    The United Nations Truce Supervision Organization (UNTSO) with its Headquarters, located at GovernmentHouse, Armon Hanatziv, Jerusalem, requests Expression of Interest (EOI) from suitable firm or business forthe Reconstruction, Rehabilitation, Restoration and Preservation of the UNTSO Headquarters (GovernmentHouse) Premises in Jerusalem. The required firm or businesses should have expertise in the below listedareas:

    A. professional consultant firms for providing consultancy services; andB. construction firms for providing construction services.

    The specific areas of interest are as follows:

    A. Professional Consultant Firm.The fields of professional consultancy services sought are;-i. Geotechnic & structural engineering for foundations rehabilitation;ii. Structural engineering for seismic rehabilitation of existing buildings;iii. Mechanical & electrical engineering for fire-fighting system (fire alarm detection, suppression and annunciation including PA), HVAC & related electrical support system of existing buildings;iv. Landscape architect for restoration of the UNTSO HQ premises; andv. Lighting & illumination design specialist for historical, office and external architectural areas.

    Consultant firms interested in receiving the solicitation documents must be a registered Engineer/Architectwith specific experience in the relevant field. The firm shall submit a written Expression of Interest (EOI) to

    include the following;-

    Consultants educational title (degree, diploma), certification, license and qualifications; Company profile; List of project prepared in the last 5 years; List of project directly related to the field; Consultant's team organization chart; and Three (3) reference letters from previous client.

    B. Construction Firm.The fields of construction services sought are;-i. Soil stabilization and retention (pile foundation) in rehabilitation works;ii. Specialized historical building rehabilitation works;iii. Mechanical & electrical works for fire-fighting system (fire alarm detection, suppression and annunciation including PA), HVAC & related electrical support system works;iv. Landscaping works in restoration of existing gardens and open park; andv. Lighting & illumination works for historical, office and external architectural areas.

    Construction firms interested in receiving the solicitation documents must be a registered business entity inthe construction industries. The firm shall submit a written Expression of Interest (EOI) to include thefollowing;-

    Certificate of incorporation or equivalent document verifying legal status/capacity; Detailed company profile indicating institutional capabilities; Audited financial statements for the last 2 financial years; List of completed project in the last 5 years; List of completed project in the relevant field with client name and contact details, description of the project/work undertaken, start and completion date, and if feasible, the contract value of project; List of construction machinery and equipment owned; and Three (3) reference letters from previous client.

    UNTSO will undertake a competitive bidding exercise shortly and accordingly intends to issue a Request forProposal (RFP) to those companies who would express their interest and provide initial relevant informationdemonstrating their ability to fulfill UNTSO requirements. In addition, the interested companies will berequested to complete a UNTSO Vendor Registration Form (new vendors only). A detailed Scope ofRequirements (SoR) will be provided to companies short listed for receipt of the RFP documents.

    Please note that this request for EOI is not an invitation for submission of a proposal.

    UNTSO reserves the right in selecting the invitees for the competitive bidding based on substantial andproven records of performance in the subject field of activities and mere submission of an EOI would notautomatically warrant receipt of the RFP documents. UNTSO reserves the right to reject EOIs received afterthe above deadline.

    EOI INSTRUCTIONS

    1) Registering as a Vendor with UNGM

    Vendors interested in fulfilling the requirement described above must be registered with UNGM andmay wish to visit www.ungm.org for full registration information in order to be eligible to participatein any solicitation. Information on the registration process can be obtained from the Missionconcerned.

    Prerequisites for EligibilityIn order to be eligible for UN registration, you must declare that:

    A. Your company (as well as any parent, subsidiary or affiliate companies) is not listed in, or associated with a

    company or individual listed in:

    i. the Compendium of United Nations Security Council Sanctions Lists

    (www.un.org/sc/committees/list_compend.shtml ), or

    ii. the IIC Oil for Food List website (www.iic-offp.org); or, if listed on either, this has been disclosed to the

    United Nations Procurement Division in writing.

    B. Your company (as well as any parent, subsidiary or affiliate companies) is not currently, and has not been in

    the last five years, under investigation or sanction by

    i. the United Nations, its field missions or any other United Nations organization (including the World Bank),

    ii. or any government of a United Nations Member State,

    or, if so in any case, such information, including all related circumstances, has been fully disclosed to the

    United Nations Procurement Division in writing

    C. Your company has no outstanding or pending bankruptcy, judgment or legal action that could impair your

    company's ability to continue operating as a going concern

    financial information.

    For Registered Vendors: Vendors already registered must ensure that the information anddocumentation (e.g., financial statements, address, contact name, etc.) provided in connection withtheir registration are up to date in UNGM.

    IMPORTANT NOTICE: Any false, incomplete or defective vendor registration may result in therejection of the application or cancellation of an already existing registration.

    2) EOI Process

    Vendors interested in participating in the planned solicitation process should forward their expressionof interest (EOI) to United Nations Truce Supervision Organization (UNTSO) by the closing date setforth in this EOI. Due to the high volume of communications UNTSO is not in a position to issueconfirmation of receipt of EOIs.

    Please note that no further details of the planned solicitation can be made available to the vendorsprior to issuance of the solicitation documents.
