主席感言 Message from the Chairman

今年是長者安居服務協會成立第15年，也是協會豐收的

一年。15年來，我們開發的科技和提供的服務不但為全

港逾百萬名長者提供需要的貼身服務，也獲得國際的認

同。「一線通隨身寶 – 一鍵式」服務先後獲得「世界資

訊通訊服務業聯盟2010年環球資訊及通訊科技卓越成就

獎—數碼機會大獎」和「2010世界信息峰會移動大獎」

的「移動共融授權組別」殊榮，為協會全體工作人員，

帶來莫大的鼓舞。

這些獎項，是對長者安居服務協會15年來努力不懈的一

個肯定。我們不斷尋求創新的科技應用，提升長者生活

質素。2008年起協會與香港移動通訊有限公司共同開發

「一線通隨身寶 – 一鍵式」，更創出空前佳績，令人鼓

舞。過去15年來，長者安居服務協會的「呼援及關懷服

務中心」已為全港長者提供逾400萬次呼喚服務，廣受

社會大眾支持，連同這個最新的移動大獎，我們已先後

奪得8個世界性或地區性的科技獎項。

我們今後會以此為推動力，2010年推出的平安手機，已

為長者及其家人帶來更大的方便，協會將繼續投放資源

研究拓展，創造更多照顧長者需要的產品，藉此提升長

者社區生活的質素和與社會的聯繫。

未來的一年，我們將會秉承過去的原則，以人為本，再

接再勵，努力開發創新科技，全心全力，為全港長者帶

來更佳的服務。但人力始終是最重要的資產，除了協會

300位員工及1,100多名義工的努力和無私奉獻外，我們

還需要社會各界有心人士鼎力支持，慷慨捐輸，共同協

力，把香港建設成為長者安享晚年的美好社會。

This year is a year of celebrating the 15th anniversary of SCHSA's founding and accomplishments. For 15 years, the technology that we have developed and the services that we have provided have not only given the more than 1 million seniors in Hong Kong much needed personalized timely service, but have also garnered international recognition. The "Mobile Link – One Button Device" service won the Grand Prize of the Digital Opportunity Award in the WITSA's Global ICT Excellence Awards and the 2010 World Summit Award-mobile (WSA-mobile): m-Inclusion & Empowerment Award. These awards were a great source of encouragement for members of SCHSA's staff.

The awards were also a recognition of the tireless efforts of SCHSA in the past 15 years. We continuously search out new technologies to raise the quality of living of the elderly. Since 2008, SCHSA, together with CSL Limited, have jointly developed the "Mobile Link – One Button Device" service and the results have been encouraging. In the last 15 years, "Call and Care Service Centres" of the Association have taken calls from the elderly over 4 million times and have received wide support from the community. Together with the recent awards, we have now won 8 international and regional technology awards.

These awards are a motivating force. In 2010, the launch of the Safety Phone made life more convenient for the elderly and their family members. SCHSA will continue to allocate designated resources into research to develop additional products that cater to the needs of the elderly, thus improving their quality of life and helping them stay more connected to greater society.

In the coming year, we will embrace the past principles – "people first", "persistence", and "development of innovative technologies" – to wholeheartedly provide better services to the elderly. However, human capital remains our most valuable resource. In addition to the efforts and dedication of the 300 staff and 1,100 volunteers of the Association, we also need the support of society's caring individuals. Through your generous donations and our joint efforts, we can transform Hong Kong into a place where the elderly can comfortably enjoy their golden years.

總幹事感言 Message from the Executive Director

自長者安居服務協會成立的15年來，最高的單日服務使用者按鐘次數達3,650人次，而單日最高服務使用者送院宗數則達155人次。這些數字反映著本港萬千長者在各社區生活時所面對的挑戰。協會成立的目的，正正是藉著整全關注態度，以針對性的手法和多元化的發展，為長者提供整全的關顧服務，滿足他們不同需要。

協會成立至今，已累積超過15萬名服務使用者，按鐘人次逾450萬。過去一年，接鐘數字和送院數字的增幅均逾兩成，可見協會持續謹守宗旨，藉著與政府部門、社會人士、議員、居民組織等不同單位緊密合作，編織出一個令服務使用者安心和家人放心的服務網絡。

協會服務的核心價值，是致力令服務使用者安心、家人放心。因此，不論在服務流程、軟硬件質素、員工培訓等方面，協會均投入大量資源，致力維持高質素、無間斷的服務。因此，協會常收到來自服務使用者或其家人的嘉許和鼓勵，亦為我們近300名同事帶來無限支持！

過去一年，本港有不少類似平安鐘服務營辦商出現，其中有人經常利用電話促銷，使越來越多公眾人士對推廣平安鐘服務感到厭煩；更因曾有營辦商在未得到任何批准下，於長洲一帶「拍門」宣傳，令該區鄉委會表示不滿，擔心有長者受騙。由此可見，這些良莠不齊的疑似服務營辦者，令協會在推廣服務上遇上更多挑戰。

作為一間屢獲社會各階層人士嘉許的社會企業，協會一直以用者為本的角度，研發新服務和產品，讓萬千長者能夠有尊嚴和有選擇地在社區中，過著具質素的晚年生活。

雖然15年不是一個長的日子，但標誌了協會一個重要的發展階段。本人深信未來協會服務的延續，繼續有賴協會執委、工作小組成員、顧問、義工、同工、會員及社會大眾等的全力支持，並提供寶貴意見，讓本港長者和其他有需要人士，藉協會的多元化且全面的關顧服務，得著全面而更有效的保障。

為此，再一次向所有曾無私貢獻者、孜孜不倦努力者，致以衷心謝意！

Since the founding of the Senior Citizen Home Safety Association 15 years ago, the record number of Personal Emergency Link (PE Link) calls received in a single day was 3,650; the record number of users sent to the hospital as a result of calls in a single day was 155. These figures reflect the challenges faced by the large number of elderly living in our society. It is also our purpose of founding to combine the spirit of caring and various effective methods to satisfy the needs of the elderly through the provision of holistic care.

Since the establishment, there have been more than 150,000 users of its services; the number of times that users have called for assistance exceeds 4.5 million. In the past year alone, the number of calling for assistance and the number sent to the hospital as a result have increased by over 20%, confirming that our mission is as important as ever. In collaboration with various stakeholders such as government departments, community groups, legislators, and resident associations, SCHSA has created a service network that offers users assurance and their families peace of mind.

The core value of SCHSA is to offer users assurance and their families peace of mind. Whether in service logistics, software and hardware quality, staff training, etc., we have invested significant amounts of resources in order to provide premium-quality, uninterrupted service. As a result, SCHSA regularly receives recognition and encouragement from users and their families; these accolades have served to boost the morale of SCHSA's 300 employees.

In the past year, Hong Kong has seen a rise in the number of players offering services similar to PE Link. The use of aggressive telemarketing by some has annoyed the public. In Cheung Chau, for example, certain companies have conducted door-to-door sales without permission; this caused dissatisfaction among villagers, who fear that the elderly may become victims of fraud. SCHSA has faced greater challenges in promoting its services as a result of these unscrupulous vendors.

As a social enterprise that has received praise from persons from various social strata, SCHSA has always employed a user-focused attitude to develop new services and products. By offering thousands of elderly dignity and choice via our comprehensive caring services, SCHSA ensures that the elderly's golden years are quality ones.

Although 15 years is not a long time, these years represent an important period of development for SCHSA. I firmly believe that our services will continue to enjoy the support of the executive committee, task force and subcommittee members, and also consultants, volunteers, colleagues, members, and the general public. The valuable opinions of these groups, along with our diversified and comprehensive care services, give the elderly and others in need a broader and more effective level of assurance.

