Not really a Shipping subject but for sure a “Maritime” subject is the Hong Kong Museum of Coastal Defence after been tipped by Capt. Alan Loynd Managing Director of Branscombe Marine Consultants in Hong Kong to visit this museum decided last week Sunday to leave the Hong Kong Mariners Club (where I stayed during my visit to Hong Kong) in Kowloon

on time in the morning and took the MTR (Metro) from East Tsim Tsa Tsui to Shau Kei Wan MTR Station from were I took the bus (number 85) to the museum, the bus stopped in front of the museum. The Hong Kong Museum of Coastal Defence (Chinese: 香港海防博物館) is located in a former coastal defence fort overlooking the Lei Yue Mun channel, near Shau Kei Wan on Hong Kong Island. The fort was built by the British in 1887, intended to defend the eastern approaches to Victoria Harbour. The total area of the museum is 34,200 square metres. An exhibition entitled "600 years of Coastal Defence" is held permanently in the museum, which tells the story of the defence of the Hong Kong coastline from the time of the Ming Dynasty, through the First and Second Opium Wars and the Battle of Hong Kong, through to today.

On 8 December 1941, the Japanese launched their attacks on Hong Kong. After the fall of the New Territories and Kowloon, the British Forces immediately strengthened the defences at Lei Yue Mun to prevent the Japanese from crossing the Lei Yue Mun Channel

from Devil's Peak. The

defence forces managed to repulse several raids by the Japanese, but were eventually overwhelmed and the fort fell into enemy hands on 19 December. The

fort no longer bore any defence significance in the post-war period, and became a training ground for the British Forces until 1987 when it was finally vacated. The museum consists of three main areas, namely the Reception area, the Redoubt,

and the Historical Trail. It is converted from the hundred-year-old Lei Yue Mun Fort. Its historical structure has an extensive outdoor area with the unique architectural design, a strong tensile structure with other traditional building material, which provides a comfort and historical feeling for visitors.

Historical military structures in the site • Redoubt: It was built in 1887 and formerly the core military structure of the Lei Yue Mun Fort. • Central Battery: This battery was completed in March 1887. The gun barrel on the display is a 7 inch (17.8

cm) RML Mark 1 gun of 4.5 tons dating from the 1870s. • Western Battery: Two 9 inch (23 cm) muzzle loading guns mounted in this battery in March 1887. The

barrel displayed here, which was found in the Admiralty Garden site in 1990, alone weighed 12 tons.

• The torpedo station: The Brennan Torpedo station at Lei Yue Mun was built between 1892 and 1894. It was hewn out of the rock of the headland. It was the last to be constructed either in Britain or her overseas possessions.

• Lei Yue Mun Pass Battery: This battery was built to defend the harbour from destroyers carrying small, high speed torpedo and it was completed in March 1892.

The casemates inside the Redoubt were converted into exhibition galleries for permanent displays on the history of Hong Kong's Coastal Defence covering the Ming and Qing period, the British period, the Japanese invasion and the period after the resumption of Chinese sovereignty over Hong Kong occupation.

The Hong Kong Museum of Coastal Defence is only museum in the world which is having a “worked open” replica of the Brennan Torpedo on display The Brennan torpedo was a torpedo patented by Irish-born Australian inventor Louis Brennan in 1877. It was powered by two contra-rotating propellors that were spun by rapidly pulling out wires from drums wound inside the torpedo. Differential speed on the wires connected to the shore station allowed the torpedo to be guided to its target, up to 2,000 yards (1,800 m) away, at speeds of up to 27 knots (31 mph).

The Brennan torpedo is often claimed as the world's first guided missile, but guided torpedoes invented by John Ericsson, John Louis Lay, and Victor von Scheliha all predate it; however, Brennan's torpedo was much simpler in its concept and worked over an acceptable range at a satisfactory speed so it might be more accurate to call it "the world's first practical guided missile". The Brennan torpedo was similar in appearance to more modern ones, apart from being having a flattened oval cross-section instead of a circular one. It was designed to run at a consistent depth of 12 feet (3.7 m), and was fitted with an indicator mast that just broke the surface of the water; at night the

mast had a small light fitted which was only visible from the rear.

Two steel drums were mounted one behind the other inside the torpedo, each carrying several thousands yards of high-tensile steel wire. The drums were connected via a differential gear to twin contra-rotating propellers. If one drum was rotated faster than the other, then the rudder was activated. The other ends of the wires were connected to steam-powered winding engines, which were arranged so that speeds could be varied within fine limits, giving sensitive steering control for the torpedo.

The torpedo attained a speed of 20 knots (23 mph) using a wire .04 inches (1.0 mm) in diameter but later this was changed to .07 inches (1.8 mm) to increase the speed to 27 knots (31 mph). The torpedo was fitted with elevators controlled by a depth-keeping mechanism, and the fore and aft rudders operated by the differential between the

drums. In operation, the torpedo's operator would be positioned on a 40 feet (12 m) high telescopic steel tower, which could be extended hydraulically. He was provided with a special pair of binoculars on which were mounted controls which could be used to electrically control the relative speeds of the twin winding engines. In this way he was able to follow the track of the torpedo and steer it with a great degree of accuracy. In tests carried out by the Admiralty the operator was able to hit a floating object at 2,000 yards (1,800 m) and was able to turn the torpedo through 180 degrees to hit a target from the off side.

According to Brennan's biographer, Norman Tomlinson, Brennan was inspired to create his torpedo's unique propulsion system in 1874, when he noticed that a cotton reel, if the thread is pulled toward the operator from underneath, moves forward rather than backward. He also realized that the only device which needed propulsion for a limited distance and which did not have to make a return journey, was a torpedo. Brennan began making rough sketches of such a torpedo, and as the concept developed he sought the mathematical assistance of William Charles Kernot, a lecturer at Melbourne University.

