For sustainable progress anddurability of rural libraries

Libraries form an important part of thedrive to expedite literacy campaigns to helpdevelop human resources necessary forbuilding a peaceful, modern and developednation.

Rural inhabitants make up 70 per cent ofthe nation’s population, so the five RuralDevelopment Programmes are now inprogress to enable rural areas to keep abreastof urban ones in terms of development. Inorder to achieve this lofty goal, self-reliantvillage libraries are being set up to helpexpand the horizons and enhance thereasoning power of rural residents.

The handing over of Aung Khin YeeLibrary building in Kankaung Village,Meiktila Township, Mandalay Division, tookplace at the village on 29 August. Thepublications, furniture, TV, radio, cassetterecorder and funds donated by well-wishersand social organizations were handed overand the trust fund was established.

Recently, Tetlu self-reliant library wasopened at Zawhsanmein Village, Mongyu,Mongphyat District, Shan State (East), andPyinnya Pandaing self-reliant rural library,at Thabyaegon Village in Dalla Township,Yangon Division.

With the cash and kind donated by socialorganizations and well-wishers, more andmore community learning centres are beingerected throughout the nation to improvethe socio-economic life of wards and villages.So far, the number of rural libraries andcommunity learning centres in 64,817 villagesand 2891 wards across the nation stands at58,329.

Local people are, therefore, under a dutyto maintain the libraries concerned for theirsustainable progress and long-term existence.

Spate of explosions in Iraq chillsworsened stability

BAGHDAD, 11 Sept—At least 25 peo-ple were killed and some 75 others in-jured in a series of bombings across Iraqon Thursday, shaping a setback to theefforts of the Iraqi government to restorenormalcy in the country ahead of thenext January national polls.

The most deadliest blast in the daywas in northern Iraq when a suicidebomber drove an explosives-packedtruck bomb and blew it up among clayand stone houses after midnight in thevillage of Wardek, some 390 km northof Baghdad. The powerful blast killed20 people, including ten from one fam-ily, and wounded some 30 others, the

source said. The blast, which took placewhile families were sleeping, flattenedseveral nearby houses and caused severedamages to more than 40 others, thesource added.

Residents and rescue teams retrievedmany bodies and removed wounded peo-ple who were buried under the debris ofdemolished houses, he said. Anothertruck bomber was killed by local KurdishPeshmerga forces before he could deto-nate the second blast. The bomb seemsto be well-designed to foment up alreadyexisting tensions between Kurds and Ar-abs, who are vying for land and resources.

British diplomat foundmurdered in West IndiesEDINBURGH, 11 Sept — A British diplomat has been

murdered in Jamaica. John Terry was the honorary Brit-ish consul in Montego Bay. A spokeswoman for theForeign Office said: “We can confirm the death of theBritish honorary consul on Montego Bay in Jamaica.Our sympathy is with the family at this difficult time.

WASHINGTON, 11 Sept—Joint US-Canada ex-ploration of the Arctic sea floor discovered anunusual underwater mountain and evidencethat could boost the two countries’ claims thattheir boundaries extend farther north. “We’ve been told that Batik has beenrecognized as an element of global cul-tural heritage produced by Indonesians.The president has called on all Indone-sians to wear Batik on 2 October to cel-ebrate Batik,” the minister added.

British archaeologists said they be-lieve they have solved the ancient mys-tery of how the giant stone statues onEaster Island acquired distinctive redhats. The researchers said the key tothe mystery lies in their discovery of aroad on the tiny Pacific island.

The hats were built in a quarry hid-den inside the crater of an ancient vol-cano, and then rolled by hand or on treelogs to the site of the statues, said the

team from the University of Manches-ter and University College, London.

The archaeologists examined the waythe hats, each weighing several tons andmade of red scoria, a pumice-like vol-canic rock, were moved by Polynesiansbetween 500 and 750 years ago.

They were placed on the heads ofcarved stone human figures known asmoai standing on ceremonial platformswhich encircle the island’s coastline.

Indoor plants may give off VOCsPopular houseplants, known for reduc-

ing volatile organic compounds, also releasethem into the air, US horticulturalists say.

Members of the American Society forHorticultural Science say it is already knownplants remove VOCs — gases or vaporsemitted by solids and liquids that may haveadverse short- and long-term health effectson humans and animals — from indoor air.

However, the findings about houseplantsalso emitting VOCs need further study todetermine any environmental health im-pacts, the researchers say.