I would like to use this opportunity to express my gratitude once more to all contributors for your selflessness and hard work.

長者安居服務協會簡介 About Senior Citizen Home Safety Association

長者安居服務協會(協會)於1996年由一群熱心人士成立，旨在回應當時因一股突如其來的寒流所引致逾百名獨居長者猝死的不幸事件，是本港唯一致力提供並直接營運之24小時「一線通平安鐘」服務予長者及有需要人士的非牟利慈善社會服務團體。

協會以「一線通平安鐘」服務及「耆安鈴」長者熱線服務為基礎，不斷因應長者需要，開拓創新服務，如「隨身寶」、「康訊通」及「居家通」等，務求全面回應長者在生活上各項需要。

一線通義工關顧網絡

「一線通義工關顧網絡」由逾千位受訓義工組成，透過非緊急支援服務，如家訪、送贈物資、陪診、電話慰問等，紓緩長者及有需要人士的情緒困擾及協助他們解決生活上之各種困難。義工亦會定期配對探訪私營安老院的長者，讓院友感受社會人士的關懷及掌握健康資訊。

Personal Emergency Link Volunteer NetworkThe "PE Link Volunteer Network" is made up of over 1,000 trained volunteers. Through non-emergency assistance services such as home visits, delivery of necessities, accompanying patients to follow-up consultations, and telephone calls, the Network helps to alleviate the emotional distress of seniors and those in need and to provide solutions to day-to-day challenges faced by these individuals. Volunteers also make regular visits to privately-operated, elderly homes to share health-related information and to let residents know that society cares for their well-being.

一線通平安鐘

「一線通平安鐘」服務乃協會為長者或有需要人士所提供的24小時全面支援及關顧服務，在有需要時服務使用者只需按動身上的遙控掣或主機上的紅色按鈕，即可接駁至協會的24小時呼援及關懷服務中心，獲得適切的協助。

Personal Emergency Link Service

Personal Emergency Link Service (PE Link Service) offers 24-hour support and care to the elderly or people in need. Whenever in need, users press a portable remote trigger or the red button on a main unit and are immediately connected to the 24-hour PE Link Call & Care Service Centre, which provides timely and suitable assistance.

耆安鈴

「耆安鈴」長者熱線是全港第一條由專人接聽、即時雙向對話的長者熱線。由專業社工、關顧員及受訓義工免費為全港長者及其照護者提供全年無休的熱線服務。

Elder Ring

"Elder Ring Hotline Service" is Hong Kong's first real-time, two-way, operator-assisted hotline for seniors. Professional social workers, care-givers, and trained volunteers provide seniors and their care-takers with free service throughout the year.

居家通

為提高長者的家居生活質素及安全，「居家通」提供全方位的家居生活資訊及資源，透過「長者安居示範屋」、「長者家居生活資源閣」及「長者家居用品店」，為長者帶來優質家居生活。

Elder LinkTo promote a safer and improved quality of life for seniors living at home, "Elder Link" provides comprehensive live-at-home information and resources. The "Safe and Comfortable Demo House", the "Elderly Household Living Resource Corner", and the "Elderly Household Product Shop" all help to enhance the living standards of this sector of the elderly population.

一線通隨身寶 – 平安手機

2010年3月，協會再為銀髮族推出嶄新的服務「一線通隨身寶–平安手機」。手機特設簡易「平安掣」TM，一按即接駁至協會的24小時呼援及關懷服務中心，為服務使用者提供適時援助。

Mobile Link- Safety PhoneIn March 2010, SCHSA launched a brand new service for seniors – "Mobile Link- Safety Phone Service". The Safety Phone uses a "Safety Button" design; with a single press, a caller receives immediate assistance from the 24-hour call and care service centre of SCHSA.

管家易

為回應社會對「到戶式」家居服務的需求，「管家易」家居服務提供「穩妥、快捷、周到」的一站式優質管家服務，並由日常的家務清潔，至專業健康護理，再配合多元化的服務計劃以供顧客選擇。

EasyHome Services

In response to society's demand for door-to-door household services, "EasyHome Services" provide reliable, efficient, and quality one-stop-shop household management services. These range from everyday household cleaning to professional healthcare services, and maximize customer choice through flexible service plans.

長訊

《長訊》是免費派發予長者及護老者的定期刊物，協會藉此致力建立資訊平台，鼓勵本港生產商和服務提供者提供更多以長者友善為主的服務和產品，以拓展及推廣銀髮產業。

Golden Age magazine

Golden Age Magazine is a free magazine for the elderly and their care-takers. It is an effective platform for encouraging Hong Kong product manufacturers and service providers to supply a greater number of elderly-friendly products and services, with the ultimate goal of promoting and developing the industry that caters to seniors' needs.

康訊通

為加強對「一線通平安鐘」服務使用者的支援，協會於2008年與醫院管理局及地區醫院合作推展「康訊通」計劃，服務包括：24小時電子病歷傳送、院後健康支援專線及家居健康諮詢專線。

Tele-health Link

SCHSA has been collaborating with the Hospital Authority and local hospitals since 2008 to develop and promote the "Tele-health Link", which provides support to users of the PE Link Service. The service includes 24-hour transmission of electronic patient records (ePR), post-discharge Tele-health advice, and health advice hotline.

於2008年起推出的戶外緊急支援服務－「一線通隨身寶–一鍵式」，致力為長者、長期病患者或殘障人士提供一個24小時緊隨身旁的支援，屢獲世界性通訊科技等獎項。

Mobile Link - One Button Device Service

In 2008, SCHSA launched the new outdoor emergency support service "Mobile Link - One Button Device Service", which provides 24-hour mobile support to the elderly and those with chronic illnesses and disabilities. The Service has received various international awards recognizing outstanding application of technology.

Senior Citizen Home Safety Association (SCHSA) was founded in 1996 by a group of passionate citizens in response to the unfortunate deaths of more than one hundred elderly citizens. The deaths were caused by sudden cold weather and the victims were living alone at the time. SCHSA is the only non-profit charitable organization in Hong Kong that offers 24-hour Personal Emergency Link Service (PE Link Service) to elderly citizens and others in need.

Using the "PE Link Service" and the "Elder Ring Hotline" as a starting point, SCHSA has developed additional, innovative elderly-based services such as "Mobile Link Service", "Tele-health Link", and "Elder Link" to address the various needs of the senior population.

Founder and Executive Committee Member of the SCHSA, Mr. Albert Cheng; Executive Committee Vice-chairman and Convener of the Technical and Engineering Sub-Committee, Mr. Erwin Steve Huang; Deputy Director, Ms. Carmen Ng and CSL Limited's Executive Vice President - Mass Market, Ms. Irene Leung attended the WITSA's Global ICT Excellence Awards 2010 Presentation Ceremony in Amsterdam, Netherlands on 27 May 2010 where they shared the objective of creating Mobile Link with an international audience.

To celebrate the success of "Mobile Link - One Button Device Service" and its winning an international award, Secretary for Commerce and Economic Development Ms. Rita Lau Ng attended a press event held in Tsui Ping Centre on 30 May 2010.

WITSA is a consortium of over 70 national information and communications technology (ICT) industry associations and is the leading voice of the global ICT industry. In addition to advocating policies to encourage investment in ICT products and services by global corporations, WITSA also organizes the premier event of the global ICT industry held every two years, the WITSA's Global ICT Excellence Awards.