After earlier experiments with a single propeller, by 1878 Brennan had produced a working version about 15 feet (4.6 m) long, made from iron boiler plate, with twin contra-rotating propellers. Tests carried out in the Graving Dock at Williamstown, Victoria were successful, with steering proving to be reasonably controllable, although depth-keeping was not. The British Admiralty had meanwhile instructed Rear Admiral J. Wilson, the Commodore of the Royal Navy's Australian Squadron, to investigate the weapon and report back. Alexander Kennedy Smith was also working to obtain the Victoria government's backing for the project and raised the subject in the state's legislature on 2 October 1877. A grant was eventually awarded for the development of the torpedo, and in March 1879 it was successfully tested in Hobsons Bay, Melbourne. Brennan had by now established the Brennan Torpedo Company, and had assigned half of the rights on his patent to civil engineer John Ridley Temperley, in exchange for much-needed funds. Brennan and Temperley soon afterwards travelled to Britain, where the Admiralty examined the torpedo and found it unsuitable for shipboard use. However, the War Office proved more amenable, and in early August 1881 a special Royal Engineer committee was instructed to inspect the torpedo at Chatham and report back directly to the Secretary of State for War, Hugh Childers. The report strongly recommended that an improved model be built at government expense. At the time the Royal Engineers - part of the Army - were responsible for Britain's shore defenses, while the Royal Navy were responsible for its seaward protection.

In 1883 an agreement was reached between the Brennan Torpedo Company and the government. The newly appointed Inspector-General of Fortifications in England, Sir Andrew Clarke, appreciated the value of the torpedo and in spring 1883 an experimental station was established at Garrison Point Fort, Sheerness on the River Medway and a workshop for Brennan was set up at the Chatham Barracks, the home of the Royal Engineers. Between 1883 and 1885 the Royal Engineers held trials and in 1886 the torpedo was recommended for adoption as a harbour defence torpedo.

In 1884 Brennan received a letter from the War Office stating that they had decided to adopt his torpedo for harbour defence and he was invited to attend a meeting to decide the value of his invention. Brennan decided to accept £40,000 as a quick answer to his financial worries but his business partner J.R. Temperley assumed control of the negotiations and demanded £100,000. The War Office agreed to this, but said that it would have to be paid out over a period of three years. Brennan accepted this, but Temperley demanded a further £10,000 for the delay, and after some argument the War Office agreed, also agreeing to pay Brennan a sizable salary to act as production chief. A scandal eventually blew up over this sum, which was wildly extravagant in comparison to the £15,000 paid for manufacturing rights to the Whitehead torpedo only 15 years previous.

The Brennan torpedo became a standard harbour defence throughout the British Empire and was in use for more than fifteen years. Operational stations were established in the UK at Cliffe Fort, Fort Albert on the Isle of Wight and Plymouth. Other stations included Fort Camden in Cork, Ireland, Lei Yue Mun Fort in Hong Kong and Forts

Ricasoli & Tigne in Malta In 1905 the Committee on Armaments of Home Ports issued a report in which they recommended the removal of all Brennan torpedoes from fixed defences due to their comparatively short range and the difficulty of launching them at night. Manufacture of the Brennan torpedo finished in 1906. The only remaining original Brennan Torpedo is exhibited at the Royal Engineers Museum in Chatham, Kent. However, traces of the installation at Fort Camden in County Cork are visible to this day. And as mentioned above also at Lei Yue Mun Fort in Hong Kong on display is a replica Brennan Torpedo with the side cut away so the workings are visible.( see above or click HERE)

Brave Tern "seal rescue" with FRC Brave Tern had just finished jacking up in the Windfarm GlobalTach 1 and the gangway had been placed on to the wind turbine foundation. The technicians across noticed a seal lying in the Jacking Pin hole of the aft side leg. They reported it to bridge. The seal was entangled in some fishing net and appeared to be in distress. The Master decided to launch the FRC to see if the seal could be freed from the leg and

the fishing net. The FRC was launched and headed over to the leg to see what could be done. The FRC Cox’n maneuvered the boat so that the crew could get hold of the seal and recover it into the boat. Once on board the crew carefully removed the fishing net and put the seal back into the sea. The seal swam away a few meters then stopped to turn back and look at the FRC, possibly to say thank you and then swam off. Photos : Team “Brave Tern”

OCEANTEAM SHIPPING ASA - RENTOCEAN SECURES A SERVICE CONTRACT WITH WIND BV FOR SUPPLY

OF A 1500T MODULAR CAROUSEL SYSTEM RentOcean, a 100 percent owned subsidiary of Oceanteam Shipping ASA, has been awarded a contract by WIND BV to supply a certified 1500t modular carousel system and a 10t tensioner for a 90-day project. The carousel and additional equipment will be used to transport cables for the Safaniya oil field for McDermott. The transport will take place in summer 2014. RentOcean is currently upgrading its already existing 1250t modular carousel to support 1500t of cables. The new patented carousel series is designed for flexibility and quick mobilisation on standard PSV/CSV with limited deck load. Fully loaded, the carousels have a maximum deck load of 8t m2, eliminating the need for under-deck reinforcement. The modular systems are delivered to the mobilisation site in 40ft containers. All system components are 'plug and play' and interchangeable. As a result of this new philosophy, the equipment is sea- and road

KR chairman and CEO quits over Sewol disaster

The chairman and CEO of the Korean Register of Shipping has resigned over the Sewol ferry disaster, joining a list of officials who have quit over the tragedy. Chon Young Kee, who had only been elected to head the classification society in April 2013, tendered his resignation on 25 April, a day after prosecutors investigating the Sewol disaster visited KR's Busan office to obtain documents relating to the ferry. KR had classed the Sewol, which capsized on 16 April and killing an estimated 302 of the 476 passengers and crew. A KR spokesperson said: "Dr Chon has decided to step down as chief executive of KR to ease the pain and sorrow of the Korean people and the families who lost their loved ones on board Sewol. The thoughts and prayers of all KR staff are with those who have been affected by this tragedy." The spokesman told IHS Maritime that one of KR's executive VPs will serve as an interim chairman until new elections are held. He added that Chon's resignation took effect immediately. He added: "There're no plans for an election until investigations are completed. Dr Chon, a 30-year veteran in the classification business, remains willing and available to assist with the efforts to resolve the incident. The paperwork to process Dr Chon's resignation will take about a week. "Dr Chon's decision does not suggest any wrongdoing, negligence or any other deficiency by KR associated with this very tragic accident. The actual cause behind the accident will not be known until the on-going investigation is complete, but we are confident that we have performed our duties diligently and in strict accordance with the relevant national and international regulations as well as our rules. We will do whatever is necessary to assist the authorities with the accident investigation and to provide services to our customers without interruption." Chon's appointment last year marked the first time in KR's 53-year history that its chairman was appointed internally. Prior to his appointment, Chon served executive VP of KR's technical division. MUA says new terminal operator has poor IR reputation