The study, published in HortScience,found a total of 23 volatile compoundsin Peace Lily, 16 in Areca Palm, 13 inWeeping Fig and 12 in Snake Plant. TOKYO, 11 Sept—The Japanese town chronicled inthe award-winning film “The Cove” for its annualdolphin hunt that turns coastal waters red with bloodhas suspended killing the animals — at least for thisweek’s catch — following an international outcry.

The western Japanese town of Taiji will sell someof the animals to aquariums as it does every year, butthe remainder of the 100 bottlenose dolphins that werecaught early Wednesday in the first catch of the sea-son are to be released. In the past, they were killedand sold for meat.

In conformity with transitory provisions

It is a principle that an individual, a humansociety or a country has to comply with theobjective conditions and thus changes or re-forms are inevitable. Otherwise, they will meettheir tragic end. Myanmar has encountered suchtragic events several times in successive periods.

In the course of the Myanmar history,Burma Communist Party (BCP) was the politi-cally and militarily strongest of its kind and itconfronted with the successive governments farharder than any other political party. Since 1948,the BCP had gone underground. It never plannedto make any policy reforms. It existed till 1989,accounting for nearly 50 years. It shifted to theAyeyawady Delta, then to Bago Yoma mountainrange, and then to the northeastern part of thenation. It deceived many local national racessuch as Kokang, Wa, Kachin and Shan about itspolicies. It was constantly active, relying onexternal elements. It trafficked in opium and gotinvolved in narcotic drugs trade. It did so tocover its political and military expenditures dis-carding national cause.

In the early 1980s, the country on which itrelied under went political and economic re-forms. It was one of its transitional processes, buthowever BCP stuck to its old trend in practisingits policies. So, there were cuts of the foreign aidto it, and in 1985 all the aid ceased.

Meanwhile, there appeared many changesin the stance and policies of national race armedgroups that relied on BCP. To put it another way,they tried to transform themselves into follow-ing new policies. On 12 March 1989, Kokangnational people tried to throw off the yoke of theBCP domination to return to the legal fold, and

so did Wa, Shan and Akhar and Kachin and Shannational races in order to make peace with theTatmadaw government, thus leading to the col-lapse of BCP and reducing its members to expatri-ates.

The Tatmadaw government recognizedthe national race armed groups’ returning tothe legal fold, but did not take any advantage ofthe BCP’s collapse and launch attacks on it.Instead, the Tatmadaw government regardedthe conditions as a unique situation to makepeace and tried to regenerate nationalreconsolidation. In order to put its benevolentattitude into deeds, the government madeprompt contacts with national race armedgroups, invited them to make peace and ex-tended a warm welcome to them.

As a result, Kokang national race armedgroup returned to the legal fold under the name ofMyanmar Nationalities Democratic Alliance Armyin March 1989; and Wa national race group, under

the name of Myanmar National Solidarity Partyon 9 May 1989. In addition, Shan State Army(SSA) under the domination of BCP entered thelegal fold on 24 June 1989; Shan and Akharnational race armed group in the eastern ShanState as National Democracy Alliance ArmyMilitary and Local Administrative Committeeon 30 June 1989; and Laungwaw andLacheikwaw national race armed group on theeastern bank of the Maykha River under thename of New Democratic Army on 15 Decem-ber 1989.

Indeed, those national race armed groupstransformed themselves from underground intoaboveground organizations. Previously, thosegroups were camped and trained under the armedstruggle line. And they had regular armies, guerrillaforces regional administrative bodies and busi-nesses. They also had a large number of familymembers. It was a long time they had been outsidethe framework of the law. So, they did not get onwith the objective conditions in the beginning.

The Tatmadaw understood the condi-tions of the armed groups and recognized andaccepted their group-wise existences and theirrights to take security measures on their own.It encouraged and enabled them to lead apeaceful life and serve the interest of theirnative regions and their own races. It fulfilledtheir basic needs. It set up alternative busi-nesses in place of poppy farming. It formed theMinistry for Progress of Border Areas andNational Races and Development Affairs apartfrom the Central Committee and the WorkCommittee for progress of border areas in itsbid to constantly make giant strides spendinghuge funds and strong workforces in enhanc-ing development of border areas and nationalraces. the legal fold one after another thanks to theTatmadaw government’s benevolent attitudeand genuine goodwill to them. Up to April 1997,the number of major national race armed groupsthat had returned to the legal fold stood at 17,and that of small groups, at over 20. Further-more, there were many national race armedgroups that broke away from KNU and ex-changed arms for peace.