「一線通隨身寶–一鍵式」服務是協會與香港移動通訊有限公司

(CSL) 於2008 年12 月共同開發的服務，推出以來備受各界認同，

更於2010年5月在香港資訊科技商會提名下，獲世界資訊通訊與服

務業聯盟(WITSA) 頒發「2010 年環球資訊及通訊科技卓越成就獎

–『數碼機會大獎』」，以表揚服務幫助有需要人士接觸數碼科技

機會的卓越成就。

是次「數碼機會大獎」首次由香港社會企業與商界合作推出的服

務所奪得，更是首次有針對以長者為主的服務獲獎，肯定了協會

和CSL 要為長者締造無憂戶外生活的共同理念，突顯服務的創意和

領先水平。

協會創辦人暨執行委員會委員鄭經翰先生、執行委員會副主席暨

技術及工程小組召集人黃岳永先生、副總幹事吳家雯小姐及CSL大

眾客戶市場總裁梁淑儀小姐於2010年5月27日到荷蘭阿姆斯特丹

出席環球資訊科技卓越成就獎頒獎典禮，並於研討會上和與會人

士分享創作「一線通隨身寶」服務的理念。

商務及經濟發展局局長劉吳惠蘭女士，亦恭賀「一線通隨身寶 –

一鍵式」服務獲國際科技獎項，為港增光，更於5月30日抽空出席

於一線通翠屏中心舉行的新聞發佈會。

WITSA由世界逾70個資訊科技行業協會所組成，是全球資訊科技

業界的代表。WITSA亦制訂政策推動國際商家投資資訊科技產品和

服務，並每兩年舉辦全球資訊科技盛事「世界資訊科技大會」。

"Mobile Link - One Button Device Service" was launched in December 2008 in collaboration with CSL Limited. Regarded highly by various groups, the service won the Grand Prize of the Digital Opportunity Award in the WITSA's Global ICT Excellence Awards after being nominated by the Hong Kong Information Technology Federation in May 2010. The award recognizes the achievements of services that provide people-in-need with access to digital technologies.

This is the first time that the Digital Opportunity Award has been awarded to a service jointly created by a Hong Kong social enterprise and the private sector and the first time that the Award has been presented to a service that serves the elderly as its primary goal. The Award is a testament to SCHSA and CSL Limited's joint vision of a worry-free, outdoor living experience for the elderly and speaks to the service's creativity and leadership.

「一線通隨身寶 - 平安手機」服務正式推出

Launch of the "Mobile Link - Safety Phone Service"

協會於2008年11月30日正式推出「一線通隨身寶 – 一鍵式」服

務，為銀髮族提供嶄新戶外緊急支援服務，並獲得不少正面迴響及

肯定。2010年3月，協會再度與香港移動通訊有限公司(CSL)合作，

進一步推出「一線通隨身寶 - 平安手機」服務(「平安手機」TM) 。

「平安手機」TM配合優質的流動通訊網絡，長者只需按動手機背上

的「平安掣」TM，即能接駁到協會24小時運作的呼援及關懷服務

中心，獲得適切的支援服務，讓活躍長者參與戶外活動時可自在

安心，享用關顧隨身的保障。

「平安手機」TM上的「平安掣」TM，尺寸符合歐盟安全標準，一按

即接駁至協會的24小時呼援及關懷服務中心，為使用者提供適時

援助1。服務使用者無論在何時何地，均可透過「平安手機」TM與

外界保持聯繫，有需要時更可通過「位置搜尋」服務2,3，使他們享

受豐盛多彩生活的同時，讓關心他們的家人倍感安心。手機更設

有大型彩色屏幕、特大清晰鍵盤、高音量聽筒及兼容助聽器，絕

對符合長者需要。

服務推出短短半年，公眾反應非常熱烈。協會作為專注長者服務

的社會企業，希望藉此讓更多長者安心開展豐盛的社區生活。未

來協會將進一步拓展及完善長者手機服務，以實現全面關顧長者

的理念。

SCHSA launched the "Mobile Link - One Button Device Service" on 30 November 2008 to provide an innovative, outdoor emergency support service to seniors. Since its launch, the service has received positive feedback and recognition. In March 2010, SCHSA once again collaborated with CSL Limited to launch the "Mobile Link - Safety Phone Service".

When used within a reliable mobile communication network, an elderly user simply has to press the Safety Button on the back of the Safety Phone to immediately connect the 24-hour call and care service centre of SCHSA. Once connected, the users receives appropriate assistance, giving active seniors who enjoy outdoor activities peace of mind and an added level of assurance.

The size of the Safety Button on the Safety Phone adheres to European Union safety standards. A single press connects users to SCHSA's 24-hour call and care service centre, where staff will give helpful assistance.1 Users of the service can stay in touch regardless of time or location. When needed, users can also activate location searching function2,3 so that they can enjoy an active lifestyle while giving family members added peace of mind. Equipped with a large, multi-colored screen, an extra-large keypad, and a high-volume handset compatible with hearing aids, the Safety Phone was created with the needs of the elderly in mind.

Since its launch six months ago, the public has held the service in high regard. As a social enterprise focusing on services for the elderly, SCHSA hopes the service will allow more seniors to partake in community life. In future, we will expand and improve our elderly mobile phone service to realize the Association's goal of providing holistic care to the elderly.

EasyHome Services Wins Two Awards in the Hong Kong ICT Awards 2009

「管家易」以「管家易聯絡及通訊系統」參賽，奪得「2009香港

資訊及通訊科技獎」之「最佳無間斷網絡(流動企業應用方案)銀獎」及「最佳數碼共融（服務）銀獎」，足以證明服務獲業界

及社會認同。

有關獎項的評審委員會對「管家易聯絡及通訊系統」予以高度評

價，肯定方案是實踐社會企業責任的良好例子，亦於數碼共融方面

作出了貢獻：「『管家易聯絡及通訊系統』具功能性且惠及不同群

體，它透過一個嶄新及高科技的方式來提升求職者的工作能力及機

會，更能鼓勵弱勢社群使用資訊科技，增強他們的自信。社會企業

於系統營運上表現亦見出色，為社會帶來了正面的影響。」

「管家易」是協會於2009年開辦的社會企業，以回應社會對「到

戶式」家居服務的殷切需求，提供全港一站式優質管家服務。為

提升服務運作水平，「管家易」建立了「管家易聯絡及通訊系

統」運作平台，把資訊科技應用於傳統家居服務上，改變了行業

現有的勞動密集和耗時配對的做法，建立了一個高效率及具經濟

效益的服務配對、工作委派、服務提供及監測平台，有系統地處

理服務預約，為客戶提供「穩妥、快捷、周到」的服務。

服務員一方面能通過日常工作中學習及應用資訊科技，另一方面能

培養服務員使用資訊科技的習慣，助其融入現今數碼新時代，免於

被社會淘汰；同時，服務員及其他員工的資訊科技知識及技能得到

提升，並有效應用於工作，增加其工作機會及市場競爭力。

EasyHome Services (EHS) entered the competition with its Easy Job ICT System and was awarded the Best Ubiquitous Networking Silver Award (Mobile Enterprise Solution) and the Best Digital Inclusion (Service) Silver Award. The awards reinforce the recognition of the industry and the society to EHS.

The jury panels of the Awards had high praises for the Easy Job ICT System, which not only exemplifies corporate social responsibility but also advances digital inclusion. "The Easy Job ICT System is functional and benefits different groups. Using advanced technology, the system enhances the abilities and opportunities of job seekers and encourages socially disadvantaged groups to use information technology, thus increasing the confidence of members of these groups. The fact that a social enterprise has managed to distinguish itself with an operating system sends a positive message to society."

