HON. DANIEL R. FERNANDO

Now in his third term of office, Vice-Governor Daniel has already received various recognitions, citations and awards for his exemplary performance and accomplishments in the last six years, foremost among these were the “Most Outstanding Public Servant of 2012” given by the Gawad Amerika Foundation, Inc., an organization of Filipino-Americans living in the United States of America, “Most Outstanding Local Legislators” for 2014 and 2015 given by Superbrands Marketing International, an international arbiter of brands and branding, and the “Most Outstanding Filipino Achiever” in the field of public service given by Golden Globe Award Council, National Data Research Examiner and Marketing Services, Philippine Best Companies.Com, Sinag News Magazine, and Sinag Foundation.

These awards are concrete confirmation of the vice-governor’s outstanding performance and a living testimony of his deep commitment and dedication to serve his constituents to the fullest without any reservation. At present, Vice-Governor Fernando chairs the Committee on Appropriations. He is also the chairman of the Legislative-Executive Development Advisory Council (LEDAC), vice-chairman of the Provincial Peace and Order Council, Provincial Cooperative Development Council, co-chairman of Provincial

Council, co-chairman of the Provincial Council for the Protection of Children and Provincial Early Childhood Care and Development Coordinating Commitee, and the SP representative to the Bulacan Local Blood Council.

FIRST DISTRICT:

HON. THERESE CHERYLL B. OPLE

One of the “four roses among the thorns” in the present 9

th Sangguniang

Panlalawigan, Board Member Ayee was a “2015 Most Outstanding Filipino in the Field of Public Service” awardee.

Now on her third term of office, she chairs the Committee on Women and Family, Committee on Transportation and Committee on Social Services. She is also the vice-chairperson of the Provincial Population Development Committee, a member of the Provincial Council for the Protection of Children and Provincial Early Childhood Care and Development Coordinating Commitee and the SP representative to the Calumpit District Hospital Board.

HON. FELIX V. OPLE

Board Member Toti, also in his third term of office, chairs the Legislative Backstopping Committee, Committee on Labor and Overseas and Local Employment and Committee on Peace and Order. He is also the Assistant Majority Floor Leader of the 9

th

Sangguniang Panlalawigan and the designated representative of the Sangguniang Panlalawigan to the Provincial Board Members League of the Philippines (PBMLP). He is also a member of the Provincial Peace and Order Council, Provincial Disaster Management Council and the Legislative-Executive Development Advisory Council and the SP representative to the Emilio G. Perez Memorial Hospital Board.

HON. ALLAN P. ANDAN

The designated Minority Floor Leader of the 9

th Sangguniang Panlalawigan,

Board Member Allan, only in his first term of office and a neophyte legislator, hones his skills and capabilities by attending various trainings on leadership and local legislation.

He is the chairman of the Committee on Human Rights, Committee on Ethics and Privileges and Committee on Agrarian Reform. He is also a member of the Legislative-Executive Development Advisory Council and the SP representative to the Gregorio Del Pilar District Hospital Board.

th SP, is a seasoned lawyer, bar

reviewer and law professor in notable universities. He chairs the Committee on Education, Committee on Health and Committee on Rules. He is also a member of the Provincial Disaster Management Council, Provincial Health Board, Provincial School Board, Legislative-Executive Development Advisory Council and the Bulacan Polytechnic College School Board. He is also the SP representative to the Provincial Nutrition Committee, Provincial Technical Committee, Provincial Scholarship Committee and Baliwag District Hospital Board. He is in his third term of office.

HON. MA. LOURDES H. POSADAS

Board Member Baby currently chairs the Committee on Trade and Industry, Committee on Tourism, Culture and the Arts and the Committee on Livelihood and Small to Medium Enterprises. She is also a member of the following local special bodies:

HON. RINO V. CASTRO

Now in his third term of office, Board Member Rino is an experienced and mutli-awarded local legislator. He chairs the Committee on Civil Service, Committee on Agriculture and Fisheries and Committee on Economic Enterprise.

He is also a member of the Provincial Disaster Management Council, Provincial Personnel Selection Board and Bulacan Investment and Incentive Board. He is also the SP representative to the Provincial Agriculture and Fisheries Council, Provincial Fisheries and Aquatic Resources Management Council and San Miguel District Hospital Board.

HON. EMELITA I. VICEO

The youngest among the four lady board members of the 9

th SP, Board

board members, Board Member Emily chairs the Committee on Youth and Sports Development, Committee on Justice and Good Government (Blue Ribbon Committee) and Committee on Ways and Means. She is also a member of the Provincial School Board and Bulacan Investment and Incentive Board. She is in her first term of office.

FOURTH DISTRICT:

HON. ALEXIS C. CASTRO

Board Member Alex, known to many, especially the younger generation, as one of the popular talents of Star Magic of ABS-CBN, is a multi-awarded councilor of Marilao even before joining the 9

th SP.

Presently, he chairs the Committee on Communication, Information Technology and Mass Media. He is in his first term of office.

HON. MARK CHOLO I. VIOLAGO

Board Member Cholo is another ex-officio member of the 9

th Sangguniang

Panlalawigan, by virtue of his election as president of the Panlalawigang Liga ng mga Barangay (LnB) in the Province of Bulacan. Now on his six years of service in the Sangguniang Panlalawigan, he chairs the Committee on Barangay Affairs. He is also the co-chairman of the Provincial Gawad Galing Barangay Committee.

SP Participates in ELA Workshop….

(PDPFP) and the Strategic Performance Management

System (SPMS) and the Seal of Good Local Governance

(SGLG) Score Card of the province of Bulacan.

After the lectures and presentations, workshop followed.

The participants were grouped into five clusters--

governance, social, economic, infrastructure and

environment. Each cluster was attended by two members

of the Sangguniang Panlalawigan, withVice-Governor

Fernando joining the governance cluster. Each cluster

was assisted by a facilitator and an encoder.

After the workshop, presentation of cluster outputs

ensued. Later, Ms. Pascual told everyone that what had

done for the day was only the beginning of the process

towards the final approval of the ELA by the

Sangguniang Panlalawigan and its eventual

implementation by the Governor. Vice-Governor

Fernando for his part, thanked the participants for their

effort in the workshop and vowed to support its approval

and implementation.