Leaders of the Tatmadaw regarded allthose groups as national brethren who havebeen active in politics. They also raised therole of national races in the democratic proc-ess, to which the entire people have beenlooking forward. They invited representa-tives from the national race armed groups tothe National Convention held to formulate anew constitution. There, they held discus-sions about matters for requirements of theirregions and races, and ensured the rights fortheir races through the approval of the ma-jority of the delegates.

The State constitution, which has beenapproved with the support of the vast majority ofthe people in May 2008, prescribes equal rightsand opportunities which are in conformity withthe objective conditions for the ethnic minori-ties. So, there emerged Naga Self-AdministeredZone, Danu Self-Administered Zone, Pa-O Self-Administered Zone, Palaung Self-AdministeredZone, Kokang Self-Administered Zone and WaSelf-Administered Division. Chairmen of theSelf-Administered Division/Zone Leading Bod-

ies will be the members of Division/Zone hluttaws(parliaments) concerned as well as the ministers ofRegion/State governing bodies concerned. There-fore, they will have the rights to take responsi-bilities for the administrative machineries con-cerned as well as the rights to administer theaffairs of their regions and national races con-cerned broadly as ministers at respective Divi-sion/State governing bodies and as MPs of Divi-sion/State hluttaws. They are the fruits of the factthat they returned to the legal fold and madepeace, and took part in the tasks for peace anddevelopment of their regions and races hand inhand with the government.

In other words, there have been reasonabletransitional proceedings of respective regions andnational races that are in consistence with thedemocratic process and objective conditions ofthe nation. It has come to the knowledge of the

entire people that those regions are enjoyingthe fruitful results of the urbanization proc-esses resulting from the effective encourage-ment of the government and the Tatmadaw. Ifcompared with that about a couple of decadesago, the living standards of the group mem-bers, their families and their races have im-proved remarkably and that point well de-serves assessment.

They have enjoyed material developmentconsiderably, so they should be more mature intheir concept and conviction. The Tatmadaw andthe government have guaranteed them the rightsgiven assistance to the highest degree in theirsecurity, business and social affairs. Now, thenation will soon have to transform itself from oldinto new policy in line with the new constitution.Therefore, the Tatmadaw will have to honour thenew constitution in shouldering defence and se-curity duties at the national level.

So, all the organizations should bear inmind the transitional process now. Even theTatmadaw government is discharging theduties for the transitional period in accord-ance with the transitory provisions. That is tosay previously they dealt with the Tatmadaw andthe Tatmadaw government through reciprocalrelations. Now, the new constitution has been inforce and the democratic process is ongoing inconformity with the constitution. So, all nationalrace armed groups now have to bring the provi-sions of the new constitution to the fore in dealingwith their affairs. And they will have to transformthemselves from old into new policies in accordwith the constitution. National race peace groupsare to be well convinced of the fact that each ofthem is not the only organization to uphold thatprinciple. The whole nation and the entire peoplehave to adhere to that principle unanimously.

Therefore, I exhort all people and organi-zations to take part in the democratic process ofMyanmar in a harmonious way.

NAY PYI TAW, 11 Sept—A 32-year-old womanwas transferred to Insein General Hospital throughtownship Health Department as she had a fever on 9September. After testing the serum of the patient at theNational Health Laboratory, the patient was found withNew Influenza A (H1N1). She was the 36th with thevirus. Nine family members of the patient are beingkept under home quarantine.

Similarly, two men aged 22 and 29 who arrivedback from Malaysia by Flight No. W9-9702 on 10September were transferred to Thingangyun Hospitalas they were found ill with flu symptoms. Serums of thepatients were examined at the National HealthLaboratory and they were found infected with the virus.They were 37th and 38th patients with the virus.

The authorities concerned are keepingsurveillance measures against 54 passengers who flewtogether with the patients and 136 airport staff at theirrespective places.

The number of infected patients with the virus hasso far reached 38 in Myanmar and 33 out of them weredischarged from the hospitals as they had fully recoveredfrom their illness. The specialists are taking intensivecare of remaining five patients. The National HealthLaboratory detected 249 flu-suspected persons and 38were found to have been infected with the virus.—MNA

A/H1N1influenza cases

rise to 4,265in Vietnam

HANOI, 11 Sept — TheVietnamese Ministry ofHealth confirmed 205more cases of A/H1N1 in-fluenza, bringing the totalnumber of flu patients inthe country to 4,265, saida report of the website ofVietnam’s Ministry ofHealth on Friday.

New domestic cases outnumberedimported ones on 35 days out of the past 42, Liang said.From 24 Aug to 10 Sept, the number of domestic casesincreased by 3,696, accounting for 94.8 percent of newinfections.