EHS is a social enterprise that SCHSA founded in 2009 as a response to an increased demand for one-stop, quality, domestic household services. In order to advance the service quality, EHS built the Easy Job ICT System, which applies information technology to a traditional business. The system made changes to the industry's labor-intensive and time-consuming system of matching. What resulted was a highly efficient and economically-sensible platform that could match supply with demand, delegate staff, and monitor service and that systematically managed appointments and provided "reliable, efficient, and quality" service to clients.

On one hand, service staff can learn and apply information technology through their daily tasks; on the other hand, they become part of the digital age and stay current by getting in the habit of using technology. At the same time, by enhancing their IT knowledge and skills, service and other staff can apply these same knowledge and skills to their work, increase professional opportunities for themselves, and stay competitive.

「一線通平安鐘」服務 Personal Emergency Link Service

15年來，協會開展的「一線通平安鐘」服務致力為長者提供24小

時全面緊急支援及關顧服務，領導業界。近年更積極透過不同宣

傳渠道及社區教育活動，務求廣泛地推廣「一線通平安鐘」服務

給社會人士。

協會本年度推出一套半小時電視特輯 –「安居一線通」，並於

2009年11月22日在亞洲電視本港台播出。當中訪問了一位曾介紹

逾20位親友使用「一線通平安鐘」的服務使用者，在其熱心推介

下，令更多有需要人士能夠享用協會全面關顧服務。

同時，協會與香港電台第五台「香江暖流」節目再度合辦一連10

輯「智醒耆才樂安居」電台教育節目，並邀請到著名影視紅星鄭

少秋先生擔任節目開展禮嘉賓。當日鄭少秋先生親臨協會「一線

通竹園中心」的「老友學園」，與長者們一起跟「Net 叻老師」

學習用電腦製作海報及相片。10輯的電台節目邀請到多位社會知

名、專業人士與聽眾分享最新的資訊，助長者做個「智」「叻」

長者，樂享積極的晚年生活。

在銷售活動方面，全線「百老匯」現已可登記使用「一線通平安

鐘」服務。協會將積極開拓零售網絡，同時繼續與各服務單位、

房署及區議員等合作，合辦各類地區活動及健康講座，並向各機

構員工及其家屬提供優惠。

For the past 15 years, SCHSA's Personal Emergency Link (PE Link) Service has provided the elderly with 24-hour emergency support and care services and has been a pioneer in the industry. In recent years, we have been focusing our efforts on using different promotional channels and community education activities to promote PE Link more widely to the community.

SCHSA produced a 30-minute television program this year, 「安居一線通」, which aired 22 November 2009 on Hong Kong's ATV channel. The program interviewed one PE Link user who introduced more than 20 relatives and friends to the service. This individual's passionate appeal meant that more of those in need were able to enjoy SCHSA's comprehensive care services.

SCHSA once again partnered with RTHK Radio 5 to produce a 10-episode, educational series called "Home Safety for the Smart Elderly". SCHSA invited celebrated film and television actor Mr. Adam Cheng as Guest of Honor to the program's launch event. On the same day, Mr. Cheng visited the Chuk Yuen Centre of SCHSA; together with seniors, he learned how to use a computer to make posters and print photographs from the Net Smart Teacher. In the course of the 10 episodes, celebrities, professionals, and listeners shared information and tips to help the elderly live "brightly", so that they can enjoy an active lifestyle even in their golden years.

In the area of sales, users can now sign up for the PE Link Service at all Broadway stores. SCHSA is pro-actively expanding its retail sales network; at the same time, it is working with organizations like various service providers, the Housing Department, and district council members to organize various community activities and health seminars and offering specials to corporate staff and their family members.

關懷服務 -「耆安鈴」長者熱線 Care Service - Elder Ring Hotline Service

協會除提供緊急支援服務外，情緒支援對長者同樣重要。本年度

「耆安鈴」長者熱線接獲來電達50,231人次、定期致電慰問共

369,028人次、義工服務時數達26,208小時。截至2010年8月，共

有497位義工登記參與「耆安鈴」服務。

此外，本年度「耆安鈴愛心提提您」合共發放106個電話訊息予超

過248萬人次的長者及護老者。其中包括與天文台合作，提供天氣

資訊，讓長者及早作出相應準備；定期向服務使用者發出溫馨的

生日祝賀訊息等。

由「康訊通」與衞生署合作開展，「耆安鈴」協助的「精神健康

教育計劃 - 晴牽一線通」中，透過電話慰問，加強長者對精神健

康的認識及管理，本年度共進行889次電話跟進。

新年度「耆安鈴」將加強與服務使用者的聯繫和擴大致電慰問網

絡，關心更多服務使用者，又制定電話慰問主題及指引，以提升

電話慰問質素，豐富談話內容及加強長者的健康知識。「耆安鈴

愛心提提您」將持續提升服務的質與量，並邀請具影響力和受歡

迎的知名人士參與錄音工作，為長者提供更多有用的資訊。

In addition to emergency assistance services, SCHSA realizes that emotional support of seniors is also important. In the past year, the Elder Ring Hotline received 50,231 incoming calls; calls to check up on users totaled 369,028; total number of volunteer hours was 26,208. As of August 2010, there were 497 volunteers who had signed up to help operate the Elder Ring Hotline.

In addition, the Elder Ring Care Reminder Service sent out 106 informational messages that reached the elderly and their caretakers 2.48 million times this year. Messages include weather information, supplied by the Hong Kong Observatory, to help elders make appropriate and timely preparations as well as birthday messages.

The Department of Health and Tele-health Link jointly developed the Mental Health Education Scheme – 晴牽一線通. Using Elder Ring, the scheme provides seniors with information about mental health and ways of managing it. During the year, the Scheme made 889 calls to the elderly.

In the coming year, Elder Ring will expand its call network to strengthen communications with users. In addition to reaching out to more users, the service will also establish themes and guidelines to raise the quality of calls through better content and educational elements. The Elder Ring Care Reminder Service will continue to grow both in terms of quality and calls made. It will also invite influential and popular celebrities to lend their voices to the cause of providing richer and more useful information to seniors.

為全面關顧長者需要，協會的「康訊通」服務透過註冊護士及社

工的專業知識和資訊科技的應用，為60歲或以上的「一線通平安

鐘」服務使用者提供健康資訊和輔導，致力促進長者全人健康。

本年度註冊護士透過電話提供達16,418次健康輔導，當中2,840宗

個案為剛離院的服務使用者。註冊護士參考長者的電子病歷，解

答服務使用者的健康疑慮，並按其健康狀況作出個人護理建議。

此外，於服務使用者按鐘送院時，傳送其個人資料及電子病歷撮

要至急症室，以助醫護人員及早提供適切治療。

為增強長者全人健康的意識，繼「長期病教育計劃－『走糖先

鋒』」後，協會獲「健康護理及促進基金」資助，與衞生署合作

開展「晴牽一線通」計劃，藉電話慰問，鼓勵長期病患長者建立

健康生活模式，並檢視其精神健康狀況，以及早識別問題及提供

轉介求助。

「一線通隨身寶 – 一鍵式」服務開創長者戶外支援先河，自推出

以來，廣受市場及科技界的認同，於本年度分別獲四項世界性獎

項，其中2010年環球資訊及通訊科技卓越成就獎，更是首次由香

港社會企業與商界合作推出的服務所奪得，亦是首次有針對長者

而設的服務獲獎，及後亦獲財政司司長曾俊華先生來信祝賀，成

績令人鼓舞。

為慶祝「一線通隨身寶 – 一鍵式」服務開展一週年，協會本年度

特意回饋服務使用者的支持，於2009年11月安排了「隨身寶與你

漫遊一週年 - 歷史遺跡一天遊」活動，更邀請「隨身寶關愛長者

大使」石修先生出席，與服務使用者及其親友暢遊葛量洪號滅火

輪展覽館及赤柱美利樓。

於2010年1月起，「一線通隨身寶 – 一鍵式」服務更延伸至60歲

以下之長期病患者或殘障人士，向服務使用者提供24小時緊隨

身旁的支援 1。該服務的卓越成績，反映能真正把資訊及通訊科

技應用於社會服務上，鼓勵協會繼續以創新科技結合以人為本的

精神，為長者推展各項支援及關懷服務，協會將積極研發第二代

「一線通隨身寶 –一鍵式」服務，進一步配合不同長者需要，實現

全面關顧長者的理念。

Through the professional expertise of registered nurses and social workers and the use of information technology, SCHSA's Tele-health Link takes a holistic approach to elderly health care. The Link provides health information and counseling to users of PE Link Service aged 60 and above.

