Reconstruction tasks in storm-affectedAyeyawady and Yangon Divisions are beingcarried out extensively to make sure that the localpeople enjoy better living conditions, and nowtheir living status has actually improved morethan ever.

The rehabilitation work has not beencarried out as an ordinary task but it has beendone on a concerted effort with the aim ofensuring more development of the regions andsocio-economic improvement of the localpeople.

In reconstructing the towns and villages,measures have been taken to build more durableand modern hospitals, schools and offices so as topromote public health care.

As regards the health care, specialists,assistant surgeons, house surgeons and nursesdividing themselves into groups made field tripsto the storm-stricken regions to provide healthcare for the local people under the arrangementof the Ministry of Health.

Special healthcare teams not only gavemedical treatment to the patients but also tookdisease preventive measures by setting up basesin the areas concerned. The Traditional MedicineDepartment under the Health Ministry also tookpart in the healthcare services and gave healtheducative talks.

Thanks to the efforts of the governmentand health staff and the assistance of nationalentrepreneurs and wellwishers, the storm-battered regions were free from infectious diseasesfollowing the storm.

Myanmar’s efforts for health care of thestorm survivors have been praised. Likewise, theWHO Director-General himself applaudedMyanmar for speedily carrying out relief andrehabilitation tasks.

All in all, more efforts will be made forproviding health care to the storm victims as wellas all the national people.

ISLAMABAD, 22 Sept—Asecond American has beenconfirmed killed in theweekend suicide bomb at-tack on the Marriott Hotelin Islamabad, hospitalsources and diplomats saidon Monday.

“We received the bodiesof two male Americans,the Czech ambassador andone Vietnamese lady,” saidWasim Khawaja, spokes-man for PIMS hospital inthe Pakistani capital.

(continued from yesterday)It was in 1967 when KNU set fire to Shwepyitha

Village with over 800 houses in Labutta Township,Ayeyawady Division and burnt down Kyetthonkhinand Gyogon villages in Thabaung Township. In1985, it blasted Yangon-Mandalay Up-train nearmile post 127 between Kywepwe andNyaungchedauk, leaving 76 people dead and 122,injured. At first, they committed massacres,stemming from their racism. Later, it turnedbloodthirsty and committed murders without anyreason of racial hatred or politics.

Some KNU leaders were notorious for murders,robberies and rapes. On 22 November 1953, KNUinsurgent Bo Ya Kyaw and party blasted a passengertrain that had left Sittoung near Naungkalar Villageand forcibly took the jewellery of the passengers,kidnapped about 50 women and men. Among the 50victims, those men who were ransomed were released;those ransomed women were released only afterbeing raped. The men who were not ransomed wereall killed, and the women who were not ransomedwere all killed after being raped.

I learnt that as for KNU insurgents Lin Htin,Hsalan and Phar Lu Kyaw, rape was common. LinHtin got married to 45 women, Hsalan, over 40, andPhar Lu Kyaw, over 150. Due to KNU members’rapes, thousands of women of Bamar, Kayin and Monnational races led a fateful life. Bo Than Shein ofKNU battalion (3) was notorious for rapes. He killedmany men to get married to their wives. It will take meseveral days if I have to present all the stories about“Licensed to rape” of KNU members. I still feelembittered for KNU members’ sexual violence againstnational race women.

KNU is used to inhumane acts. KNU committedthe world’s first-ever hijack. KNU hijacked MyanmarAirways-run Dakkota aircraft on its Yangon-Kyaukpyu-Sittway flight on 25 June 1954. Itcommitted a great number of terrorist acts. Itcommitted bomb blast on Mandalay-Yangon Down-train when it approached Yangon Central RailwayStation on 10 January 1988. It launched armed attacksin the premises of the Kyaikhtiyo Pagoda in March1988. It detonated bombs to attack the convoy on itsway to convey the statue of Alan-taya Sayadaw fromThaton to Hlinebwe through Hpa-an on 10 May 1989and set fire to the motor vehicles. It also launchedbomb attacks on the religious convoy led by MingunSayadaw U Vicitta Sarabhivamsa on the way fromDawei to Thayetchaung on 3 Feburary 1991.

