MAN Diesel & Turbo supplies a complete propulsion system for new GEFO tanker

MAN Diesel & Turbo has supplied a complete propulsion system comprising a 7L32/44CR engine, Renk gears and an Alpha adjustable CP propeller for an ultra-modern chemicals tanker operated by GEFO Gesellschaft für Öltransporte mbH. For MAN Diesel & Turbo, the order represents a breakthrough for the 32/44CR series in the small twin-hulled tanker sector of the market, the company said in its press release.

Europe, however the tanker is also equipped for worldwide operation and therefore complies with the strict emissions regulations enforced in US coastal waters. The chemicals tanker was built at the Tersan shipyard in Yalova (Turkey) and is currently on its maiden voyage from Israel via France to the Netherlands. The 7L32/44CR engine, built at MAN Diesel & Turbo’s plant in Augsburg, has an output of 3,920 kW and drives a MAN Alpha Mark 5 adjustable propeller via a reduction gear unit from Renk. This combination boosts the drive system’s efficiency by up to nine percent, helping to save both fuel and costs as well as reduce emissions. The gears also have a pinion shaft which operates a Cummins generator to supply the ship’s power (PTO mode). The generator can also serve as an electrical motor to drive the propeller at reduced speeds and when the main engine is offline (PTH mode). With this configuration, the propulsion system guarantees a high level of reliability and excellent cost-effectiveness. The tanker “Fidelio” is the first in a series of three new designs featuring the MAN drive train to also include the “Othello” and the “Traviata”, and which are due to be delivered in the summer and fall of this year. “We focused intently on the dimensioning and design of the tankers to achieve the best possible efficiency. The modern MAN Common Rail engines and propeller optimization with a MAN Alpha propeller played a key role in this,” says Michael Blume, Technical Project Manager at GEFO. “As a long-established partner, we have already worked closely with MAN Diesel & Turbo during the planning phase”. “The order confirms our customer GEFO’s confidence in us,” says Klaus Deleroi, Head of the Medium Speed Business Unit at MAN Diesel & Turbo. “The MAN 32/44CR engine impressed GEFO with its high reliability, compact design, low running and maintenance costs and low exhaust and noise emissions.” The 32/44CR engine was developed as a drive and auxiliary engine for use on ships, for the offshore industry and for stationary applications. With electrically controlled injection, variable valve control and highly efficient turbochargers, it combines all of the latest technologies available for large diesel engines. The Common Rail technology from MAN Diesel & Turbo supports parameters that permit the flexible adjustment of the injection point, duration and pressure. Petrobras to invest US$ 750 million in social and environmental projects

On Wednesday (June 18th), Rosane Aguiar Figueiredo, Petrobras’ Social Investments manager, gave a presentation on the Petrobras Social and Environmental Program, at the Social Responsibility Global Village, part of the World Petroleum Congress (WPC) that is being held in Moscow, the company said in its press release. In her opening address, Ms. Figueiredo emphasized how "the program helps to reinforce the company’s strategic positioning, to operate ethically, safely and profitably in the oil and gas sector, acting with social and environmental responsibility and contributing to the development of Brazil and other countries where the company has activities". She added that Petrobras will invest about US$ 750 million, through the program, between 2014 and 2018, in social and environmental projects focused on seven areas of activity: Inclusive and Sustainable Production, Biodiversity and Social Diversity, the Rights of Children and Adolescents, Forests and Climate, Education, Water and Sport. Armando Tripodi, the company’s executive manager for Social Responsibility, noted that the WPC has addressed the topic "Earning Social License to Operate" through plenary and special sessions dedicated to this issue. He pointed out that it is becoming increasingly important, for the sustainability of the business, to incorporate aspects of social responsibility within the business strategies. Anelise Lara, Petrobras’ executive manager for the Libra field, returned to the plenary session to address young people, in the discussion panel “Youth - Guiding the Energy Industry towards a Sustainable Future”, and pointed out that in Brazil, the energy sector is at the heart of the economy, contributing to the country’s development in different spheres. She said that, "The oil & gas sector today accounts for more than 4 million direct and indirect jobs. Considering the size of the deepwater discoveries we have made since 2006, notably in the pre-salt layer, the economic and social impact will be even greater in the years to come. If we add Petrobras’ social and environmental initiatives throughout the country, we certainly have a business that is very attractive for the current generation and future ones.” Ms. Lara emphasized that, "With the progress in developing the pre-salt fields, the question of sustainability is constantly in focus and Petrobras is committed to reinjecting all the CO2 generated in these fields. It is a really exciting time in our country, where the younger generations are sure to find many opportunities to make a difference, taking the technology and practices to a whole new level and enabling a more sustainable future for all." Petrobras was also represented on the WPC Youth Committee. Jaime Naveiro, project manager for the Sapinhoá field at Petrobras’ upstream division, is currently vice-chairman of the committee. Mr. Naveiro delivered presentations on Petrobras to groups of young people from all around the world, on the mornings of June 17th and 18th, and with his extensive coverage of the pre-salt layer, he was able to explain the new frontier that is being opened up close to existing operations, as well as Petrobras' strategy to develop as an integrated energy company. His presentations also looked at the geological origins of the carbonate reservoirs in the pre-salt layer, the challenges faced by the company in developing the area, and especially the technologies that are being developed and successfully applied in these fields. An example is the ground breaking collection system, called the BSR (Buoyancy Supported Risers), installed in the Sapinhoá and Northeastern Lula pilot projects, which are both already in production. This innovative system enables the use of Steel Catenary Risers (SCR) at great depths in parts of the project. Another highlight of the presentations was showing models of the FPSOs that are under construction in Brazil and will be installed in the pre-salt fields as of 2016. A major advantage of this new concept of FPSO is to enable optimal design of the units, as well as the standardization of the equipment. Some new technologies that are being developed right now will be important to obtaining an optimal return from the pre-salt layer. The project manager pointed out that Petrobras invests around US$1 billion a year in Research & Development. He concluded, "Our suppliers are also setting up research centers in Brazil, close to universities or to Petrobras, and the exchange of technology is heating up. Many oil and gas companies have technology centers already installed, and many more are planning to follow suit, making Brazil a global hub for deepwater technological development". The 21st edition of the World Petroleum Congress (WPC) closed on Thursday (June 19th). The conference takes place every three years and is the oil industry’s largest global event. Italy's navy rescues 302 migrants, one found dead

