BackgroundBackgroundBackgroundBackground ---- Vikalp Sansthan is a Rajasthan based organization and working in nine districts of Rajasthan.

It was registered in 2004 as a non-profit organization.

Vikalp aims to Build a Forum where “The youth can speak out and have their views

included in the social development process; have ample opportunities for capacity building

and purposeful participation”. The focus of our work is to address social issues such as –

gender based discrimination, physical and mental oppression, and discrimination. Vikalp

finds alternatives and creative ways to combat discrimination, violence and unequal

opportunities in the society.

Vikalp believes that violence against women is not only an issue for women; it affects the

whole family as well as the society. VAW does not end with the empowerment of women. It

is important to engage men and sensitizing them through regular interaction, training,

workshops. Vikalp not only works with women but also works with the men from all

sections of the life like; teachers, police, shopkeepers, caste leaders, religious leaders,

business persons, auto rickshaw drivers, representatives of local governance etc. Vikalp

mobilize them for alternative behaviors and act as a role model in their own family and in

the society to reduce and ending VAW.

GovernanceGovernanceGovernanceGovernance ---- Vikalp continues to be an organization with a small group of general body members. At

present, there are 15 members (7 are women) in general body including 9 (5 are women)

members in the Executive Council (EC). The EC consists of the President, Secretary and other

seven members. These members are from different background/ profession – social worker,

activist, academician, media person and writer.

The Executive Council and General body meets twice in a year where sharing of programme

annual report, audited accounts, any new policy, planning of new programme proposal

shared with the members. Election of EC members happens in cycle of every two years.


When any member withdraws membership from the general body then board members

suggest name/s of potential member/s and Vikalp send invitation to the potential member

to join general body.

StaffStaffStaffStaff ---- There are 19 staff members (10 women) in Vikalp working with different programmes.

These staff members have qualification in different areas -- Masters of Arts (M.A.), Bachelor

of Education (B.Ed.), LLB, Masters in Social Work (MSW) and simple graduate. Composition

of staff is from different castes viz; SC, ST, OBC, Muslim.

Planning and MonitorinPlanning and MonitorinPlanning and MonitorinPlanning and Monitoringggg ---- Vikalp in practice to hold monthly meetings of staff to review activity and budget; conduct

quarterly meetings to review programme budget and planning for next quarter. Senior staff

visits at least 2-3 times in the field area for monitoring purpose. Representatives from donor

agencies make visit 2 times in a year.

statement of accounts to fulfill requirement of donor agencies. External auditor conduct

audit of the accounts on regular basis and provides final statement of accounts once in a

year, Utilization Certificates (UCs) and need based statements according to requirement of

donor agencies.

Femina Women Awards 2013 under editor’s

choice in social impact category for her

ceremony was held in Hotel J W Marriot of

Mumbai and 17 women rewarded with Femina-

L’Oreal Paris Trophy for their special

contribution in different categories.

Renowned personalities from Corporate, Bollywood, Television, Fashion, Social work,

Science and Technology were present in the award ceremony.

rights of girls and women.

As we all know that the Dainik Bhaskar Women

of the Year award 2012 was organized to

encourage women who prove their versatility in

different areas. Hither city and state level awards

presented in three categories – Social & Public,

Business & Profession and Art & Culture. Out of

which Usha also received Jodhpur city award

under Social & Public.

We can CampaignWe can CampaignWe can CampaignWe can Campaign Vikalp implementing the We Can End All Violence Against Women campaign in 9 districts of

Rajasthan. The international campaign is active in 16 countries and 13 states in India. The

campaign’s efforts focus on enabling both women and men to challenges the attitudes and

beliefs that support and promote Violence against Women (VAW) in the society. These

efforts lead to the sensitization of men, the empowerment of women, and the creation of

change makers who spreads the message further. In addition, institutional change processes

have been initiated.

In this phase, strengthen of the change makers' network was the main objective of the

campaign. These Change Makers' Network was named "Mumkin Hai Manch". So, this year

we have mainly worked on formation and strengthen of Mumkin Hai Manch. For that

Rajasthan We Can Campaign has organized these activities-

Formation and Strengthening of Mumkin Manch -

In all 9 districts have formed Mumkin Hai Manch (a network of Change Makers and Alliance

at district level), have organized district level trainings, interaction and dialogue with

alliance. Mumkin Hai Manch is formed to address the issue of violence and discrimination

against women, several cases of female feticide, caste discrimination still exists. It was

discussed in the workshop that we should work together to stop female feticide to address

the declining sex ratio.

