This year’s annual report celebrates Foothills Gateway’s 40th
anniversary of service provision and advocacy on behalf of people with
intellectual/developmental disabilities. In recognition of this milestone, we asked people we serve, their families, and members of the
community at large to answer a simple question…”What one word would you use to describe Foothills Gateway and the services it provides?”
The answers to that question appear as a “WORDLE” on the front page of this report. These words mean a great deal to Foothills Gateway
Board Members and staff as they provide us with affirmation of the previous 40 years, and continued motivation for the future.
One of the words, “relentless”, typifies the work of the staff and Board of Directors. Foothills Gateway has worked
hard to achieve these ideals for people we support and community members, and we have been relentless in
continually asking the question of ourselves: “how can we get better?” As a result, the Board of Directors invested
nine months in a comprehensive process to revise, improve, and advance its Vision, Mission, and Principles (see
page 1). The statements and changes are not subtle. In the Board’s review of the previous Vision and Mission
statements, it was realized that they focus entirely on improving the agency, instead of focusing on improving the
lives of the people we serve. The new Vision, Mission, and Principles shift focus away from the agency, systems,
programs, and administrative structures, and instead focus on Foothills Gateway’s role in empowering people to
achieve a life of opportunity, of choice, and of dignity. This “person centered” approach keeps the individual at the
center of decision making and in charge of the direction of their own life.
Foothills Gateway is well positioned to meet the challenges of change that come with this transformative process. The Board of Directors
and staff are keenly aware of and planning for upcoming significant changes to Medicaid funding and related services. We are also enriched
by our associations and partnerships with many allied community organizations, yet there is more we can do. We receive philanthropic
support to assist with unmet needs, yet the needs continually grow.
As it marks its 40th
year of existence, Foothills Gateway will take a brief moment to celebrate. It is our commitment to the people we serve
and their families to work diligently toward the accomplishment of our Vision, Mission, and Principles on their behalf. Please join us in
celebrating our 40th
anniversary and join us in providing “real lives of choice” to people with intellectual/developmental disabilities.

Originally, there were two local agencies. One in Loveland called the Foothills Activity Center (serving children with
disabilities), which was housed in a 100 year old farmhouse. The other was known as the Easter Seals Gateway program
(serving adults with disabilities) located in Fort Collins. In the late 1960’s, at a gathering of Hewlett Packard employees
from both the Loveland and Fort Collins plants, a group of employees and their spouses, who were volunteering at each of
these programs, had an idea. “Wouldn’t it be great if we could combine these organizations and build a facility half-way
between Loveland and Fort Collins where people of all ages, from both communities could come together to get the help
they need?” That idea became a reality in 1972 with the incorporation of Foothills Gateway (FGI) as a non-profit
organization serving individuals with intellectual disabilities in Larimer County.
Foothills Gateway began with the idea that people with disabilities could and should live, learn, and thrive in their home
communities. A pioneer early on, FGI provided state of the art educational, vocational, therapeutic, and recreational
services to school-aged children and adults. A facility was constructed that was “handicapped accessible” decades before
the passage of the Americans with Disabilities Act. Foothills Gateway was a leader in developing community based
housing and employment supports enabling institutionalized children and adults to return to their home communities.
These efforts have supported thousands of children and adults to attain skills needed to realize their full potential and
quality of life. Now serving nearly 1800 individuals annually across Larimer County, Foothills Gateway is recognized as an
integral part of the communities in which it provides services.
Throughout its forty years of existence, FGI and the people it supports have benefitted from the
communities at large: citizens, organizations, and businesses in Larimer County. Community members
and businesses have been supportive of their fellow citizens who have a disability. People donate hard-
earned dollars, or they volunteer, and many both. Businesses support fund raising events, hire
people from our program, and provide internships and other vocational opportunities. Through these
partnerships, Foothills Gateway has made good on its promise to assist people with intellectual
disabilities to have community lives with purpose.

The FGI story continues, even as we take time to celebrate our first 40 years. Recently, the FGI Board of
Directors has recommitted the organization to a Vision based on belief in a “life of opportunity, of
choice, and of dignity for every individual, regardless of age or ability.” The FGI Mission, “advocating for
and empowering individuals with disabilities to live lives of their choice”, will keep our focus on the person
being supported to realize their best life. This “person centered approach” is key to enabling people to live
lives of meaning, participation and contribution to the community.
Our work is not done. As has been the case in the past, FGI will continue to develop and provide personalized
services and supports for people with intellectual disabilities. Our goal is to work cooperatively with all
community partners which is so essential in accessing the community at large. On behalf of the people FGI
supports, we want to say, “Thank you for your support”. Foothills Gateway will continue to work diligently to earn
your trust and respect as an important “patch” of this wonderful community “quilt” we know as Larimer County.