Hundreds of migrants were rescued in the Mediterranean by the Italian navy and coast guard, but one was found dead during search-and-rescue operations carried out in the past hours, Rai state television said on Sunday. A total of 302 African migrants as well as the corpse of a person, who was reportedly killed in a shipwreck, were carried to the port of Augusta, a city in southern Sicily Island, according to Rai. The remains of the dead, who was wearing a live vest, were reportedly recovered in an "advanced state of decomposition" in the waters off Malta's coast. The new loss came days after at least 10 people were found dead and dozens were reported to be missing in a shipwreck which occurred

off the coasts of Sicily, where the Italian navy managed to rescue 39 migrants. Italy's sea patrols are part of a major operation which was started at the end of last year to try to save hundreds of migrants who undertake the crossing from Africa to Europe, of which Italy is considered the easiest gateway, almost every day. Since the operation was launched following a dramatic wreckage which killed more than 300 migrants in October, the inflow coming especially from Libyan coasts has significantly increased. According to estimates of the Italian Interior Ministry, around 40,000 migrants have reached Italy's coasts between January and May 2014, compared to 43,000 who landed in the country during the whole of last year. Several African suspects have been detained by Italian police on accusations of having organized the perilous journey, sometimes allegedly stopping the engines of packed boats in order to induce a rescue. Italian Lower House Speaker Laura Boldrini, while visiting a navy ship participating in a surveillance operation in the Mediterranean on Friday, called on the European border agency Frontex to grant bigger contribution in the sea patrols. The Italian government has repeatedly exposed the unsustainable overcrowded conditions in the country's migrant centers and appealed for more help from the European Union (EU) in terms of funds and common strategy in facing the emergency. Navy arrests vessel for alleged overloading

The Nigerian Navy at the weekend arrested an oil vessel for allegedly loading more than its approved capacity.

Flag Officer Commanding Commanding (FOC) Western Naval Command (WNC) Rear Admiral Sanmi Alade made the disclosure at the command headquarters in Lagos during a parade to mark the end of his familiarization tour of units under the command. Although Alade declined giving further details on the arrest as a result of ongoing investigation, The Nation learnt that the vessel was impounded by personnel of the NNS BEECROFT after it was intercepted and found to have loaded more than its approved capacity. The FOC who scored personnel and units under his command high for their commitment to service and discipline in spite of daunting challenges facing the navy, revealed that plans were underway for fleet recapitalization to ensure adequate patrols of the waterways. Reiterating the Chief of Naval Staff’s (CNS) zero tolerance to illegalities at sea, Alade said the navy would not hesitate to punish any of its personnel found wanting, just as he warned sea criminals to keep off the Lagos waterways or face arrest and prosecution.