Training of Mumkin Hai Manch –

Three days long state level training programme was organized for alliance and volunteers of

‘We Can Campaign’; where they did evaluation of previous work and prepared future

strategy. Persons from 8 districts including Pali, Sirohi, Barmer, Chittorgarh, Udaipur,

Jodhpur (city, Luni block), Jalore (city, Ahore block) participated in the workshop. There

were broad agenda points – work plan, We Can Campaign and Mumkin Hai Manch, violence

in the name of caste and communal, planning for youth assembly discussed in the

workshop. It has been come out that dalits are victimized in the name of castism,

discrimination and it gets double in case of women. They are inhibited to move before the

houses of upper caste people and not allowed to enter in temples.

During the discussion it has been decided to build district level organizations like; ‘Mumkin

Hai Manch’ that raise voice against social inequality, violence against women, casteism,

communalism. We are assuming ourselves as change makers then we should start from own

by not using such words that show inequality.

As a result of these efforts – case studies of violence in the name of casteism were updated

on face book, all participants decided to form ‘Mumkin Hai Manch’ in their respective

districts and youth state assembly will be organized from contribution. ‘Mumkin Hai Manch’

successfully constituted in 7 blocks with representation of volunteers, journalist, constable,

advocate, anganwadi worker, teachers and staff of women protection and counseling

centers. All members took responsibility to collectively raise voice on violence,

discrimination. They will meet once in a month and discuss issues with youth group in


respective district, and solve the issues, link dalit people with welfare schemes. Each district

forum created page on facebook to disseminate activities and to coordinate with Forums of

other districts as well as Rajasthan ‘We Can’ facebook page.

International Girl Child Day -

Vikalp Sansthan celebrated International Girl Child Day (11th

October) in collaboration with

We Can campaign, local schools, the Garden of Hope Foundation Taiwan, Asian Girls

Campaign and Girls not Brides Global Campaign. Different activities were organized in 30

schools of 7 districts in Rajasthan. In which 4422 girls and 165 teachers participated.

Objective of celebrating the International Girl Child Day programme was to increase dignity

for girls in the society, to ensure rights and to reduce discrimination and atrocities with girls.

During the programme revealed poster “Empowered Girls, Empowered World” published by

the Garden of Hope Foundation. Message in the poster is about if girls are empowered then

world become empowered.

Meeting with the Administration -

“Youth’s Voice Against Inequality” Youth Assembly -

Vikalp in collaboration with the We Can Campaign and the District level Mumkin Hai Manch

organized “Youth Assembly 2012 – Youth’s Voice Against Inequality”. Two days long (17th-

18th December, 2012) youth assembly was held at Krishi Vigyan Kendra, Badgaon, Udaipur

to deepen change and exchange of learning. 200 youths from 8 districts – Udaipur,

Chittorgarh, Jodhpur, Barmer, Jaisalmer, Nagore, Pali and Jalore participated in the

programme.

examples coming in front of us about inequality among women, men, caste and religion. We

have to do more work to address these issues.”

State level Youth Assembly was organized on “Youth’s voice against inequality”. Where

issues come up that in the present time casteism, discrimination and inequality is deep

rooted in the society. People from backward caste are exploited and harassed by upper

caste in every district and violence double in case of women. It is misfortune that people are

discriminating in today’s society in the name of caste and religion. In the workshop

participants told that women have to carry their slippers in hand while passing in front of

houses of higher caste, there is prohibition to enter in the temples, women are now allowed

to step up on platforms at common place, children use to carry utensils from home to avail

Mid-day-meal in school, lower caste women not allowed to cook mid-day-meal etc.

Present participants shown agreement to discuss inequality in their district through We Can

Forum and raise voice to protect women from violence against women and inequality,

castism; decided not to use such words that promote inequality.

Malala – A brave girl

Songs and video speech of envoy of education and peace 14 year old Pakistani girl ‘Malala’ was

showed at lake Fatehsagar in Udaipur during youth assembly “Youth’s voice against inequality”.

We all know that Malala was gunned by the Talibani

terrorist on 10 October 2012. Malala won life battle and

recovering her health. The showcase was organized to take

inspiration from her courage and bravery.

Last session of the youth assembly was in the name of

Malala. All present youths wished her long life by lighting

candle infront of her picture and salute her courage.

