FOLLOWING the closure of the InhlazatsheIndependent School last month, and thedisruptionat theEdendale Islamicschoola fewweeksago, both schools re-openedonMondayfollowing weeks of delicate negotiationsbetween management and the community.

MSUNDUZI Municipality’s recent auditon street trading shows that there are436 illegal street traders trading in
Pietermaritzburg’s CBD district.Addressing the Municipal Public Accounts
Committee (Mpac), the process manager forlocal economic development, SiphoZimu, saidthat the audit was based on the square ofChurch, Boshoff, Retief and Berg Street.
Zimusaidthatthereareonly600authorisedstreet traders.
“We established that there were about436 illegal street traders on the streets. Wecame up with the plan and the time frames,which we are currently undertaking. We aremeeting regularly with the informal chamberon someof the issues.Weare also dealingwiththe relocation of street traders in consultationwith the informal chamber.
“We don’t have funding for that but wefelt that there should be a separation betweenenforcement and street regulation, becausewe cannot actually control the enforcement. Itwas felt that if we employ individuals whoare going to mend the streets, we may as welldo away with the problem.
“We have about 600 legal traders and wehave actually issued them with identity cardsfor ease of enforcement. In this way, ifenforcement is done and a person does not
produceanIDcard, itmeansthattheindividualis trading illegally,” he explained.
Hesaidthatthelocaleconomicdevelopmentunit has already submitted a report to councilon the identification, demarcation andallocation of new street trading sites.
He said that this year, there is a budget ofR900 000 to deal with the plans of structuringstreet trading. This amount does not includethe appointment of street marshals.
According to the time frames, functionsandduties of variousbusiness units indealingwithstreet trading, the human resources unithas until next year June to appoint streetmarshals.
“Some of the people have been tradingillegally for quite some time, and sowewill tryand demarcate some of the sites to accommo-date those who are trading illegally in thestreets.Wecannotaccommodateeverybodyonthe streets, otherwise there will be anarchy.Some of these people even come fromas far asMooi River and Greytown and they are notresidents inourcity.Weevenhaveillegal immi-grants who are on the streets. We need to beefupourenforcementtomakesurethattheyhavepermits to be in the country and theymight betrading illegally on our streets,” said Zimu.
MpacmemberandwardcouncillorSiphiweNdawonde asked Zimu what power the streetmarshals will possess. “Will they have powersto arrest?” he asked.
Mpac chairperson Mike Tarr said that formost of the people who are trading in thestreets, the little they get is their only source ofincome.
“But we can’t let it get out of hand. It is aproblem and it will not go away,” he said.
Both the schoolshad been disruptedafter a groupclaiming to beparents had de-manded the expul-sion of currentprincipal, Ian Khan.
Nhlazatshe Inde-pendent school wasshutdown after 16pupils wereexpelled, amidallegationsofanum-ber of unresolved is-sues.
“After weeks ofdelicate negotia-tions, both theschools werere-opened. Theschool managerinformed us that theinterruption ininstruction timewould not impact onthecompletionofthesyllabus and thewritingof theexami-nations, as bothschools had

Roadrehabilitationprojectscontinue

JUST over R12 million has beenreserved for the maintenance ofroads in the Msunduzi area forthe 2014/ 2015 financial year.
The actual total cost of theproject is R25 million, howeverR13 million could be made availablein the mid-year review.
The R25 million will maintain 12roads at 15 different wards.
With the R13 million reservedfor the 2014/2015 financial year,the roads which will be maintainedare at the intersection of NewGreytown and Bhambatha Roadin wards 29 and 30, Kudu roadin ward 37, Sandland Road alsoin ward 37, Nkwazi Road in ward15 and Mthombothi Road in ward19.
The rehabilitation of the above-mentioned roads is scheduledto commence in October this yearand be completed in March nextyear.
Roads such as Melsetter Road inward 32, White Road in ward24, Skhumbuzo Ngwenya Roadin ward 24, CB Downs Road inward 36, Gladys Manzi Road orManzi Road in wards 24, 35 and36, Newa Road in ward 37 andMargaret Road also in ward 37will receive due maintenance shouldR13 million be accepted during themid-year review.
The average life of the Msunduziroads is 27 years and more than80%of local roads have exceeded theaverage lifespan.

New bill aimed at giving female traditional leaders a liftTHAMSANQA MAGUBANE
A NEW bill could pave theway for women to becomeinkosi.
The Department of Co-opera-tive Governance and TraditionalAffairs this week tabled the newbill that will also give traditionalleaders and communities morepowers.
The KZN Traditional Leader-ship and Governance Bill 2013was tabled during a full sitting atthe provincial legislature.
The DA and the IFP gave thesitting a miss in protest against itbeingheldonthedayof theDiwali
festival. According tomembers ofthe legislature, the bill will givefemale traditional leaders moresay in their communities andgivepowers to resolve and mediatetraditional leadership disputeswithin the province.
Parties welcomed the bill,saying it was more inclusive andprogressive.
MEC Nomsa Dube-Ncube saidthe bill will align the provinciallegislation with the amendmentsmadeto thenational legislation in2010 and address gaps identifiedduring the implementation of theprovincial legislation in the lasteight years.
It will replace the current KZNTraditional Leadership andGovernance Act 2005.
Dube-Ncube said the bill seeksto provide for the recognition oftraditional leadership andtraditional institutions and theroles, powers and functions oftraditional councils.
“It will also provide for theestablishment of the provincialHouse of Traditional Leaders,local House of Traditional Lead-ers and the KwaZulu-NatalCommission on TraditionalLeadership Disputes and Claimsandgiving power to theseinstitutions,” Ncube Dube said.