"Just yesterday, we arrested a vessel for illegality and it is in our custody as I speak. Likewise, two weeks ago, we arrested another vessel which was also nominated to bunker a specific amount of AGO "But it overshot in excess of about 50 metric tonnes of what was approved and it is an offence. We arrested the vessel because such a vessel has to explain how she came about the excess product."The command has made tremendous success since my assumption as FOC. Despite the challenges of ageing fleet, the command has been able to sustain a robust presence in our waters. “Our patrol has been more effective and efficient with the upgrading of the command's Regional Maritime Awareness Capability Centre here in Apapa. Several vessels have been arrested for various offences and handed over to prosecuting agencies for further action. "Similarly, several vessels have been rescued from pirates' attack in recent time. More importantly, the menace of oil theft and illegal fishing has been drastically reduced resulting to improved revenue generation for the Federal Government. "We have challenges of infrastructure. Talking about infrastructure, it can never be enough but we still need to do more to make our duties more effective. We also need more functional platforms to carry out our patrol duties but the good news is that the CNS, Vice Admiral Usman Jibrin, is very passionate about making sure that the NN’s fleet is recapitalized. “In line with this, the NN has ordered some vessels from China and United States. We hope that before the end of the year, we will have some of them and of course next year, some of them would join," said Alade. Source : worldstagegroup

Kuwait Oil Tanker Company gets new vessel Kuwait Oil Tanker Company marked the delivery of its latest vessel for long-range haulage of oil products from Korean Daewoo Shipbuilding and Marine Engineering Co., Ltd (DSME). A ceremony was organized on the occasion, where Chief Executive Officer Sheikh Talal Al-Khalid Al-Ahmad Al-Sabah signed the delivery contract along with DAEWOO representatives, in presence of the Korean Ambassador in Kuwait at the company's head office in Shuwaikh, the company said, Monday. The new vessel, dubbed Dasma, was built as part of the third phase of the plan aiming to modernize and develop the fleet, and has capacity of 108,000 metric ton. The ship is 250 meter long, 42 meter wide, and the distance from bottom of ship to surface of water is 21.5 meters. The vessel comes to a speed of 15.2 knots an hour. Dasma is highly fuel-efficient, and the delivery brings up the number of ships in the fleet to 26 vessels of varying capacity and usage. Another four vessels are expected to be delivered before end of 2014 to bring the number to 30, the company said. In addition to securing a strategic means of transport for crude oil and oil products, the company also aims to consolidate its 2030 plan, to increase quality and efficiency of service, and to provide job opportunities for nationals, while maintaining good repute abroad. New vessels are built according to the latest in design to keep up with the latest specifications and standards, the report said, adding the criteria include environment-related guidelines and conformity to regulations expected to be imposed on the sector in the future. The new vessels the company is building are the most environment-friendly in their class, and are equipped with equipment to address gas emissions, to treat sulfur and nitrogen oxides, and to curb CO2 emissions. In terms of security, the company said the vessels come with the highest technical standards, and are equipped with anti-piracy gear. The fourth phase for fleet overhaul is set to start at end of 2014, and the plan is to build two giant gas tankers to replace the company's Mitlaa and Gurain, which would complete 25 years in operation by 2017-2018. CNOOC signs PSC with Eni On June 20, CNOOC Limited announced that its parent company, China National Offshore Oil Corporation (CNOOC) has signed production sharing contract (PSC) with Eni China B.V. (Eni) for the Block 50/34 in South China Sea, the company said in its press release. Block 50/34, located in the Qiongdongnan Basin of offshore Hainan Island with a total area of 2,000 square kilometers, is one of the blocks CNOOC offered for foreign cooperation in 2012. According to the terms of the contract, Eni will conduct 3D seismic survey and drill exploration well in Block 50/34 during the 6.5

Risk and Prevention of Malaria The Republic of the Marshall Islands issued Marine MSA 35-14 (http://www.register-iri.com/forms/upload/MSAdvisory_35-14.pdf ) to inform about the risk and prevention of malaria.

In the past , RMI Maritime Administrator has received five reports of seafarers serving on board RMI flagged ships who were diagnosed with malaria. These include four reports of seafarers dying from the disease. In several cases treatment was delayed because it was thought the infected seafarer had the flu. In each case the seafarer who became infected had not been on shore but had remained on board the ship while in ports where the risk of malaria is considered high. According to information available from the World Health Organization (WHO), malaria is an entirely preventable and treatable mosquito-borne illness. Based on the information available to the Administrator, the seafarers who became infected either did not recognize the potential danger posed in an area in which the ship was trading where malaria was prevalent or they misused anti-malaria medications by not taking them as instructed.