Similarly, different programmes were organized in Vikalp

working area of Barmer, Jalore, Udaipur and Jodhpur

districts. Discussion held in different schools, colleges, villages & slums, in adolescent girls groups,

youth groups, in Mumkin Hai committees. Signature campaign, lightening candles, film shows,

distributing posters, sending short messages (SMS) were also part of the campaign.


International Women’s Day -

Vikalp sansthan in collaboration with the ‘We Can Campaign’ and ‘Violence Free Zone

Programme’ has celebrated International Women’s Day. 45 women from 21 settlements

participated in the programme. The day is celebrated throughout the world to remember

struggle and successes of women. Always women have been presumed second category of

citizenship and due to such mind-set they are facing harassment at every place. As women

started get out of house and there is increase in violence like; teasing, abusing in common

place. The guest said that child marriage is violation of human rights, girls should marry after

completion of 18 years, girls has right to get better education, health, right to choose life

partner; these rights should not be violated and break silence against social evils and

participate in social change drive.

Vikalp’s Violence Free Zones aim to address the declining sex ratio and create zones free of

domestic violence against women. Through this project, Vikalp advocates for the reduction

of gender-based violence against women in society. Local coalitions and volunteers engage

and surrounding community by counseling families, conducting “Speak Out” programmes

evaluating cases of domestic violence, distributing resource materials, holding community

programmes, and sensitizing individuals to issues related to gender-based violence.

The violence free zone (VFZ) covers 30 villages of Jalore and Barmer districts; and 33 low

income settlements of Jodhpur and Udaipur districts.

16 Days Activism Against Violence Against Women -

Vikalp in association with local groups organized 16 days long (25 November to 10

December 2012) campaign “Against Violence Against Women”, strengthen efforts towards

positive change in individual & in mass and

create general awareness in the

community about violence against women

cases.

During the campaign various activities

organized with the elected representatives

and caste leaders – dialogue, discuss issue

of violence against women in panchayat

meetings, girls’ education, female feticide,

child marriage issues and taking resolution,

celebrating girl child birth, rewarding girls,

film show, rally, signature campaign,


exhibition, seminars and lightening candles in the name of girls count who are disappear

from population.

The campaign was beginning with celebrating ‘International Day of Elimination of Violence

Against Women’ and organized rallies in all places. 30 November was celebrated as ‘Global

We Can Day’ and 10 December was celebrated as ‘International Human Rights Day’. There

were special programmes organized on this occasion.

Training of Women Desk Officers -

Vikalp Sansthan in collaboration with the District Police organized training programmes for

106 women desk officers of four districts – Jodhpur, Jalore, Udaipur and Barmer.

discussion in the training. Discussion

held on women police station, motive

of women desk and its importance.

Also, special discussion held on required

documents, records at women desk and

behavior and responsibility of desk

staff. In the beginning of workshop

information was gathered about the

present status of the women desk in

police station from participants.

Thereafter, detailed presentation was

made.

At the end of each trainings it was decided that participant police officer will share the

information with whole staff of the police station, decide separate place for women desk in

the police station, display list of service providers, protection officers, helpline numbers,

shelter homes, organizations working on women’s issues, posters consists of legal

information, highlight names and contact numbers of women desk officers outside the

police station, marked the women desk in police station so that women can easily access to

the women desk. Vikalp will provide list of protection officers, shelter homes, services

providers, and helpline numbers to all the police stations.

International Women’s Day -

Vikalp has celebrated International Women’s Day as fortnight in the working area. Different

programmes were organized on this occasion. Purpose behind organizing these programmes

was increase respect for women; women and girls know their rights, provide information

about right to education, collective action for violence against women, forming organization

etc. During the programme, village level seminars were organized and special programme

organized in some places.

During the period, it has come out that Kasturba Gandhi Residential School of Jalore area

celebrated programme first time on the occasion of Women’s Day. Names of some of girls

changed with positive sense. New name programme celebrated and birthday of girls who

born in March. In Vedia village women made visit of the Rajiv Gandhi Bhawan and

Panchayat Bhawan. Village Council secretary provided information about the panchayat

schemes.


On this occasion in Barmer, people took initiative to call women chairperson of village

council, single women, educated women and adolescent girls on stage. During programmes,

girl child birth ‘Dhundh’ celebrated and gifted T-shirt instead of frock. This is the first time

when villages collectively celebrated ‘Dhundh’. Local adolescent girls did planning and

implemented the whole programme. Vikalp's board member Mr. Inderprakash gifted dress

for girls.

Girls and women rewarded by single women (widows) to inspire women for equality and

strength to women themselves. Similarly, acceptance of single women increased and now

they themselves do not view as inauspicious.

Women day was celebrated in Eklvya colony in Udaipur and girls in team of street play were

rewarded on this occasion and special discussion held on formation of women organization.

Other than this, Vikalp gave presentation on “Protection of women from domestic violence

Act (PWDVA)” in a programme organized by the Women and Child Development

Department (WCD). Two women judge, psychologist, researchers and anganwadi workers

and supervisors participated in the programme.

Capacity building workshop for adolescent girls -

Capacity building workshop was organized with the adolescent girls to discuss the issues of

gender equality, stop female feticide and women empowerment, stop child marriage,

encourage girl child education, create violence free zone etc. Present adolescent girls in the

workshop were informed about the Protection of Women from Domestic Violence Act 2005

and counseling centers have been established so that women become aware about their

rights, protect from violence against women and raise voice against violence.

Capacity building workshop for women -

Objective behind organizing this workshop to strengthen the organization. Also, to discuss

girl’s education, child marriage and build village level structure that provide to women

victimized of violence.

During the workshop - discussion held on ‘Gulabi Gang’ to face cases of violence against

women and to stop them. One gang has been formed at the end of workshop comprising


women of 3 villages of Jalore area, which will work against the violence on women. Women

decided that they will not allow family members to perform child marriage and provide

support to the women survivors of ‘violence against women’; and will speak to their family

members.

During the workshop 8 women shared their experience of violence in detail. They told that

violence reduced after association with the group but not completely removed. 70 women

who participated in the training has discussed in their own group.

Awareness drive on PCPNDT Act -

All groups work to provide information about PCPNDT Act. Information was collected about

the pregnant women and decided responsibility to have regular dialogue with them. As a

result of this there is control over sex determination test in the area monitoring the

Ultrasound Examination centers. Youths decided that they will not allow perform sex

determination test in their own family.

In Barmer, youths participated in three meetings being organized by the civil society

organizations to discuss decreasing sex ratio in Barmer and the proper implementation of

PCPNDT Act. Also, participated in the meetings of district level advisory committee and

discussed the working style of Ultrasound Examination machines. The District Collector of

Barmer and team visited all Ultrasound Examination centers at the end of meeting and

ceased the irregular centers. In Jalore, Vikalp worker tried to get information/ data of the

Ultrasound Examination centers but fail due to non-availability of the concerned officer.

Vikalp representative participated in the meeting organized by the Administration (Udaipur)

for proper implementation of PCPNDT Act and shared experiences with the help of

presentation. The Administration assured Vikalp to provide work of creating awareness in

the Udaipur city.

Youth Task Force's Capacity Building Training –

Main objective of the training was to strengthen the group, discuss their role on child

marriage issue, role in solving local level problems and role of youth to add more youths in

the group. Participant youths in the training become aware about their work experience and

discuss learning and challenges. Mapping was done of 10-10 households for each youth with

the help of youths. Lists were prepared for children eligible for education and suspected

children for child marriage; and accordingly decided their responsibility. Also, discussed that

whenever someone required support they can contact each other.

Present youth participants decided that they will do similarly type of mapping with other

members. Till now, mapping has been done in 18 villages and this will help in ‘Send Our

Daughters to School’ campaign. Youths decided that they will add leftover youths of their

respective villages.

Capacity Building Workshop for Volunteers –

37 active volunteers from four districts participated in capacity building workshop in Jalore.

Purpose of the workshop was to share experience of work and its effect. Evaluate the

organized activities and planning further. It has been come out that there is change seen in

behavior and attitude of man and boys in the area. One thought has been emerged that

effect of last four years work can be seen and this work is needed to carry forward and

disseminate with strategy. Volunteers will mainly do efforts to link more children with free

education, special efforts to stop child marriages, increase number of youth in youth task

force and make it active, link representatives from nearby villages and settlements with the

force etc.


Non-Violent Conflict Resolution Training -

Three days long workshop was organized with men to create violence free zone and free

from female feticide. The present participants discussed effect of domestic violence on

children, family, self and on society. They also discussed the abuses used by men and it has

been come out that maximum number of abuses affecting dignity of women.

Present men participants decided that they will bring change in their behavior and form

group of men who will stop violence against women.

Workshop with caste leaders - New caste leaders of the area were invited in this workshop. Objective behind organizing

this workshop was to discuss violence against women in the local society, analysis of

decisions made by the caste leaders, and effect on violence and in the society. Gomaram

(caste leader of Jalore) stopped one child marriage after attending the workshop. Similarly,

Bhamamal refused to engage her own granddaughter and said that we will perform her

engagement and marriage after completion of her studies. There is reduction in child

marriages seen on the occasion of ‘Akshya Tritiya’ due to workshop. Caste leaders

themselves explained many people about demerits of child marriages. Caste leaders of

Barmer discussed on the issue of child marriage and inform about the problems the girls

face after marriage and 5 child marriages were stopped.

Dialogue PRI representatives - Volunteers and workers are holding regular dialogues with elected representatives. 8

Panchyats took resolution in meetings and gramsabha to make it child marriage free. These

resolutions are result of regular dialogue between volunteers and ‘We Can’ Committee

members.

These resolutions will increase responsibility of village council towards stopping child

marriage. According to plan phone numbers of child married control room, police control

room, Women & Child Development Department, Tehsildar and Sub-divisional Officer

displayed on every panchayat and aanganwadi centers.

Celebration of Girl Child's Birth -

During the whole year 60 families has celebrated birth of girl child at their own. In Jalore - 6

Girls' Birth Celebrated by local groups in which a total

of 57 women and 25 adolescent girls participated.

Present participants took oath from youth’s initiative

that they will not discriminate between boy and girl

and give equal weightage to both in education. They

also discussed issue of respect girls in the society.

Girl child birth of 4 girls celebrated in Siyani and


Hathma village of Barmer, in which total of 50 adolescent girls participated. Adolescent girls

discussed and decided that they will link more and more girls to the school.

Effective Implantation of Schemes for Girls and Women –

Vikalp is continue working towards proper implementation of government schemes related

to girls and women; on one hand workers are providing information to the volunteers and in

group meeting and on other hand linking girls and women with the related schemes. Before

the commencement of the government camps, workers did preparation to put more and

more people cases in the camps. Workers in association with the volunteers did planning to

inform community about date, place of camps in all groups, villages, settlements. Active

adolescent girls, women, youths, We can committee members, volunteers and workers

played an important role during camps – filled up application forms to solve problems, help

to meet administrative officer, complete relevant documents, fill-up forms for potential

persons to take benefit of government schemes etc.

Work with Women Survivors - Trainings were organized for the group leaders to take on priority to solve cases at group

level if not solve at group level then forward at workers level and even if not solve then

forward to Vikalp. Ultimately take help of support structure established by the government.

Sometimes police call Vikalp seeking support to intervene in some cases to solve rather than

to go for legal proceeding.

Vikalp’s efforts and collective action has resulted in solving cases of women survivors. We

work with a holistic approach to address the issues of VAW with the help of field workers

and local groups consists of social leaders, administration, advocates, that help to solve

cases, regular follow-up to sustain efforts and to support the women survivors for their

social, economical, legal and psychological issues.

Vikalp also facilitates to avail legal assistance through police, court and other services, if

necessary. Vikalp used to support women in critical cases – assist to avail facility to stay at

Short Stay Home if she feels insecure to go own home, avail facility of working women’s

hostel if she don’t have stay facility where she works, link to education to complete higher

studies. Sometimes, police call Vikalp seeking support in solving cases.


Empowering WomenEmpowering WomenEmpowering WomenEmpowering Women in Local Self Government in Local Self Government in Local Self Government in Local Self Government Vikalp works with federations of women from local panch and sarpanches to empower

them, encouraging them to make decisions independently and fully use the power given to

them by their elected position.

In these federations, women representatives come together to share common problems

and grievances, and to work towards collective solutions. By empowering elected women

representatives, these leaders can become sources of inspiration and support for other

women in their communities.

Dialogue between Media and Elected Women Representatives -

Vikalp Sansthan and the Hunger Project jointly organized a dialogue between media and

Elected Women Representatives on subject “Three years of Elected Women Representatives

in Panchayati Raj: Achievement and Challenges”. 125 persons participated including media

representatives, workers of organizations and elected women representatives in this two

regional dialogues organized in Jodhpur (March 15, 2013) and in Udaipur (March 16, 2013).

their acceptance in the society.

Capacity Building Workshop for Elected Women Representative-

In collaboration of The Hungar Project, Vikalp Sansthan organized capacity building

workshops for Elected Women Representatives of Luni Block of Jodhpur District. In these

workshops we have been discussed about the role and rights of women representatives in

Prevention of Domestic Violence against women, Prevention of Child Marriage, Right to

Education, MNEREGA Programme, Mid Meal Programme and Nutrition Scheme for

Adolescent Girls etc. During these workshops, we have provided knowledge about the

process and processors of panchayat meetings, resolution, budgets, social audits, gram

sabhas and ward sabhas. In Each workshop we have discussed about their problems in

execution of their role in panchayats.

