Warship sails on piracy mission One of the Royal Navy's most advanced warships has set sail for a five-month counter-piracy operation.

HMS DAUNTLESS left its home at Portsmouth Naval Base, Hampshire, for the routine deployment to the Gulf where it will also be carrying out patrols to ensure the safe passage of merchant vessels. The Type 45 destroyer will make several stops in the Mediterranean for training as well as visiting ports in a number of Gulf States to strengthen ties in the region.

Government said it would not reimpose greenhouse gas conditions removed because of the carbon taxMonths after the Abbott Government abolished the tax at a Federal level, WA Environment Minister Albert Jacob ruled out reapplying State- imposed pollution limits on some major projects.Chevron, the lead partner in the $30 billion Wheatstone LNG development, noted there were Federal Government moves to limit emissions on projects that would come into effect next year, pending

Parliamentary approval. The US energy giant also said it supported a "single nation policy" to regulate greenhouse gas emissions because State-based measures were an "expensive and inefficient" way of doing it.

Such local conditions had been recommended for the Kimberley gas hub, which was predicted to account for 52 per cent of WA's greenhouse gas emissions compared with 2007 levels before it was mothballed last year. They also applied to Wheatstone, which will be one of the country's biggest polluters and lift WA's greenhouse gas output 13.5 per cent on 2007 levels.However, the conditions were axed in 2012 and 2013 by then environment minister Bill Marmion, who said they were unnecessary because they duplicated the provisions of the carbon tax.Mr Marmion's decision overturned 15 years of precedent in State-based pollution controls and sparked controversy by going against Environmental Protection Authority advice.Mr Jacob rejected the idea of reconsidering pollution controls in light of the carbon tax removal."I do not intend on reviewing or reapplying any greenhouse gas emission conditions that have been removed by the previous minister for environment," he said.Conservation Council of WA director Piers Verstegen said the decision took pollution controls back two decades. Volvo Ocean Race crews shake-up as they prepare to leave Abu Dhabi

As we prepare to wave goodbye to 2014 and usher in 2015, there are also changes galore on-board a number of the boats in the Volvo Ocean Race ahead of leg three.

Despite a second straight run-ners-up spot in the second leg, Dongfeng Race Team are changing a third of their crew ahead of the Abu Dhabi departure on Saturday. Ying Kit Cheng will become the fourth Chinese sailor to join the team since the race started in October. With Cheng being over 30, that means the only person apart from captain Charles Caudrelier to com-pete in the race previously, Swedish sailor Martin Stromberg, will have to step aside, although he will return for leg four. An unexpected change for the team is on board reporter Yann Riou, who has had to return home

to France due to personal reasons. Sam Greenfield, one of the VOR cameramen and editors, will replace him.

The topic of crew changes was brought up in the Abu Dhabi skip-pers’ press conference yesterday, with Abu Dhabi Ocean Racing cap-tain Ian Walker revealing that he may even be forced into making a personnel change of their own.

Nine Missing From Sunken Cargo Ship in Batangas

Philippines Coast Guard search and rescue teams are searching for nine missing crewmembers from the cargo vessel M/V Sea Merchant which sunk approximately five nautical miles southeast of Malabrigo Point in Lobo, Batangas at around 6:45 a.m. January 1. The missing crewmembers reportedly boarded a life raft, while 11 other crewmembers were rescued by the passing M/T Mactan Island after it has received the distress signal from the sinking vessel.

M/V Sea Merchant was carrying 20,040 bags of cement to Antique from Bauan Port where it loaded 16,000 liters of diesel oil.

Inquiry from Celso Rey Baiza, Chief Officer of M/V Sea Merchant revealed that while the vessel was navigating towards Dumali Point, Oriental Mindoro on January 1 at 2 p.m., it was suddenly battered by large waves and strong winds on her port, causing her cement cargo to shift to the starboard side and then list by 10 degrees. The Master ordered his Chief Mate to arrest the list by shifting the ship’s heading while the engine crew tried to intake ballast water to port when three consecutive big waves continued to batter the ship causing the, to take in more water. M/V Sea Merchant subsequently sank several minutes after the Chief Mate initiated the distress call at 4 p.m. The distress call was monitored by the Vessel Traffic Management Sytem (VTMS Batangas) and M/T Mactan Island, a tanker vessel plying near the area of incident.

PCG Commandant Vice Admiral Rodolfo Isorena directed SARV-001 (BRP San Juan) to augment in the conduct of the ongoing search and rescue operations.M/T Mactan Island conducted SAR operations and rescued 11 crewmembers onboard a life raft. PCG rescue teams and M/T Mactan Island are still scouring the vicinity for the possible recovery of the remaining missing crew, including the master of M/V Sea Merchant. Source : MarineLink

LNG-terminal Zeebrugge: opnieuw opsteker voor kleinschalig LNG

Kleinschalige afnemers van vloeibaar aardgas (LNG) in Scandinavië zullen in 2015-2016 LNG toegeleverd krijgen vanuit de LNG-terminal in Zeebrugge. Op de terminal werden bijkomende laadbeurten geboekt voor de nieuwe LNG-stromen naar het noorden. De groei van de kleinschalige LNG-activiteit op de LNG-terminal in Zeebrugge vloeit voort uit een recente overeenkomst tussen energieleverancier Skangass en geïntegreerd energiebedrijf Eni, één van de langetermijngebruikers van de LNG-terminal. Parallel heeft Eni ook een overeenkomst met Fluxys LNG gesloten om bijkomende laadbeurten te boeken op de terminal.