Masters and Designated Persons Ashore (DPAs) should assess the risk of malaria in ports where their ships are calling and ensure sufficient quantities of anti-malaria medications are available on board. Detailed information by country is available from the WHO. Prior to arriving in a port where the risk of malaria is considered high, Masters and Medical Officers should hold a special safety meeting with the ship's crew to:

- review precautions that should be taken to reduce the potential for mosquito bites; - when deemed appropriate, distribute and review the instructions for taking anti-malaria medications; and, - review the basic symptoms of malaria.

WHO recommendations The WHO recommends the use of oral anti-malarial medication (chemoprophylaxis), which is usually to be taken in advance of entering high risk areas. Various anti-malaria drugs are available, the choice of which will depend upon a number of factors, including the geographic location, locally drug resistant strains of malaria and expected period of exposure. Ships that could potentially enter malarial endemic areas must carry onboard an adequate stock of anti-malaria medication for prophylaxis of the crew and treatment where necessary. It is recommended that medical advice be sought when deciding the type of drug, quantity, combination of medication, dosage and time frame (prior to arrival, during stay and following departure from the malarial region). Risk awareness and forward planning by ship managers and crew is therefore of vital importance to ensure timely implementation of precautions. A log of all anti-malarial drugs administered to and taken by individual crew members should be maintained. Other practical preventative measures include encouraging crew members to dress so as to restrict exposure of bare skin, application of insect repellents and keeping accommodation closed down, particularly between dusk and dawn when mosquitoes are most active. Hercules Offshore terminates two West Africa contracts amid visa dispute

Hercules Offshore said it has canceled two West Africa rig contracts after the company could not secure visas for crew members. Hercules revealed in a securities filing that officials with state-run Sonangol declined to accept any of the three local representatives “that meet the company’s international legal compliance standards”. The company has “experienced delays in obtaining Angolan visas for required crew members and delays in importing required parts and equipment into Angola to support operations”. Regulations in Angola require contractors to work with a local representative. The contract for the Hercules 267 will be terminated, according to the company. Hercules will also voluntarily give up a three-year contract in Angola for the Hercules Triumph. The lost contracts will reduce Hercules’ future backlog by an estimated $91.8 million.source : petroglobalnews

FG to tackle piracy, illicit maritime activities with N24 million

Federal Government has pledged to provide N24 million to the International Maritime Organisation (IMO) to boost its campaign against piracy and illicit maritime activities in Africa, a statement issued on Friday in Abuja by Yetunde Sonaike, Deputy Director, Press, Federal Ministry of Transport, has said. The Minister of Transport, Sen. Idris Umar, made the pledged when he paid a courtesy visit on the IMO Secretary-General, Koji Sekimizuat, at the organisation’s headquarters in London. The minister who was attending the on-going 112th Council Session of the IMO in Londan, expressed federal government’s appreciation for the organisation’s technical cooperation and assistance to Africa, and Nigeria in particular. He thanked the IMO Secretary-General for establishing a Maritime Security Trust Fund to fight piracy and illicit maritime activities in the Gulf of Guinea. The statement said the minister pledged 100,000 dollars for the maritime fund on behalf of the government, and another 50,000 dollars for the organisation’s technical cooperation fund. It said that Umar assured the IMO of Nigeria’s readiness to collaborate with it in the upcoming audit scheme which, he said, was in line with IMO’s instrument code regime of 2015. In his response, Sekimizu reiterated his determination to ensure that all necessary assistance was given to Nigeria to develop its maritime sector. He pledged IMO’s technical cooperation and assistance to Nigeria, and solicited Nigeria’s support for IMO activities, including its forthcoming audit scheme. Source : businessdayonline

Boxed art on CMA ship Artists have boarded ships to see the world, but now one will arrange shipping containers on a boxship so the world can see his art. French liner operator CMA CGM said that the boxes one of its largest containerships will display a collage by compatriot artist and photographer JR. The 13,900-teu CMA CGM Magellan (built 2010) will leave Le Havre on 3 July with the work on its starboard side as it heads to Asia via the Suez Canal. The artwork, which will use more than 150 containers, is part of the Terre d’Eaux festival in the French city. “It’s the first time I have the chance to be at the heart of another world. I wanted to work on container ships for years. I want to use them as pixels,” JR said in an announcement by the Marseille-based containership operator. Barge found but tug still missing in Malaysia, hijack suspected

A barge being towed by the 2004-built tug, Manyplus 12, which went missing on 13 June between Sibu and Port Klang in Malaysia has been found with the 11 crew from the tug. Reports by the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) indicate that the vessel was due to arrive at Port Klang on 13 June, but lost contact 61.37 nm west of Tanjung Datu, Borneo, on 9 June. Manyplus 12 was towing a box barge, Hub 18, loaded with 138 containers, which was recovered yesterday 100 nm northwest of the Malaysian city of Kota Kinabalu, with all its cargo, as well as the 11 crew of Indian, Myanmar and Malaysian nationals. Another Sewol-ho ferry victim recovered, eleven still missing

