    The Inaugural and 1st Regular Session of the Sangguniang Panlalawigan of 38

    Leyte commenced with a Holy Mass officiated by Rev. Fr. Ramil Costibolo at 9:45 39

    o’clock in the morning. 40

    After which, the Philippine National Anthem ensued, followed by the 41

    Panunumpa sa Watawat, the Leyte Hymn, the PBMLP Hymn and the PBMLP Creed. 42

    The Floor Leader, Honorable Florante A. Cayunda, Jr., then requested the 43

    Temporary Secretary to the Sanggunian, Mr. Andre S. Sanico, to call the roll to insure 44

    presence of quorum for the day’s session. 45

    A one hundred per cent attendance was announced by the Temporary 46

    Secretary to the Sanggunian, Mr. Andre S. Sanico, thus a quorum was declared. 47

    First of all, I would like to thank the Almighty God for the blessings He 1210

    bestowed upon our family. Not to brag, but this election was really a great victory for 1211

    our family. All five of us won. My sister Lucy was re-elected again on her last term as 1212

    Congresswoman of the 4th District of Leyte, Lucy Torres-Gomez together with her 1213

    husband mayor Richard Gomez, Mayor of Ormoc City on his 2nd term and my 1214

    husband, Vincent Rama on his last term as City Councilor of Ormoc City, my brother 1215

    Matt Torres, former Board Member of the Province of Leyte and now the newly 1216

    elected 9th Mayor of Kananga and they say – we just found out that he is the 9th Mayor 1217

    of Kananga, so they say “lucky 9 daw”. 1218

    So, I’m truly honored to be part of this 18th Sanggunian. I am truly honored and 1219

    I would like to express my gratitude to Governor Petilla and his family and to the Vice- 1220

    Governor for supporting my candidacy and also to Board Member Indoy, because in 1221

    the 4th District of Leyte there were five of us who ran. So I am really very grateful that 1222

    he really supported us. Thank you, so much and rest assured I will support all the 1223

    programs of the Governor and the Vice-Governor for the betterment of the Province of 1224

    They always say, “unsa man na oi, political dynasty, pareha lang mga pamilya 1226

    pirme lang na”. For me, I believe that there is nothing wrong with political dynasty. I 1227

    salute the administration of the Petilla’s, because, you know I proxy my brother Matt, 1228

    we went to ODH in Palompon hospital and they has their distribution of incentives to 1229

    the employees. And that I understand that it was very first in the Province of Leyte 1230

    and maybe nationwide and it is spearheaded by former Governor and Former 1231

    Secretary Icot Petilla. Let’s give him a round of applause. 1232

    So, I am truly honored to be part of this 18th Sanggunian. I look forward to 1233

    working with all of you and I believe that there is nothing wrong with political dynasty 1234

    for as long as you have compassion, you have visions for your constituents and that 1235

    may we ask our Presiding Chair to give his Inaugural Message in behalf of the other 1255

    Members of this August Body, the Honorable Carlo Petilla-Loreto? 1256

    “Good morning. 1259

    I would like to thank everybody especially my family and friends and allies. I 1260

    would like to thank everybody especially the great people of Leyte for electing me to 1261

    office for the 3rd time. But this is actually my 4th time to assume the Vice-1262

    Governorship, in this lifetime. 1263

    The first, I think it was November or December, I was in Chiang Mai, Thailand 1264

    attending a leadership course sponsored by the UNITED NATIONS. I received a call 1265

    from my good friend Tor Bibar. Guin tawagan ako ni Tor nasiring nga 1266

    “congratulations” and then several others called me to congratulate as well, for 1267

    something I did not know about. Apparently, then, Vice-Governor Mimyet figured in an 1268

    accident. And as soon as I got back to the Philippines, I had to assume office as Vice-1269

    Governor and at that time I think the first thing I had to do was pay her a courtesy call. 1270

    But when I reached St. Paul’s hospital, she was in the ER, I couldn’t even approach 1271

    her. 1272

    It was challenging. For many people, they would have loved the position I was 1273

    in. But I did not like the situation then because as an Acting Vice-Governor your hands 1274

    are tied. There is so much to do, but your hands are tied. 1275

    The second time I assumed the position was in 2013. As Vice-Governor, like 1276

    many other things in my life, I was not planning to be a Vice-Governor. Before that, I 1277

    had a meeting with Secretary Icot. He was then the Governor and after the meeting 1278

    he said, “istorya ta og politika” – sugod na og ikot to try to see if you can fit the Vice-1279

    Governorship. I was telling him, “basig di maayo Gov. kay si Mic, first cousin mi”. 1280