Groeiende interesse om het pad te effenen voor alternatief gebruik van LNG De overeenkomsten tonen hoe aantrekkelijk de LNG-terminal in Zeebrugge is als hub voor kleinschalig LNG in Noordwest-Europa. Ze bevestigen ook de groeiende interesse om in te spelen op de markt voor LNG als brandstof voor schepen, vrachtwagens en de industrie De markt voor kleinschalig LNG is een bijzonder veelbelovende markt omdat LNG de alternatieve brandstof bij uitstek is voor de scheepvaart en lange-afstandstransport met vrachtwagens.

LNG-terminal Zeebrugge: hub voor kleinschalig LNG Sinds de nieuwe dienstverlening voor het laden van LNG-tankwqgens in 2010 zet Fluxys LNG als dochteronderneming van Fluxys Belgium alle zeilen bij om de LNG-terminal in Zeebrugge te ontwikkelen als hub voor kleinschalig LNG. De tankwagens leveren doorheen Europa LNG aan schepen die LNG als brandstof gebruiken, aan LNG-tankstations voor vrachtwagens en aan industriële vestigingen in regio's die niet op het aardgasnet zijn aangesloten. Voor 2014 komt het aantal laadbeurten van LNG-tankwagens op ongeveer 1900, meer dan een verdubbeling tegenover 2013 en voor de komende jaren blijft de vraag eveneens hoog.

Daarnaast is op de LNG-terminal een tweede steiger in aanbouw die speciaal werd ontworpen om ook kleine LNG-bunkerschepen te laden die LNG leveren aan schepen die LNG als brandstof gebruiken of aan kleine LNG-bunkerterminals in andere havens. De tweede steiger wordt in de herfst van 2015 in gebruik genomen.

BW Offshore extends deal BW Offshore has signed a letter of intent to extend the charter of a FPSO operating off Nigeria for

another two years.

The deal means the Abo FPSO will still be afloat 40 years after the vessel left a Japanese shipyard as a crude oil tanker. Options for a further seven year have also been agreed that could keep the Abo FPSO in employment until the end of 2023. The deal is with Nigerian Agip Exploration, an affiliate of ENI the Italian oil company. The Abo FPSO is the former 134,000-dwt tanker GREY WARRIOR (built 1976) converted in 2003 by Keppel Shipyard in Singapore. Source : Tradewinds

The offshore potential of the Baltic may soon be realised

From the first project built in the relative calm of the Danish Straits to the latest installations in the wild waters of the North Sea, offshore wind has had a short but tumultuous history.

In little more than a decade, the pendulum has swung from hope to despair and back again. The bright-eyed optimism of the early years of the century, when it seemed that the potential of the industry was practically unlimited, gave way to growing horror at capital costs that increased rather than fell with every installed megawatt.

But the sector has learned from its mistakes, and a more realistic and mature industry is emerging — one that is working together to push costs down and guide offshore wind to its rightful place in the energy mix.

Another pattern has also been apparent. Since its birth in the Baltic Sea, the centre of gravity of Europe’s offshore wind sector has shifted westward — towards the North Sea and Irish Sea. With a few notable exceptions, offshore wind development in all but the most southerly reaches of the Baltic Sea appears to have stalled. Baltic offshore has not failed to thrive for want of potential. There is an abundance of near-shore, shallow-water sites with cost profiles that would give the best sites under development in the North Sea a run for their money.In fact, the low salt content of the Baltic means that some sites could even opt for cheaper onshore turbines unsuitable for the North Sea. It is true

that the sea ice that forms in much of the northern Baltic each winter presents new challenges for foundation designers, but understanding of the loads and operational impacts is improving rapidly.

As any renewable-energy analyst worth his or her salt will tell you, though, offshore wind doesn’t happen by accident, however fabulous the resource. The importance of the political will needed to create and shape an offshore sector cannot be overstated. The UK and German governments have been working hard at getting offshore wind up and running for more than a decade, their efforts rewarded by almost 5GW of operational capacity and a pipeline healthy enough to allow the UK to pick only the very best projects through competitive auctions.

In the Baltic region last month, there were positive signs that the conditions needed to give offshore wind a helpful political push were materialising. The new ruling minority coalition has distanced itself from the previous government’s nuclear bias, in favour of a 100% renewable electricity system. Depending on how stable the coalition turns out to be, Sweden may yet follow through on plans to announce a new offshore wind policy in 2015 — with implications for the whole region.Whatever turn the political drama in Stockholm takes, with a population of less than ten million and peak electricity demand of about 26GW, Sweden is unlikely to compete with the UK and Germany for installed offshore capacity. Nevertheless, a Swedish offshore renaissance would improve the chances of other countries around the Baltic Sea following suit, with regional and European knock-on benefits.

Offshore wind is good at creating thousands of jobs and, potentially, helping connect electricity systems across borders. It also happens that these are two things that Europe really needs.

