Foreign nationalshot dead>> The Ethopian man was killed in his container in Imbali

AMID the recent attacksof foreignowned shopsin Gauteng and

Dundee, a foreign nationalwas shot dead at Imbali’s UnitJ area on Friday night.

The Ethopian man, onlyknown as Isaac, was shot todeath while selling goods inhis container, allegedly byunknown people.

According to house ownerMduduzi Ngcobo, thedeceased had been anemployee for another foreignnational who was rentingspace at his home.

Ngcobo said he is stillshocked by the cruelty andfears for his life andhis familyashedoesnotknowthemotivefor the killing.

“Sincemy job is to fix tyres,I had gone out and only cameback to the house at 8.30pm.After a few minutes of beinghome,weheard fivegunshotsand although they soundedclose, we were all certainthat it was not outside thehouse.

“After the gunshots, I cameout, and I was alerted by twoyoung men who claimed tohave been wanting to buyfrom Isaac’s container thatthey saw him lying down in-side the container which waslocked.

“I called the owner of thecontainertoopenforussothathecouldberushedtohospital.

But unfortunately he died onthe spot.”

Ngcobo said that a passer-bywhowas standing near thecontainer said she hadintended to buy goods fromIsaac whenhe saw twoyoungmen carrying guns, andthereafter heard gunshots.

“I fear for the safety of myfamily because I don’t knowhow far this will go. Thedeceased had been here for ayear and I have never heardthat he had fought withanyone,” said Ngcobo.

SourceswhospoketoEcho,but did not want to beidentified, said there isalready some tension in thearea where local businessowners are complainingabout foreign nationalstaking over their jobs.

Ward 16 councillorBhekabantu Zuma said hedoes not believe that theshooting is related toxenophobia, as other foreignowned shops in the area havenot been attacked.

“I believe the incident isrelated to robbery as it hasnever happened in the areabefore. I urge communitymemberstoworkwithforeignnationals. We are against anyformofcrimeandIalsoappealto foreign nationals to behavethemselvesaroundcommuni-ties they are living in.”

Plessislaer cluster policespokesperson CaptainMusa Ntombela confirmedthat a murder case hadbeen opened and the policebelieve the incident to be arobbery.

THE uncertainty over the future of theTreatment Action Campaign (TAC) due toinsufficient funding will be a thing of thepast, with the organisation havingmanaged to raise at least 60% of theestimated budget.

Anarticlewas published in theEcho lastyear highlighting the organisation’s plight,as it needed millions to sustain its project.

Provincial head for TAC in KwaZulu-Natal,MzamowenkosiZondi,saidthatwithover 350 individual donations andcontributions from Equal education, theCanon Collins Trust, Discovery andRemgro, R2 million has been raised.

Zondi further said that TAC brancheshave raised over R100 000 in donationsfrom within communities as well as fromvolunteers.

“Finally our resource mobilizationteam has continued its hard work andhas been able to finalize a major newfunding agreement for approximately R11million in 2015.

“Theorganisationhasbeenable to raiseapproximately60%ofourestimatedbudgetfor 2015/16.

“We are extremely happy to announcethat TAC will not face either closure or adramatic scalingbackofourprogrammes.”

Zondi further said that in a bid tocontinuewith their fund-raising initiatives,the organisation will partner with JohnnyClegg to create greater awareness andpolitical commitment to stop TB andMDR-TB.

Part of this campaignwill involve a con-cert in Johannesburg in June and will beaimedatraisingR1millionfortheorganisa-tion’s campaigns to halt the TB epidemic.

ANY informal street traderfound to be guiltyof contravening the

MsunduziMunicipality’s informaltrading bylaws will be liable to afine, or imprisonment for aperiodnot exceeding six months.

Msunduzi’s informal streettrading bylaws, which regulatestreet trading,will soon come intoeffect once they have beenadopted by full council andpublished in the ProvincialGazette.

Contents of the street tradingbylaws state that street traderswill be prohibited from sellinggoods similar to those sold atbrick and mortar businesses, toavoid competition, no openfires on a public road orpublic place will be allowed, noselling or promoting of alcoholicproducts, pesticides, insecticides,poisonous and hazardoussubstances.

Street sellerswillberequired toget permission from themunicipality should their

businessesrequirethemtouseanygas fire equipment, use deviceswhich emit sounds to attract

customers, use electrical supplyor power generation, sell anylive-stock, pets, reptiles,birds, rabbits wild animals orpoultry.

Thesaleof the latterwillmainlyaffect downtown, where chickensaresoldonpedestrianwalksalongPietermaritz Street and RetiefStreet.

The street trading bylaws alsogiverightofwayforthemunicipal-ity’s authorised officials toimpound any goods fromrestricted trading zones, andfrom places and circumstanceswhere the termsof thebylawhavebeen infringed, without a courtorder.

Offences andpenaltieswill alsoapply to street sellers whothreaten, resist, interfere with orobstruct an authorised personnelor official, fromcarrying out his orherresponsibilitiesasstatedinthestreet trading by-laws.

The bylawswill soon be adopt-edbyfull councilandwillbe pub-lished in the Provincial Gazette.