The MUA has expressed concern about the Victorian Government's selection of a stevedore with a "poor international reputation" for IR to operate a new third container terminal in the Port of Melbourne. The Naphtine government today surprised the maritime industry and unions by appointing a Philippines-based global stevedore for the terminal at Webb Dock. The government chose a consortium of International Container Terminal Services Inc. and Anglo Ports Pty Ltd

The MUA's national secretary, Paddy Crumlin, said that International Container Terminal Services Inc has recently been involved in labour disputes in the US and in Honduras. “They have got a poor international reputation in industrial relations,” he said. Crumlin, who is president of the International Transport Workers’ Federation and chairs its dockers’ section, said the MUA would work with the company to develop productive, efficient and safe work practices. Crumlin said that having one-off terminal operators went against the industry’s preference for strong networks in logistic and distribution. “We will work with them to optimise the standards, but it’s a surprising and a worrying development.” The project marks ICTSI’s entry into Australia, but it already manages 30 port terminals in six continents. Australian company led by Richard Setchell, a former chair and CEO of P&O Ports worldwide. Industry observers had seen Hutchison Port Holdings, which is part of Hong Kong’s Hutchison Whampoa Limited, as the frontrunner in the tender. Hutchison already has terminals in Brisbane and Sydney and adding an operation in Melbourne was seen as a crucial step in giving its Australian business critical mass.

The other other bidders in Melbourne were a consortium of ANL Container Line Pty Ltd and Macquarie Specialised Asset Management Limited , plus Qube Holdings Limited. Victoria’s Minister for Ports, David Hodgett, said the project meant there would be three stevedores in Melbourne, with the existing operations of Patrick and DP World joined by the new operator. Mr Hodgett said the winning bidder had addressed the commercial, environmental, community and amenity benchmarks established by the Port of Melbourne Corporation and its expert advisors. The terminal would handle more than a million standard containers each year and concentrate on promoting off-peak truck movements to improve the efficiency of Victoria’s transport logistics and feed expanding supply chains. ICTSI said in a statement that the new terminal included a 40-year lease and would give it a “competitive platform” for the development of its Australian business. IEV, EMAS-AMC Complete Decommissiong, Towage of FPSO Offshore Terengganu

IEV Holdings Limited (the Company, and together with its subsidiaries, IEV or the Group), a Singapore-listed integrated engineering solutions provider to the offshore oil and gas industry, disclosed Wednesday that its 49 percent owned associate, IEV (Malaysia) Sdn. Bhd. (IEV Malaysia) has completed the decommissioning and towage (the Project) of a FPSO (floating production storage and offloading) vessel from offshore Terengganu in Malaysia. The Group executed the Project together with EMAS-AMC Pte Ltd, a leading global offshore service provider for the execution of the Project. The scope of work included the withdrawal of the FPSO, removal of mooring chains, recovering of subsea structures and blind flanging of pipelines. The Project commenced in January 2014 and was completed in April 2014. The value of the Project is approximately $15.32 million (MYR 50 million). Maersk bags $300m Petrobras contract Petrobras has awarded a $300m contract for four AHTS vessels to Maersk's offshore arm Maersk Supply Service.

The four year contract comes with options for four more years, with the $300m revenue total including mobilisation fees. This July, Anchor handlers Maersk Trimmer, Maersk Traveller, Maersk Terrier and Maersk Handler will join the 12 vessels already employed offshore Brazil with Petrobras. "We are very pleased to have reached an agreement with Petrobras for this specific task. It shows that Maersk Supply Service has the right vessels at a

Als het aan DOW en de gemeente Terneuzen ligt, wordt opnieuw de toegang tot een plek met uitzicht op de Westerschelde beperkt. Voor de realisatie van het Maintenance Valuepark vindt men het nodig om de Nieuw Neuzenweg af te sluiten. Afsluiten zou betekenen dat er opnieuw een plek met een band tot het water wordt opgeofferd, terwijl juist het promoten daarvan zo hoog in het vaandel staat. Vooral in de zomermaanden kan het erg druk zijn op de kop bij de ingang van de Westsluis met dagjesmensen en scheepsspotters. Het is een plek waar je de scheepvaart van ver kunt zien aankomen en tevens zicht hebt op het kanaal. Vanuit fotografisch oogpunt zou het enorm jammer zijn als dit punt niet meer bereikbaar zou zijn. Juist van daaruit is de scheepvaart zowel op de Westerschelde, als komende vanaf het kanaal met de juiste beeldhoek en zonnestand vast te leggen met Terneuzen op de achtergrond. Inmiddels is het aan de Oude Veerhaven betaald parkeren en is de plek waar de verkeerstoren van RWS staat ook aan het verkeer onttrokken. Langs het kanaal zijn de meeste ideale plaatsen niet meer toegankelijk in het kader van de ' ISPS-hekwerken '. Blijft over de parking bij het Hampshirehotel,waar je in het verlengde van de scheepvaart staat. Niet ideaal dus. Aan de Nieuw Neuzenweg staan vaak genoeg mensen die speciaal naar Zeeuws-Vlaanderen zijn afgereisd voor scheepsspotting. Volgens wethouder Van Hulle moeten de vissers maar een eindje verder lopen. Maar juist die zitten vaak dichter bij de Westsluis, dus voor hen geen probleem. Wellicht is het vraagstuk vanuit een te eenzijdig perspectief bekeken en heroverweging waard. Bron www.rbnn.nl

Boris Johnson is special guest for London Lifeboat Week

The Mayor of London, Boris Johnson, paid a visit to Chiswick lifeboat crew members May 2nd to learn more about their life-saving work on the River Thames.