The European Commission is planning to mobilise €315bn ($390bn) to light a fire under the lacklustre EU economy by, among other things, investing in infrastructure. As a demonstration of European solidarity, the EU executive has been explicitly tasked with ensuring that electrically isolated regions, including vulnerable Baltic Sea countries, are physically connected to wider European markets. A yet-to-be-decided proportion of the commission’s investment package will be used to that end.In the Baltic region, the interconnection possibilities mean offshore wind has the potential to act as the cornerstone of the EU’s much-discussed Energy Union concept.History shows us that offshore wind requires an alchemical combination of technical and political factors. There is no technical case against offshore wind in the central and northern Baltic, and there are clear signs that the political headwinds are shifting in its favour.

Burnt-out ferry towed to Italy after deadly blaze

Tug boats hauled the burnt-out hulk of a ferry that caught fire off the coast of Greece into a southern Italian port on Friday, opening the way for an investigation into the blaze that killed at least 11 people.

Listing visibly to starboard, the Norman Atlantic multi-deck car-and-truck ferry docked in the port of Brindisi in the early afternoon, still smoldering. The fire broke out on Sunday on one of the lower garage levels and left the vessel drifting without power in stormy seas. It took Greek and Italian rescue teams 36 hours to evacuate 477 passengers

and crew from the ship amid strong winds.Most were winched into helicopters from the upper deck of the ship as the blaze raged below, but dozens may still be missing, possibly including unauthorized migrants not listed on the ship's manifest, Italian officials have said.

"Given that the ship was indisputably carrying illegal migrants who were probably hidden in the hold, we fear that we'll

find more dead people once we recover the wreck," Giuseppe Volpe, the Italian prosecutor leading the investigation into the cause of the fire, said earlier this week. Reports of the number of missing have varied widely. The Greek coastguard said on Thursday that 18 were still unaccounted for. Volpe said on Friday the number of people missing was around 10-15, having previously said it may be as high as 98.

Investigators will only be able to descend to the lower decks once the vessel is fully secured but black box recorders were recovered and will be examined for clues, said officials.

In his end-of-year address, Italian Prime Minister Matteo Renzi praised the rescue effort and complimented the ship's captain, Argilio Giacomazzi, for staying on board until the ship was fully evacuated. But several rescued passengers have criticized the handling of the emergency.

New policy brings hope for Indonesian maritime industry

With Indonesian president Joko Widodo's declared intention to to develop the maritime sector, the shipping industry and related businesses see renewed hope that the time has finally come for Indonesia to redefine its logistics systems to provide greater opportunities for shipping companies while at the same time lowering the cost of shipping goods, local reports said.

According to industry players, the first key step is for the government to free the shipyard business from the tariffs that add 25% to production costs.Lack of incentives and no specific shipping policies in the past have caused inefficiencies in the industry, they said. While the introduction of the cabotage principle has seen the number of ships — operated by 1,200 shipping companies — increase to 13,244 in 2014, compared with only 5,000 ships seven years ago and total capacity increase to 19m gt from 5.6m gt scale is not everything, said INSA head Carmelita Hartoto. Indonesia needs more than just the cabotage principle. Issues related to port development and shipbuilding management as well as infrastructure need attention too, she said. Despite growing demand, national shipyards are not able to meet the market demand because of a range of problems.

As the situation currently stands, high costs at Indonesian yards mean their ships are 30% more expensive than Chinese products.Taxes discriminate against local shipyards by charging about 30% on imported components and value-added tax, while ship imports are tax-free.

“The government has given a positive signal that it will remove the tariffs on imports of parts,” says Indonesia Shipyard and Offshore Association (Iperindo) head Eddy Logam.Financing problems are another burden, given the high cost of loans. Domestic shipbuilders deserve support in the form of low-interest loans, since the industry is a long-term one and is capital-intensive."To build a dock and shipyard needs investment of about IDR100bn ($8m), but they can produce ships with a value of IDR40bn, ” he said.

“So they need huge capital and only banks can lend such big money, especially at low interest,” adds Eddy, who notes that given the current conditions in the banking industry, shipyards are forced to borrow from foreign banks.

Diana Shipping announces time charter contract for m/v Houston with RWE

Diana Shipping Inc., a global shipping company specializing in the ownership of dry bulk vessels, has announced that, through a separate wholly-owned subsidiary, it has entered into a time charter contract with RWE Supply & Trading GmbH, Essen, Germany, for one of its Capesize dry bulk vessels, the m/v HOUSTON. The gross charter rate is US$12,750 per day minus a 5% commission paid to third parties, for a period of minimum twelve (12) months to maximum fifteen (15) months. The charter is expected to commence on January 5, 2015, the company said in its press release The “HOUSTON” is a 177,729 dwt Capesize dry bulk vessel built in 2009. This employment is anticipated to generate approximately US$4.59 million of gross revenue for the minimum scheduled period of the time charter. Ezadeen ship rescue: Italian coast guard picks up 450 migrants

Sierra Leone-flagged cargo ship with mostly Syrian people aboard set sail from Turkey

An Icelandic coast guard ship was towing a cargo vessel to Italy on Friday with about 450 migrants who were abandoned by smugglers, leaving the vessel in rough seas and without a crew, authorities said.