Another victim has been recovered from the sunken Sewol-ho ferry bringing the confirmed death toll from the disaster to 293. Eleven others remain unaccounted for 70 days after the ferry sank in waters off southwestern Korea. Officials say the body is that of a female and she was recovered from the fourth floor of the sunken vessel. The body has been moved to a temporary chapel located in Paengmok-hang harbor. DNA testing will be used for identification as her body has badly decomposed. Divers will resume their search of the ferry once tidal conditions improve. Source: arirang

Big bill for fill-in ferry The Swedish-owned Stena Alegra was brought in to replace the Aratere which lost a propeller last November and has been in dry-dock in Singapore for repairs. It has been carrying passengers and freight most of this year apart from when it experienced its own problems including a gash in its side while docking. The Stena Alegra will be returned at the end of June when the Aratere comes back into service. The Aratere is on its way back from the Singapore shipyard where its broken propeller was repaired along with a problem with its rudder which was only discovered once it

was in dry dock. KiwiRail has yet to release the full cost of the repairs but has revealed the rudder damage cost $850,000 to repair. KiwiRail said the Aratere's return to New Zealand was dependent on the weather but was expected to be sailing the Cook Strait again by 7 July. Its first week of sailing will be for freight only.

CUNARD is the latest cruise line to focus on the solo traveller market, with a makeover of luxury liner Queen Elizabeth aimed at attracting singles. Just four years after her launch, Cunard’s newest ship has undergone a multi-million dollar refit that includes the addition of nine single staterooms.

The 20-day refit of the 2068-passenger ship also involved laying more than 25,000sq m of carpeting, replacing more than 3000 mattresses, installing 1200 flat screen TVs, adding new awnings on the sun decks, re-modelling the Lido restaurant and Royal Arcade shopping area and replacing a 65-tonne alternator. About 950 contractors worked with ship staff around the clock to complete the work in Hamburg, drinking 54,300 cups of coffee, more than 35,000 cups of tea and 9000 litre bottles of water, and consuming over 80,000 meals – with 13,500 sachets of tomato sauce – over the duration of the 265,000 man-hour project.

The ship’s revamp to include more single rooms is the latest move across the cruise industry to attract a growing contingent of passengers travelling alone. And it’s part of a wider move across Cunard’s fleet to appeal to passengers travelling on their own. Solo travellers on board the Queen Mary 2, Queen Elizabeth and Queen Victoria are all being offered special activities organised by the ships’ social hostesses, including a welcome reception on embarkation day, coffee and cookies every sea day morning, and specially organised meeting points and excursions on port days. Private Equity Firms Fish for Bargains in Shipping Industry

Amid a relative lack of distress in the U.S. market, some special situations investors have raised capital and added staff focused specifically on the shipping industry, which is itself undergoing a sea change. From the outside, shipping looks like the kind of space that would naturally attract private investors. The industry is full of smaller players, typically families, and is ripe for consolidation. But the highly cyclical nature of the industry and the comparatively low yield of such investments don’t historically fit with the return expectations of most private equity firms, said Jonathan Montbach, senior vice president at investment bank Seabury Group. “The U.S. market pretty much left it alone,” he said. Private equity firms, particularly credit specialists, took a hard look at the sector in the immediate aftermath of the economic downturn, anticipating European banks would become distressed sellers of loans, said Ben Nolan, a director in the transportation research group at investment bank and advisory firm Stifel Financial Corp. Years passed and that discounted debt never materialized, he said. Some firms shifted to buying ships outright, partnering with private shipping companies to manage the assets. The trick for private equity firms is finding a way to exit these assets. W.L. Ross & Co., which recently closed on $562 million for shipping-focused fund, was able in 2013 to successfully list Navigator Holdings Ltd., an owner and operator of liquefied gas carriers. But the firm halted plans in March for an initial public offering of tanker company Diamond S Shipping Group Inc. over price concerns. Oaktree Capital Management appears to have found a way around the listing dilemma, announcing plans earlier this week to merge portfolio company Oceanbulk Shipping with Nasdaq Global Market-listed Star Bulk Carriers Corp. Oaktree will own 61% of Star Bulk’s shares upon closing the deal, presumably opening the door for a future exit opportunity. The fickle public markets and a dearth of large players that could serve as acquirers continue to pose difficulties, and the industry faces ongoing challenges. European banks have clamped down lending across the board, limiting the potential