“Garfield Grade School was not a fit for Evan. So in 1950 Evan's mother, Marge Pomranka, rented a house on Grant Avenue across from Garfield.
Creating that place for Evan and his friends in Loveland was like inventing the wheel. By the time Evan was old enough to vote, the community
provided a vehicle with wheels (Foothills Gateway). Today, people with cognitive disabilities are going places with Foothills Gateway.”

2012 will be remembered as a significant year in the history of Foothills Gateway. One of the most noteworthy aspects was the
development and approval of new vision and mission statements to guide the agency toward person centeredness. Foothills Gateway’s
thirteen member, volunteer Board of Directors recognized person centeredness as a natural evolution of services toward a philosophy
that focuses on the person receiving support rather than on the agency. In addition to providing better, more individualized supports to
people, person centered thinking builds a healthy organizational culture characterized by accountability, partnership, and learning.
The best way to describe the “Person Centered Philosophy”? Imagine an organization that speaks with the person receiving support
instead of about or at the person receiving support. This organization address items important to in context with items important for
each person, then design creative, simple, and cost effective ways to accomplish items on both lists while placing the person at the center
of all decisions made. A simple example; every person has their own morning rituals that, when completed correctly, result in an air of
“getting the day off to a good start”. Imagine if you had to exchange your morning routine with that of a random stranger. You are
awakened in a manner you do not prefer, you eat breakfast out of order from bathing, and your toothpaste brand has even been
switched! Most people would not adjust well. Taking the time to learn the routines and preferences of each person receiving support is
a vital aspect of the “Person Centered Philosophy” and only one way that Foothills Gateway plans to improve the lives of the people we
serve.
Foothills Gateway sees this upcoming year of Person Centered Philosophy implementation as a year to make meaningful changes to
improve the lives of the individuals we serve, another reason to be leaders and create collaborations, and a time to engage with the
community to support lives of opportunity, of choice, and of dignity for every individual, regardless of age or ability.

For 40 years, FGI has supported individuals with developmental disabilities
and their families throughout Larimer County. We help individuals
conquer challenges, reach their maximum potential, and share their unique
abilities with the community. FGI’s services and supports improve lives –
daily. In 2012, 1,789 people and their families received support from
Foothills Gateway. Still, 390 Larimer County residents are currently
receiving no services and remain on the waiting list for services. In the
current state of the economy, with tighter budgets, it is becoming more
and more difficult for these families to secure funding. Fortunately, the
State of Colorado mandates that there be no waiting list for Early
Intervention services for children ages birth through 2 years. Foothills
Gateway and its Board of Directors continue to advocate at State levels for
increased funding, reach out to our community for additional support, and
maintain fiscal efforts to keep costs as low as possible while providing high
quality services.
This 5 year timeline represents only individuals on the waiting list receiving no services other than intake case management.

The staff and individuals receiving services at Foothills Gateway are fortunate to be under the oversight of two committed Boards of Directors.
These two Boards have very different, well defined functions, yet they work collaboratively to forward the mission and vision of this community
minded organization.
The Operating Board of Directors is comprised of 13 volunteer
members who set the vision, mission, goals, and policy and approve
the budget for of the overall operations for the agency. Each member
of this Board not only attends monthly Board Meetings, but also
serves on at least one Committee of the Board to work on specific
agency related issues.

The Foothills Gateway Foundation Board is comprised of 9 volunteer
members whose sole purpose is to raise funds and awareness to advance
the mission of the agency. This Board works diligently to hold meaningful
fundraising events while promoting Foothills Gateway in a positive light.
The Foundation Board makes a generous annual donation to the operating
funds of Foothills Gateway while placing other revenue in an endowment
fund for the future of the organization.

Due to economic conditions, the Mill Levy revenues received by Foothills
Gateway declined marginally by 1.7% in FY 2012. With these funds, a
number of programs were able to maintain supports despite cuts in per
person funding by the State. Some of the programs supported by this
funding were:
