional authorities, specialanti-drug squads and the people to constantlyraise the momentum of the anti-drugcampaign till the danger of narcotic drugs iswiped out from our soil once and for all.

Israel successfully testsanti-rocket system

JERUSALEM, 16 July — Israel successfully completed a series oftests of the Iron Dome missile defence system, designed for de-fending Israel from short-range rocket and missile attacks, the Is-raeli Defence Ministry said on Wednesday. A number of rockets were intercepted successfully in the tests ofthe system over the past days, local new service Ynet reported, quot-ing defence officials. The Iron Dome system, developed by state-owned Rafael Defence Systems, consists of a radar, control sys-tem, launcher and interceptor. The Defence Ministry said that allparts of the system worked well in the tests. Rocket fire has long been a major security threat to the Jewishstate,with its northern part subject to such attacks from Lebanon and itssouthern part frequently battered by rockets from the Gaza Strip. The Iron Dome was expected to be operational in 2010, and theIsrael Defence Force has established a special battalion to operateit, which will be part of the Israel Air Force (IAF), local newspaperJerusalem Post reported. “A multi-level defence system is a stra-tegic goal for the State of Israel and will provide a layer of protec-tion against short-range rockets,” Defence Minister Ehud Barakwas quoted as saying, “This will allow the IDF to fulfill its obliga-tion to protect Israel in the best way that it can.”—Internet

Somali pirates leave dhow, 14Indian crew - EU force

AILANTA, 16 July — Somali pirates abandoned adhow and its 14 member Indian crew on Thursdayafter using the ship to attack an oil tanker earlier thisweek, a European Union anti-piracy force said.

Sea gangs have seized a string of vessels over thelast week in a flurry of activity ending a monsoonseason lull. Pirates run amok in the shipping laneslinking Asia to Europe and have received millions ofdollars in ransoms.

“At 3:30 this morning (12:30 am British time) thepirates who were holding the Indian dhow ... aban-doned the ship ... and sped off to the Somali coast,”the European naval force Atalanta said.

“It has been confirmed that all 14 crew are safeand well,” it said in a statement. It added that the shipwas left 15 nautical miles off the northeast Somalicoast in an area naval forces call the piracy “hot zone.”

The training schoolwas opened in 2005. Upto now, the school hasturned out over 600female trainees, and nowa total of 58 femaletrainees are attending thevocational courses.

We had anopportunity to visit thetraining courses of theschool. They politelywelcomed us by reciting“Pancagunam AhamVandami”. Theirwelcome reflects the aimsof the training school tobecome the traineewomen equipped withgood characters andnationalist spirit, to turnout them with patrioticspirit and to develop thetraditional culture anddomestic science works.

We also observed thecondition of roadtransportation of thetownship. We saw all the

roads have been upgradedto the tarred roads linkingthe urban and rural areasfor ensuring smoothtransportation at any time.

Moreover, MudonTownship People’sHospital, KamawetStation Hospital and sixrural health centres areproviding health careservices to the localpeople. In the educationsector, the buildings ofBasic Education HighSchools, Middle Schools

and Primary Schools arereflecting thedevelopment of thetownship.

In addition, MudonTownship was designatedas the model township inpaddy cultivation. Fordevelopment of paddycultivation, the CentralAgriculture Farm ofMudon is distributing thequality paddy strains tothe townships in MonState. Therefore, thetownship achieves the

paddy and ricesufficiency.

At present, theself-reliant villagelibraries have beenopened in the wholeMudon Township.Efforts are being made todevelop these libraries inline with five tasks oflibrary. During the visit,we witnessed the sector-wise progress in MudonTownship.

China calls on int’l community to assessMyanmar in “fair, objective” way

UNITED NATIONS, 13 July — The internationalcommunity should give a more balanced assessmentof the political progress Myanmar has made and treatit with less arrogance and prejudice, a senior Chinesediplomat said here Monday.

Liu Zhenmin, China’s deputy permanent repre-sentative to the UN, told an open meeting of theSecurity Council that “it has been unfair to turn a blindeye to the progress Myanmar has made, or instead,always be picky at its government.”

Liu said the UN Secretary-General Ban Ki-moon has been actively conducted good offices inMyanmar as mandated by the General Assembly inrecent years.

“His unremitting efforts and the positive out-come thereby achieved deserve an objective and fairassessment by the international community,” he said.

Ban briefed the 15 members of the SecurityCouncil at the meeting on his latest visit to the south-eastern Asian country on July 3-4, the second in justover a year.