This year, our registered nurses provided telephone counseling 16,418 times; 2,840 of these calls were with users that had just been discharged from the hospital. By consulting patients' electronic records, registered nurses are able to answer health enquiries and provide personalized advice based on a service user's indicated health. Furthermore, when a user calls for assistance, Tele-health Link delivers his personal information and a summary of his electronic medical records to the emergency room so that caregivers can provide appropriate treatment in a timely manner.

After the "Sweet Free Ranger - Chronic Disease Educational Programme", with funding support from the Healthcare and Promotion Fund, a mental health education programme( 「晴牽一線通」) was organized jointly with the Department of Health. Through caring calls, encourage chronic illness elderly to establish a healthy lifestyle, and to review their emotional status. It helped to identify emotional issues with appropriate referral.

"The Mobile Link - One Button Device Service" is making great strides in supporting seniors who are active outdoors. Since its launch, the Service has received recognition from the market and the technology industry. This year, it won four international awards. Of these, the WITSA Global ICT Excellence Awards 2010 represent the first time that the Award has been awarded to a service jointly created by a Hong Kong social enterprise and the private sector as well as the first time that the Award has been given to a service that caters to the elderly as its primary goal. To add to this already impressive achievement, Financial Secretary Mr. John Tsang also sent a letter of congratulations.

To celebrate the first anniversary of the "Mobile Link - One Button Device Service", SCHSA organized the "Historic Sites One Day Tour" in November 2009 to thank service users for their support. Mobile Link Ambassador Mr. Bill Chan joined service users, families, and friends on a tour of the Fireboat Alexander Grantham Exhibition Gallery and Murray House in Stanley.

Starting January 2010, "Mobile Link - One Button Device Service" has become available to those under 60 who suffer from chronic illnesses or disabilities, bringing 24-hour mobile emergency support to a new class of users.1 This Service is impressive in that it successfully applies information and communications technology to a social endeavor and motivates SCHSA to continue marrying innovative technologies with the human spirit to bring various support and care services to those in need. The Association is committed to researching and developing the second-generation "Mobile Link - One Button Device Service" to further meet the different needs of the elderly and to realize its objective of providing holistic care to seniors.

"Mobile Link - Safety Phone" Service

「平安手機」TM服務於2010年3月正式開展，協會非常榮幸邀請到

藝人鄧萃雯小姐以「平安手機」TM服務愛心大使身份，出席協會

「0擔心　1掣平安」發佈會，向銀髮族推廣協會的「平安手機」TM

服務。雯女認為，「平安手機」TM正切合時下活躍好動的長者各種

需要，可為工作忙碌的子女倍添安心。

協會就「平安手機」TM服務特別成立推廣及銷售團隊，透過巡迴展

覽、講座等不同渠道，向社會人士推介此服務，更於大型連鎖零

售店設分銷點，讓目標顧客更方便選購「平安手機」TM。

現時，除了全線「CSL one2free」門市外，全線「百老匯」門市及

多間復康用品商店，亦有協助分銷及擺放平安手機宣傳資料以助

推廣。此外，協會以「我阿媽部平安手機」為題，拍攝一段15秒

的廣告宣傳片，於無線電視翡翠台、環球大廈外牆電視、銅鑼灣

區大廈外牆電視、路訊通、及港鐵月台電視播放，同時又於中環

的大型戶外廣告牌、巴士站、東鐵、輕鐵廣告牌及各大小報章刊

登「平安手機」TM系列廣告。這次創新而大膽的宣傳，成功廣泛推

介「平安手機」TM服務。

「平安手機」TM服務自推出短短半年來，使用者數字穩步上升，足

以證明「平安手機」TM在時下銀髮族的生活中具重要位置。協會將

繼續與研發商合作，開發更切合長者需要、更多元化的長者手機

服務，以提升他們的生活質素。

The "Mobile Link – Safety Phone Service" officially launched in March 2010. SCHSA was honored to have actress Ms. Sheren Tang as the Safety Phone Ambassador to attend the "1 Press, 0 Worries" press conference, where SCHSA unveiled its "Mobile Link – Safety Phone Service" for the elderly. Ms. Tang believes that the Safety Phone fulfills the needs of today's active seniors and gives their working children added peace of mind.

SCHSA created a special marketing and sales team to promote the "Mobile Link – Safety Phone Service". In addition to holding exhibitions and seminars, the team also set up sales kiosks at large retail chain stores to market and sell the Service to target customers.

Currently, all "CSL one2free" stores, all Broadway stores and many stores selling rehabilitation products help promote the Safety Phone by displaying and distributing marketing materials. SCHSA has also produced a 15-second promotional video using the storyline "My Mother's Safety Phone". This video has aired on TVB Jade, the giant screen outside Worldwide House, giant screens on buildings in Causeway Bay, Road Show, and platform monitors in MTR stations. Concurrently, a series of advertisements promoting the Safety Phone has been running on large outdoor billboards in Central, at bus stops, at East Rail Line stations, on Light Rail Line billboards, and in various large and small publications. This bold and innovative marketing campaign has successfully promoted the "Mobile Link – Safety Phone Service".

The number of "Mobile Link – Safety Phone Service" users has been increasing steadily since its introduction just six months ago. This validates the fact that the Safety Phone plays an important role in the lives of today's seniors. SCHSA will continue working with R&D businesses to develop relevant and diversified mobile services for the elderly to raise their standard of living.

居家通 Elder Link

為了讓長者享有安全及舒適的家居生活，「居家通」提供多款家

居用品及最新有關資訊，使長者在享有基本生活之餘，兼可獲得

舒適、安全及與時並進的優質家居生活。

「居家通」於2006年成立，以社會企業模式運作「全方位長者家

居資源中心」，當中服務包括「長者安居示範屋」、「長者家居

生活為資源閣」、「長者家居用品店」及「網上商店」，透過不

同的渠道，為長者、護老者及市民提供一站式的家居生活資訊及

用品。

本年度「居家通」繼續加強「居家通」的功能及形象。自去年新

設立「長者安居示範屋」後，觀塘都會中心亦於2010年7月開設

「通用家居示範屋」，展示安全及舒適的家居生活概念，同時繼

續搜羅更多長者生活用品，透過「長者家居用品店」、「網上商

店」及外出宣傳活動，為來年擴展業務打好基礎。

新年度「居家通」會成立「長者優質生活顧問」，開拓長者就業

機會。長者營業員以用家身份，設身處地介紹「居家通」的理念

及產品。「居家通」同時會於各地搜羅更多長者家居用品及資

訊，務求令更多長者更輕易地享受優質家居生活。

To provide the elderly live a safe and comfortable lifestyle, Elder Link offers many types of household products and the latest relevant information. By doing so, Elder Link allows seniors to live beyond the basics to enjoy a comfortable, safe, and modern lifestyle.

