    COL Anwar Abdullah, Director of Operations, has been with

    the Singapore Civil Defence Force for 17 years. He holds a

    Master of Science in Risk Crisis and Disaster Management

    and a Bachelor of Economics Degree (Hons). Previous

    appointments held by COL Anwar include Commander ofthe 2nd Civil Defence Division, Chief Instructor at the Civil

    Defence Academy and Head of Doctrine and Development.

    High points in his career include his involvement in one

    of the worst bush re operations affecting the states of

    New South Wales and Canberra in Australia in 2003 thatclaimed the lives of 4 residents in Canberra. For his efforts,

    COL Anwar was awarded the Canberra State Emergency

    Medal.

    As part of SCDFs overseas humanitarian assistance, he

    led a SCDF team to assist in the post-earthquake searchand rescue operations on the island of Nias, Indonesia in

    April 2005 (where the Singapore Rescue Teamsuccessfully rescued 2 casualties from the concrete rubble)

    and in Yogyakarta in Central Java in August 2006.

    COL Anwar was also involved in the Nicoll Highway

    collapse incident in Singapore in 2004 where he was

    awarded a state commendation medal for his efforts.

    Regionally, COL Anwar was involved in the ASEAN

    Committee on Disaster Management (ACDM). He played asignicant role in the formulation, discussion and

    negotiation of the rst ever ASEAN Agreement on Disaster

    Management and Emergency Response (AADMER) that

    was signed by the ASEAN Foreign Minister on 26 July

    2005 in Vientienne Lao PDR.

    He also played a pivotal role in the development of the

    Standard Operating Procedures for Regional Standby

    Arrangement and Coordination of Joint Disaster Relief and

    Emergency Response Operations (SASOP). Presently,

    he represents SCDF in the United Nation INSARAG Asia

    Pacic Regional Group and International Fire ChiefsAssociation of Asia (IFCAA).

    He is also the Executive Director of the National Fire and

    Civil Emergency Preparedness Council (NFEC), a national

    body responsible to promote re prevention and civil

    emergency preparedness to make Singapore a safe andsecure nation.

    Of Stakeholders

    In his presentation, COL Anwar will share the keycharacteristics and the associated risks of the city-state.This will be followed by a brief overview by the Ministry ofHome Affairs, which is responsible for safety and securitymatters in Singapore.

    COL Anwar will go on to introduce the SingaporeCivil Defence Force (SCDF), the concept of operations andhe incident management structure that have been putn-place to prepare and equip the SCDF for a major disas-er or emergency in light of the new operating challenges.

    Signicantly,COLAnwarwilldescribethe

    ramework of Operations Civil Emergency Plan, whichprovides the SCDF with the mandate to be the IncidentManager for a civil emergency situation in Singapore with

    support from the various government agencies.

    This will be followed by an elaboration of the variousoperational strategies adopted by the SCDF to deal withhese new challenges and he will conclude with anoverview of SCDFs Public Private Partnership initiatives.

    Dr Thomas Phelan, Ed.D., Associate Professor at

    American Public Universitys School of Public Safety andHealth, is also an adjunct instructor in the Elmira College,

    Emergency Management Concentration, M.S. Degree

    program.

    Dr Phelan is President of Strategic TeachingAssociates, Inc. and the author of Emergency

    Management and Tactical Response Operations: Bridging

    the Gap (2008, Butterworth-Heinemann). Tom was named

    a Founding Member of the U.S. Department of Homeland

    Security by Secretary Tom Ridge, is a member of the IBM

    Crisis Response Team, responding to Katrina, and theIndian Ocean Tsunami.

    He serves on the Advisory Board for Canadian Centre for

    Emergency Preparedness, on the Editorial Advisory Board

    for Disaster Recovery Journal, and is a member of IAEM.

    He has taught EM courses at Onondaga CommunityCollege, Empire State College, and is a consultant to

    Clearview Management, IT Crisis, Virtual Corporation,

    the American Institutes for Research, and Vantage HRS.

    Clients he has served are FDIC, USDA/APHIS, Boeing,Disney, Verizon, States of California and Missouri, City

    of New York, Price Waterhouse Coopers, Sano Pasteur,

    Wyeth Pharmaceuticals, the Nuclear Regulatory

    Commission, Pearson Technologies, the Department of

    the Army, and several municipalities.