The Mayor dropped in on the crew based at Chiswick Pier to meet with RNLI volunteers and to help shine a spotlight on the charity’s biggest annual fundraising event, London Lifeboat Day. As well as hearing from the crew about some of their more high profile rescues – such as a mother who entered the River Thames to save her toddler after she fell into the water – the Mayor donned a lifejacket and climbed aboard one

of the E-class Mk II lifeboats to go afloat and see for himself what a lifeboat crew member’s duties entail. Boris Johnson’s visit marked the conclusion of the charity’s London Lifeboat Week, a five day period of fundraising, whose highlight was London Lifeboat Day. Hundreds of volunteer collectors were out in force in London to collect the public donations that keep London’s lifeboats running. Since London lifeboat stations were established in 2002 they have launched a total of 8,023 times and rescued 2,713. Within those, 398 were classed as lives saved, specific criteria for the charity where, if it were not for the lifeboat’s involvement, the person would have died. The RNLI also works closely with other emergency services and the Port of London Authority. With ever-growing numbers of passengers and freight taking to the river, the Mayor discussed how the RNLI’s London lifeboat crews will become more and more crucial to safety in years to come. He and Transport for London launched a river action plan in February 2013 to increase

passenger journeys on the Thames to 12m a year by 2020 and maximise its potential for river travel.

we even have London lifeboats, yet in 2013 the three stations rescued 372 people from the River Thames. "Our service is funded entirely by donations from the public and with numbers on the river set to grow we’re keen to keep raising our profile. First cruise ships of season arrive at Portland Portland Port’s big cruise season officially got underway with the first visit of what is destined to be a record- breaking summer. The ‘Azores’, operating on behalf of German cruise line Ambiente Kreuzfahrten, and the ‘Ryndam’ of major US operator Holland America Line both arrived bringing nearly 2,000 passengers with them. These are the first two inaugural calls out of six first timers for the 2014 cruise season. The Eurodam is another Holland America Line ship calling at Portland for the first time, with the 285-metre vessel deciding to stay at Portland for 15 hours next week. Portland will also see the return of old friends the Brilliance

of the Seas and the AIDAstella, in a line-up of quite spectacular cruise ships this summer which will be capped by the first visit of a Costa Cruises vessel, the neoRomantica, in September. The 2014 cruise season is shaping up to be yet another record breaker, the staff at Portland Port are certainly excited about welcoming over 24,000 passengers to Weymouth and the Isle of Portland. Work on the first of the new mooring bollards is expected to commence shortly. When completed the extended berth will enable the port to handle some of the largest cruise ships. Ian McQuade, general manager, said: “Portland Port has seen record figures for cruise calls and passengers in recent years and already 2015 is looking good, with a berth capable of handling ships up to 340m LOA from 2016.” The port was present at the Cruise Shipping Miami event on the Cruise Britain stand to promote the new berth. This event is the major showcase of the year for the cruise industry and will give us the opportunity to brief all the cruise lines face to face on the berth extension. “We want to ensure that Portland Port gets full consideration for inclusion in many 2016 itineraries,” said Mr. McQuade.

Vroon launch ERRV from Chinese shipyard The VOS Faithful is a 50m ERRV (emergency response and rescue vessel) under construction at Nanjing East Star Shipyard in China. VOS Faithful is the third in a ten-vessel newbuilding programme, with six 50-m ERRVs being built at Nanjing and four 60-m vessels under construction at Fujian Southeast Shipyard, also in China. All vessels have a revolutionary, wave-piercing bow shape that has been specially designed for Vroon.

MEMBER ADVISORY: MASS FLOW METERS TO BE USED IN SINGAPORE FROM 2017

Members are advised that following a decision to mandate the use of mass flow metering system (“MFM”) for bunkering, the Port of Singapore will be the first in the world to make this decision which should be welcomed by Ship-Owners and Charterers

alike. The announcement was made by the Minister for Transport at the recent bunkering Symposium of Singapore Maritime week 2014.

Singapore is one of the world’s main bunkering Ports and this development is of real advantage to Owners and Charterers seeking to fuel vessels calling at or passing through. According to the MPA, in 2013 sales volumes in Singapore were 42.7 million tons, which is very significant.

The Changes As of 1st January 2017 it will be mandatory for bunker suppliers to use the MFM system for the delivery of Marine Fuel Oil in Singapore. All existing suppliers will have to have ensure that MPA approved system are installed by 31st December 2016. The MPA will support the industry in this change-over period with grants to existing Suppliers making the switch.

Any new Bunker vessels applying for a license after 31st December 2014 will also need to have such system fitted.

EU drops Philippines STCW derecognition threat

EU member states have decided not to derecognise the STCW certification of Filipino seafarers "for the moment", the European Commission told IHS Maritime. A spokesman confirmed that member states on the EU Committee on the Safety of the Sea had decided not to take action against the Philippines for the moment despite recent findings by the European Maritime Safety Agency that the Asian country had not yet rectified deficiencies in its seafarer training system. He said that the Philippines authorities had instead been asked to take further corrective measures comes into line with the requirements of the STCW Convention, adding: "Failure to resolve these issues may result in the loss of EU recognition." According to tanker operators' body Intertanko, member states are to ask the Philippines authorities to report progress to the European Commission every three months, while the commission announced another inspection of Filipino training facilities by the European Maritime Safety Agency in October. Maersk orders second offshore carrier

A charter agreement, between subsea contractor DeepOcean and Maersk Supply Service, has triggered a second

order for a Damen Offshore Carrier DOC 8500. The specially designed carrier will extend

DeepOcean’s capabilities in the larger cable laying end of the market, in addition to oil & gas sector and renewables work. Owned and operated by Maersk Supply Service, the vessel will be the latest addition to the 60plus strong Maersk offshore support vessel fleet. Wärtsilä pushes satellite LNG terminals concept

Singapore: Engine maker Wärtsilä is pushing the idea of developing Asia’s small-mid scale LNG value chain with an intergrated LNG terminal-power plant concept. The Finnish firm said in a release that demand for LNG terminals is particularly relevant in places where the gas infrastructure is under-developed but the demand for gas-fired power generation and natural gas for other industrial uses is big. “Wärtsilä, with its recent acquisition of LNG expert Hamworthy, has expanded its contribution to the entire value chain on LNG industry. In addition to be gas power plant solution providers, we are deeply involved in gas liquefaction, LNG transportation and re-gasification activities having state of the art process solutions and EPC capabilities for most of the LNG related activities,” said Sushil Purohit, regional director Southeast Asia & Australia, Wärtsilä Power Plants. “To develop the small-mid scale LNG value chain in Asia, we are building up an interesting concept of satellite LNG terminals. In this concept, there will be one larger central LNG terminal servicing an adjacent larger power plant, with an output over 200 MWe. In addition, this central terminal is acting as a distribution hub for several smaller terminals within the region, which could be located on islands or remote areas where the gas infrastructure does not yet exist. These satellite terminals can feed NG for local industries or be single purpose fuel systems for smaller power plants in the 10 to100 MW range. Local distribution