Elder Link was established in 2006 and operates as a social enterprise. Services include the "Safe and Comfort Demo House", the "Elderly Household Living Resource Corner", the "Elderly Products Shop", and an online shop. These various projects offer the elderly, their caregivers, and citizens a one-stop shop for information and products related to home living.

Elder Link continued to improve its function and image this year. After the construction of the "Safe and Comfort Demo House" last year, a new "Universal Demo House" explaining concepts of safe and comfortable living opened in Kwun Tong's Metro Centre in July 2010. Meanwhile, Elder Link will continue to search out additional household products for the elderly; the "Elderly Products Shop", the online shop, and external marketing will lay a foundation for business expansion in the coming year.

In the coming year, Elder Link will also establish an "Elder Quality Life Consultant" to create employment opportunities for the elderly. Staff will explain Elder Link's philosophy and products as beneficiaries and end-users. Elder Link will also search out additional household products and information for the elderly from various countries to allow a greater number of seniors to enjoy quality of life at home.位於協會觀塘都會中心之「通用家居示範屋」展示安全的客廳、睡房、

協會於2009年開辦「管家易」家居服務，回應本港對「到戶式」

家居服務的殷切需求，提供一站式優質管家服務。「管家易」上

年度增設了家居護理照顧服務，讓長者可以於家居接受護理及照

顧服務，並計劃於來年推出「體弱長者家居照顧計劃」，務求能

全方位照顧長者的需要。另外，「管家易」亦增設了「辦公室清

潔」及「公司到戶按摩」，藉針對「公司團體客戶」，拓展其他

有潛質的市場。

去年度「管家易」邀請藝人吳家樂擔任「管家大使」，其健康及

愛護家庭的形象為服務帶來正面的宣傳果效。因此「管家易」已

邀請「家樂仔」繼續擔任新年度的形象大使，以「生活管家」為

主題，帶出「管家易」服務與客戶生活息息相關的訊息。

此外「管家易」於2010年6月10日，公佈了聯同御峰理財有限公

司進行的「家居服務員理財狀況調查」。調查指，逾六成家居服

務員持續一年或以上面對財政問題，但無信心可在半年內解決財

困，其中近四成人無充足現金作不時之需，更有人士誤以為「理

財」即「投資」。

有見及此，「管家易」舉行了一系列講座及工作坊，向員工教授

理財的正確觀念和知識，反映「管家易」竭力為再培訓人士帶來

持續培訓機會，鼓勵員工自我增值，讓他們能自力更生，並發展

為家居服務專才。

新年度中，「管家易」會持續提升現有服務水平，為使用者提供最

優質的管家服務，同時發展及開拓更多專業、貼身的家居服務。

SCHSA launched "EasyHome Services" (EHS) in 2009 to respond to society's demand for door-to-door household services that provide a one-stop-shop for quality household management services, allowing the elderly to recieve nursing care at home. Last year, EHS added home nursing care to its services. In the coming year, it has planned to launch a "Care for the Frail Elderly Program" to take care of the wide array of needs of this segment of seniors. In addition, EHS has also created an office-cleaning service and an office-home massage service as a means of appealing to corporate clients and tapping into potential markets.

Last year, EHS invited artiste Mr. Ng Ka Lok to be its EasyHome Ambassador. Mr. Ng's healthy and family-loving image was good publicity for the service. As a result, EHS has already invited Mr. Ng to continue to serve as Ambassador in the coming year to convey the message that EHS and the lifestyle of customers are closely related.

On June 10, 2010, EHS announced the results of the "Domestic Worker Financial Status Survey" it had conducted with Noble Apex Advisors Limited. The survey indicated that more than 60% of domestic workers faced financial hardships for one year or more and had no confidence in getting out of their financial woes within six months. Of those surveyed, almost 40% did not have sufficient cash on hand to meet urgent and unexpected needs. There were also people who confused "wealth management" with "investing".

The findings from the survey prompted EHS to conduct a series of talks and workshops to educate workers with the proper concepts and knowledge for managing wealth. EHS is committed to offering ongoing training opportunities to those who have undergone employee retraining, with an objective of encouraging workers to improve themselves so that they can become self-reliant and develop into household service experts.

In the coming year, EHS will continue to improve the quality of its existing services in order to provide users with the best household management services available. At the same time, it will also develop additional professional, tailor-made domestic services.

為建立一個適合50歲或以上銀髮族的資訊平台，協會旗下刊物

《長訊》於2008年6月復刊，經重新定位後《長訊》變得更豐富、

更多元化，有助開拓銀髮市場，為銀髮族提供更多資訊及消費

選擇。

在本年度出版的11期《長訊》中，訪問了多位重量級人物，包括

見證本港政壇發展的已故支聯會主席兼民主黨黨鞭司徒華先生、

一代笑匠盧海鵬先生等。

《長訊》亦跳出香港，於第18期帶讀者遠赴地球另一端，到德國

柏林直擊「柏林圍牆」倒下20週年紀念活動，體驗歷史時刻。

為促進銀髮族積極參與社會活動，善用黃金晚年歲月，《長訊》

於新年度新增「資訊天地」專欄，歡迎各團體提供與長者相關的

活動資訊，藉此為各關注長者的團體提供平台，交流資訊造福

讀者。

此外，《長訊》的流通層面亦日趨廣闊，新年度將與麥當勞

及Pacific Coffee 等大型連鎖食肆合作，於多間分店中擺放《長

訊》，讓食客品嚐美食之餘，同時能透過閱讀《長訊》滿足對資

訊的渴求，認識銀髮族的生活。

To establish an information platform for those aged 50 or above, SCHSA re-launched Golden Age Magazine in June 2008. The new version of Golden Age is richer in content and more diverse and offers elderly readers useful information and another choice of publication.

In the 11 issues of Golden Age Magazine published this year, there were interviews of some notable personalities, including witness to Hong Kong's political development, Chairman of the Hong Kong Alliance in Support of Patriotic Democratic Movements in China and Democratic Party Whip, the late Mr. Szeto Wah; and comedian Mr. Lo Hoi Pang.

Golden Age Magazine also covered stories outside Hong Kong. Issue 18 gave readers a glimpse of history when it took them to the other side of the world in a story on the 20th anniversary of the fall of the Berlin Wall.

To encourage seniors to partake in community activities and to make the most of their golden years, Golden Age Magazine will add a new column entitled "Info World" this coming year. The column invites organizations to submit information on upcoming senior activities and offers a platform for organizations concerned with the welfare of the elderly to exchange ideas, which ultimately benefits the publication's readers.

We will also expand Golden Age Magazine's circulation. Starting in the new year, large chain restaurants such as McDonald's and Pacific Coffee will place Golden Age at many of their outlets. In addition to enjoying food, patrons will be able to satisfy their thirst for information and learn more about the lifestyle of the elderly.