During his visit, Ban met with Senior-GeneralThan Shwe, Myanmar’s Head of State, and peoplefrom other political parties including the NationalLeague for Democracy (NLD), but was under pres-sure from some media and certain countries due to his

failure to meet with NLD leader Aung San Suu Kyi.Liu voiced China’s support to Ban and highly

appreciated his recent visit, calling the visit “positiveand full of significance. “

“Whether or not he met with Aung San Suu Kyishould not be used as a criterion to measure thesuccess of the visit,” he said.

Also on Monday, Myanmar’s UN AmbassadorU Than Swe told the Security Council that his govern-ment regretted its inability to arrange the meeting asthe special court has its independent jurisdiction overthe matter.

“Aung San Suu Kyi was unfortunately in-volved in the legal proceed. In order to maintain thejustice of judicial process, the Myanmar governmentdid not arrange the bilateral meeting. This is totallyunderstandable. The UN should respect the jurisdic-tion of its member state,” Liu said.

Ban had in-depth talks with top leaders ofMyanmar, directly conveyed to them the concern ofthe international community and enhanced mutualtrust between Myanmar and the UN, Liu said.

Nowadays there are a lot of voices from manypersons randomly criticizing UN Secretary-GeneralMr. Ban Ki-moon's visit to Myanmar from their ownpoint of view. Some reviewed the root cause of thematter in an objective way, but others criticizing thematter only from the West's angle.

In my assumption, we can find the right answerto know whether his visit is successful or not only ifwe can differentiate between the view point ofMyanmar people, the view point of the UN and someworld nations and the view point of the West and anti-government groups.

Here, we need to know the fundamental cause ofthe UN Secretary-General's visit to Myanmar. Therewere news reports saying that Mr. Ban was makingthree demands before his Myanmar visit. The threedemands were: to release all political prisonersincluding Daw Aung San Suu Kyi before the 2010election; to carry out democracy transition throughall-inclusive coordination before the election; andto allow him to meet with Daw Aung San Suu Kyi.

As Mr. Ban was going to make the said threedemands during his visit, the West media and anti-government groups were raising the issue hand inhand thinking that Myanmar would have no choicebut to yield to the demands. Relying just on thepressures exerted by some powers, they came to thisconclusion without considering whether it was prob-able and acceptable in a logical way.

The UN Secretary Council on 22 May 2009issued an announcement in connection with Myanmar.The Ministry of Foreign Affairs of Myanmar inresponse to the UNSC announcement issued its ownannouncement on 27 May 2009. The West media andanti-government groups failed to take these announce-ments into account.

The announcement made by MOFA of Myanmaralready included answers to the three demands to bemade by the UN Secretary-General. I would like tostate the announcement as follows:

“The Government of the Union of Myanmar,in order to ensure stability of the State and in theinterest of the people, has to issue restrictionorder and place Daw Aung San Suu Kyi at herhouse under restriction in accordance with theLaw to Safeguard the State against the Dangersof Those Desiring to Cause Subversive Acts.

“Whilst the restriction order was in effect,an intruder Mr. John William Yettaw, who is aUnited States citizen, entered the house ofDaw Aung San Suu Kyi in May, 2009, and waspermitted to stay in the house for two days,communicated, given food and provided shel-ter by her. Therefore, legal action in accord-ance with law has been taken unavoidably.

“Such action will not have any political im-pact and, thus, the action in accordance with lawwill be considered and carried out as the taskrelating to the rule of law.

“In order to enable them to take part in thebuilding of a new democratic State, 9,002 prison-ers were released when the Government grantedamnesty for the eighth time on 23 September2008 in accordance with Article 401 (1) of thePenal Code, and 6,313 prisoners for the ninthtime on 20 February 2009.

“Myanmar firmly accepts the affirmationof her sovereignty and territorial integrity.

The future of Myanmar lies in the hands of allof her people. The Government will, therefore,hold multi-party general elections, fifth step of theRoad Map, in 2010, and the Government is deter-mined to continue hand-in-hand with the people toimplementing the Seven-Step Road Map in ac-cordance with the aspirations of the people.”We have firm record that Myanmar since joining

the UN has been giving priority to cooperating with theglobal body. We warmly welcomed the UN Secretary-General's visit to Myanmar. We also warmly wel-comed Mr. Gambari who came to Myanmar and madecoordination in advance for Mr. Ban's visit and alsofulfilled his requirements to the most possible degree.Concerning a meeting with Daw Aung San Suu Kyi,Myanmar informed in advance that the country was notin a position to allow such meeting.