    But we tried it and it was good. But Yolanda happened. It was easy therefore for me 1281

    as Vice-Governor to stir the Sangguniang Panlalawigan towards soul searching which 1282

    was important, I think, in my 1st term for us to see beyond the ------ beyond the culture 1283

    of politics which this office is known for. We laid the direction of the OVG SP and 1284

    made sure can go the extra mile as a cohesive developmental team, a family of 1285

    service. We steered the family towards creating a driven, motivated working 1286

    environment that will emancipate all form sheer indifference, hopelessness and the 1287

    seemingly never-ending ruthless cliques which only bred disillusion and 1288

    demoralization within the ranks. 1289

    The 3rd time, we also implemented paperless sessions, the challenge of course 1290

    was the scanning of the documents, the voluminous documents and the technology 1291

    can be expensive as well. And so by 2016, when I assumed the Vice-Governorship 1292

    again, we have sketched the missing link and drawn the necessary roadmap for 1293

    internal career development in the office, namely: 1294

    1. Moral Recovery Program through spiritual value formation 1295

    2. Policy direction (enabling the chief of staff and SP Secretary) 1296

    3. Revisiting the office structure and vertical movement as part of career 1297

    development and promotions based on actually performance in office. 1298

    4. Enhance productivity in the work place through capacity building and 1299

    paperless session’s applications 1300

    5. Changing perspective through out of town exposures and sessions 1301

    All these could not have been done without the support of our fellow workers. 1302

    So thank you to the secretariat and the staff OVG family. 1303

    Having said that, I would like to thank again Secretary Icot Petilla , who has 1304

    been there at all time. Actually, few people know this. But when he 1st ran for 1305

    Governor, Icot asked me, “can you help me?” And I said, “puedi man Gov. ako’y mo 1306

    kamang deri sa kontra partido. Kay kaming Mama og Papa tua man sa pikas kan 1307

    Tito Berting. And he said, “No, I want you to run as Board Member because the Vice-1308

    Governor and Board Members, I do not know any of them”. So, thank you, Sec., 1309

    thank you. Always ask God to direct my ways. I believe in the spiritual reality that 1310

    everything happens at God’s pre-destined time. Ecclesiastes 3:1-9 is in point. There 1311

    are many reasons. But everything happens at an appointed time by God. There are 1312

    fights that many would probably consider I faced cowardly. But why will I fight when I 1313

    can ask to take the lead and bear the pain for me? Sometimes, humility and 1314

    submission is the greatest, most effective weapon in a soldier’s arsenal. 1315

    We stand at a moment of great challenge and opportunity. I bring with me in my 1316

    third term lessons I’ve learned in my previous terms as VG and Board Member. Our 1317

    new BMs bring with them as well, fresh insights, and experience and specialties 1318

    uniquely their own. So, we bring with us dito sa SP, experience. Me, my 9 years 1319

    experience here as Board Member and 6 years as Vice-Governor with the new Board 1320

    Member si Anna Victoria Veloso-Tuazon, with her Corporate Practice, Taxation and 1321

    expertise in all the abstract and complicated legal doctrines. And to top all of that, Ana 1322

    ang iyang researcher si Former Justice, Congressman Ching Veloso. Researcher 1323

    lang na, bodyguard pa and financier. 1324

    And of course, we bring you Raissa Villasin, also her experience from the City. 1325

    Sering pa ni Fr. Costibolo kanina, nag kadto na ini hiya ha City yana anhi na ha 1326

    Province an problema waray pa maka biling hin uyab. Perhaps because she 1327

    dedicated her waking hours and time in public service and of course mayda pa usa. 1328

    She studied Economics in UP. Her experience in Business as well will bring fresh 1329

    insights into the SP. As you all know, damo na nga babaye an umagi ha akon 1330

    kinabuhi pero usa la an akon guin pakaslan, Karen an ngaran. So don’t forget 1331

    Carmen Rama is here. As your Provincial Board, we shall continue to work on 1332

    legislative measures that are responsive and inclusive. 1333

    Responsive because we cannot afford to disconnect the ordinances we pass 1334

    and the programs we implement. Because we introduce, we must introduce 1335

    interventions for the betterment of the most number of people. 1336

    Inclusive, too, because progress is meant for all and for many. 1337

    I would just like to convey my thank you and my gratitude to everyone. We are 1338

    given another 3-years of fresh mandate. We have done a lot of things in the past. We 1339

    have passed hundreds of resolutions and ordinances. It seems a lot but there is still a 1340

    of Governor Mic Petilla’s programs. 1342

    Firstly, congratulations to the newly elected and re-elected Members of the 1364

    Board. Including, and congratulations to Vice-Governor Carlo Loreto, having been re-1365

    elected in his 3rd term. I noticed, we noticed that ang Sangugniang Panlalawigan 1366

    nabawasan ng gwapo pero nandyan naman ang magaganda. We have 3, I think 1367

    Board Member Matt Torres, Board Member Nicco Villasin and Board Member Alan 1368

    Ang. Lahat sila pinalitan ng mga magaganda. Si Raissa, si Carmen at saka si Ana. 1369