作為非政府資助的社會企業，公眾捐款是協會得以肩負起「獨居

無懼、老有所依」使命的重要因素，讓長者及有需要人士可不受

經濟能力限制，獲得全面的支援及保障。

在各界的慷慨支持下，協會本年度透過個人捐款、基金捐款及籌

款活動，共籌得逾2,000萬港元。善款主要用於幫助有經濟困難

之長者及有需要人士免費享用「一線通平安鐘」、「一線通隨身

寶」及協會其他全面支援及關顧服務；協會亦透過善款，為長者

購買禦寒及消暑用品，以減輕氣候變化對長者帶來的影響；另又

為匱乏長者進行家居清潔，以改善長者的家居環境。協會務求切

實執行「專款專用」的宗旨，並嚴謹控制籌款開支低於總善款的

百分之四點四一。

協會於2010年1月9日舉行全港賣旗日，共獲171間企業、學校、政

府、社福機構等團體支持，招募逾5,000位賣旗義工，籌得逾290萬

港元；而學界籌款活動「秘密天使」助老計劃亦獲25間學校參與，

籌得超過33萬港元，計劃更首次獲公民教育委員會贊助，舉行「細

賞『耆』望」徵文比賽，讓年青人從中了解長者的心聲。

在2010「一線通平安鐘：分分鐘需要您」電視籌款特輯中，關懷

長者大使張智霖、藝人謝雪心及潘芳芳走訪不同背景的「一線通

平安鐘」慈善基金受惠者，把愛與關懷帶給長者，同時亦透過特

輯讓市民大眾了解香港長者及受惠者的需要。

As a non-government subsidized social enterprise, SCHSA depends on public donations to fulfill its mission of "Living Alone Without Fear, Care for the Elderly is Here". These donations permit the elderly and others in need to receive comprehensive support and assurance without the worry of fiscal restrictions and shortfalls.

With the generous support of various entities, SCHSA raised over HK$20 million through personal donations, charitable funds, and fundraising activities. Funds were primarily used to provide free PE Link Service, Mobile Link Service, and other comprehensive support and care services to financially-challenged seniors and others in need. SCHSA also used funds to purchase products for keeping the elderly warm (in cold weather) and cool (in hot weather) to reduce the impact of climate change on the elderly. Additional funds were used to clean the homes of indigent seniors to improve their living environments. The Association strives to implement its principle of "specific funds for specific causes" and strictly limits fundraising expenses to 4.41% of total donations.

On 9 January 2010, SCHSA conducted its territory-wide Flag Day. With the support of 171 organizations, including companies, schools, government entities, and welfare organizations, and 5,000 volunteer flag sellers, we raised HK$2.9 million. Separately, the "Secret Angels Elderly Sponsorship Programme" saw participation by 25 schools and raised over HK$330,000. It was also the first time that the Committee on the Promotion of Civic Education sponsored the programme; its essay contest offered a chance for young people to learn more about the elderly.

In 2010's fundraising television special "PE Link: Every Minute in Need of You", our Care for the Elderly Ambassador Mr. Julian Cheung Chi-Lam and artistes Ms. Susan Tse Suet Sum and Ms. Fong Fong Poon brought love and care to beneficiaries of the Personal Emergency Link Charitable Fund. The television special also gave an opportunity to viewers to better understand the needs of Hong Kong's elderly and beneficiaries of the Association's services.

「一線通平安鐘」慈善基金 Personal Emergency Link Charitable Fund

社區推廣及教育講座 Promotion in the Community and Educational Seminars

15年來，協會秉承「獨居無懼，老有所依」理念，在有心人士及

團體的熱心捐助及支持下，成立「一線通平安鐘」慈善基金（基

金），至本年度已累計有17,306位長者及有需要人士受惠。

基金是為幫助社會上未能符合政府資助使用「緊急救援系統服務」

的長者及有需要人士而設，讓他們不受有關限制而得到充足的支援

服務。本年度的資助數字更按年升近一成，可見需要支援人士與日

俱增。

為了讓患有高危病患的長者，不會因擔心身體情況而不能參與社

交活動，協會於2008年年底成立「愛．隨身」慈善基金，讓60歲

或以上長者能免費享用「一線通隨身寶」服務。在短短的時間，

已超過550名長者因此而受惠，而本年度受惠長者更比上年度上升

超過六成。

協會明白「一線通平安鐘」服務需求不再只局限長者層面，因此

協會亦為未屆年長的人士提供支援及服務，有關個案佔本年度資

助總數逾一成七。

協會本年度與港九各區多個私人屋苑及區議員辦事處，協辦多項

服務展覽、健康檢查、護士諮詢及遊戲活動等，更成功邀請到香

港腦科基金會、香港糖尿聯會及確進糖尿專科中心代表，與區內

居民分享各類健康資訊，另獲得香港眼科慈善基金支持，為長者

免費驗眼及配眼鏡。

透過共18次的活動與健康講座，協會成功接觸到近3,000位長者及

護老者，將協會「一線通平安鐘」服務及「平安手機」TM服務廣泛

宣傳。

For 15 years, SCHSA has adhered to its mission of "Living Alone Without Fear, Care for the Elderly is Here". With the generous donations and support of caring individuals and organizations, SCHSA established the Personal Emergency Link Charitable Fund (the Fund). To date, a cumulative 17,306 elderly and persons in need have benefitted from the Fund.

The Fund was established to assist the elderly and others in need who do not qualify for government assistance to use the "Emergency Rescue System Service" and permits these persons to enjoy all that the service has to offer without restriction. Financial subsidies this year increased by close to 10%, indicating an increase in the number of people requiring assistance.

To ensure that elderly suffering from high-risk illnesses are not hindered from taking part in community activities due to health reasons, SCHSA established the "Love. Link Charitable Fund" at the end of 2008. This Fund permits seniors aged 60 or above to use the Mobile Link Service for free. Not only have over 550 elderly persons already benefitted from the Fund since its establishment just a short while ago, but the number of beneficiaries has also increased more than 60% since last year.

SCHSA realizes that the PE Link Service can have a great impact on groups other than the elderly. For this reason, SCHSA also provides assistance and service to those who may not have reached the eligible age to qualify for help. This year, these cases represented over 17% of the total number of subsidized users.

During the year, SCHSA worked with private housing estates and the offices of district council members from different areas in Hong Kong to co-organize numerous activities such as service exhibitions, health checks, nurse counseling sessions, and educational games. The Association also invited representatives from Hong Kong Brain Foundation, Diabetes Hongkong, and Qualigenics Diabetes Centre to share various health information tips with area residents and organized free eye exams and helped seniors pick eyeglasses with the support of Hong Kong Eye Foundation.

SCHSA successfully promoted the PE Link Service and the Safety Phone Service to nearly 3,000 seniors and their caregivers at 18 activities and health seminars.

義工是協會的重要助力，不但讓協會接觸更多長者，更有助協會

深入了解長者情況，從而為他們轉介更合適的服務。

本年度中協會已探訪了逾5,000人次。

同時，有不少企業與協會成長期合作夥伴，持續地參與協會義工

服務。「企業義工」不但出力參與探訪外，更慷慨地捐贈探訪禮

物及物資，滿足長者日常所需。

協會未來會加強與企業合作，以回應更多長者的需要。培育資深

義工也是新年度的重要目標之一。協會不但希望義工能參與服

務，更希望幫助義工發揮潛能及所長，讓他們帶領新義工參與服

務，協助策劃及帶領義工活動。

Volunteers are an invaluable source of assistance. They not only permit SCHSA to reach out to more seniors but also help SCHSA understand the needs and mindset of the elderly so that we can refer them to the most appropriate services.

This year, SCHSA volunteers made more than 5,000 visits.

Numerous corporations also established long-term partnerships with SCHSA to volunteer on a regular basis. Corporate volunteers not only go on visits but also donate generous gifts and supplies to fulfill the daily needs of seniors.

In the future, SCHSA will strengthen its ties with corporations so that it can meet the needs of even more seniors. Training and developing experienced and knowledgeable volunteers is another important priority for the coming year. The Association hopes that in addition to simply having volunteers participate in volunteer opportunities, it can also help volunteers discover their own strengths and potential so that they can inspire and attract new volunteers and plan and lead future volunteer activities.