Italian coast guard Cmdr. Filippo Marini said that after several hours of struggling, rescue teams shortly before dawn managed to secure the wave-tossed Ezadeen for towing toward the southern Calabrian region.

The Icelandic ship TYR, part of a new European patrol force to detect and aid migrants at sea, was doing the towing. Children and pregnant women were among the migrants, most believed to be Syrian, said Marini.The Sierra Leone-flagged cargo ship apparently set sail from Turkey, he said.

The Moldovan-flagged BLUE SKY M carrying hundreds of migrants arrives at the southern Italian port of Gallipoli on Wednesday. Italian authorities took control of the cargo ship after the crew disappeared. On Friday, a second migrant ship, carrying 450 migrants, is being towed after it too was abandoned by smugglers. By midday, the migrants were still hours away from land. Authorities still didn't know which port would receive the ship with its human cargo. Bad weather made the route unsure, with two ports of the Calabrian coastline in the `'instep" of the Italian boot-shaped peninsula being cited as possibilities.

Italian Air Force official Nicolo Nicolosi told Sky TG24 TV that engineers and electricians were lowered by Air Force helicopter to the ship to get the EZADEEN steering smoothly so it could safely enter a port. A blackout on board complicated efforts; the cause of the blackout was not immediately clear.

`'So far the operation is going well," said Nicolosi Earlier on Friday, Marini said that a migrant had called for help saying: "we're without crew, we're heading toward the Italian coast and we have no one to steer."The EZADEEN is the second cargo ship full of migrants to be abandoned at sea this week.Days earlier, the Italian Coast Guard lowered officials onto the Moldovan-flagged cargo vessel BLUE SKY M so they could take control of the ship, which was close to crashing into the Italian coast with hundreds of migrants aboard. More than 170,000 migrants were intercepted or needed rescue by Italian navy, coast guard and air force patrols last year. This apparently new technique by smugglers of abandoning a ship after setting it on a crash course complicates rescue efforts, Marini told Italian state radio, `'but the important thing is there are lives to be saved." Wärtsilä to supply engines for one of the world's largest cutter dredger vessels

One of the world's largest non self-propelled cutter dredger vessels, which is also one of the largest of all cutter dredgers in the world with 5200 kW of cutter power, will feature Wärtsilä engines, both to generate power and to drive the dredging pump. The ship has been designed by the Design & Research Institute of Ship and Ocean Engineering at Shanghai Jiaotong University, and is being built for Jiangsu Haihong Construction Engineering Co. at the company's yard in China. The order with Wärtsilä was placed in December, 2014.

The 6500 CBM vessel will be fitted with four 12-cylinder Wärtsilä 32 engines, two of which will be used to drive the dredging pump. For this application the 6000 kW engines will run at 775 rpm instead of the normal 750 rpm. The Wärtsilä machinery is scheduled to be delivered in August 2015. "This is another notable contract for Wärtsilä. More Chinese ship owners and shipyards are selecting Wartsila for their vessels and this further strengthens our position within the Chinese shipbuilding market. Rebalancing Trade Flows: The New World Order Of Oil Production

The changing pattern of crude oil production around the world is shifting trade flows, thus shaping tanker demand. Depending on the requirements of a particular refinery, a blend of heavy and light crudes is processed to manufacture a variety of petroleum products. Attempting to make a detailed analysis of these new trade flows, Mcquilling Services said in its latest report that “after peaking at 9.6 million b/d in 1970, US crude oil production steadily declined until reaching a low of 4.94 million b/d in 2008. From 1970 to 2008, US crude oil imports increased sharply to bridge the gap of decreasing domestic supply and increasing demand. In response to declining North American production and anticipation of rising heavy grade imports from the Caribbean, Latin America and Saudi Arabia, many US refineries were reconfigured to process a heavy crude slate in the 1990’s”. Mcquilling went on to add that “at the turn of the 21st century, rising global fuel costs led to advancements in crude oil extraction technologies, setting the stage for the development of the North American unconventional crude oil industry. Since 2008, supply from Canadian oil sands and US shale reserves have grown by 80%. The most significant aspect of the North American unconventional crude oil renaissance is the variety of crudes produced; the Canadian oil sands supply heavy crudes and US shale reserves supply light crudes. Because of the assortment of crudes available from unconventional plays, increased North American production has displaced a wide range of foreign crudes, which has led to a restructuring of long-established trade routes. Canadian exports to the US have had a considerable impact on the global supply chain and we project that this phenomenon will escalate through 2019. Canada is a net exporter of crude oil and as productivity from their oil sands increases, Canadian exports to the US will expand as well. Due to intermodal transportation constraints, Canadian crudes are currently not reaching coastal ports to load tankers for more distant export markets in any significant volumes. The US is the main beneficiary of Canada’s growing export trade, absorbing approximately 97% of its international crude sales”, Mcquilling said The US-based consulting services firm added that “since nearly all US shale production is light, heavy Canadian crudes are in high demand from US refiners. Gulf Coast refineries use a blend of light and heavy crudes to optimize the crude slate and increase operating efficiency. Considering the wide range of crude grades available from unconventional North American plays, commercializing the oil sands and shale industries has had widespread effects on global trade flows. Since 2005, exports of heavy Canadian crudes to the US increased by 1.5 million b/d, while the US simultaneously increased light crude production by 4 million b/d. By 2014, US imports from Iraq, Mexico, Nigeria, Saudi Arabia and Venezuela declined by 2.7 million b/d from 2005 levels. Collectively, about 1.5 million b/d of heavy grade exports from Mexico, Saudi Arabia and Venezuela to the US were displaced by heavy grade Canadian crudes while the light grade Nigerian trade to the US was almost completely decimated by US tight oil production. As North American imports declined, the tonnage was absorbed into alternative markets”. It went on to mention that “in response to abating US imports, Nigerian exports have primarily been diverted to the Indian sub-continent and Europe. India’s economy is expected to grow by approximately 6.5% year-over-year through 2019. By 2019, India’s crude demand is forecast to grow by 40% over 2010 levels. Indian crude production is only foreseen to increase by 12% during the same period, suggesting a supply deficit that will drive greater crude imports. Saudi Arabian exports to the US have declined by roughly 20% since 2005. The first significant decline in Saudi Arabian exports to the US, besides the 2008/2009 recession linked drop, took place in 2013 as a result of Canadian oil sands production growth. By 2014, Saudi Arabian exports to the US decreased by 20% over 2005 levels”.Concluding its analysis, Mcquilling said that “growing demand from India and China has soaked up the lion’s share of displaced Saudi cargoes. As Canadian oil sands production expands in coming years, Saudi Arabian heavy grade crudes will continue to shift out of North American markets and into alternative growing markets, like China and India. By 2019, we expect that an additional 500,000 b/d of Saudi Arabian exports to the US will be displaced by Canadian oil sands production. It is our view that economic growth in China and India will generate enough demand to take in the displaced Saudi production, leading to increasing tanker demand on the AG / East trades. US oil rig counts post their highest decline in the past 2 years