    Tom served with DMORT in St. Gabriel, Louisiana (2005),

    at the World Trade Center (2001), and received the New

    York State Senate Liberty Award for his service at Ground

    Zero.

    Tom earned a Doctorate from Syracuse University, andhas consulted and presented in the United States,

    Canada, United Kingdom, India, Sri Lanka, and

    Singapore.

    Closing The Gap On Emergency Management &

    First Responders

    In the U.S. there has been major reform in themanagement of emergencies, disasters and catastropheshrough the introduction of the National IncidentManagement Systems (NIMS) and the nationalization ofhe Incident Command System (ICS).

    First responders are becoming aware of managementssues in addition to tactical operations. They arewell- trained in tactical response, but not in emergencymanagement.Withtheexceptionofthereservice,ICSis

    newtorstresponders.

    Emergency management requires skills not learned inactical response. Bridging the gap requires educatingemergency managers in areas such as management,planning, budgeting, grant writing, communication,

    personnelsupervision,andnance.

    These areas of expertise are better taught and learned incollege degree programs than in tactical responsesessionsinthereandlawenforcementelds.Thegap

    ndeedhaswidenedbetweenrstrespondersand

    emergency managers. Dr. Phelan will explore this chasmurther and offer alternatives to close it off.

    Dr Goh Moh Heng is the President of BCM Institute and

    the Managing Director of GMH Continuity Architects.Armed with his primary areas of expertise, which include

    Business Continuity Management, Disaster Recovery

    Planning (DRP), contingency planning and CrisisManagement, Dr Goh Moh Heng has helped many

    organizations, particularly those operating in the Asia

    Pacic and Middle-East Region.

    Prior to establishing BCM Institute and GMH Continuity

    Architects, Dr Goh Moh Heng held senior positions with

    a number of large organizations. During his career with

    the Government of Singapore Investment Corporation, he

    was responsible for all aspects of its BC and contingencyplanning. At Standard Chartered Bank, he responsible for

    overseeing global implementation of its BC management

    and planning. He also managed the BC practice at

    PriceWaterhouse Coopers.

    Dr Goh Moh Heng also headed the development team

    responsible for developing the Singapore Standard

    (SS507:2004) for Business Continuity/Disaster Recovery

    (BC/DR) service providers. The SS507 is the base

    document for the ISO/IEC 24762 Guidelines for

    Information and Communications Technology (ICT) forDisaster Recovery (DR) Services. Dr Goh Moh Heng was

    instrumental in the implementation of the Singapore

    Standard SS540:2008 for BCM. Dr Goh Moh Heng is the

    Senior Advisor to the China Business Continuity

    Management Professional Committee, a

    quasi-government agency responsible for BCM throughoutChina.

    Floods,resandaccidentsarenottheonlythreats

    businesses in Singapore is face. Although stable and peaceful,as a metropolitan international hub, businesses in Singaporefaces threats internally and externally. Emerging threats tobusinesses in Singapore and the Region is a serious cause forconcern for many international and local businesess. What are

    the impacts of these threads?

    The missing link in Business Continuity Management: As BCMbegins to mature in large organisations, many SMEs have yetto start their infancy stages into BCM as a strategic part of theirbusiness. Even in entering mature a vital missing link isensuring an organisation BCM Program and Plans is synergisedwithagencyoperationalplanssuchasthecorporaterst

    responders.

    Increasingly, board members are called to be accountable forthe governance of their organisation, which includes the abilityfor businesses to recover after a disruption in the increasinglyvariedthreatssuchasterrorism,pandemicandres.Regulators

    have put in place requirements such as the MAS BCPGuidelines for Financial Institutions and Singapore StockExchange Rules for Public Listed Companies. With theannounced plans of incorporating BCM as part of thegovernment vital procurement process the need for a structuredBCM Governance and Compliance is adamant.

    A pitfall for many organisation in implementing anyprogram, inclusive of BCM, is the inability to sustain such

    programs in the long run. Organisation often seek externalassistance as a quick and easy way to implementing theirprogramandfacedifcultieswhenconsultantsorvendors

    complete their assigned projects. A strategy that have beenused by practitioners around the region is a holistic process inmethodologically implement BCM in an organisation by buildingcompetency and capacity within the organisation, industry andprofessionals.