LIFE is on hold for a 22yearold Ashdown orphanwho, after completing his Bcom degree last year,cannot get his results as he owes the University
of KwaZuluNatal R 22 000.As a result, Vuyani Dlamini is appealing for a good
Samaritan to help him pay his outstanding fees ashe believes that it is hindering him from securing ajob. Despite having applied for jobs, he says the onlyresponse he ever gets is that he failed toinclude his results.
He has already paid R11 000 offhis debt after getting a job as anexamination assistant for theDepartment of Educationlast year.
To make ends meet, heworks as a taxi driveroccasionally to support hisgrandmother.
Dlamini’s plight washighlighted by the Witnessfour years ago after he hadaced his matric with fivedistinctions, but he had nomoney to further his studies.
Out of his own pocket, UKZN’schief vicechancellor MalegapuruMakgoba paid the registration fees for Dlamini.After his articlewas published,
he was able to get funding from the university,however it was not a fully fledged bursary.
“I was told that it was not a fully fledged bursary.They just helped students in need as long as theycould. Unfortunately, they were not able to continuepaying the fees, and I was left with R33 000 debt.I was able to use the excess funds from the previousyear to buy textbooks. I am grateful to Dr Makgoba
for changing my life because I would not haveeven studied if it weren’t for him.”
He said despite approaching variousbusinessmen around the city, it has
been to no avail as they told him theyare already supporting a lot ofstudents.
“I appeal to anyone who canhelp me finish off my debt so thatI can get my results. Sometimes Iget comments from people askingwhether I was really at school.
“I just feel like a loser, living thelife I thought I had escaped.”

Although my wife and I hadbeen inside the reception area fora good ten minutes, and the placewas not full, nobody seemed to beavailable to help us.
In oneoffice, therewasa youngblackguywhoseemedpreparedtostareathis computer foras longaspossible, though I noticed he kepton stealing looks at us.At a secondoffice, there were two white guysseated and chatting, but no-oneapproachedustoask:‘Canwehelpyou?’ So, deciding that this hadgone long enough, I approachedone of the white guys.
“Ohsosorrysir, I thoughtsome-one was attending to you?”
Afterwehadsortedout thatap-parent misunderstanding,the gentleman helped us with ourmatter and we left.
We had in fact bought a car inJohannesburg and at the office,theyhadsaidthatbecausewewereplanning tobe inDurbanwhenthenumber plates were ready, theywere going to mail them to theirDurban office, where we were topickthemup.Thesamegentlemangave us the number plates and
evenassistedusinputtingthemonthe car.
A nice guy after all.After that,mywifeandIheaded
towards the beachfront, to buysome snack and some juice. Andguess who we meet there? Theblack guy who resolutely ignoredusaswe stoodnext tohis deskandpretended to be searching forsomething on the computer, that’swho.
Apparently he had been wait-ing for sometime and was gettingvisiblyirritatedwhenhewasbeingignored as he tried to order food.Did I hear youmumble somethingabout poetic justice?
Themore hewaved his hands,themore those ladies appeared toignore him, apparently busy ashell. But he saw us alright, stand-ing slightly behind him, and wecould not help but exchange grinsat his flushed face.
I am relating this story here be-cause I am fast getting sick and fedup with the terrible service somewaitresses and tellers at super-markets or restaurants give cus-tomers.
It is a most odd thing.These days I find that a black
person is likely to get better cus-tomer service from awhite waiteror teller than from a black one.
Infact,someofmyblackfriendshavesaidthattheynowdeliberate-lypickaspotwhich isbeingservedbyawhitepersonbecausetheyareassuredthattheywillreceivesatis-factory customer service.
This tendency by some of theblack tellers and waiters wheretheychattotheirfriendswhiletheyare supposed to be taking your or-der is, quite frankly, rude.
There seems to an unwrittenrule that black waiters and tellersbe as rude as possible when serv-ing black customers, while theyconduct themselves properlywhen thecustomer iswhite. Ihavehad itwith this sort of rude behav-iour, especially when I am expect-
ed topay. Imeanmanyofus foughtvery hard to getmany of the areasthatdidnotemployblackpeople tochange their racist employmentpolicies.
Tellers, black or white, have topractice proper customer serviceandserveall their customers, irre-spective of their colour.
Firstly, because it is the rightthing to do and secondly, becausewithoutthepayingcustomers,thatbusiness will fold.
And this tendency, where youfindatelleratasupermarketpack-ing for awhite customer, but if it isa black customer the lady tellerfoldsherarmssothatthecustomerhas to pack the parcels herself.
Lastmonth at one of the super-markets,notonlydidtheblacktell-erarrangethatherassistantpackshergoodsintoplasticbags,butshemade sure that the bags wereplaced nicely in a trolley and thatshe helped the customer by push-ingthetrolleytothecustomer’scarwhere it was parked.
This behaviour by that tellerclearlyshowsthatsheregardscer-tain customers as more valuablethan others, which is nonsense.