for financing new vessels or refinancing loans that were made during the 2005-to-2007 period. The erosion of wealth that accompanied the great recession also cut into the holdings families could use to finance new vessels, said Mr. Montbach. “There will be more pressure on owners of smaller fleets and vessels,” he said. The industry is also slowly working through a supply-demand imbalance of new ships that were ordered prior to the onset of the financial crisis. The glut of supply has caught the attention of investors including Z Capital Partners LLC, which recently hired Nicholas Petrakakos, a former executive at tanker operator Heidmar Inc. “We’re exploring opportunities in shipping and related industries,” Z Capital Chief Executive Jim Zenni wrote in an email. “Numerous banks, particularly in Europe, are looking to offload assets in the wake of overbuilding in the industry.” Mr. Montbach said he’s seen more private equity interest in the bulk space, which typically transport commodities, and tankers, which transport liquids such as crude, over container ships, which carry finished products between ports. W.L. Ross & Co. Chief Executive Wilbur Ross told LBO Wire that much of his recently closed fund has been committed to transactions in the chemical tanker and dry bulk sectors. The demand for transporting U.S.-produced natural gas also is likely to give way to a whole new investment opportunity said Seabury Group’s Mr. Montbach. However, success in that space is predicated on how quickly export capabilities can be developed, said Mr. Nolan. “As of today that area is over supplied,” he said, adding that he knew at least one owner of a new LNG vessel that had to wait months receiving its first cargo. China’s unacceptable greed with the East Sea

The legal ramifications and motivation for China’s illegal placement of its oil rig Haiyang Shiyou-981 in the East Sea was the topic that captured major attention of international and Vietnamese scholars. Judging from any legal angle, the stationing of the drilling platform 981 by China is illegal. This view was shared by scholars attending a discussion on China’s wrongdoings in Vietnam's waters as part of a recent international conference on the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos held in Danang. According to scholars, based on the coordinates reported by the Chinese State administrative department in charge of maritime affairs, the location where the Chinese oil rig is operating entirely lies deep in Vietnam’s exclusive economic zone and continental shelf. China’s unilateral placement in this area is not in line with the regulations of international law. Speakers agreed that the Hoang Sa (Paracel) Islands are a disputed territory and China's claim of sovereignty over the Paracel that is not in dispute is unacceptable. China’s attempt to change the status quo is a violation of international law and the Declaration on the Conduct of Parties in the East Sea (DOC) that China signed with ASEAN in 2002. Scholars say Chinese illegal placement of its floating oil rig in an adjacent area of the Paracel archipelago is unacceptable On the basis of international law, the 1982 UN Convention on the Law of the Sea (UNCLOS), the speakers pointed out the absurdities in China's argument on its deployment of its floating oil rig. Regarding the operational location of the drilling as near an adjacent area of the Paracel Islands by China is unacceptable, they noted. On the other hand, the Chinese drawing of the position of the rig 981 on the map of “Nine-dash” line shows ambiguity in the Chinese claims in the East Sea. China regarding the position of its oilrig operating in the waters of Tri Ton island represents double standards in water claims over marine structures because China sees Japan's Shima Okinotori island as just rocks with water areas up to 12 nautical miles. China's view on the waters where its oil rig is operating is also inconsistent as at first, it announced the territorial area belongs to the Tri Ton island, and after that this area is considered an adjacent area of the Tri Ton island. Professor Jerome Cohen from New York University’s School of Law said that even if the Hoang Sa(Paracel) archipelago belongs to China (the reality is not so), islands of Hoang Sa cannot be located in an vast sea area as they are opposite to the very long coast of Vietnam. To solve the problem of Chinese obstinate intention not to withdraw its oil rig and escort ships from Vietnam’s waters and sit for negotiations with Vietnam, speakers said that the best solution for the time being is the use of legal measures and mechanisms of international jurisdiction. First, it is essential to demand China comply with international law and related agencies resolve international disputes. On the basis of international law,

At the meeting, scholars gave in-depth analyses on the Chinese scheme, describing it as a new escalation in order to legalize “Nine-dash” line and monopolize the East Sea. China’s illegal act broke the status quo in the East Sea, threatening peace, stability, security, safety and freedom of navigation in the region. They suggested that Vietnam should refer to experience from the Philippines in the use of legal measures. The speakers said that the placement by China of the drilling platform is aimed at taking full control of the East Sea. Chinese controlling Scarbourgh shoal of the Philippines in 2012 and the East of " Nine-dash” line and the stationing of oil rig 981 in western “Nine dash” line and its repeated military exercises in the southernmost point of the "Nine dash” line, have clearly demonstrated China's goal of gradual realization of “U-shaped” line. China’s illegal actions have escalated tensions in the East Sea, negatively impacting the Vietnam-China relationship. Many speakers praised Vietnam’s efforts and goodwill for peaceful settlement of conflicts, stating that the country should continue to enlist the support from the international community in this regard so as to create pressure on China and prevent it from conducting new actions of escalation. Requirements for vessels calling US after having called Nigerian ports