KNU is claiming founding of Kayin State andcreation of a brighter future of Kayin nationals.However, in practice, it showed absolute cruelty tolocal people including its own people sticking to thewarlord policy in an unruly manner. Therefore, in theend, KNU lost the support of local people and itstroops retreated from the delta helter-skelter. Localpeople including Kayin nationals joined hands with

the Tatmadaw in the Operations “Shwe Lin Yon”,“Moe Hein”, and “Thein Lar” that were launched in1969, 1970 and 1971 respectively. Due to people’smilitia strategy and four cuts tactics, KNU left the deltafor border with the neighbouring country.

There, it kept on claiming a brighter future ofKayin nationals, whereas it built strong military basesalong the border line in its attempt to bully localpeople. So far, it has done nothing beneficial to thepeople of its own race. It collected extortion moneyand levied taxes in the villages of the region; it smuggledprecious stones and teak out of the country and it askedfor funds under the pretext of so-called refugee camps.Receiving meagre sums from some powerful countries,it fell under alien domination. It is needless to ask KNUif it loves Kayin State and its own national race.

It is public knowledge that the Tatmadawgovernment has made all-out efforts to put an endto the 40-year-old internal armed insurgency andto achieve national reconsolidation. At that time,the Tatmadaw was gaining the upper hand in themilitary operations. On 28 April 1992, it announcedits suspension of offensives against KNU, andsuspended all its operations throughout the nationincluding Kayin State. As a result, 17 national racearmed groups and many small armed groupswithout racism, dogmatism and reliance on foreigncountries came to realize the benevolent attitude ofthe Tatmadaw, returned to the legal fold.

KNU remmants, KNPP members who wentunderground again, and SSA-S Ywet Sit’s group arethe only armed groups that have not returned to thelegal fold owing to their too much reliance on externalelements and racism. Now, they are not in a position tostand inside the nation, so they are staying hiddenalong the border with the neighbouring country. Inparticular, taking a stronghold in the so-called refugeecamps in the neighbouring country, KNU troops

launched attacks on their motherland through guerillatactics. Some border areas adjacent to the insurgents’bases are the only regions that have yet to enjoyfruitful results of development. So, local people stillfeel hurt by the atrocities of the remnant insurgents.

According to the records, KNU has held threeinformal meetings and four formal meetings withthe Tatmadaw from 1995 to date. The meetings didnot reach any agreement due to the fact that it clingson to its wrong policies. Up to now, six groups havesplit from KNU and returned to the legal fold. KNUremnant members bear animosity towards the peacegroups and the groups that have made peace. So,they often ambushed those groups. Haungthayawregion led by U Saw Tha Mu He has come underarmed attacks for 22 times since it made peace.During the raid by the groups led by Kyi Lin of KNUbattalion (8), U Saw Tha Mu He’s two daughters,two grandchildren and brother-in-law teacher(retired) were killed, and the youngest daughter lostone of her arms. Later, Kyi Lin was killed. KNUambushed DKBA convoy. Moreover, it resorted tovarious means in complicity with some externalelements to dissuade some armed groups that wantedto return to the legal fold from doing so. KNUremnants are resorting to all possible ways to survive.Now, the strength of KNU remnants is very weak.

The Tatmadaw government has kept the door ofpeace open regardless of the number of KNUmembers. In the early times, the meetings betweenthe State and KNU were close to agreements.However, it was disheartening to note that theirwestern masters were interfering in the affairs out offear that there would no longer be their lackeys to beused in their political tricks on Myanmar, if peaceand stability had been restored in the nation. And themeeting did not produce any positive results.

from insurgent camps. The Tatmadaw has been in aposition to control the border by running outpoststhere. What KNU can do all is to secretly enter thenation and commit subversive acts such as blastingrailroads, roads and buildings in towns and villages,and to plant mines. The root cause of KNU’s long-lasting survival is due to the aid and abetment of itswestern masters, and the neighbouring country’sacceptance of KNU camps under the name of refugeecamps. Another reason is that their western mastersare manufacturing fabrications as if KNU remnantgroup won the support and represented the entireKayin nationals.

Now, the population of Kayin nationals in thenation is about 3.5 million, and the number of KNUremnant members is just three or four digits. So, it isout of the question that KNU represents the entireKayin nationals. Kayin nationals do not recognizeKNU. Now, KNU and Kayin nationals standseparately.