    Earlier, I prefer a short speech but the Vice-Governor made a request na ano daw, I 1370

    think hindi na dapat yong program natin. What we do in the next 3 years sa 1371

    administration na ito. 1372

    Actually, basically ang factor na kina carry natin since I started governorship 1373

    noong 2013, isa lang. Kasi before I ran, before I filed my candidacy for the 2013 1374

    election, I actually went to.. kami ni Junjun, I went to 600 barangays all over the 1375

    province including a lot of our conflict areas. And had conversations with constituents, 1376

    to find out what there is. And basically boils down to poverty. Maraming kwento 1377

    mahirap pagbayad sa hospital, cannot afford to send their children to school. Mayrong 1378

    mga problema, it basically boils down to poverty. That is why when I had my first 1379

    inaugural message in 2013 in this August Body, I think it was the 17th or 16th 1380

    Sangguniang Panlalawigan I talked about the value of oneself. Sa tao. The value. 1381

    Health care, it is a value of a person kay mag lisod han education. Ang work, ang 1382

    career income ang values sa pag tratrabaho especially sa pagmamahal sa ating 1383

    bansa which is very kulang sa ating mga millennials now a days in our country. So 1384

    we talked about that. So in the end, we converted that into a Leyte Economic 1385

    Program. Leyte Economic Program is designed to reduce poverty, to single digit for 1386

    the Province of Leyte by 2022. So far I think, we on target pa naman, we have Cora 1387

    Alvero, I think 2015 nag dropped tayo ng 7.8%. And then from 2015-2018 we dropped 1388

    by 9% na bawas. So another similar drops na ganoon, we should hit single digit by 1389

    2022. But anyway ang Leyte Economics is basically let’s understands poverty. Sa sabi 1390

    natin lagi na ang nandito kasi mabuti maraming babae na board members natin. Ang 1391

    poverty begins at childhood. As far as we are concerned dito sa Leyte. Doon 1392

    nagsisimula sa nutrition ng bata. Diba kong ang bata maliit pa malnourished yong 1393

    bata. Pag continue na malnourished we cannot educate them. Diba hindi natin ma 1394

    educate. Even pre-education we cannot educate a child na malnourished kasi ang 1395

    brain nya hindi na developed. Diba? Hindi lang na developed yong body but also the 1396

    brain. So kong hindi ma educate then pag laki nya dagdag yon sa malnutrition cause. 1397

    Ang major cause done by the Provincial Health Office ang major cause ng Province 1398

    of Leyte ay ang mahiwagang “wati.” Because as we feed our children ang wati mo 1399

    tambok ang bata dili. Whenever it’s feeding malipay ang wati. And then kong tan 1400

    awon nato karon ang atong numbers sa atong malnutrition sa Leyte, we have been 1401

    doing deworming a lot. Wala ng feeding. Kasi mahal ang feeding. We cannot afford it. 1402

    So just to repeat it for example in 2017 nag drop ang malnutrition natin ang 1403

    underweight is 11.5%. Tapos in 2018, 2018 still partial the report from the National 1404

    Nutrition Council 11.5% in 2018 it reached to 8.6% dropped. That is the underweight. 1405

    Ang gin send sa World Health Organization hit is less than 10%. So na hit na ang 1406

    target ng WHO. Less than 10%. ang National Average by the way nasa 21.5% pa. So 1407

    we are now ahead. Ang ating starting from 42.7% in 2017, nagging 19.7% in 2018. 1408

    Ang sinasabi ng World Health organization it should be below 20%. So na hit na natin 1409

    ang below 5.4%. And sinasabi nila high target. So hindi pa kaya yong target natin. 1410

