1.0 INTRODUCTION

Ju st to the southea st of Ioab, Ctah is the area kno\\·n as pan ish Valley. Culinar y water, wastewater, and irrigatio n services arc prm·ided by the Grand \\'ater & Sewer Sen,ice .\ genc y. G\'\°SS,\ is made up of three separate entitie s: Spani sh \'alley \Yater & Se,ver Special Improvement Di strict, Gr and Cou nty \\ 'acer Conse rvancy D istrict, and G rand County Special .'e n-ice \\ 'acer Di srrict. The wat er righr assets are in the name o f all these various Di stricts . G\\'SSA serves all Grand Coun ty as well as parts of. an Juan and Eme ry Counties. Currentl y, a majority of rhe wat er right owned by G\\ 'SS.-\ is used within Spani sh Valley between Moab City and the San Juan Cou nty line.

G\\"SS_-\ has employed the sen;c es of Sunrise Engi neering, Inc. (SEI) to cn1uare rhe water righr inventory and determine what water right s are needed for the area through the next 40-year period . . -\s part of chis srudy, all wate r rights identified will be con sidered. This will be don e by determinin g if the anilable water right will be needed in the -l-0-ycar planning period based on projected gro wth o f the community. The stud y will dete rmine the domestic indoo r, outdoor, commercial, and agriculrural uses pro jecte d O\·er tl1c -l-0-year period.

Through om this report , referenc es wilJ be made to Eguivalent Residential Lnits (E RL"'s) or Eguinlent Residenti al Connections (E RC's) . ERC 's and ER C's may be used interchan geably and are defined as the am ou nt of water used by an a,·erage single familr residen tial connection.

The ER L" s can then be used to eguate the water used by commercial, indu strial, and other large water using entitie s to a single residential connection. E RC's are used in determination o f system demand s and are facto red into other analysis as regu ired for design purpo ses.

In determining needed water rights, a map of the area has been prepared which will identif y the serYicc areas (,\PPENDI~ B). HowcYer, based on our research of this information, we belie, ·e the follo\,in g informational facts are sufficient to make decisions / projection in pr mid ing a -1-O-year \'\ ·acer Right Study for planning purp oses of the water right im·encory needs / use.

3.0 GENERAL INFORMATION

The amount of water needed for the reasonable future requirements of the public should be based on projected growth or other water use demand data."

3 .1 GROWTH

Grand Councy in the Spanish Valley is experiencing a relatively high rate of growth. To determine the required wate r needs for the area, a reasonably accurate growth race must be estab lished using histo rical data. Predicting future population is difficult as it relies on many factors - some of which are unknown. The data available to determine the growth rate of the wate r connections over the past 33 rears is on file at D\,'Ri as reported by G\,.SS.-\. Th e growth race durin g this 33-year period was -U 9 percent annually. The figure below displays the grO\nh from 198-4 - 2017.

3.2 PLANNED GROWTH AND DEVELOPMENT

Prior ro recent years, Grand County required one acre per ERC (one home per acre of lanc.l) de\·elopcd. This density is still in force; howe\·er, Gran d County has also approved several new dcYelopmcnt s \\·ith much higher densities per acre. One new de\·clopment of 108 housing units was approYed on 7.9 acres ofland. The density for this de\·clopment is 13.8 units or ERCs per acre .. -\!so, Ctah Sracc CniYersiry is planning a new campus in the G\\"SS/\ sen-ice area which will require 2,000 ERCs if completed. It is appa rent the G\\ 'SS.-\ sen;ce area land use density has increased. Thu s, a planned limit of ERC s per acre is no longer recommended. Thus, the --1-0

GW.SS..:-\ is planning for sustained irrigation of 683.95 acres. The number of planned irrigated acres is determined using the two seasons of repo ncd use (2016 and 2017 aYeraged). Thu s, it is assumed that under current planning practices, 683.95 acres will not be accounted for in the ERC calculation. The water use for chi,-683.95 acres at a duty of 6 .-\F per acre is --I-, 103.7 .-\F, which will be used.

G\\'SS.,\ has also commirted co account for dcliYery of 197.55 . \ i-: of water out side of the Spanish \"alley throu ghout the study period.

The projected amount of required ERL. s is determined using the reported connections of 2017 which arc 1,837 residential and 121 othe r connecti ons. Th e other connection s are noted in the report a. comme rcial, industrial, and institutional. To equate the nrious othe r ERCs to the residential ERC for planning purposes , a multiplier of 3.0 which was detennined in the G\\" .. • -\ 2016 \\·acer Master Plan ,di be used. Therefore, 1,837 plus (121 x 3.0 = 363.0) = 2,321.0 ERCs projected in 2017 .