Dry bulk market showing signs of comeback

The dry bulk market which has been hovering below the 1,000-point market (BDI) during the past couple of weeks, could be exhibiting signs of a slight positive correction. During yesterday's session, the Baltic Dry Index gained 50 points, an increase which can be attributed mainly on the strong uptake of the Capesize market. The Baltic Capesize Index (BCI) gained 116 points, which could be a sign of things to come, since every major rebound of the dry bulk market has began with a surge of the Capesize market. In its latest weekly report, shipbroker Fearnleys noted on the Capesize market that "a return rom the Easter break has not improved the market. Quite the contrary - optimism is presently lacking indeed. The C5 West Australia/China run, although stable in volumes, has seen rates falling from around USD 7.60 to below 7.00 pmt w-o-w. Fears of China tightening on commodities-backed financing and Yuan depreciation could see a cool down in commodity prices and potentially imports. Atlantic demand is still thin but fears of instability in gas supply bode for a better coal market with the possibility of increased bulk demand. Front haul has been very quiet but lately there are slightly more enquiries which may possibly fuel the market somewhat. Period activity is very limited due to instability of the forward curve, with Q4 dropping from USD 31,500 to 29,200 and further. Present average 4TC is at around USD 9,100, stable over the week, and too low to justify taking in period tonnage at prevailing levels asked for", said the shipbroker. On the Panamax market, it added that "the Panamax market continues sideways in most parts of the world. The US Gulf has improved a little bit over the last week with a few fresh requirements coming out, but the rest of the Atlantic remains pretty much unchanged at low levels and with limited activity. The average daily hire in the Atlantic is now around USD 4k. In South America the grain season continues sideways with fronthaul cargoes being fixed around USD 15k +500k ballast bonus. The Pacific market weakened a little bit over the last week, we have seen several aps fixtures which are not a good sign, but now it seems to have stabilized again. The average in Pacific is around USD 7500/day. We have seen limited period activity as well, as owners seem to be more unwilling to fix for period now that the rates has come down. But a few ships were taken for around one year period, all in the range USD 12. 5-13k/day depending the vessels specification", Fearnleys noted.

Finally, on the Handy market, "the week has been mixed with rates seeing a slight increase w-o-w. This is again much lead by the positive sentiment beginning this week, but still we end the week on a negative tone with little activity. The Atlantic is best described as a flat market, with some trades taking a beating while others see a slight increase in rates. In the Pacific the week ended with little happening before the long weekend ahead. Indo coal rounds paying around USD 8.5-9k while the nickel ore business is being fixed in region of USD 10-11k. Let´s see where next week will take us", Fearnleys concluded. Meanwhile, in a separate report, Intermodal noted on the demolition market, which is always of interest in terms of tonnage oversupply, that things "still remain very positive and despite the fact that a price correction in the Indian sub-Continent has been looming for a while now, the truth is that the high prices we have been witnessing over the past month have only been going higher and this past week was no exception either. It seems that the upcoming national elections in India as well as the budget announcements due the first week of the summer season in both Bangladesh and Pakistan, have not had any particular negative effect so far as most have been waiting for, and although sentiment should be affected by all the above mentioned events, it is only the monsoon

season that will most likely affect not only sentiment but prices as well. Up until then we are still watching extraordinary levels achieved in India, while both Bangladesh and Pakistan remain overall firm in their bids. At the same time, the Chinese market is still being described by lack of any substantial activity with more and more “as-is” sales being concluded in the Far East for sub-continent accounts. Eagle Bulk Shipping Inc. Announces Further Extension To Waiver And

Forbearance Agreement Eagle Bulk Shipping Inc. announced that the Company has entered into a second amendment to its previously reported Waiver and Forbearance Agreement in order to facilitate continued discussions between the Company and the Lenders under its Fourth Amended and Restated Credit Facility (the "Credit Agreement"). The second amendment to the Waiver, which was originally announced on March 20, 2014, extends from April 30, 2014 to May 15, 2014 the milestone requiring the Company and the Lenders constituting "Majority Lenders" under the Credit Agreement to (i) agree on terms of a restructuring of the obligations outstanding under the Credit Agreement and (ii) execute a binding restructuring support agreement or similar agreement documenting such agreed-upon terms.

Under the terms of the Waiver, the Lenders agreed to waive until June 30, 2014 certain potential events of default, subject to the Company's compliance with certain terms, conditions and milestones as set forth in the Waiver. The Waiver remains in effect on substantially the same terms and conditions, with certain modifications as set forth in the amendments. While Eagle Bulk is continuing discussions with its Lenders as part of the Waiver, the Company cautioned that there is no assurance such discussions will result in a comprehensive resolution. Testing of the Truong Sa mini-submarine has been suspended for an indefinite period, as Thai Binh provincial authorities have rejected the inventor’s request to conduct his experiments in the local waters. The setback came as discouraging news to Nguyen Quoc Hoa, developer of the sub, and other interested scientists. Hoa and his colleagues had been convinced that the testing license was forthcoming from the local authorities, right up until the final decision was made. Vu Manh Hien, Director of the Thai Binh Department of Science and Technology, had told the local press on April 23 that he was certain that the Truong Sa would receive permission to go to sea. “I cannot see any problems with the experiment. All new products need to be tested,” he told the Dat Viet newspaper.

Hoa had expressed his hope that his sub’s first outing at sea could take place on April 29, to coincide with the 39th anniversary of the Saigon Liberation Day and the nation’s reunion. Just two days later, however, Hoa received a dispatch from Thai Binh’s People’s Committee. The missive applauded Hoa’s determination and expressed its support for the sub testing plan. But it went on to state that Hoa would not be allowed to test his sub in Thai Binh waters. “The plan to test the sub in territorial waters, in the Diem Dien port area, about 12 kilometers offshore, at 11 am to 3 pm, is unreasonable and cannot be implemented,” the dispatch reads. “The Quoc Hoa Mechanical Engineering Company (Hoa’s private business) still has not conducted the necessary surveys on the geographical and hydrographical conditions, and it has not demonstrated the measures to be taken to ensure safety for humans,” it continued. As if to soften the rough edges of its rejection, Thai Binh added a word of advice: seek the support of the Ministry of National Defense, and consider testing the sub at the Navy High Command Region 1. The U.S. Navy is continuing to build up its submarine fleet, ordering 10 additional Virginia-class fast attack subs from General Dynamics Electric Boat and Newport News Shipbuilding.