Mr. Ban visited Myanmar officially only aftermaking coordination through the diplomatic channel.Mr. Ban made demands for two times to meet withDaw Aung San Suu Kyi although the matter was noteven included in the prior coordination.

Chairman of the State Peace and DevelopmentCouncil Senior General Than Shwe met with Mr. Banand party for two times, one on 3 July and another on4 July. The discussions at the meetings were releasedin the dailies. One will know that Myanmar workedwith constructive attitude in all seriousness during theUN Secretary-General's visit if one comprehensivelystudies of the news report. in 2010, and is working to complete the drawingnecessary laws and regulations on schedule,

- shortly thereafter, political parties will be formedand election laws will be issued in time,

- the law is being written in a fair way in order thateverybody will be able to participate in the elec-tion proceedings,

- the government will make arrangements for poli-ticians to form parties and stand for election, withnational reconsolidation at the centre,

- he wished to arrange a meeting between theUNSG and Daw Aung San Suu Kyi, but she is ontrial together with US citizen Mr John WilliamYettaw, so he would like the UNSG to understandthat she is not available in the trial period,

On 4 July 2009Mr Ban Ki-moon

- the previous day, he conferred with the MyanmarPrime Minister, focusing on matters on Myanmar-UN cooperation, and he met with the 10 politicalparties and seven peace groups,

- at the meetings, he urged his dialogue partners toparticipate with positive attitude in the forthcom-ing election and tasks for national reconciliation,and he said that it is important to set timeframe fornecessary laws and commissions for the election,

- he would like Myanmar officials to consider toarrange a meeting between him and Daw AungSan Suu Kyi,

Senior General Than Shwe- he hopes the UN will cope with the isse fairly

and without discrimination against or in fa-vour of particular countries, big or small,

- Myanmar is concentrating on the two majorpoints,

- the first point is arrangement for successfulcompletion of the election due to be held in2010,

- the second point is to lay foundations for thenext government to be formed according tothe election results,

attention to any personal cases, except the twopoints,

- he had explained the previous day as to the casethe UNSG had asked for a meeting with DawAung San Suu Kyi.So, it is clear what sorts of demands Mr Ban Ki-

moon made, and to what extent the governmentcomplied with the demands, and the government’sstand in the interest of the nation and the people.

Maybe Mr Ban Ki-moon is disappointed becausehe did not have any opportunity to meet with DawAung San Suu Kyi, but I am sure it is not disappointingfor the international community. It is because a free andfair election will be held in 2010 for transition todemocracy. Now necessary laws and regulations arebeing formulated, and thereafter, parties will be formedand election laws will be issued in time. The law isbeing written fairly in order that every citizen can takepart in the election proceedings. Arrangements will bemade for politicians to form parties and stand forelection. And Myanmar could send a message to theinternational community through the UNSG regardingthe government’s concept that national reconsolidationis of great importance along with its stand and pragmaticapproach to the issue.

Moreover, if we study Mr Ban Ki-moon'scomments, it can be seen that, before he came toMyanmar, he had broad discussions with UN membernations, five permanent members of UN SecurityCouncil, ASEAN member nations and Japan and that

he publicly urged political parties and peace groups ofnational races, in his meeting with them, to take part inthe election and national reconsolidation work with apositive attitude.

If we review these discussions, it is obvious thatalmost all of UN member nations, five permanentUNSC member nations, ASEAN member nationsand Japan would like there to be progress inMyanmar's transition to democracy and in itsimplementation of the seven-step Road Map andthat the government of Myanmar is alsoimplementing it fairly step by step according theschedule.

There is another thing worthy of careful attention.It is that Mr Ban Ki-moon defended himself againsthis critics who blamed him for not securing a meetingwith Daw Suu Kyi. The success of Mr Ban Ki-moon'svisit cannot be judged just by the fact that he wasallowed to meet Daw Suu Kyi or was not. Regardingthis, Mr Ban Ki-moon replied that Myanmar refusedonly his request to meet Daw Suu Kyi but did notturn down the demand to release political prisonersand make reforms.