counts. “Other” rigs are in basins that are smaller in size or that don’t fall within a specific geographic basin. Oil rigs in the Permian basin in Texas also decreased by five. The oil rig count has now fallen by 110 from its highest weekly count ever. The rig count was 1,609 on October 10, which was the highest it’s been since January 2005.

US oil price and rig count

The oil rig count has started to respond to falling oil prices in the US. By the end of last week, West Texas Intermediate’s (or WTI) oil price fell ~50% from its high in June. If oil prices continue to decline, drillers will have less incentive to drill. Oil prices below the break-even point could even cause some upstream companies to stop operations.Oil producers like Occidental Petroleum (OXY), Chevron Corporation (CVX), Concho Resources (CXO), and Continental Resources (CLR) have a higher breakeven point. These companies work in unconventional shales. These operations are usually more prone to oil price declines than conventional oilfields in the US. Some of these companies are part of the Energy Select Sector SPDR ETF (XLE).

Year-to-date oil rig counts

Since the beginning of 2014, the number of oil rigs in operation increased by 121, or ~9%. In comparison, oil rigs increased by 64 during the same period last year. Despite this week’s sharp fall, activity in the oil-rich Permian Basin in western Texas drove most of 2014’s increase. This region added 68 oil rigs. Dredger arrested in Singapore over payment dispute

A 3,400-gt trailing split-hopper suction dredger operated by Malaysia-based operator Inai Kiara has been arrested in Singapore after a payment claim was filed against the ship. Singapore-based shipping service provider QSA Marine & Logistics has filed a S$884,000 claim against the ship, the INAI LAVENDER , in the High Court of Singapore. Oil Falls to 5 1/2-Year Low as Russia, Iraq Boost Output