16n Days Activism Against Violence Against Women -

During 16n days activism form 25th November to 10 December, with the help of federation,

different programmes were organized in Luni block like dialogue with community about the

gender based discrimination and violence against girls and women in area, stopping and

ending child marriage, importance of girl child's education, prevention of domestic violence

etc. During these 16n days an awareness walk was organized in 50 villages of 12 gram

panchayats of Luni block.


Protection and Protection and Protection and Protection and Counseling Centers for Women Counseling Centers for Women Counseling Centers for Women Counseling Centers for Women ---- Vikalp in collaboration with Women and Child Development (WCD) Department and Police

operates Protection and Counseling Centers in two districts. These centers are located in the

premises of the Women Police Stations of Jodhpur and Nagore.

In these centers - Women can learn about the laws that protect them, register complaints

with the police and received references to more resources. When any survivor approach to

the centre, first of all centre staff try to understand the problem women and what is her

priority and then provide support accordingly. Vikalp facilitates them to aware laws and

rights and suggest options to the problem, which women feel appropriate then take action

through the police, courts and other services if necessary.

Regular internal meetings are in regular practice to discuss problems that the workers facing

in solving process. Focus was given to fulfill the objective of the centre to provide support

and justice to the survivor women.

This year Jodhpur counseling center has been worked on 58 new cases and took the follow

up action on 37 old cases, and Nagore center get involved in 84 new cases and followed up

45 old cases.

Outreach and Sensitization of Stakeholders -

Vikalp Sansthan in regular touch with the police department, office of district collector,

Women and Child Development Department, Voluntary Organizations, Colleges to sensitize

them on the issues of violence against women, implementation of law and situation of

survivor women.

During outreach programme counselors keep in touch with survivors those who got the help

form this center. As per need they visited their house and took the actual feed back form

her after counseling. Centers staff took part in International Youth Day, International girl

child day, 16n Days activism against violence against women, National Youth Day, National

Girl Child Day, One Billion Rising, International Women Day and other campaign's

programmes, where they have introduce women counseling center and its services.


“Smiling Daughters” (“Smiling Daughters” (“Smiling Daughters” (“Smiling Daughters” (Muskati BetiyanMuskati BetiyanMuskati BetiyanMuskati Betiyan)))) Vikalp dream to establish the

society based on equality, good

faith, peace and justice. While

working on this issue it is clearly

come out that main reason behind

violence against women is

perception of society towards

women. Violence against women

and discrimination can eliminate

by changing this perception. Also,

this will increase respect towards

women and ensure their rights.

With this thought, a campaign

“Smiling Daughters” started in 5

settlements of Udaipur city and 10

villages of 5 village councils in Mavli block. Objective of the campaign was “to create positive

environment for respect and to bring equality towards girls“. Also, increase respect towards

women and ensure their rights. There should make positive environment that increases

sensitization of parents and community towards rights of girls. To increase responsibility of

different stakeholders like; representatives of different department, anganwadi workers,

education institutions, and caste and community leaders for their contribution in complete

development of girls. Also, conducting different activities to develop and strengthen

platforms, local structures for empowerment and development of girls.

Baseline Study -

Vikalp Sansthan conducts baseline study to know present status of community towards girls

& their rights – knowledge, attitude and perception (KAP). It has been come out that very

few people have information about the rights & legal provisions for girls but not implement

practically. Girls usually do household chores and men are assuming to responsible work

outside house. People know about child marriage, female feticide and girl’s education but

child marriages happens, imbalance in sex ratio, and girls are not attaining higher education.

Creating enabling environment in the working area -

Discussion held with women, adolescent girls, anganwadi workers, elected representatives,

youths, school teachers of the area to develop understanding of community that why there

is need of campaign. Issues of situation/ status of women in the local society, decreasing

number of girls, violence against women and status of women in country included in the

discussion.

National Youth Day (12 January) -

National Youth Day's programme was organized at 7 places in the working area in which 800

people participated. Main objective behind celebrating the national youth day is to aware

the youths towards social issues and make them responsible, liable to stop social evils,

experience sharing of youths, discuss importance of youth day, carrier day, autobiography

of versatile youths and their work, discuss mobile and youths, incidences of rape etc.