Ten Virginia-class fast attack submarines are being built for the U.S. Navy by General Dynamics Electric Boat and its partner Newport News Shipbuilding. The $17.6 billion order underscores the Navy’s “commitment to an advanced and adaptable submarine force,” Electric

Boat said in announcing the award.

Virginia-class nuclear submarines are 377 feet long, 34 feet in diameter and displace 7,800 tons. They are capable of speeds of more than 25 knots and can dive to a depth of more than 800 feet with a full load of weaponry.

The ships carry Mark 48 advanced capability torpedoes, Tomahawk land-attack missiles and unmanned underwater vehicles. The Navy already has 10 Virginia-class submarines with eight others under construction by the two companies. Work on the first submarine under this new order is scheduled to begin on Thursday. "This award has great significance for the U.S. Navy, our company and the entire submarine industrial base," said Jeffrey S.

Geiger, president of Electric Boat. "By continuing to produce two ships per year, the Navy and industry team retains the stability required to achieve increased efficiencies, providing the fleet with the submarines it needs to sustain the nation's undersea dominance."

"This is the largest number of boats ordered to date in a single contract block, which is great news -- particularly in light of today's challenging economic and political environments," said Newport News Shipbuilding President Matt Mulherin. "The Virginia-class program has already proven itself to be one of the best, if not the best, performing shipbuilding programs in the country and we look forward to continuing our important role in building these submarines." Two Chinese naval ships on training mission to India

Two Chinese Navy training vessels have embarked on a visit to India and three other Asian countries for training in distant waters.

Zhenghe and Weifang, left Dalian port yesterday for 56 days to visit India, Myanmar, Indonesia and Vietnam. They were expected to visit Eastern Naval Command at Visakhapatnam. The fleet, under command of Han Xiaohu, assistant to the Chinese chief of naval operations, is scheduled to cross the Miyako Strait, the Malacca Strait and Sund Strait, covering a total of 12,000 nautical miles, state-run Xinhua reported.

The sailors on the fleet will hold exchange programmes with their counterparts from the countries they visit, which include inviting foreign military students on board to eat and live with the Chinese sailors for several days. The vessels are on a voyage for training in distant waters. Between April and September 2012, Zhenghe completed a global voyage, paying calls to 14 countries and regions. China's missile frigate, Weifang, with a displacement of 4,000 tonnes, mainly shoulders the responsibility of cooperative air defence, sea patrols and ocean convoys. Indian ship INS Shivalik visited China's Qingdao port last month to take part in the 65th anniversary celebrations of the Chinese navy. Astinave contracts Damen for fourth Patrol Vessel

Astinave (Ecuador) - Astilleros Navales Ecuatorianos EP - has recently awarded Damen Shipyards Group the contract for a fourth Patrol Vessel of the Damen Stan Patrol 2606 type. This contract represents the last of this SPa 2606 series for the Ecuadorian Coastguard to be built locally. In Guayaquil, Damen will deliver the detailed engineering of the vessel together with a complete material package. The Ecuadorian Coastguard presently operates three Damen Stan Patrols 2606, all of them having a length of 26,50 m (87 ft), outfitted with state of the art equipment and reaching 30 knots.

Technology transfer Considering Astinave’s experience, gained in the previous projects, in building these kinds of constructions, it will not be necessary to make use of on-site technical assistance from Damen for this project. This signifies the fact that a real transfer of knowledge and technology has taken place, a process which started more than 10 years ago when the Strategic Alliance Framework Agreement was signed between Damen and Astinave.

In the last few years Astinave has built a great number of vessels in cooperation with Damen, including tugs, cutter suction dredgers, fast crew suppliers and patrol vessels. In addition, Damen organised the process in such a way that Astinave actively expanded its shipbuilding knowledge, including building ships according to the Damen Standard. The company’s

personnel received theoretical and practical training at Damen Shipyards Gorinchem (Damen’s HQ in the Netherlands) and other locations in order to mutually achieve a high level of quality in present and future projects.

Building-on-Site This project is another example of how Damen, through its ‘Building-on-Site’ programme (aka Damen Technical Cooperation), enables customers to build high quality vessels in their own countries and/or a shipyard of their own choice, gaining experience and being able to contribute to the development of the local shipbuilding industry and economy. This concept has proven to be successful over thirty years in five continents in different market segments. Only taking into account Latin America, there are currently Damen vessels under construction at third party shipyards in, amongst others, Mexico, Ecuador, Brazil and Argentina.

Huntington Ingalls Industries announced that Capt. Jonathan Padfield (U.S. Navy, Ret.) was appointed as Corporate Director of Customer Affairs for Amphibious programs, effective as of April 28, the Company said in a news release.

Prior to joining HII, Padfield had several naval commands, including the LSD and LPD 17-Class Squadron; Amphibious Squadron 3, where he led the six ships of the Peleliu Expeditionary Strike Group; USS San Antonio (LPD 17); and USS Comstock (LSD 45). He also served on the staffs of the Chief of Naval Operations; Amphibious Group 3; Naval Surfaces Forces, Pacific; and the Joint Staff.

Padfield has a bachelor's degree from the University of Utah and a master's degree in national security strategy from the National Defense University, National War College in Washington, D.C.

Fairmount Expedition towed jack-up rig Naga 3 to Vietnam

Tug FAIRMOUNT EXPEDITION has towed jack-up rig Naga 3 safely fromv Labuan, Malaysia, to the PV Marine Shipyard in Vung Tau, Vietnam. The Fairmount Expedition was mobilized from Singapore for this 575 miles voyage. During the voyage the Fairmount Expedition only made use oftwo of her four main engines. The Naga 3 is a Gusto MSC CJ46-X100-D design jack-up rig, built in 2010 by Dubai Drydocks World and owned by UMW Petropipe/Singapore Drilling. The 70 meters long rig can drill up to 9,144 meters in depth. At the Vung Tau shipyard the Naga 3 will be prepared for her next job offshore Vietnam for the Japan Vietnam Petroleum Company. Fairmount Marine is a marine contractor for ocean towage and heavy lift transportation, headquartered in Rotterdam, the Netherlands. Fairmount’s fleet of tugs consists of five modern super tugs of 205 tons bollard pull each. Fairmount Marine is part of Royal Boskalis Westminster. Nova Star operator to offer free tours of ferry

The ferry operator will conduct the tours on May 10 on a first-come, first-served basis.