    Seguro konti na yong overweight sa atin. But again with the malnutrition rate na 1411

    binaba sa Province natin we can now educate our children. They can now advance 1412

    the education, tapos we expect na paglaki nitong kabataan ngayon, they will have 1413

    better employment ang job opportunities. Ang partner sa malnutrition also is ang ating 1414

    maternal health. Ang maternal mortality rate. Kasi dyan din, ang sa health ng mag 1415

    simula ang condition ng health ng bata. So actually we have a program which started 1416

    by Secretary Icot noong Governor pa sya. Ang ating Inter-Local Health Zones. Now 1417

    ang ating 2017 actually mayroon ng numbers dito in 2013, 106 mothers died out of 1418

    100 thousand na nanay na nanganganak. Out of 100 thousand na nanganganak na 1419

    nanay 106 ang namamatay. That is the matter the mortality rate. Ngayon pababa tayo 1420

    99, 59 and by 2016 and hit by 57. 2017 we hit 36. Last year we hit 53. Ang sinasabi 1421

    ng World Health Organization dapat itigil yan sa 52. So basically we are hitting the 1422

    target. And by the way we are hitting like 35, 53, 57, those are the numbers we see 1423

    here in Leyte. Ang national average nag hit ng 140. So mataas na ang national 1424

    average compared sa atin. In fact, noong lumabas yong sustainable development goal 1425

    by 2015, inadjust na naman ng World Health Organization kasi mahirap daw ma hit 1426

    yong 52 inadjust nila to 90. Tinaasan na naman nila. But nonetheless ang atin dito we 1427

    will push to reduction in the maternal health. That is why ang ano natin ngayon to 1428

    ensure na ang children natin ang healthy kasi but hindi yan healthy, hindi natin ma 1429

    educate, hindi gaano maka pagtrabaho pag abot ng puberty age ng mga yan, 1430

    manganganak na yan. Simula ng reproduction. Reproduction ang gagawin. And when 1431

    they hit the maturity age anong klasing trabaho ang dadatnan nila. Napapasokan 1432

    siguro mag tratrabaho yan sa mga night clubs. Magtratrabaho ng katulong. Yong iba 1433

    naman dito problema ng gating PNP. Yong iba nagsisumula bata pa baka mag 1434

    snatcher nayan. Nang aagaw ng cellphone. Tapos mang hohold up nayan. As they 1435

    grow up punpunta nayan sa mga illegal drugs. Tapos magiging Drug Lord. Tapos ang 1436

    problema yan tapos pumasok ng illegal drugs yong sabi ni President Duterte na pag 1437

    yumaman yan baka kumandidato ng Mayor sunod. Baka mangyari sa atin yon. So 1438

    parang it causes a bigger problem. Sunod-sunod yan. Ang economic is designed to 1439

    address that. Again as I have said we have programs on Malnutrition, we have, we 1440

    have programs. Again yong program natin sa youth. Sinimulan din ito ni Sec. Icot 1441

    yong sons and daughters encounter. Building for family ties. Tapos itong ginawa 1442

    nating community base ito. Community base na program, barangays by barangays. 1443

    So now we have to design to productivity of all the farmers, increase income to 1444

    productivity and then we have yong peace and order programs. We have lots of 1445

    programs na implemented natin doon sa barangays by barangays natin. That is 1446

    converging. Naka converge sa program. And siguro those numbers by the way ang 1447

    goal yan is to hit No. 1 – A competitive Barangay Economy. Or Community Economy. 1448

    Sa competitive. Bakit competitive because we organize them in organization. That is 1449

    why dito sa Sangguniang Panlalawigan for accreditation. Kasi pag na accredit tayo but 1450

    one accreditation per barangays. And then kong mayroon na sila we track them to 1451

    operate the organization. Hindi yong kanya kanya.Kasi kong kanya kanya na sila hindi 1452

    na kaya ang competition. But if they produce in a group they produce in great number 1453

    of products. They produce more, they have better quality. And they have lower cost of 1454

    production. So ang tendency nyan mas competitive sila sa market. Ang isa pa has to 1455

    build an inclusive economy. Noon wala silang production. Ngayon hybrid productive 1456

    na. They can compete now sa munisipyo at sa cities natin. And then ang isa pa dyan 1457

    resiliency. Resilient in barangays. Why? Noon ano lang tayo. No cropping. Either sa 1458

    barangays produces rice or coconut. Hindi gaya ng ibang areas na may konting sugar, 1459

    abaca. But now we have produced lots of different products. Yong sa more income, sa 1460

    vegetables, sa livestock’s, farming, fisheries and plus yong iba pa na income 1461

    generating. Since ng tinamaan tayo ng calamity for example when we hit by Yolanda 1462

    ubos na ang farmers when we hit by Yolanda. But we have survived yong livestock. 1463

