INTRODUCTION
Dr MCRHRD Institute, Hyderabad conducted the Cap-
sule 2 (Department Specific Training) as part of Indi-
vidual Capacity Building Programme under AMRUT in
the second quarter of training during the year 2016-
17. Programmes in Capsule 2 were conducted for a
duration of three days for the states of Madhya Pra-
desh, Municipal Corporation of Chandigarh, Andhra
Pradesh and Telangana which has been supported by
the Ministry of Urban Development. The subjects for
the programs were chosen by the participants during
the TNA conducted in the Orientation Capsule. The
three-day course main focused on core areas of Engi-
neering, Administration and Finance. The sessions
were planned in such a way that they provide insights
to the participants with the concept and aspects in-
volved for effective implementation of the AMRUT
Reforms and core components under the Mission.
DESIGN OF MODULE
The course module and reading material was devel-
oped based on the Training Needs Assessment
(TNA) . The Three day schedule was divided into 12
sessions, each session conducted for 60 to 90
minutes in duration. Sessions were followed by
question and answers focusing on issues and solu-
tions or planning skills of the participants. A half
day field visit was also included in the programme
with a view to expose the participants to new expe-
riences and to deepen and enhance classroom
study.

PEDAGOGY
The pedagogy followed for conducting training pro-
grams included interactive lectures, case study
presentations, participant discussions, group exercis-
es & presentations, Field Visits, experience sharing,
documentaries and films etc. In addition to these ses-
sions, Self– Assessment was conducted which en-
abled the participants to spell out their learning
impact of earlier capsule, this format has been giv-
en by MoUD. Pre and Post test was conducted
based on the program objectives where it serves
as an opportunity for the institute and participants
to understand the extent of learnings and to en-
hance their capacities to perform better in their
given job.

As part of the CCBP programme under the AMRUT, a 3
day programme on Urban Water Supply was conduct-
ed in 2 batches from 03-11-2016 to 05-11-2016 and
from 09-11-2016 to 11-11-2016 for participants from
Madhya Pradesh. The Sessions covered in the three
days’ training programme were:

Water Audit and Leakage Control
Energy Auditing & Conservation of Energy
Planning and Financing of Water Supply Projects
Project Development for Water Supply
PPP in Urban Water Supply
Good Practices in Water Supply Projects
Technology Interventions in Water supply Projects –
SCADA.
The programme covered Field Visit to Manjeera Water
Treatment Plant at Sangareddy which enabled the par-
ticipants to study the Water Supply system, its func-
tioning and maintenance, the impurities like turbidity
of water, colour and temperature, taste etc and the
procedure to remove them.
The participants had occasion to study water treat-
ment process right from tapping of raw water till the
supply of protected/treated water and the various
methods of treatment of water to make it consumable.

Administrative Efficiency and Reforms
Training on Administrative Efficiency and Reforms for im-
proving administrative effectiveness and efficiency in ULBs
was conducted for the States of Madhya Pradesh, Tel-
angana and Municipal Corporation of Chandigarh. The
focus was on making governance citizen-friendly, cost
effective and increasingly improving services to bring
about accountability and transparency.
Project Management
The 3 day programme on Project management was con-
ducted for Senior Officers of Municipal Corporation of
Chandigarh with an objective to equip participants with
the knowledge and discipline required to effectively plan,
manage, execute, and control projects in ULBs.
E-Governance and IT Applications
This course was conducted for Madhya Pradesh and fo-
cused on municipal e-Governance with a view towards
improving city governance and the use of ICT for delivery
of public services.
Computer Skills
Computer Skills training was imparted to ULB staff from
Madhya Pradesh with a view to familiarize them with
computers and its applications. It also emphasized the use
of computers and technology for effective office work and
governance.

Municipal Resource Mobilization
A 3 day training programme on Municipal Resource
Mobilisation was conducted for participants of Madh-
ya Pradesh, covering all the subjects connected with
Revenue, collection efficiency, generation of additional
sources to meet the increasing expenditure on mainte-
nance of services etc.
The focus of this training was on municipal finances
and discussing various strategies for improving Munici-
pal Resources. Suitable options for resource mobiliza-
tion both conventional and non-conventional methods
– in the cities are explored in order to finance the de-
velopment projects and programmes in general and in
order to the provide basic service for the poor, in par-
ticular. The programme also included Field Visit to Greater Hy-
derabad Municipal Corporation to study the service
delivery system and to learn from interaction with
Field Level Staff and practical observation. The study
included Energy Audit, Cost Reduction Measures, etc.