By Tom Bell tbell The operator of the new ferry between Portland and Yarmouth, Nova Scotia, will offer free tours of the vessel on May 10 in Portland. Since the NOVA STAR arrived in Portland Harbor two weeks ago, the company has received many emails and Facebook messages from people asking to come aboard, said Owen John, vice president of sales and marketing for the operator, Nova Star Cruises. He said that many people have been visiting the Ocean Gateway terminal to see and take photographs of the 528-foot-long ferry, which was built in Singapore in 2011 but has never been put into service. The ferry will be making daily round-trip crossings between Portland and Yarmouth, beginning with its maiden voyage on May 15. On Saturday, May 10, the ferry operator will conduct tours of the vessel, from 10 a.m. to 2 p.m., on a first-come, first-served basis. The ship will depart the following day on a promotional tour that will take it to Boston and Portsmouth, N.H., but no other tours for the general public are scheduled.

To board, visitors will be required to show government-issued photo identification, such as a driver’s license, and sign in and out with security personnel. For safety, visitors will be required to wear flat-soled shoes because the walkway or deck surfaces may be uneven and slippery, company officials said. The vessel first arrived in Yarmouth, Nova Scotia, from Singapore on April 15, and the operator gave tours to the public the following day. About 1,200 people toured the ship, including 22 journalists. The tour was limited to the ferry’s seventh deck, which contains most of the public areas, including a fine-dining restaurant, a buffet and a pub. At the bow, there’s a piano bar with large windows that offer panoramic views. The piano is being installed in Portland. There’s also a bar in the casino. The table games and 70 slot machines have already been installed in Portland.

The seventh deck also has an art gallery that will display work by artists from Maine and Nova Scotia. The ship has 162 cabins, including two large “Owner Suite” cabins that will cost $249 a night in the summer. The least expensive cabins will cost $99 in the summer and $79 in the spring and fall. The cabins are bright and colorful. The ship’s decor, created by a Danish designer, has the clean, simple lines of Scandinavian design. The ship will sail with a crew of about 130 people. DNV GL has introduced a new recommended practice for the training of dynamic positioning (DP) operators. The new standard is based on the latest training and certification principles and defines the role that simulators can play in giving candidates better and more efficient training, the society said in its press release.

Given the differing duration and frequency of DP operations, the recommended practice (RP) does not define a universal sea-time requirement expressed in days. Instead, learning goals are used to define the training experiences required. Simulator training can reduce sea time requirements by up to 50 per cent. “Dynamic positioning can be considered a high risk activity involving a team of people working together on high technology equipment. Realistic simulation, including time on full mission simulators, plays an important role in how they learn to deal with situations that rarely occur at sea,” says Aksel Nordholm, DNV GL’s manager for Simulator Certification. “As long as all operational aspects are included in the training, such as communication and cooperation with others, simulators enhance competence and reduce training time.” Major players in the offshore industry collaborated on the development of the new RP which covers: competence development, sea-time / onboard competence building, competence assessment, certification and re-certification.

“Teekay is very satisfied with the great work carried out by DNV GL and their partners to finally launch the new certification scheme for dynamic position competence,” said Torbjørg Undem, head of Marine Human Resources at Teekay Shipping Norway. “Teekay greatly welcomes this certification scheme which we strongly believe will both enhance the quality and competence of DP personnel, and also facilitate a better flow of new competence to the market. DP competence is needed today, and the need for qualified personnel is expected to grow significantly. Wiggen, CEO, Ship Modelling & Simulation Centre, Trondheim, Norway adds: “The new recommended practice on DP operator certification from DNV GL is a giant leap forward with regards to quality in all aspects of DPO certification, and is the first real proof of competence for DP operators.” The RP provides guidance to flag states and other parties wanting to establish an independently validated certification scheme. It refers to existing DNV GL standards and certification activities and provides detailed input for training centres and test centres.

The combination of the RP and related DNV GL standards helps flag states meet anticipated STCW DP operator requirements currently covered in Part B (guidance) but expected to be moved to Part A (mandatory) in the near future. the conclusion from Mark Pointon at IDPOA, The International Dynamic Positioning Operators Association welcomes the publication of this Recommended Practice by saying: “We hope that it will be adopted as the universal mechanism that ensures a consistent standard of DP Certification globally for DP Operators." Port of Rotterdam Authority to play key role in Brazil’s new deepsea facility

The Port of Rotterdam Authority has been operating in the South American country since 2010. The Port of Rotterdam Authority and Terminal Presidente Kennedy (TPK) Logistica have finally reached an agreement to jointly develop a new deep sea port north of Rio de Janeiro in Espirito Santo, the so-called industrial heart of Brazil. Porto Central, as it will be known, will be used for the handling of oil, gas, dry bulk, containers and general cargo. The greenfield project, which has been in planning since 2012, will also serve as a support centre for the Brazil’s growing offshore sector.

In a statement, the Port of Rotterdam Authority said that its main role will be to assist TPK Logisitica with its knowledge and expertise in the field of port development. An investment decision however will not be made at this stage or at least until the necessary permits are obtained.

Approximately 30 million tonnes of cargo is transported each year between Brazil and the Port of Rotterdam. The port authority has been operating in the South American country since 2010, when it was approached by the Brazilian government to advise on a strategic study into remodelling the Brazilian port sector. Eships offloads tanker pair Abu Dhabi shipowner EShips has sold two small tankers to an unspecified owner in Asia for a total of $15.4m. The 8,500 dwt ships were built in 2003. Earlier this year Eships sold another tanker too. It now has 14 ships in its fleet as well as two ships on order – a pair of 180,000 dwt capesizes that are set to be both the largest and most expensive ships in the Eships fleet. Robert and Te Matua, were sent out as a precautionary measure to where Med had been anchored near the A Beacon, two nautical miles from the entrance to the harbour.

They were not needed because the ship's propulsion and steering systems worked and the tugs did what they normally do to assist ships into their berths.

Mr Julian understood the temporary repairs to the steering took most of the day to sort out after Med struck problems after leaving the port at 5.30am on Monday. It then anchored off A Beacon to wait for a berth.

He assumed the parts for the permanent repairs would have to come from overseas, with the work to be carried out by Tauranga engineers. Maritime Rescue Co-ordination Centre New Zealand spokesman Michael Flyger said Maritime officials would board the vessel and undertake an inspection to determine exactly what happened to the steering system, what repairs were required and, once the repairs were completed, to ensure the ship did not pose any risk when it left the port.

