ISTC Programme - Overview
As part of overall commitment to improving healthcare, the Commercial Directorate is
working with NHS locally to procure clinical and diagnostic healthcare services for NHS
patients, from the independent sector.
• ISTC programme Launched in 30 July 2003 to support NHS reform focussed on reducing patient waiting times
• ’18 wks end to end’ - Introduction of additional capacity to help NHS meet 2008 target

Delivering a patient-led service
Reform cannot be driven by injecting cash into the system. System reform, of which
the independent sector is a crucial element, will create an efficient and patient-led
service, delivering choice and quality through:
Plurality of Provision
Contestability
Where providers know that their future relies on the ability to attract patients, not
on historic activity levels, the system becomes more patient focussed and more
concerned with outcomes

Is Efficiency Enough?
It depends how you measure efficiency:
• Quality is as important as cost measurement
• Patients interested in results
• Quality a key determinant of success long-term
The focus must shift to quality!