Oil dropped to the lowest in more than five and a half years amid growing supply from Russia and Iraq and signs of manufacturing weakness in Europe and China. Futures capped a sixth weekly loss in New York and London. Oil output in Russia and Iraq surged to the highest levels in decades in December, according to data from both countries’ governments. Euro-area factory output expanded less than initially estimated in December. A manufacturing gauge in China, the world’s second-largest oil consumer, fell to the weakest level in 18 months, government data showed yesterday. Prices slumped 46 percent in New York in 2014, the steepest drop in six years and second-worst since trading began in 1983, as U.S. producers and the Organization of Petroleum Exporting Countries ceded no ground in their battle for market share. OPEC pumped above its quota for a seventh month in December even as U.S. output expanded to the highest in more than three decades, according to data compiled by Bloomberg. Oil Prices “We’re seeing more of the same,” John Kilduff, a partner at Again Capital LLC, a New York-based hedge fund that focuses on energy, said by phone. “The Chinese and European PMI figures signal weaker demand, while there’s ever-increasing supply. Nobody is cutting back on output and now the Russians are posting post-Soviet production highs.” West Texas Intermediate for February delivery fell 58 cents, or 1.1 percent, to $52.69 a barrel on the New York Mercantile Exchange, the lowest close since April 30, 2009. Volume for all futures traded was 29 percent below the 100-day average at 2:57 p.m. Brent Futures Brent for February settlement dropped 91 cents, or 1.6 percent, to close at $56.42 a barrel on the London-based ICE Futures Europe. It’s the lowest settlement since April 30, 2009. Volume for all futures traded was 34 percent below the 100-day average. The European oil fell 48 percent last year, the second-biggest annual loss on record behind a 51 percent tumble in the 2008 financial crisis. Brent closed at a $3.73 premium to WTI. “There’s a lack of market participants,” Tom Finlon, Jupiter, Florida-based director of Energy Analytics Group LLC. “ I wouldn’t read much into today’s moves because volume is particularly low. It’s as dead as a dodo bird in London.” A final reading of a Purchasing Managers’ Index for the euro area’s manufacturing stood at 50.6 in December, London-based Markit Economics said today. The euro lost as much as 0.8 percent to 1.2003 per dollar. A stronger U.S. currency usually reduces the appeal of commodities as a store of value. Industrial Growth In China, the official Purchasing Managers’ Index dropped to 50.1 in December from 50.3 the previous month, according to data from the statistics bureau and the China Federation of Logistics and Purchasing. A separate manufacturing reading from HSBC Holdings Plc (HSBA) and Markit Economics on Dec. 31 also fell. Manufacturing in the U.S. also cooled in December. The Institute for Supply Management’s factory index dropped to a six-month low of 55.5 from 58.7 in November, a report from the Tempe, Arizona-based group showed today. The surge in supplies in Iraq and Russia signaled no respite in early 2015 from the glut. Russian output rose 0.3 percent in December to a post-Soviet record of 10.667 million barrels a day, preliminary data e-mailed today by CDU-TEK, part of the Energy Ministry, showed. Iraq exported 2.94 million barrels a day in December, the most since the 1980s, Oil Ministry spokesman Asim Jihad said. OPEC Production The final two burning crude-storage tanks were extinguished at Es Sider, Libya’s biggest oil port, National Oil Corp. spokesman Mohammed Elharari said by phone from Tripoli. The fires started Dec. 25, when Islamist militants shot rockets at the port in a second attempt to capture it. OPEC’s production slid by 122,000 barrels a day from November to 30.24 million last month, a Bloomberg survey of companies, producers and analysts shows. The 12-member group has a collective target of 30 million a day. U.S. oil production averaged 9.12 million barrels a day in the week ended Dec. 26, according to the Energy Information Administration. Output increased to 9.14 million a day through Dec. 12, the most in weekly data that started in January 1983. Crude inventories at Cushing, Oklahoma, the delivery point for WTI traded in New York, climbed 6.9 percent to 30.8 million in the week ended Dec. 26, EIA data showed. The gain left supplies at the highest level since February. Seaway Pipeline The new Seaway Twin pipeline is done and crude was delivered to Jones Creek in Texas on Dec. 21, Enterprise Products Partners (EPD) said Dec. 31. It more than doubles capacity from Cushing to the Gulf Coast. “The overall fundamentals are negative,” Bob Yawger, director of the futures division at Mizuho Securities USA Inc. in New York, said by phone. “We could be getting a bit of strength in WTI because of the Seaway opening. We should start seeing

inventories fall at Cushing.” Inventories of gasoline surged in the week ended Dec. 26 as production climbed to a record, EIA data showed. Gasoline futures declined 3.87 cents, or 2.6 percent, to close at $1.4334 a gallon. It was the lowest settlement since April 28, 2009. HMAS Launceston Assists Ill Mariner The navy has provided medical assistance to a Chinese mariner who fell ill aboard a fishing boat.

HMAS LAUNCESTON assisted in the medical evacuation of a critically ill Chinese mariner from a Chinese fishing vessel, 80 nautical miles south-east of Christmas Island in the Indian Ocean on the afternoon of 1 January, 2015.

The request for LAUNCESTON’s assistance came from the Australian Maritime Safety Authority, and the patrol boat embarked a civilian medical officer prior to departing.

The Chinese mariner was embarked in HMAS LAUNCESTON at sea along with an escorting crewmember. Life-sustaining medical aid was provided during the return to Flying Fish Cove in Christmas Island. LAUNCESTON arrived at Flying Fish Cove at about 6pm local time (10pm Canberra Time) and the mariner was immediately transferred by a waiting ambulance to hospital. Source : Marinelink

Eighteen crew missing after Gearbulk-owned vessel capsizes and sinks off the Vietnamese coast.

The 56,000-dwt BULK JUPITER (built 2006) issued distress signals on Thursday night while it was en route from Malaysia to China. It departed Malaysia’s Kuantan on 30 December with 19 Filipinos onboard and laden with 46,400-tonnes of bauxite.

Gearbulk said repeated attempts to contact the vessel on all communication channels were unsuccessful. A Japanese coast guard tugboat has picked up one surviving member of the crew. Another vessel owned by Israel’s Zim, the 3,400-teu ZIM ASIA (built 1996), noticed a lifeboat and a life raft, both empty, close to where the BULK JUPITER capsized.

The search and rescue operation led by Singaporean authorities continues. There are no further reports about the missing crew. The BULK JUPITER was acquired by Bergen-based Gearbulk in 2008 It has hull insurance coverage led by the Norwegian Hull Club while the London-based Britannia Club has the vessel's protection and indemnity cover .Source : Tradewinds

NAVY NEWS Russian Navy to Continue Anti-Piracy

Mission off Coast of Somalia Warships and support vessels of Russian Navy will continue to perform tasks to prevent pirate attacks on civilian ships in the Gulf of Aden and the Horn of Africa, Navy commander-in-chief Adm. Viktor Chirkov said Friday. Currently, Russia's anti-piracy mission is performed by the squadron of Northern Fleet warships led by submarine chaser SEVEROMORSK, which is expected to guide four convoys of various classes vessels through potentially hazardous areas.