The 34,000 tonne ship built in 2003 berthed at the Port of Tauranga at 3.46pm yesterday, nearly three-quarters of an hour after the escort began from near A Beacon off Mauao. The Environment and Maritime Safety Department at DMCA has issued a circular urging all shipowners and agents to obtain authorisation from the authority in order to anchor in designated areas. Costs mount for stricken cargo ship MV Sea Breeze

A ship which started sinking off the coast of Cornwall is costing UK taxpayers hundreds of pounds a day in mooring fees. The six crew of the MV SEA BREEZE were rescued when it began taking in water near the Lizard on 9 March.

But the future of the 87m (285ft) ship is uncertain and the Department for Transport is paying more than £200 a day to moor it in the River Fal. The ship had been taking limestone from Liverpool to Shoreham, West Sussex. The ship was towed to St Austell Bay for repairs, and then the Port of Fowey was directed by the UK Government's marine casualty authority to take her in before she was moved to the Fal, a deep water area for mooring large ships.

Truro harbourmaster Capt Mark Killingback said: "At the moment she's being looked after by the Department for Transport and the Maritime and Coastguard Agency (MCA). "It's a matter for maritime lawyers to resolve any claims against the vessel." The ship is registered in Barbados, had a mainly Russian crew and is operated by Ukraine-based company, KDM Shipping, which was unavailable for comment.

Salvage company Keynvor MorLift claims it is owed hundreds of thousands of pounds in fees.

Spokesman Diccon Rogers said: "Salvage is often complex. There are several interests and legal parties on an international basis so getting paid can be interesting." The MCA said: "Negotiations about the future of the vessel are ongoing between the MCA, the salvors, Port of Truro, the operator and their insurers. "The vessel is securely moored in the River Fal, at Truro, and is being monitored." Source : BBC

Oil prices slip on China concerns, crude supply rise

Oil prices declined Thursday on concerns over China's economic slowdown and potential supply increase from Libya.

The purchasing managers' index (PMI) for the manufacturing sector rose to 50.4 last month, up from 50.3 in March, according to a statement jointly released by the National Bureau of Statistics (NBS) and the China Federation of Logistics and Purchasing. Although China's manufacturing growth continued to rise in April, the sub-index for export new orders dropped, fueling market worries over China's economic slowdown in the first quarter.

Alam Swiber secures RM248m deal Alam Maritim Resources Bhd’s joint controlled entity, Alam Swiber Offshore (M) Sdn Bhd, has secured a RM248 million contract after signing an agreement with Technip Geoproduction (M) Sdn Bhd and Malaysia Marine and Heavy Engineering Sdn Bhd.

The agreement is to cooperate and undertake the performance of the contract for engineering, procurement, construction, installation and commissioning in Malaysian waters. “It is expected to commence immediately,” Alam Maritim said. Alam Swiber provides transportation, installation and commissioning of offshore pipelines, structure and subsea equipment services. Source : New Straits Times

Petrobras March oil, gas output up 2.6 pct yr/yr; Q1 at 5-yr low

Oil and natural gas output at Brazil's state-run oil company Petroleo Brasileiro SA rose 2.6 percent in March from a year earlier as long-delayed offshore fields came on line, the company said on Friday.

It was only the third time in two years that monthly output rose over the same month in the previous year. First-quarter output was still the lowest since 2009 and 0.78 percent lower than the first three months of 2013, the company said in a statement. Petrobras' March output in Brazil and abroad averaged 2.55 million barrels per day of oil and equivalent natural gas (boepd) compared with 2.49 million boepd a year earlier. March output was 0.68 percent greater than in February.

Rising output from new offshore "subsalt" fields south of Rio de Janeiro explained March's production increase, Petrobras said. Subsalt refers to oil trapped deep beneath the seabed by a thick salt layer. Production would have been higher if Petrobras was not forced to retire an ageing production ship and conduct maintenance on several older systems. Despite discovering some of the world's largest new oil resources south of Rio de Janeiro starting in 2007 and investing more than $40 billion a year for the past five years, Petrobras output is stuck at levels first reached in 2008.

Petrobras has seen many of its new production systems fall years behind schedule while output from giant oil fields in the Campos Basin northeast of Rio de Janeiro decline. The company, after union safety complaints, was also forced by the government to shut ageing platforms for maintenance. Petrobras said it still expects to increase output 7.5 percent, plus or minus 1 percentage point, in 2014 as delayed systems finally start operations. If it succeeds, it will be one of the biggest annual output gains in the company's history. But even if it does reach its target, average daily production will still fall short of the company's record 2.73 million boepd produced in January 2012. Former NOL chief Ron Widdows suddenly leaves the helm at Rickmers

RON Widdows has abruptly stepped down, giving only one day's notice as the head of Germany's Rickmers Group, insisting that his departure favours deputy Ignace Van Meenen and is a result of a planned leadership succession.

Mr Widdows will continued to sit both on the Rickmers Holdings advisory board and the board of AR Maritime Investments, a Singapore-incorporated joint venture between Rickmers and New York-listed investment manager Apollo. He has no plans for other jobs, he said. "My focus continues to be with Rickmers and I will be able to do it from here as opposed to living out of a suitcase," he said. "After two years, that is something to look forward to and I can tell you my family is happy about it. From both personal and professional standpoints, this is a very positive thing for me." During Mr Widdows' tenure, the company broke away from the German family-owned shipping company pack by accessing new forms of finance, including private equity and a domestic high-yield bond issue in June last year, noted Lloyd's List.Mr Widdows, who hired from Neptune Orient Lines in Singapore two years ago, is credited with taking Rickmers into areas where few German family companies dare to tread.These include a groundbreaking foray into the domestic high-yield market last year, and collaborations with US investors Apollo and Oaktree.

The new CEO, Mr Van Meenen, told Lloyd's List that he would stick with that strategy, with the full support of Mr Widdows."How to run the show? There is no big change as to how we have done it. Ron and I have worked very closely in the last two years," he said. "The team will continue to work. We are shifting gear a little bit in order to adapt to what we have done so far and we will continue to do so," he said."This is a capital intensive business that requires you to test all the waters you can on the financial side, and be out there a lot more than the German community in the past has ever needed to be.