    Since we survived yong livestocks ngayon we stand. Tapos mayroon tayong mga 1464

    disease na lumalabas. Yong mga galing sa abroad pero wala pa naman sa atin dito 1465

    yong mga swine, yong ganoon hindi na maapiktohan. Kasi mayroon na silang ibang 1466

    products. So hindi ko nalang habaan no, so far we, there are about 259 barangays na 1467

    under these program. Ang ating pilot is Villaconzoilo sa Jaro with 36 members or 38 1468

    members. Just to let you know about the Villaconzoilo sa Jaro before, this I a conflict 1469

    area. I think sometime in 2011 may mga enkwentro pa dyan insurgency. But now wala 1470

    nayan. And then before Villaconzoilo has 76 members na 4Ps when they started. Now 1471

    7 na lang daw sila na 4Ps. Ang medyo binilangan naming nga number ng production 1472

    nila doon, just an estimate should hit around ang annual revenue we should be hitting 1473

    around 20 million already ang annual revenue. That is only one association. Ngayon 1474

    may 259 na yon. So Villaconzoilo has zero malnutrition rates already. Okay so as a 1475

    result, as 259 as we increase pa ang productivity ng 259 barangays natin yong 1476

    economic growth in 2016. E-combined natin ang rehabilitation. At sa yong increase 1477

    ng group. I think we have a great percent dito sa Region 8. So in 2016, Region 8 was 1478

    the fastest growing regional economy. Dito sa region. Hindi malaki ito but I think ¾ of 1479

    the regional economy is nandito sa Leyte. ¼ lang sa other side. So if we hit 5.4 ang 1480

    Province of Leyte, ang Biliran should hit about 90% longevity grows. Last year 2018 1481

    we hit 5.9 again ang regional economy, 5.9 longevity grow kay ¾ ang Leyte, we 1482

    should have grown mga 9% no last year. Walang figures kasi ang NEDA about that. 1483

    And now what we are seeing in the Province of Leyte ang investments. But wala 1484

    akong masyadong figures sa investments. But what we can see in the eyes sa 1485

    province of Leyte because of the increase in income ha income han mga Leyteños. 1486

    That is why we see more coming in usually these companies na nag invest din sa atin. 1487

    They only opened doon sa mga cities because yong cities ang may pera sa munisipyo 1488

    natin wala daw pera. Diba that is why they don’t open. Now, the trend is different ang 1489

    mga munisipyo ngayon. 1490

    And investments coming from big companies. Mga multi-national companies. 1491

    And in the next 3 years we should hit about 300 barangays by the end of 2022. Labi 1492

    na dito sa ating probinsya. But nonetheless, baka nagmamadali na kasi yong oras ang 1493

    sa akin lang I think I would like to appeal my colleagues dito sa board. Let us continue 1494

    working together. We may have, siguro kayo or tayo we may have different opinions 1495

    about this. Pero ang thrust natin, ang thrust natin ay isang Probinsya ng Leyte na 1496

    maka Dyos, maka tao, maka bayan na province. Kong ang thrust natin ang 1497

    constituent’s natin, I think hindi tayo magkakaiba. This is a temporary job that we are 1498

    holding. But we can do permanent na kaupayan han aton probinsya. We continue to 1499

    work together kasi if it is really permanent that we have to do this. Kong makikita mo 1500

    sa iba, kong ikaw ay foreigner kong ikaw ay taga ibang bansa, ibang gobierno, what 1501

    do you look, how do you look at our country diba. How do you look at kong 1502

    nagkawatak watak tayo kon iba iba ang direction, may kanya kanyang vested interest 1503

    ay walang mangyayari sa atin. Diba sabi, may kasabihan na strategy, “unite and 1504

    conquer.” Kong watak watak tayo, siguro yong ibang bansa they don’t need to be by 1505

    passed. Ano ka agad. But kong magkakaisa tayo, and we have more progressive 1506

    people, hindi lang an ating mga politicians nagkakaisa, we are one with our people 1507

    with our constituencies, I think hindi mangayayari ang nangyayari ngayon sa West 1508

    Philippine Sea. 1509

    Listening to Governor Mic Petilla, I realized Leyte has gone a long way from 1515

    where it started. But much more has he said, much more has to be done, much more 1516

    is needed to realize the full potential of the programs of the Provincial Government. 1517

    And thank for the next 3 years and we now think how to realize that. I think I speak for 1518

    the Sangguniang Panlalawigan when I say it, that we work for legislation for the 1519

    responsive and inclusive. Responsive because we cannot allow the ordinances we 1520

    passed to be disconnected from the programs we implement. And inclusive because 1521

    progress should be for all and for the many. 1522
