INTERNATIONAL SECURITY FOUNDATION
DEAR FRIENDS
We are deeply grateful to the 133 companies, organizations and individuals who generously supported the ISF in 2018 by sponsoring an event, donating or becoming an ISF member. Thank you for joining us in helping to keep American companies, citizens, students and organizations working and living abroad safer and more secure.
Sincerely,
It has been a remarkable year for the International Security Foundation (ISF). With increased support from the ISF, the Overseas Security Advisory Council (OSAC) of the U.S. Department of State, Bureau of Diplomatic Security was able to expand its visionary mission for its public-private partnership. In 2018, OSAC hosted more educational programs, security information exchanges and real-time information-sharing resources than ever before, many of them funded through gifts to the ISF.

For the first time in the history of the Shultz
Award, named for OSAC founder and
former Secretary of State George P. Shultz,
two honorees shared this coveted honor.
The award, which was a surprise for Greg
and Marsha until the announcement at the
ISF 6th Annual OSAC Appreciation Dinner
on November 14, 2018, recognizes their
“extraordinary achievements that enhance
the safety of OSAC constituents who daily
confront terrorism, crime, natural disasters
and other challenges as they cross the globe
in search of new opportunities and to assist
those in need.”
I can think of no better recipients. Their tireless dedication and commitment to both the private and the public sectors are exemplary.

THE IMPACT OF THE ISF
The Latin America Regional Council held its bi-annual meetings in Miami, Florida, March (pictured) and October 2018.
The generous contributions of private-sector organizations, combined with ISF oversight, has enabled OSAC to provide more events and networking opportunities that bring together our constituency.
- Tom Scanlon, OSAC Executive Director
Chevron values the importance that OSAC places on partnering with the private sector. We are eager to support ISF as it enables this partnership and plays a critical role in helping us keep our people and assets safe.
- Cameron Burks, Deputy Chief Security Officer, Chevron Corporation
In 2011, the private-sector OSAC leaders founded the nonprofit ISF to fulfill and dramatically expand OSAC’s visionary mission. The Federal Advisory Committee Act prohibits OSAC Country and Regional Councils and Sector-specific Working Groups from receiving any federal funding. Funds raised by the ISF directly support numerous OSAC
security-information exchanges and educational events and enable OSAC to respond to new initiatives.
Thank you for your support of the ISF in 2018. Your generosity ensures that OSAC remains responsive, resilient and resourceful in a world that depends on nothing less.
The safety and security of U.S. interests, companies and organizations operating abroad have never been more challenging or more complex. As terrorism, cyber attacks, civil disorder, crime and natural disasters increase, the International Security Foundation (ISF) funds the critical needs of the global security community through an unprecedented partnership with OSAC.

ISF’s founding in 2011 by the private-sector OSAC Council
members enabled OSAC to fund new initiatives, including
the Europe Regional Council and Middle East North Africa
Regional Council and annual topical forums. The 2018
International Travel Safety and Security Forum (ITSSF) on
August 1-2, hosted by the Bill and Melinda Gates Foundation
in Seattle and sponsored by Target, brought together
security professionals across government and numerous
industries for strategies and real-life scenarios for today’s
travel challenges.
Whether we’re engaging with a Country Council in a location where we operate or benchmarking and sharing best practices through an OSAC event, the OSAC community is an important component of our security and risk management process.

At the ISF 6th Annual OSAC Appreciation Dinner, ISF President Rich Davis enjoyed a surprise presentation to celebrate his December 2018 retirement from United Airlines after 40 years in security. In December, Rich also completed his 12-year tenure as the longest-serving member of the OSAC Council. A lifelong Chicago White Sox fan, Rich will throw out the first pitch of the May 3rd game vs. the Boston Red Sox. His heartfelt reaction as he donned the commemorative Sox jersey emblazoned with “Davis 40” was a wonderful capstone to Rich’s lasting leadership and mentorship roles across the airline security field and throughout OSAC. Thank you, Rich!
