Sir,I am directed to convey the sanction of the competent authority for the release

of anamountof Rs. 136,97,64,119/- (Rupees One Hundred Thirty-Six Crore Ninety_Seven Lakh Siny-Four Thousand One Hundred and Nineteen only) to the Go!t. ofBihar, out of which Rs. 68,26,86,709/- is being released for contract awardedprojects under State Annual Action Plan (SAAp){ and Rs. 6a,7O,Z7,4lO/- forcontract awarded projects of SAAP-ll only. This amount is being released towardsthe part payment of 2"d instalment of the Central Assistance (CA), which is 4O% ofthe eligible central Assistance under sAAp-l and sAAp-ll, for the entire Missionperiod under Atal Mission for Rejuvenation and urban Tra-nsformation (AMRUT) asproject funds for implementation of projects related to Water Supply, Storm WaterDrainage and Parks/ Green spaces approved/taken up for the jntire Mission inSAAP-I and SAAP,II only.

2. The approved SAAP size of Bihar is Rs. 2469.77 crore and the maximumcommitment of Government of India to Bihar is Rs. 1164.go crore for the entireMission period, i.e., 2O15-2O2O for all three SAAps. The l"r instalment of 2Oo/o ofcommitted cA against all the three sAAps totalling Rs. 232.96 crore was released onthe basis of estimated project cost.

3. As per Para 9.4 of the Mission guidelines, any excess or shortfall in the l"rinstalment of 2o7o cA released on the basis of estimated cost shail be adjusted whilereleasing the 2nd instalment of CA which will be based on approved cost. Theapproved cost ia the appraised coat or tetrdered cost of the proJect (whieheveris lesel and has to be taken furto account by the State lllgh power SteeringCotrmittee (SHPSCI.

4. As per the details of cost of projects provided by the State Covernment videletter No. UD & HD/03/AMRUT-03-10 /2Ot7 - 2449 dated 03.1O.2018 (copyenclosed), the (approved cost" of projects under AMRUT for which tenders ha-vlbeen awarded by the Govt. of Bihar is as given below:

iii. The third instalment of CA \r/ill be released oaly on the basls of approvedeost and for those projects only for which contracts have already beenawarded by the State by then.

8. Diversion of Central Grants for purposes other ttran the Mission projects isnot allowed and shall entail lely ofpenal interest on the amount and any other actionby the Apex Committee and may include adverse effect on release of grants.

9. As per the provision of the Mission's Guidelines, State Government is requiredto release the Central Assistance funds along with State sha-re to the nodal accountof the State Mission Director within one month of release of Central share by theMinistry otherwise interest at the rate specifred by the Ministry of Finance shall belevied on the State for deiay and appropriate deductions made from futureinstalments.

10. This release will be governed in terms of provisions of GFR. The amount ofCentral Assistance should be kept in separate account and be open toinspection /Audit as per provisions.

11. State Government may tal<e necessary action in respect of observations/comments made by Apex Committee and recorded in the minutes of 4th, 12tr, 14rhand 19rh meetings of Apex Committee.

12. As per the provision of the Mission Guidelines, State will become eligible forrelease of second instalment after utilizing at least 75%o of the Central Assistancealready released to it along with at least 7570 ofthe matching State+ULB share. StateGovemment, vide UCs dated 17.09.2018, has submitted that Rs. 219.11 crore, i.e.,94% of Rs. 232.96 crore released as 1$ instalment of committed CA against all 3SAAPs has been utilized by it. Further, Rs. 222.42 crore, i.e., 85% of the matchingState+ULB share of Rs. 260.99 crore against all 3 SAAPS has also been utilized bythe State as per UCs dated 17.09.2018.

13. State Government will be required to submit the certification report by theIRMA that the service level benchmarks, as assured in the roadmap contained in theSAAPs, have been achieved. State Government will also be required to submit thecompliance report on the observations of IRMA against individual projects inconsolidated manner.

L4. The sanction has been entered at Sl. No.1{ of the appropriate head of thesanction register maintained in AMRUT- lE} section for the Financial Year 2018-19.

15. The expenditure involved is debitable to the Budget Head3601.06. 101.24.01.35 under Grant No. 56 - Ministry of Housing & Urban Affairs forthe year 2018- 19 (Plan).

16. The arnount of Rs. 136,97,64,119/- will be credited to the State Government'saccount to RBI as per procedure laid down by Ministry of Finance, DepartmentExpenditure vide OM No. F-lI (45l76lSC) dated 22.O2.t977 .