Regarding the recent bomb blasts at the videolounge in Kyaukkyi, KNU foreign relations in chargePhado David Htaw denied that KNU committed thebomb attacks. He said that the accusations were designedto tarnish the image of KNU politically. Throughoutthe history of the nation, KNU has done nothingpositive. Since its coming to existence, it has beenequipped with wrong inherent character, wrong policies,

and extreme views and has committed ruthless acts.Now, it is denying brazenly, but no one believes. Thepeople have realized what KNU and its future is like.

It is impossible that KNU realizes the truth as longas it keeps on exercising its wrong policies. To date, ithas to run its bases under the name of refugee camps inthe other country. KNU troops come off from the so-called refugee camps to commit destructive acts throughguerilla tactics in the nation. The government stillkeeps the peace door open to the remnant KNUmembers, but they have failed to grab such goldenopportunities. It is regrettable.

It is true that certain elements are not happy withthe conditions in which the people lead a peaceful life,

do their businesses in accordance with the Law andwork hard together to achieve the goal of democracy.It is vividly clear that it never spares the lives ofinnocent people. So, the people have to keep awatchful eye on any suspicious activities in orderthat any terrorists in disguise cannot enter theircommunities across the nation. If they noticesomething suspicious, they are required to informthe authorities concerned as soon as possible. Onlywith the cooperation of the people to expose plotswill it be possible to avert losses of lives and propertyof the people.

HONG KONG, 22 Sept —A new rapid test for thehuman papillomavirus(HPV), which can causecervical cancer, has proven

to be 90 percent accurate ina trial involving women inrural villages in easternChina.

The findings were pub-lished in The Lancet Onco-logy, and researchers saidit could help pave the wayfor effective screening toprevent cervical cancer inrural and resource-poor set-tings.

The rapid test, careHPV,is a product of Qiagen NVand was designed to detect14 high-risk types of HPVin about 2.5 hours. It canbe operated by staff withminimal training and with-out any running water.

“If women 30 years andolder could be screened atleast once in their lifetimeswith such a test, and appro-priate treatment adminis-tered at the same visit, pub-lic health programmeswould be affordable and

deaths from cervical cancerwould be reduced by athird,” said one of the re-searchers, John Sellors,professor of family medi-cine at the McMaster Uni-versity in Canada.

Cervical cancer is thesecond most common can-cer affecting womenworldwide. It causes300,000 deaths a year, with85 percent of these occur-ring in the developingworld.

Screening using papsmear is routinely done inthe United States and Eu-rope, where it has led to a50 percent reduction inmortality. But implement-ing such tests in develop-ing countries is not as easy,where taking smears andreading them can be prob-lematic.

Janeiro arrested Sunday morning two women sus-pected of hiring a killer to murder 23-year-old soccerplayer Thiago da Silva.

Silva is a member of the Estacio soccer team. Ac-cording to the police, the suspects were arrested in theirrespective homes.

On Thursday, 18th September , Silva was inside hisgirlfriend's car when one of the suspects ran her car intothe other. From the car of the suspect, two men got outand demanded that Silva and his girlfriend get out oftheir car.

According to Silva, one of the men is a member ofthe Military Police and also happens to be his girl-friend's step-father. The other man has not yet beenidentified.

Iraqi senior officialsurvives bomb attack

in BaghdadBAGHDAD, 22 Sept — A senior Iraqi official escaped

a bomb explosion with wounds in western Baghdad onSunday, a well-informed police source said.

“Ghassan Redha, director general in the FinanceMinistry, was injured when a bomb planted in his carexploded while driving in the Harthiyaneighbourhood,” the source told Xinhua on conditionof anonymity.

The explosive charge was of a magnetic kind,which had been stuck in Redha’s car and damaged it,the source said. Earlier in the day, the police said thatBrigadier Adel Abbas, a senior officer in the IraqiInterior Ministry, was killed along with his driver in adrive-by shooting in the Adil neighbourhood in westernBaghdad..

JERUSALEM 22, Sept — Israeli Defence MinisterEhud Barak on Sunday said that a national emergencygovernment is the best way forward for Israel, localdaily The Jerusalem Post reported

“In light of the political, security and economicchallenges, the correct move for the people of Israel is(the formation of) a national emergency government,”the chairman of the current main coalition partnerLabour Party was quoted as saying.