There are also another two things that deservecareful consideration. The first thing is, why did Mr BanKi-moon ask to be allowed to meet Daw Suu Kyi? If thegovernment had allowed him to do so, what would hehave told her? Would he have urged her to stand forelection? Or would he have told her to ask US and itsallies to lift sanctions imposed on Myanmar? Or was heto have passed Daw Suu Kyi the messages of some bignations Mr Ban Ki-moon had visited? Or was he to have

passed Daw Suu Kyi's message to those nations? MrBan Ki-moon had repeatedly asked to be allowed tomeet Daw Suu Kyi but he did not say definitely whatcould be the results if he was allowed to meet her.

And no one knows the exact meaning of Mr BanKi-moon's comment that Myanmar authorities hadmissed an opportunity just because he could not meetDaw Suu Kyi. Did it have something to do with the factthat US and EU would review their previous actionsregarding the affairs of Myanmar? It's anybody's guess.Besides, it is learnt that Mr Ban Ki-moon had a 10-minute talk with NLD representatives after meetingrepresentatives from 10 political parties. But neitherMr Ban Ki-moon nor NLD representatives disclosedanything about their talk.

An overall review of all the facts already presentedwill clearly show that the Myanmar government hasmade public its stand and aims and objectives franklyand honestly but the attitude of opposition groups ishalf-disclosed and half-hidden.

It is not only now that solutions are being sought,at home as well as abroad, about the problem of anindividual or of a party. It would not be wrong to saythat it is the problem they themselves have beencreating since 1988-89. The government and the peoplewill no longer tolerate any loss resulting from solvingthe problem not of their own making. Therefore, it istime they stopped making problems if they really wantto promote people's interests. As for us, we would liketo say we will continue to do what has to be done inaccord with the wishes of the people.

NAY PYI TAW, 16 July— The torrential rain causedfloods in Kayin State and Taninthayi Division on 13 and14 July. Some households were evacuated to the safeplaces. In addition, some motor roads and railroads wereflooded. On 14 July, a tornado destroyed some housesand blew off the roofs and walls of some buildings inAyeyawady Division. In the incident, there was no casu-alties of human and draught cattle and six persons wereinjured.

At 6 am on 14 July, the heavy rain and the flowdown of mountain torrent at Dawna Hill flooded the floorsof the houses in Ward B and Ward D. The water recededstarting 4 pm. Tornado hit at Kyeinchaunggyi Village in BogaleTownship from 3.15 pm to 3. 55 p.m. on 14 July. It wipedout roofs and walls of some houses and buildings leavingsix people injured. From 3.30 pm to 3.40 pm on 14 July,roofs of some houses and buildings were destroyed bytornado at Kharpyat Village in Daw Nyein Village-tract,Ahmar Township in Pyapon. Officials relocated thevictims at their neighbours’ and realtives’ houses. Theyare being given necessary assistance by officials.

Local authorities concerned and regional in-chargeministers are providing the storm victims with necessaryassistance.

Heavy rain caused overflow of water in Maesaicreek in Tachilek, Shan State (East) on 13 July afternoonand evening. Ponhtu, Talock, Hsansai (A) and (B) wardswere submerged and the flood receded later.

Debris falls fromEndeavour during launch

CAPE CANAVERAL, 16 July—A dozen pieces of de-bris fell from US space shuttle Endeavour’s fuel tankduring liftoff, and at least one piece hit the orbiter,NASA said Wednesday night.

The one piece struck the spacecraft about 1 minute,46 seconds after liftoff, leaving white marks on theheat-resistant tiles on its underside, The New YorkTimes reported.

BOSTON, 16 July—Cigarette smokers are at higherrisk of developing multiple sclerosis and the diseaseappears to progress more rapidly in smokers, US re-searchers say. Brian C Healy of Brigham and Wom-en’s Hospital, Harvard Medical School and Massa-chusetts General Hospital in Boston and colleaguesstudied 1,465 patients with MS who visited a referralcenter between February 2006 and August 2007.

Participants had an average age of 42 and had MSfor an average of 9.4 years. Their progression was as-sessed by clinical characteristics as well as by mag-netic resonance imaging over an average of 3.29 years.Fifty-three percent of the patients had never smoked,29.2 percent had smoked in the past and 17.5 percentwere current smokers.

During follow-up, seven never-smokers begansmoking and 57 current smokers quit. Current smok-ers had significantly more severe disease symptomsat the beginning of the study in terms of scores ondisability scales and also in the analysis of magneticresonance imaging factors.—Internet

LONDON, 16 July—The flavonoidnaringenin — a plant-based bioactivemolecule from citrus fruit — was foundto help mice lose weight, Canadian re-searchers said.