EDENDALE Film Actors will be shootingtheir Zulu horror movie in Edendalearea next month.

The film director of the movie “Stop 666”,Mondli Makhaye, said that many people arescaredofthewordsatanism,but it’ssomethingthat does exist.

“The movie is based on true stories thatwe see every day. We are living in a worldwhere we are witnessing car accidents,murder, evil spirits that attack children,especially in schools.

“We are seeing children being victims ofsatanism and it’s happening around us. Thefilming of the movie will be done in variousEdendale areas andwewill use someplaces inEsigodini.

“The reason we are shooting the movielocally isbecauseweare trying toputEdendaleon the map. People must know that projectslike this start at home.

“WewillbeusingtheforestsinEdendaleandother places in Esigodini, which is part of theEdendale area,” said Makhaye.

“Thestorylineisaboutafamilythat is forced

to join 666 but because they refuse, theyare attacked and murdered,” continuedMakhaye.

“The main actress survives the killing ofher family but unfortunately, she ends upbeing attacked by the evil spirits.

“With research from pastors, we arepositive that everyone will enjoy and learnfrom the movie. This is one of our projectsthat is different.

“The movie relates to the lives of normalpeople we live with everyday. It’s the firsttimewe are filming a Zulu horrormovie,” saidMakhaye.

The film is made up of 25 actors andactresses who are all from the Edendalearea.

The City of Choice premier road event isorganised by local athletics club, NatalCarbineers AC (NCAC).

It is also a Cape Town’s Two Oceans andComrades Marathon qualifier, which makes itan outstanding crowd puller.

The event will notonly attract local ath-letes but participantswill come fromall overthe country and fromoutside South Africanboarders.

According one ofthe NCAC organiser John Hall, the stage hasbeen set for the big day. Also there is ahandful of athletes coming from abroad thatwill be taking part. A lot of onlookers areexpectedtobeontheroadcheeringtherunnersfrom early parts of Sunday morning.

“As faras thearrangementsare concerned,we are glad to announce that we were able tofinalise everything on time.

“Everything is looking perfect and we areraringtogo.Sofareverythinghasgoneaccord-ing to our plans. The race is going to be a bigone as usual.

“Come Sunday, the City of Choice streetswill be painted with assorted colours and allresidents are expected to be on road asspectators or supporters,” said Hall.

Most of last year’s winners will beback to defend their titles and the pace is

expected to be very high, with top athletestrying to break records.

To set the standard high before Sunday’srace was the Zabalaza AC 21,1km(HalfMarathon) road racewhichwas stagedatCato Ridge last Sunday.

be slightly skewed in favour of theseller in 2015 as last year’s

shortages continue to drive house pricesup, experts say.

“What we’ll see in 2015 is a lot moredevelopments coming online. So, I think(later in the year) it’s going to revert toa fairly neutral market. I don’t think it willbe a strong buyer’s or seller’s market,”says Richard Gray, CEO of national groupHarcourts Real Estate.

The average consumer is catching afew breaks this year.

“With petrol prices coming down,people have a bit more income, interestrates have been low for a long time now people have their heads back abovewater and buyers are not struggling asmuch with their finance,” says Gray.

It’s a sentiment shared by FNBhousehold and property sector strategistJohn Loos, who expects interest rates toremain flat for the better part of the year,as lower oil and global food prices reduceinflationary pressures.

On the plus side this will stimulateconsumers’ interest in the housingmarket but, with fewer propertiescurrently available, it will also lead to anestimated 8% increase in house prices

therefore be slightly diminished.According to FNB’s Property Barome

“But if you’re a firsttime buyer looking for a property that you are going tolive in (as opposed to buyingtolet),then timing the cycle should not really beyour focus, because you could wait yearsuntil the next bottom point. If you’re abuytolet investor then perhaps it wouldbe better to wait a while. So it reallydepends on each person’s particularsituation.”

CEO of Chas Everitt InternationalProperty Group Berry Everitt agrees thatthe residential property market is on theup.

“Buyers are going to have to bepatient in order to find the right properties at a price they can afford. But also,they should not sit on the fence (whenone comes along) because good stock

will sell quickly.”Tips for firsttime buyers* Firsttime buyers should ensure

they know how much funding theyqualify for, before they start shoppingaround, Everitt advises. They should“…not necessarily have received theirmortgage bond (because you can’t dothat until you’ve made an offer to purchase), but they should go to a mortgageoriginator…and get them to prequalifythem and find the right bank.

* Most importantly, buyers shouldn’toverextend themselves. That meansnot going for the maximum possiblebond that they qualify for, becauseeconomic conditions could alwayschange for the worse at any given time.Interest rates will eventually rise againand it is important to allow some leewayfor mortgage movement.

* Generally, spending about 30% ofyour income on a home loan repaymentis considered reasonably affordable.

* Critically, secure the lowest interestrate possible.

“People tend to accept that theirbonds require a monthly payment, whichthey have no way of influencing. In fact,there are many things that you can dothat may alter the amount of interest youend up paying and the term of yourrepayments,” said Kay Geldenhuys,property finance processing manager atbond originator Ooba.
