هدفت هذه الدراسة إلى التعرف على معوقات وصول المرأة السعودية إلى مناصب قيادية في القطاع العام، من خلال الإجابة على تساؤلين رئيسين: ما المعوقات الثقافية التي تمنع المرأة من الوصول إلى المناصب القيادية في القطاع العام؟ وما المعوقات الشخصية التي تمنع المرأة من الوصول إلى المناصب القيادية في القطاع العام؟ وللإجابة على هذين التساؤلين اعتمدت الدراسة على منهج المسح الاجتماعي واستخدمت أداة الاستبيان لجمع البيانات. حيث تم تطبيق الدراسة في جامعة الملك عبد العزيز على عينة اختيرت بطريقة عشوائية طبقية نسبية مكونة من (111) موظفة. وقد توصلت الدراسة إلى عدة نتائج من أهمها: أن المعوقات الثقافية ليست ذات أهمية في منع وصول المرأة إلى المناصب القيادية، حيث أن غالبية العينة يؤكدن على أحقيّة المرأة وقدرتها على شغل المناصب القيادية، كما أكدت غالبية العينة على الموقف الداعم من آباءهن أو أزواجهن في حالة توليهن مناصب قيادية، وأظهرت الدراسة أن الآراء الفقهية المتشددة نحو عمل المرأة في المناصب القيادية لا تعد عائقاَ نحو سعي النساء إلى هذه المناصب. ومن ناحية أخرى، توصلت الدراسة أن المعوقات الشخصية لها الأثر الأكبر في تعطيل وصول المرأة إلى المناصب القيادية، حيث كشفت نتائج الدراسة عن محدودية طموح المرأة و ضعف رغبتها في الوصول إلى المناصب القيادية رغم قدرتها على التوفيق بين الأعباء الأسرية وأعباء منصبها الحالي، ورغم حرصها على التدريب وتطوير الذات. وخلصت الدراسة إلى وضع مجموعة من التوصيات منها: إجراء هذه الدراسة على شرائح مختلفة ومتنوعة من المجتمع وفي مناطق مختلفة من المملكة، رفع حصة المرأة من المناصب القيادية تدريجياً للاستفادة من الكفاءات النسائية في تطوير الحركة التنموية في المملكة في كافة المجالات، وتهيئة المناخ العام لقبول فكرة تمكين المرأة ووجودها في مواقع صناعة القرار.

ABSTRACTThe main object of this study is to examine the obstacles that stand against Saudi women to reach leadership positions in the public sector, and that should be achieved through answering the following two questions: what are the cultural obstacles that prevent Saudi women to reach leadership positions in the public sector? What are the personal obstacles that prevent Saudi woman to reach the leadership positions in the public sector ? To answer the previous two questions, the study depends on social survey methodology through using the questionnaire as a tool for data collection. This study is implemented at King Abdulaziz University in Jeddah by selecting proportionate stratified random sample with size (111) female employees. The study has concluded with the following outcomes: The cultural obstacles have a minimal effect on preventing Saudi women to reach leadership positions, as the majority of the sample responses indicated that the woman has the right and the ability to be employed in the leadership positions. Moreover the study revealed that the women may receive support from their husbands, and fathers to take these positions. In addition to that, the study has shown that the radical fiqh views regarding the woman work in senior positions are not considered as an obstacle to women when pursuit such positions. The study detected that the personal obstacles have the biggest impact on preventing Saudi women to reach leadership positions. A woman has a limited ambition and less desire to reach leadership positions, despite that she has the ability to reconcile between family burden and her current position burden, and despite her commitment in the field of training self-development. The study recommended with the following : it is necessary to conduct this study on different and various groups in the Saudi society, and at different areas in the Kingdom, increasing the women participation in leadership positions gradually to take the advantages of women's competencies in improving the development movement in the Kingdom in all fields, and create a general climate to accept women empowerment, and their presence in decision making positions.