National Girl Child Day (24 January) -

Different activities were organized in 6 villages and 2 slums on the occasion of National Girl

Child Day. Around 1000 adolescent girls and 175 boys participated in these activities. Main

purpose of the programme was to enhance respect towards girls, discuss the issue – Child

Marriage is blight, rights of girls, create environment that increase confidence of girls and

feel safe.

Different competitions -

In 4 schools of Udaipur city– different question answers competitions were organized with

240 students on domestic violence, gender based discrimination and violence.

Girl child birth celebration -

Girl child birth celebrations were organized for the girls born in last 3 months to increase

their dignity in the society. Girls and their mothers were garlanded as reward to them.

Results: More than 2000 family members contacted in 350 families and had interaction

about decreasing number of girls, Acts related to protect women from violence and

discussed the change coming in the social structure; 25 volunteers identified who helped in

16 days long campaign; convinced two families to change the names of girls. Their names

changed from ‘Mafi’ (Sorry) to meaningful names – Pari (angel), Kali (flower bud); 9 cases of

domestic violence come in light – out of FIR registered with police in one case, 2 cases were

taken to the counseling center; 40 anganwadi workers, helpers, ANM & ASHA in the area of

9 anganwadi were contacted and informed about campaign & Vikalp’s work; discussed girls

enrollment and promoting girls for higher education with 18 teachers of 10 schools; 7

adolescents girls filled-up forms for police constable when elucidate to their family

members.


Our Daughter’s Right (Our Daughter’s Right (Our Daughter’s Right (Our Daughter’s Right (Aapani Dikari Ro HaqAapani Dikari Ro HaqAapani Dikari Ro HaqAapani Dikari Ro Haq)))) Vikalp seeks to change attitudes towards the girl child through the “Our Daughter’s Right’

campaign, to end child marriage and to raise awareness about education of girl child. This

campaign is active in 4 districts of Rajasthan. Vikalp brings together youth as agents of

change through educational workshops and community rallies in order to build awareness,

raise questions, and seek solutions at the collective level.

Special Awareness Walk on Akhateej (April 18th to 26th, 2012) -

During this awareness walk 552

people took oath in writing and

9000 people took verbal oath that

thy will neither perform nor

participate in child marriage. 407

caste leaders, 103 elected

representatives and 2 police

stations were involved during the

awareness walk. Volunteers and

change makers visited around

1400 families, distributed

campaign material, legal

information pamphlet, card

containing phone numbers of

control room and appeal for not

performing child marriage in their own family and not attend child marriage.

During the special awareness walk, three teams visited 85 villages of Luni vlock of Jodhpur.

These teams informed the community of these villages about child marriage prohibition act

and provision of punishment and penalty under the act.

This journey disseminated message through performance in cultural programme organized

in the evening. Meetings were organized with youths, women, adolescent girls and

signature campaign was also organized during the walk. Schools, Anganwadi centers and

Panchayat were contacted. Slogan writing and phone numbers of control rooms were also

written on walls at common places in the villages. Therefore, message was disseminated to

37000 people through different activities.

105 Child Marriages Stopped -

The objective of Special Awareness Walk was to make the

area free from child marriage. This was a successful joint

initiative of Vikalp Sansthan, Aapani Dikari Ro Haq Abhiyan,

District Administration, District Police and Women & Child

Development Department; and this time youth task force

stopped 28 child marriages by family counseling, 27 child

marriages were stopped with the help of police and

administration, youth task force received information about

45 child marriage and according to local volunteers 50 child

marriages stopped by the families themselves.


Watchdog on Child Marriage with Police -

Teams of two police stations (Luni & Jhanwar) comes under Luni Block hold meetings to stop

child marriage and bound members to not participate in child marriage. Therefore police

stations have taken immediate actions on the information of child marriages through

awareness walk team and volunteers.

Teams of Luni and Jhanwar police stations did continuous viists in Luni area and were in

contact with the awareness walk team. Luni police station head Nitin Dave and IPS Paridesh

Deshmukh along with awareness walk team did appeal in villages to stop child marriage.

From Jhanwar police station IPS Harendra Singh sent team to take action against the parents

those who performing child marriage, on the information of campaign volunteers.

Sarpanch Restricted Families -

Rugaram is sarapanch (head/ chaireperson) of Rohichakala Panchayat. He restricted 8

families because they were supposed to organize child marriage. During the programme he

told that child marriage is destroying life of girls. Our Panchayat is committed to stop child

marriage and it will be child marriage free.