4 .0 WATER RIGHTS NEEDED

The amount of water used per E RC will be determined using the data available of reported water use and the D\\'R.i water use established standard s.

4 .1.1 CURRENT INDOOR WATER NEED

To det ermine a reasonable water usage per ERG, the water usage was split between indoor and outdo or usage and diYided up amon g the ERC 's . The stand ard of0.45 acre-feet per ERC was used to

determine ind oo r usage which equates to 1,044.45 acre-fe et of indoo r water use in 2017.

4.2 FUTURE WATER USAGE

The projected water use can be predicted using the 4.0% projected gro wth applied to the current use amounts.

4 .2.1 CURRENT OUTDOOR WATER NEED

G\,.SS .-\, usin g a mor e con serva tive approach to outdoor watering, is planning for .166667 acres per E RC to be watered. By using the 6 ,-\ r per acre duty value, each ERC \\-;II use 1.0 acre-feet per year. The 1.0 .-\F per ERC will be used for the projections for outdoor use per ERC.

The outdoor water use projection is made by determinin g the number of ERC sand multiplyin g 1.0 ,-\F per ERL'. The outdoor ERu water usage in 20 17 is pr ojected to be:

There are 683.95 acres of irrigated agricultural land. The projected water need is derennined by the 6 AF dut y = 4,103.7 .-\F of projected agricu ltural water use. T his 4,103.7 .-\F ";u be co nstant in the projecti on each year.

5 .0 WATER RIGHTS

5.1 WATER RIGHTS BACKGROUND

This porti on of the • 0-ycar water 1ight study will, in broad term s, update G\\ nS , \ past and continuing water right obligations already on the books to help quantify the available rights that are needed for future grow th as show n in the updated Tab les in ,\PP E DIX D: \,- .\ TE R RJGHTS.

The main purposes of the water right tab les arc cu specifically identify the water right inventories and n riou s qu antification charac teristics of the same. The y identify by co lor the Colorado RiYer, G reen River, C nder gro und and 1\Iill Cree k sources.

The water right quanti fications contained within the rabies arc not a total definitive quantii:y that can be permanently established by way of this study or any ocher document ocher cl1an a Decree from a judge or Order of the Scace Engineer ( E). Th e water right currently owned and approved for G\X'SS_-\ use is 15,356.62 acre-fee t. This is nor sufficient water right ro supply the needs of the public through the -+0-year period. Ir is common for plannin g practices, when a projected buildour is predicted, the area density limit is raised by the local goYcrnmenr to allow for additional future growth. The present projected wat er use ar the end of the -+0-year period is 20, -+SS.8-+ _-\F. H oweYer, this would nor be sufficient water right if the ERL" density was allowed to incr ease in Spanish Yalley, which has happened and is expected to continue. The ER C' s '\\-ill increa se, and the amount of water used \\·ill also increase.

The above stared study conclusions are onh- appl icab le if all the current \Yater right is allocated for residential, commercial, and the aforementioned uses. If G\,.SS .-\ determines to allocate rhe available water right to ocher beneficial uses such as new agricultural or industrial land uses, then the buffer period would decrease proportionally.

Ir is recommended that G\,· S_-\ consider reque sts fo r use o f a quanrit: of water ba sed on the greatest benefit. Reque sts for large quantities of water , such as for additional agricultur al, and industrial use should be strucrured on an annua lly concracccd customer basis and controlled by G\\"SS i\.

The reported use to dare indic ates tl1ac the G\\.SS ,\ culinary water use average is below the 0.-+5 .\F per indoor unit (the industry standard ) indicating chat conservation measures haYe been implemented successfully. The plan projections also indicate a S,093 AF shortfall in water right during the -+0-year period beginning at 20..+8. \Ye recommend that G\\ 'SS_-\ continue to educat e its custo mer s on con servati on practices specific to the area that may help them meet the ongo ing water usage goals of G\\ ·ss.-\.

Based on the available data, it can be seen chat the total approved water right that G\,.SS .-\ manage s \\ill nor be enough to serve Spanish\ ' alley through the entire -+0-year period . In addition, there is e,-en less of a buffer available if any of che water right is allocated to othe r parts of the Counry.

It is recommended that G\\ 'SS.-\ require new development to bring sufficient water rights and project fund s to develop \\'ater sou rces suffi cienr to serve che needs of the ne\vly developed water use.

G\\"SS_-\ will be required to diligentl y pursue the certification an d perfection of the wate r right inventory. As che future \,·acer use exceeds the amou nt of ,vatcr certificated, G\\ 'SS_-\ can proof and certificate the additio nal water use / right. The evaluation of the water use/ POD ~fatrix should be ongoing to be sure char the water rights are proofed as soon as they arc fully urilized.