"It is expected that 4-5 campaigns of [Russia's] Northern and Pacific fleets warships will be organized during the year in areas of increased pirate activity off the African east coast. To support the activities of these squadrons, additional vessels (tankers, rescue vessels) of all [Russian] fleets will be involved," Chirkov said.

The scheme of Russian warships actions in the Gulf of Aden will remain unchanged and will include the organization of the escort of civil ships convoys. The training for the inspection and anti-terror groups will be implemented at the permanent bases of the fleets, as well as at the Joint Training Center of the Navy in St. Petersburg.

The struggle against pirates in the Gulf of Aden is conducted as part of the 2008 EU Naval mission Atalanta and the NATO operation Ocean Shield launched in 2009. The latter, in addition to the primary task of combating piracy, is also expected to help countries in the region to launch their own measures against the threat.

A Pakistani Vessel Carrying Explosives Blew Itself Up After Being Chased Down By

The Indian Navy The crew of a Pakistani fishing boat blew up and sank their vessel after trying to evade capture at the hands of the Indian navy in a high-speed chase at sea, officials said Friday. All four people on board the vessel from near the Pakistani port city of Karachi are believed to have been killed in the dramatic episode in the Arabian Sea on New Year's Eve, according to India's defence ministry.

Indian Coast Guard ships and aircraft tried to intercept the boat near the maritime border with Pakistan, around 365 kilometres (225 miles) from the coastal state of Gujarat, following an intelligence tip-off."However, the boat increased speed and tried to escape away from the Indian side of maritime boundary. The hot pursuit continued for nearly one hour," a defence ministry statement added. Although the boat did eventually stop after warning shots were fired, the four-man crew then hid themselves below deck before setting the boat on fire which triggered a large explosion."Due to darkness, bad weather and strong winds, the boat and persons on board could not be saved or recovered. The boat burnt and sank in the same position, in early hours of January 1," said the statement. Although the defence ministry would only say that the crew were planning "some illicit transaction," it also stated that the boat was carrying

The incident has evoked memories of the 2008 Mumbai attacks when Pakistani militants managed to sneak into India's financial capital by sea and then began a 60-hour siege of India's economic capital that left 166 people dead. Shipdock repair & conversion yards adopt new Damen names

Amsterdam and Harlingen successfully integrate into worldwide network

On 1 January 2015 Shipdock Amsterdam and Shipdock Harlingen changed names to Damen Shiprepair Amsterdam (DSA) and Damen Shiprepair Harlingen (DSH) respectively. During the last two years, both yards have successfully integrated into Damen Shiprepair & Conversion (DSC), itself part of the Damen Shipyards Group. For example, the close collaboration between DSH and Damen Shipyards Den Helder (DSDH) strongly highlights how customers benefit from the network of yards.

Damen Shipyards Group acquired the two Shipdock yards in February 2013. The new DSA and DSH names reflect the yards’ positions within the DSC network of 15 yards worldwide.

“Changing our name tells the market that we have a strong vision for the future within Damen,” says DSA Managing Director Flip van der Waal. “After a period of getting to know each other, we’ve really seen how the supporting activities within DSC deliver benefits for the customer and we are proud to be part of the team.”The name changes have no direct consequence for the structure, organisation or employment situation at the two yards, nor for any contracts or obligations entered into with their customers.

Collaboration between Harlingen and Den Helder yards Since joining the group, DSH has worked very closely with DSDH, located approximately 45 kilometres away in Den Helder. “The port of Den Helder is a major base for the Royal Netherlands Navy as well as offshore support vessels for North Sea oil and gas operations,” explains DSDH Managing Director Jelle Loosman. “That can lead to periods of intense ship repair activity, so having DSH nearby is an enormous benefit. The close collaboration between our yards ensures we can provide our customers with fast, reliable and cost-effective maintenance and repair work on all vessel types.”

I think the name change helps broadcast more clearly that we are part of a strong group of shipyards with a lot of expertise and experience in ship repair and conversion projects.”

DSC’s worldwide network of shipyards handles 1,500 repair and maintenance jobs annually. In addition to this knowledge base, DSC has built up long-lasting partnerships with its Supporting Companies. DSA services vessels up to 250 metres in length at its facility in the heart of the seaport of Amsterdam, one of the largest industrial areas in the Netherlands. With roots dating back to 1877, the shipyard has a rich history in ship repair and maintenance. DSH can service ships up to 120 metres in length at the yard located directly on the North Sea in the north of the Netherlands. Dating back to 1600, the Harlingen shipyard has one of the longest histories of the Damen Shipyards Group.