According to his manager DominicNeil, part of Cele’s tour in the provincein which he was born is to celebrate therelease of his third album. With his thirdchild on the way, this marks an excitingperiod in his life in which he furtherseeks to cement top spot on the charts.
“He encourages all people to reachfor their dreams and never give up. Allthings are truly possible and with GreyMatter, it could very well by three time’sa charm. Lloyd is out to prove that goodthings happen in threes,” said Neil.
The avid music lover turned Idolsrunnerup, then SAMA winner, Walelaaward, Channel O Award and Metro
award nominee, is looking to build onthe success of his first single “Tonight”that features as the theme song for TopBilling.

A DOCTOR who treated Michael Schumacherfor nearly six months after the Formula 1champion struckhis head in a skiing fall says
the injured ex-driver is no longer in a coma andpredicted a possible recovery within three years.
Jean-Francois Payen, a doctor at the Grenoblehospital that treated Schumacher after his injury inDecember2013,saidhehasvisitedtheSchumacherfamily at home in Switzerland to track his patient’sprogress.
Schumacher was with his 14-year-old son in theFrenchAlpswhenhe fell, hitting the sideof his headon a rock and cracking his helmet.
“Life after a head injury is punctuated by stages.We hope, but we have to give him time,” said Payenlast Thursday.
He predicted a convalescence of one to threeyears.
Earlier French F1 commentator Jean-LouisMoncet repeated a report that Schumacher was“waking up very slowly” from the induced comacontrolling his serious brain injuries.
Moncetsaid:“IsawhissonandhetoldmeSchumiwas waking up very slowly, very slowly.”
Payen commented: “It is to see how heprogresses and then tell his wife and his childrenwhat changes I have observed. He is in veryfavourable conditions.”
In September 2014 Schumacher left arehabilitation clinic in Switzerland and returnedhome to his estate on the edge of Lake Geneva.

CelebratingmediocrityFOOTBALL is not only about young
people competing and striving forstardom.
It is just a game.Acountry likeSouthAfrica,where the
majority of people are poor, should dosomething about football facilities.
The reality is that in most townshipsandruralareas,ordinarypeople lackba-sic football fields. The Pietermaritzburgfootball communityhas fewer fields thanduring the period of minority rule.
Harry Gwala, the only stadium withdecent turf, is reserved for the elite. ThisissadconsideringthatHarryspenthislifefighting for the ordinary.
Football is an alternative for mostblack people to lead active lifestyles. Themajority cannot afford high tech gyms.Thenumberofpeopleparticipatinginex-ercise has dropped tremendously.
Imbali stage 1, for instance, used tohave about five football clubs. Each ofthese clubs had about five or six teams.Today, there is no football clubandmanyof our people spend day and nightsindulging in alcohol and unhealthyactivities.
The biggest disservice is to depriveyoungpeopleofopportunitiestoplayandbeactive.Thefewfacilitiesremainingareindisrepair.Theyareadangerandhealthhazard to the users. It is not surprisingthat in the last ten years, Pietermaritz-burg has not produced football talent ofanynote.Our teamsatall levelshavealsostruggled to progress to the next divi-sions.
We seem to fail to understand that thepriorityshouldbetogeteverychildoffthestreet. UmgungundlovuDistrict FootballAssociation (MDFA), an organisationthat used to provide playing opportuni-ties to the juniors, is almost dead.
Football facilitiesnext toHarryGwalaStadiumwereall destroyed. I amsureal-ternative sites for athletics and cyclingcould have been found. The only fieldremainingoneisinabadstate.Wherearewe supposed to play football?
Why are we not taking advantage ofthe interest shownbymanyofourpeopleto play football?
Therehasbeenanumberofadultfoot-ball teams that play against each otherregularly. Is this not helping in minimis-ing sicknesses that are associated withdegenerative diseases? Daily, matchesforvariousgovernmentdepartmentsareplayed in a field next to Harry GwalaStadium. This needs to be encouragedthrough provision of proper facilities.
Sadly,weareacountrythatcelebratesmediocrity.
The quality of facilities, equipment,and coaching is critical in achieving highstandards in sport.
Itwouldhelp therefore ifmoremoneyis invested in the above instead ofmean-ingless celebrations.
Ourcityleadersneedtoattendtothesebasic needs of footballers.