海外顧問服務 Franchising and Licensing

研究拓展部主力統籌新產品和服務推出前的預備工作，當中包括

了解市場的潛在需要、物色產品或合作伙伴、設計相關服務、搜

集目標客群對產品及服務的意見等。協會亦會定期搜集各類服務

使用者的意見，藉以提供更合適的服務予各使用者。

協會一直關心長者的福祉，當遇到與長者生活質素息息相關的議

題，亦會因應需要就有關議題進行研究，並將意見呈交政府相

關部門。在過去一年，部門進行的研究項目包括「預設醫療指

示」、「救護車分級制」、「停車熄匙」、「平安鐘服務安全標

準」等。

此外，天氣暖化與長者健康息息相關，過去一年協會繼續參與

「香港對抗氣候變化聯盟」，與聯盟其他成員交流意見，以推動

政府和社會大眾正視有關問題。

協會為長者推動更完善社區不遺餘力，除本港長者外，其他地區

的長者亦為協會所關注。自成立以來，協會先後為上海、廣州、

深圳、澳門等地的平安鐘服務機構提供顧問服務，助各地長者皆

可享優質的平安鐘服務及完善美好的社區生活。

協會於2009年提供海外顧問服務，為境外有興趣開展或已營運的

平安鐘服務的機構，提供協助或建議。顧問服務包括項目開展前

的研究調查和預算、營運期間的培訓和監察等，亦會因應情況和

要求，提供獨特及適切的支援。

澳門及深圳於2009年已先後展開的平安鐘服務。兩地服務由籌備

至營運，至今在協會以十多年的服務經驗及專業知識，提供建議

和協助，穩定發展。

隨著全球人口老年化，亞太地區長者人口快速增長。協會新年度

將於數碼港會議及展覽中心舉辦「亞太區呼援及關懷服務研討

會」，藉以提昇亞太地區的平安鐘服務水平，以及長者和有需要

人士的生活質素。

The Department of Research and Development is primarily responsible for coordinating all preparatory work before the launch of a new product or service. The group's tasks inc lude performing research to understand a market, identifying potential products and partners, designing relevant services, analyzing and understanding sentiments of target market on proposed products and services. SCHSA also asks for the opinions of users about its services on a regular basis so as to improve what it offers.

SCHSA has always been concerned with the welfare of seniors. When it comes across topics that relate to and affect the living quality of the elderly, it will conduct research on these topics and submit its findings to relevant government departments. In the past year, topics that SCHSA examined include "Advance Directives (aka Living Wills)", "Medical Priority Dispatch System", "Switching Off Idling Vehicles", and "Safety Standards for Emergency Link Systems".

In addition to the topics above, global warming has also had a significant impact on the health of the elderly. In concern of this problem, SCHSA continues to participate in the Combat Climate Change Coalition where it exchanges ideas with other members.

SCHSA spares no effort when it comes to promoting a better environment for seniors. Although its focus is the elderly of Hong Kong, the Association also takes an interest in elderly persons living in other places. Since its establishment, SCHSA has provided consulting services to emergency link service providers in places including Shanghai, Guangzhou, Shenzhen, and Macau so that all seniors, regardless of where they live, can enjoy quality emergency link services and a better lifestyle.

Starting in 2009, SCHSA has been providing overseas consulting services to overseas organizations interested in launching or operating emergency link services. The consulting services of SCHSA include research and budgeting prior to the launch of a service and training and monitoring once a business has been established and is operating. Depending on specific situations, SCHSA may also provide additional customized support.

Macau and Shenzhen both launched emergency link services in 2009. Business has been operating smoothly thanks to the advice and assistance of SCHSA and its more than 10 years of operational experience and professional know-how. The Association has been consulting on both of these projects at various stages from planning and preparation to full operation.

The world's population is aging and Asia has seen a rapid increase in the number of elderly. In the coming year, SCHSA will host the "Asia Pacific eCall and Telecare Congress" at the Cyberport Conference and Exhibition Centre. The goal of the activity is to raise the bar on the quality of emergency link services in the Asia Pacific region and to bring improved living standards to the elderly and those in need.

本年度協會在辦公室空間及員工培訓上投放不少資源，加強了協

會競爭力、地方運用和人力資源的管理。

隨著會務高速發展，本年初協會在「都會中心」三樓租用另一面

積逾萬呎單位，以整合辦公空間，令觀塘辦公室結合為兩層的

「都會中心」。

另一方面，協會積極鼓勵員工終身學習，於本年度實行員工培訓

時數計劃，讓員工接受一定時數的培訓。協會員工皆全力投入學

習，本年度員工參與及接受培訓時數超過5,000小時，比去年度多

出一倍，成績令人鼓舞。

展望新年度，協會就辦公室空間上將繼續作出整合，及革新人力

資源管理，包括推出新員工手冊、新員工績效評估系統、推出新

員工入職導向計劃，並透過開闢新渠道，如「與總幹事共聚」等

加強管理層與員工間的溝通。

SCHSA invested significant resources into office space and staff training this year. In doing so, we have made ourselves more competitive and improved the way we manage office space and human resources.

With a rapid increase in scale, SCHSA rented another 10,000-square-foot extension space on the third floor of Metro Centre this year to create a duplex unit that integrates its Kwun Tong offices.

SCHSA has been encouraging its staff to engage in lifelong learning. It implemented a "Training Hours Scheme" this year, which requires staff to undergo a predetermined amount of training. The Scheme was well-received and the results promising – employee training hours totaled more than 5,000, which is double that of the previous year.

Looking ahead, SCHSA will continue to consolidate office space this year. There will also be innovative changes in the area of human resource management, including the publication of a new employee handbook, a new employee performance evaluation system, and a redesigned orientation program for new employees. In addition, initiatives such as "Gathering with the Executive Director" aim to improve communication between staff and management.

The Financial Statement of Senior Citizen Home Safety Association is prepared in accordance with Hong Kong Financial Reporting Standards issued by the Hong Kong Institute of Certified Public Accountants ("HKICPA") and the Hong Kong Companies Ordinance.

The Association takes up the responsibility to design, implement, maintain internal control and apply appropriate accounting policies relevant to the preparation of true and fair presentation of financial statements that are free from material misstatement.

The Association recorded a surplus of $9,510,211 in financial year 2009-2010. Major income in amount of $99,357,249, source of income arising from service fee charging to the relevant service user, donation and sponsorship donated from general public. Major expenditure in amount of $89,847,038, being staff costs, costs of goods sold and promotion and advertising expenses.

B e i n g a N o n - P r o f i t M a k i n g organization, the principal activities of the Association are to provide various assistance and services to respond to the every-day needs of local elderly and for the needy to ensure that they are under proper protection and care. In particular, Reserve of the Association as well as Receipt from Donation and Sponsorship are applied to set up relevant Fund to help those needy.

註： 1. 本會可協助申請各項特別津貼，符合有關申請資格之人士可安排於七日內預約安裝。 2. 如遺失遙控掣，補購費用每個港幣250元 (首次警署報失者將獲免費補發)。 3. 以上申請資格批核與否，最終以各資助來源機構部門之決定為準。

Remarks: 1. We can help to apply for government allowance, those who has been approved can arrange to install the PE Link within 7 working days. 2. HK$250 should be paid if the remote trigger has lost. (With the certificate issued by Hong Kong Police Force can be exempted for the first time.) 3. All departments reserved their rights for their sponsorship approval.