Sagar Port project agreement to be signed

Jan 7 Road Transport, Highways and Shipping Minister Nitin Gadkari Tuesday said that an agreement to start the work on the Rs.12,000 Sagar Port project located near Kolkata would be signed Jan 7. The agreement will be signed as most of the project outline, feasibility and other formalities before commencing the work on the port project are complete, he said The union government had earlier announced aid of Rs.12,000 crore for the deep-sea port at Sagar Island in West Bengal.Speaking at his residence here, the minister said that the development of port sector is of utmost importance to the government as it aids the flagship ‘Make in India’ programme and generates jobs. Prime Minister Narendra Modi is very keen on seeing the port sector pick up development pace and various projects of capacity expansion started, he said.As regards inland water transport development, the Rs.4,700 crore aid by the World Bank for development of Varanasi-Haldia waterway would begin soon.“The first phase for development of inland waterways on Ganga would start from areas which have adequate draft and depth like Varanasi-Haldia followed by Allahabad to Varanasi,” Gadkari said.“In the second phase we will look at creating infrastructure like dams, reservoirs and dredging work, where there is lack of draft and depth like stretches from Delhi to Agra.”According to the minister, other projects on Mahanadi river in Odisha and Brahmaputra river are also being considered.“There has been a good response from the foreign infrastructure development firms for projects of inland waterways,” the minister said.“We plan to attract foreign investment through automatic approval route into the sector which has 100 percent foreign equity participation on long term low interest rate basis,” he said, noting inland waterways are the cheapest and most environment friendly means of transport. The new solution has helped eliminate vessel downtimes and improve the overall efficiency of dock operations, in turn reducing transport times as well as operational costs, a company statement said. "We are glad with how port stakeholders in Honduras and the Caribbean received the new systems and processes we implemented in Puerto Cortes to improve customer service," said senior vice president and Americas head, Marcelo Suarez.

"We envision our ICTSI Puerto Cortes terminal not only to become a major terminal in the group, but a key port in the Caribbean serving Central American trade." A new vessel segregation system based on destination, size and weight has been set in place together with a new "window docking" scheme that enables ships arriving at a predefined time to dock immediately upon arrival.

It is claimed the mechanism greatly reduces logistics costs for port users, unlike in the past when ships had to wait for hours at the bay, or sometimes for days to dock. Vessels can unload their containers within 24 hours provided that the necessary requirements and full documentation are accomplished in advance.

In addition, port users have access to OPC's web portal for the processing of export entries, eliminating the need for manual data retrieval. The statement also highlighted that the terminal operator at Puerto Cortes has managed to keep operations running normally despite the issuance of a guideline by the Honduran Executive Directorate of Revenue, which requires customs to empty containers for inspection.

As a result the number of terminal workers was increased from 30 to 150 to offset the added processing time brought about by the new inspection routine. OPC won a 30-year concession to manage and operate the Specialized Container and General Cargo Terminal back in February 2013. Crowley sells two 1969-built tugs Shipbroker Marcon International, Inc. of Coupeville, WA, reports that Crowley Marine Services, Inc. has sold the two 3,500 BHP twin screw, low profile harbor docking and coastwise tugs SPARTAN and SATURN to private U.S. West Coast buyers. Both Red Stack tugs were originally built for Crowley in 1969 by Mangone Shipbuilding of Houston, TX – a subsidiary of Stewart & Stevenson.

Both came around from the Gulf to the West Coast with tows, the Saturn with a tandem tow of two new 150-series lightering barges before being assigned towing of large oil barges, and the Spartan with a new 250-series cargo barge before being outfitted for service in the Arctic hauling oil field supplies and fuel around Point Barrow, Alaska and later wintering over at Prudhoe Bay.

The 91.0' x 29.0' x 13.3' depth Spartan and Saturn were built as slightly larger and higher horsepower versions of the Apollo, Jupiter and Hercules built by Mangone two years earlier that also featured a low profile house and large aft deck.

The SPARTAN and SATURN are each powered by a pair of CAT 3516 diesels totaling 3,500 BHP at 1,800RPM with Lufkin 7:1 gears and fixed pitch, 5-blade stainless steel open props developing a bollard pull of abt. 54,800 lb ahead and 40,900 lbastern. Both boats were repowered from CAT D399s in 1994.

Towing gear consists of a Skagit RB-90 double drum waterfall winch with a capacity for 1,600' of 1.75" wire on each drum plus a 600' 9" circ. emergency tow line. The tugs were working in San Diego, CA, at the time of the sale and are being replaced by more modern tugs.

Marcon International acted as sole broker in the sale and has handled a number of sales and purchases for the buyer plus over a hundred sales and purchases for seller.

The NEDLLOYD MAINE seen moored in 1981 in Barcelona, Arjen Broekstra boarded the vessel as an 5th engineer in Tauranga New Zealand, and sailed via Hongkong, Penang and Singapore naar Jakarta serving the old een KJCPL service Far East - New Zealand. Upon arrival in Jakarta the NEDLLOYD MAINE was taken out of this Far East - New Zealand service and stayed for 1 week at anchor off Tj Priok, from where the vessel sailed to Medan and from there to Port Said where the vessel anchored for 1 week before taking service in the Med-Car service of the KNSM they started in Izmir Turkeye and visited many harbors in the Mediterranean such as Genua, Marseille, Barcelona, Lissabon, Bilbao en from the Med the NEDLLOYD MAINE sailed to the Caribbean.