'Child Marriage Free Panchayat' - Resolution passed by 18 Panchayats -

written proposals were passed in 18

panchayats (12 in Jodhpur, 3 in Jalore and 3

in Barmer) to make them free from child

marriage and link girls with education.

During the process of resolution, volunteers

discussed role of eleceted representatives

in stopping child marriages under the Child

Protection Act 2006. They informed about

Panchayat should act like legislative

assembly and play lead role in stopping

child marriages, provide security to the

victim and punish the perpetrators.

After discussion present representatives took this resolution in writing and decided that

they will discuss this issue in the forthcoming gram sabha and ward sabha. Alos, they will

help to link grils with education and do special monitoring of drop out girls.

Workshop of Youth Task Force -

Workshop for Youth Task Force organized under the Aapani Dikari Ro Haq Abhiyan, in which

45 representatives were present. All the members took oath to send girls to school and will

ensure that child marriage will not happen in their area.

daughters to school campaign) since last

four years to connect the girls to

mainstream with education. Under the

campaign volunteers and workers of

Vikalp Sansthan do visit to houses of

girls and met families to discuss

importance of education.

Under the ‘Send Our Daughters to

school’ campaign – all groups (local

youth, women, adolescent girls, nurse,

anganwadi workers, and teachers, caste

leaders, elected representatives) discussed importance of girl’s education with the

community.

This year, mapping exercises were done for girls with the help of active youths and

adolescent girls. Each group member collected information of 10 girls in their neighborhood

and prepared list of girls those who eligible to go to school and dropout girls. According to

list, volunteers took responsibility to link them with school.

List of 80 adolescent girls has been prepared in Barmer area. Adolescent girls’ group

members of Siyani village village enrolled 40 adolescent girls in class 9th

. A total of 367, girls

were linked with the school, out of 102 girls filled private exam forms for class 10th

and 12th

.

During last year – 60 girls appeared in class 10th

exams due to Vikalp’s efforts and out of 50

passed and 10 girls are preparing for appearing in supplementary exams.

Similarly, youth group in Jalore decided to no girl will marginalize from education. Ranilaxmi

Bai adolescent girls group decided that they will stop child marriages in their village and all

girls will complete study.

Collectors in the name of Chief Minister. These petitions were about child marriage free

Rajasthan.

Demands in the petition were to strictly implement the Child Marriage Act, control room to

stop child marriage should run throughout the year, to provide girl child friendly school

education and environment, Dowry Prohibition Act should be implemented, and

administration should focus on providing education, health and violence free life for the girls

victimized of child marriage, government should run campaign to eliminate root causes of

child marriage.

organizations, business associations,

teachers, social workers and volunteers

participated in the programme. They

protest by covering their mouth with

black strip, candle march, moved with banners and messages.

(OBR) campaign. In this connection Vikalp in collaboration with local People’s Organizations,

students and civilians of Udaipur, Jodhpur, Jalore and Barmer area organized street plays,

human series, rally, convention, protest to give message of breaking silence against

violence. Petitions of different demands were handed over to the District Collectors and

Sub-Divisional Magistrate (SDM) to stop violence against women.

In Ahore block of Jalore district - local institutions, People’s Organizations, students &

teachers of private schools, nursing students, changmakers, social workers moved in rally

and petition of different demands was handed over to the District Collectors and Sub-

Divisional Magistrate (SDM) to stop violence against women.

‘stopping violence against women and to eliminate the violence’ in the petition handed over

• Women police station should bring in city area where women can approach easily

• Independent protection officer should appointed under the Domestic Violence Act

• Existing acts related to violence against women should follow and implemented

properly

• To establish proper mechanism file online FIR

• Special police protection outside the school, colleges, bus stand and public parks

• Legal information should provided in the school, college through debate and

discussion about teasing cases

• Officer should bound to respect the women in police station

• Fast Track Court should established as soon as possible

• Women Reservation Bill should pass

• Committee Against Sexual Harassment (CASH) should necessarily form in every

government department

One divisional level workshop was organized on issue of Child Marriage and Child Rights in

Jodhpur. Smt. Deepak Kalra, Chairperson State Commission for Protection of Child Rights

(SCPCR) chaired the workshop. Vikalp representative has informed that 140 child marriages

were stopped due to collaborative efforts of Vikalp and Administration in Luni block.

Superintendent of Police (SP) told that legal marriage age for boys is 21 years and for girls is

18 years, date of birth should printed on the marriage invitation card and what are the

provision of penalty in case of violation of the Act.