Members are advised that USCG have issued a notice in regard to vessels that have called at certain ports in Nigeria in their last five port calls (attached). The requirements apply as of June 26, 2014. The advisory requires the following to be done while the vessel is in a Nigerian port:

1. Implement measures in accordance with the vessel’s security plan which are equivalent to Security Level 2.

2. Ensure that each access point to the vessel is guarded and that such guards have total visibility of the exterior, both landside and waterside, of the vessel. Guards may be provided by the vessel’s crew. If this option is employed it may be necessary to place additional crew onboard the vessel to ensure that the limits on maximum number of hours of work is not exceeded and that the minimum number of hours of rest are met. Outside security forces approved by the vessel’s master and Company Security Office may be used in the alternative.

3. Attempt to execute a Declaration of Security.

4. Log all security actions taken in the vessel’s security records; and

5. Report all actions taken to the cognizant USCG Captain of the Port prior to arrival in the US.

Note that vessels that have visited Nigeria in their last five port calls will be boarded or examined by the USCG to ensure that the vessel performed the required actions. Failure to comply with the requirements may result in a delay or a denial of entry into the US. The advisory further provides that for vessels which have visited Nigeria on or after June 26, 2014 may be required to provide armed security guards at each access point to the vessel and that such guards have total visibility of the exterior (both landside and waterside) of the vessel while in US ports. The number and location of the armed guards must be acceptable to the USCG Captain of the Port. The Club is advised that vessels which have demonstrated good security compliance and can document having taken the requisite measures listed in the advisory, will normally have such armed guard security requirement waived. Global Combat Ship Programme Imtech Marine has been selected by BAE Systems to provide electrical distribution and HVAC systems for the prestigious UK MOD Type 26 Global Combat Ship Programme. IDRECO delivers dredger to Quarz de Haguenau SARL

Quarz de Haguenau SARL in Batzendorf, France recently received its first fully electrically-driven ISD300-M Suction Dredger from IDRECO BV. The IDRECO ISD300-M dredger is easy demountable and transportable by trucks. The dredger is equipped with an inboard high performance Idreco IDP300 dredge pump with double curved vanes and has a spherical passage of 180mm.

The dredge pump is frequency driven by an electric motor with a power of 250kW. A jet water pump with a capacity of 200m3 at 9 bar pressure is placed inside the main pontoon and feeds the eight jet nozzles on the jet suction head. The maximum suction depth of the dredger is 16m below water level and it has a production output of 200-250 tonnes of material per hour.

KDB may face sanctions for loans to STX The financial regulator said Monday that Korea Development Bank (KDB) has granted dubious loans to the troubled STX Group. However, KDB explained that the loans were taken in accordance with the relevant rules. The Financial Supervisory Service (FSS) has investigated the improper management of STX Group and its major creditor KDB and found that there were "some problems" in the loan process. "Although the level of the disciplinary measures has not been decided, we will sanction the executives related to the illegal loans if any irregularities are detected after the additional investigation on the bank," said an FSS official.

The FSS will hold a disciplinary review committee meeting next month. The watchdog has examined the details of the loans under former STX Group Chairman Kang Duk-soo. "But it is not a problem as the loans were proper, abiding by the rules," a bank official said. Prosecutors are investigating Kang for allegedly embezzling 55.7 billion won from the group and inflicting 284.1 billion won for breach of trust. STX Group, once the country's 13th-largest conglomerate with a total of 10 affiliates under its wing, has been struggling with a liquidity shortage and soaring debts amid a slump in the shipbuilding and shipping industries. Kang also faces allegations of committing fraudulent accounting amounting to 2.3 trillion won and receiving loans worth 900 billion won based on false financial statements and issuing 1.7 trillion won in corporate bonds. STX Offshore & Shipbuilding, its troubled affiliate, was involved in accounting window dressing worth 2.3 trillion won from 2009 to last year. reviewing the qualifications for the massive loan to STX. KDB posted a deficit of 1.4 trillion won due to the STX scandal for the first time in 13 years. The amount of allowances for bad debts for KDB has drastically increased from 782.5 billion won in 2012 to 1.7 trillion won last year. The Korea Trade Insurance Corporation has been under investigation by prosecutors for offering the loan worth 400 billion won to STX Offshore and Shipbuilding based on false financial statements in June in 2009. GAC EnvironHull extends revolutionary underwater hull cleaning system to third UAE

port Hot on the heels of expansion to Fujairah and Gothenburg, GAC EnvironHull is now offering its HullWiper underwater hull cleaning service at the UAE port of Sharjah. The HullWiper Remotely Operated Vehicle (ROV) unmanned underwater hull cleaning unit uses adjustable pressure sea water jets as the cleaning medium rather than brushes or abrasives, resulting in minimal damage to the antifouling surface. Residues and harmful marine growths captured during cleaning are disposed of in an environmentally-friendly manner instead of being discharged into the sea as done using traditional methods. The green, clean hull cleaning solution was launched in Dubai in November, and expanded operations to Fujairah, UAE, and the Swedish west coast port of Gothenburg in the past two months.

The latest port to join the growing HullWiper network, Sharjah, is home to one of the UAE’s finest deep water harbours able to accommodate all kinds of vessels and cargoes. Strong investment in port infrastructure has made it a popular alternative to Dubai and other major ports in the region. GAC is already well established at the port, where it offers a wide range of integrated shipping and logistics services for local, regional and international clients. That service portfolio has now been further enhanced with GAC EnvironHull extending the use of its unit based in Jebel Ali the nearby port. GAC EnvironHull Managing Director Simon Doran says: “The expansion of Jebel Ali’s container port has generated a growing need for larger lay-by berths for vessels, in particular for short lay-ups or repairs lasting a few days. Sharjah is a natural choice for such calls, as witnessed by the increasing number of requests we have received for hull cleaning there. TT-Line reverses passenger fall with an 8 per cent boost in travellers

PASSENGER numbers on Tasmania’s two Bass Strait ferries are rebounding after a worrying two years on the water. TT-Line recorded an 8 per cent increase in passenger number this financial year compared to the year before when bookings fell to their lowest level since the twin vessels were introduced in 2002. As of today, 357,374 passenger have come across the Strait on board Spirit of Tasmania I or II this financial year – up from 330,698 in 2012-13 and in line with the numbers recorded in 2011-12. The healthier passenger data comes as TT-line works to further boost numbers in line with a State Government pre-election commitment to get the ferry operator to concentrate more on tourists than freight. Chief executive Charles Griplas said forward bookings for the pending new financial year were up by 11 per cent on the same time last year. Mr Griplas, who is about to step down from the top role, credited several cut-price campaigns with helping to get more people on board. Source : the Mercury

Atlantic City mayor wants city to be port for cruise ships

casino. The waters there could support smaller ships, up to 200 feet long, according to an engineering study. Historic Gardner's Basin, a park in that portion of the city, which is mostly overlooked by tourists, could serve as a hub, according to the report. Gardner said the city plans to seek proposals to develop 22 acres at the basin ― which is about the same amount of space as Baltimore's Inner Harbor. The majority of Atlantic City's tourists arrive by car, according to the report. Planes and trains only bring small numbers of visitors, and casino bus traffic has declined sharply. Casino executives told the newspaper that the cruise ships could help boost the gaming industry by bringing midweek customers, as people stay in the city for a night, before or after their trip at sea. Day of the Seafarer 2014 Remembering those seafarers being attacked and kidnapped by pirates. Approximately 500,000

seafarers annually sail in seas where pirates operate.

As the world celebrates the Day of the Seafarer 2014 and pays tribute to their dedication and contribution to global trade, MPHRP and its partners also remember the 38 seafarers and fishers still held hostage by Somali pirates and those that are increasingly being attacked in the Gulf of Guinea, the Straits of Malacca and elsewhere. MPHRP chair Peter Swift said "Following the successful release earlier this month of 11 seafarers from the MV Albedo after 1288 days in captivity and the joyous reunions with their families, we remember today those that are still held hostage in Somalia, all of whom have been held for more than two years – some for over four years, and the terrible ordeal and hardship that they and their families back home are suffering." He continued "we encourage all stakeholders to do everything possible in their power to secure their prompt release and to support and assist them and their families." MPHRP Acting Programme Director Hennie la Grange said "While piracy in the Indian Ocean is contained, it is not eradicated. Pirates retain the capability to operate in the region and will no doubt resume activities if the industry's guidance on best management practice is not diligently applied and naval forces were to be withdrawn." Commenting on the attacks in West Africa and the South China Seas, La Grange said: "In 2013 almost 2000 seafarers were attacked at sea. All seafarers and families affected by piracy should have access to support services to help them cope and recover. The MPHRP's partners are committed to helping the growing number of seafarers and families who have been affected or are threatened by piracy."