Murray Huff of the Robarts ResearchInstitute at The University of WesternOntario said one group of mice was feda high-fat, or Western, diet to induce thesymptoms of metabolic syndrome — acluster of conditions that occur together,increasing the risk of heart disease,stroke and diabetes.

A second group of mice was fed theexact same diet and treated with

naringenin.The study, published in the journal

Diabetes, found naringenin corrected theelevations in triglyceride and cholesterol,prevented the development of insulin re-sistance and completely normalized glu-cose metabolism.

The researchers said it worked by ge-netically reprogramming the liver to burnup excess fat, rather than storing fat.

“Furthermore, the marked obesity thatdevelops in these mice was completelyprevented by naringenin,” Huff said in astatement.

Confirmed A/H1N1 flucases in Canada rise

to 1,0156OTTAWA, 16 July—The confirmed A/H1N1

flu cases in Canada has risen to 1,0156, thePublic Health Agency of Canada ( PHAC)said Wednesday.

The disease has now spread to all of thecountry’s 10 provinces and three territories,with Ontario province reporting the mostcases, at 3,636. The total of hospitalizationcases have risen to 1,115, since the virus brokeout in the country in late April.

A total of 45 people have died from the dis-ease. Seventeen of the victims came fromQuebec province, 15 from Ontario, six fromManitoba, three from Alberta and Saskatch-ewan respectively and one from British Co-lumbia.—Internet

RIO DE JANEIRO, 16 July— Brazil reported148 new confirmed cases of the A/H1N1 fluon Wednesday, bringing the total number ofinfected patients in the country to 1,175, theHealth Ministry said.

The A/H1N1 flu has already killed four peo-ple in Brazil — a 29-year-old man and a nine-year-old boy from Rio Grande do Sul state,and an 11-year-old girl and a 28-year-old manfrom Sao Paulo state.

Sao Paulo and Rio Grande do Sul have re-ported 512 and 135 A/H1N1 flu confirmedcases respectively. Rio de Janeiro state hasreported 128 confirmed cases, and MinasGerais state has 109. Only one of Brazil’s 27federation units, Rondonia state in the coun-try’s northern region, has not registered anycase so far.—Internet

Roxon’s admission came a day after she dismissed as “ludicrous” aprediction the toll could reach 10,000.

“We could expect around 6,000 deaths across the country,” Roxontold Australian Broadcasting Corporation radio.

BEIJING, 16 July— Two red panda cubs abandonedby their mother at birth are thriving at a northern Chinazoo thanks to milk and loving care from an unlikelysurrogate mother—a dog, state media reported onThursday.

The cubs, born on 25 June, were abandonedimmediately by their mother after giving birth in frontof a crowd of visitors at the Taiyuan Zoo in northernChina’s Shanxi Province, according to Ha Guojiang, azoo employee quoted by the official Xinhua NewsAgency.

“No one knew she was pregnant. Her plump bodyand bushy hair disguised her protruding belly until thebabies were born,” said Ha. “We hurriedly went aboutto find a wet nurse for them.”

Telephone calls to the Taiyuan zoo rang unansweredon Thursday.

The dog wet nurse, belonging to a farmer from anearby suburb, was selected from two other candidatesthat had recently given birth. The dog is now raising thetwo panda cubs like its own pups, sometimes evenrefusing to feed its own pup, said Ha, cited by Xinhua.

NAY PYI TAW, 16 July—The Ministry of Health has been screeningreturnees and arrivals for New Influenza A (H1N1) at the international exits suchas airports and seaports to prevent local transmission of the virus. As part of theplan, respective township Health Departments are sending medical teams to theresidences of the travellers.

In one case, a woman, 22, who arrived back by TG 305 flight of ThaiAirways on 12 July, was found ill with flu-like symptoms at her home. So, theTownship Health Department transferred her to Waibargi Specialist Hospital,and she was admitted in a private room. After giving a medical check-up to her,the National Health Laboratory confirmed her an A (H1N1)-infected person.

Accordingly, the ministry is now keeping her four family members inquarantine, and monitoring their health conditions in the house, and staying intouch with her office for early detection.

Up to now, Myanmar has witnessed four human cases, which are allimported ones. The Ministry of Health is now taking precautionary measuresagainst New Influenza A (H1N1) at the national level in cooperation with otherrelated departments for prevention of local transmission and early detection. Itis issuing public warnings about the disease promptly. Responsible personstoday again urged the people to participate in the campaign.—MNA
