TOTAL TRAFFIC
Traffic increased by 1.1% in May 2019i.
Average daily traffic in May 2019 was 31,834, the highest ever recorded for May.
The traffic increase of 1.1% for May was at the low end of the forecast published in February 2019.
This graph shows the variation in average daily traffic for the last 12-month period relative to the previous 12-months. The average daily traffic from June 2018 to May 2019 was 3.1% higher than the average from June 2017 to May 2018.
Six states added more than 50 flights per day to the European localii traffic growth. Italy was the top contributor with 160 additional flights per day owing to a strong growth of the flow to and from Western Europe which added 116 daily flights (the flow to and from Germany alone generated 44 extra daily flights). Also, the flow to and from North Atlantic which grew 18% and the flow to and from the Russian Federation which was up 14%. Spain (excl. Canary Islands) ranked second with 145 flights per day owing to its flow to and from UK (+29 flights/day) and to and from Austria (+22 flights/day) along with its internal flow (+17 flights/day). France (bouncing back from industrial action in May 2018) was the third contributor with 120 extra daily flights. Austria was next with 65 extra daily flights thanks to strong growth to and from Southern Europe (Spain +22 flights/day, Italy +10 flights/day and France +8 flights/day). Poland was the fifth contributor and added 63 flights per day owing to its flow to and from Ukraine (+13 flights/day) and to and from Turkey (+10 flights/day). Ukraine was the sixth contributor and saw an increase of 11.5% (+55 flights/day) in its local traffic owing to its flow to and from Egypt (+19 flights/day) and to and from Poland (+13 flights/day). At the other end of the scale, Sweden saw 72 fewer flights per day, a decrease in domestic air passengers shifting to rail continued to impact the state’s internal flow which went down 10.3% (-44 flights/day). Iceland recorded 53 fewer flights per day owing to its flow to and from the United States which fell 40% (-21 flights/day) but also to its flows to and from Western Europe which saw 26 fewer flights/day partly due to the failure of WOW Air in March 2019. The charter segment had the fastest growth and was up 3.4%, followed by the traditional scheduled segment which increased by 2.9%. The low-cost segment was down 0.2%, a significant decrease that can be partly explained by the economic downturn in Turkey where major Turkish low-cost carriers domestic flights fell by 22.8%. The all-cargo and business aviation segments continued to decline and were down 5.8% and 3.9%, respectively. The airlines which added the most flights to the European network on a daily basis were Ryanair (+148 flights), Lufthansa (+66 flights), Jet2 (+44 flights), Wizz Air (+43 flights) and LOT (+32 flights).
The top five external partners in average daily flights on flows in both directions were the United States (1,140 flights, up 1.5%), the Russian Federation (1,066 flights, up 3.1%), Egypt (280 flights, up 18.4%), the United Arab Emirates (262 flights, down 14.4%) and China (204 flights, up 10.7%).

All of the top ten airports had positive traffic growth. Overall, the largest traffic increases in May 2019 were at Vienna, Berlin/Tegel, Stuttgart, Milano/Malpensa and Düsseldorf airports. The largest traffic decreases were at Stockholm/Arlanda, Copenhagen, Gran Canaria, Oslo/Gardermoen and Paris/Orly airports. The increase of traffic in Berlin/Tegel airport is due to new entrants as well as increased frequencies by existing airlines. In a similar pattern to Berlin/Tegel traffic changes in Vienna are also attributed to new entrants.
Six of the top ten aircraft operators flew more compared to May 2018. The operators with the highest traffic growth were Jet2.com, Loganair, easyjet Switzerland, Air Baltic and European Air Transport. easyJet, Emirates, Norwegian Air International, Royal Air Maroc and Condor recorded the highest traffic decreases. Flight restrictions for the Boeing 737 Max aircraft saw approximately 200-250 fewer flights/day by the type. Where required affected operators have leased in capacity to cover any shortfalls. easyJet Europe commenced use of their EJU operator code at the start of the IATA summer season, resulting in a shift of flights from the EZY code. Air Europa’s 12% increase in flights was attributed to new aircraft deliveries. Jet2 also saw new aircraft join their fleet. The decrease in flights by Emirates is attributed to the runway works in Dubai, reducing their flying program.

The Casablanca, Sevilla, Lisbon, Palma, Barcelona, Canarias and Madrid ACCs variation is due to increased traffic on the South/West axis. Traffic increase in French ACCs is due to the comparison with last year period of ATC industrial action. However, the highest relative traffic increases in May 2019 were in Dnipro, Skopje, L’viv, Zagreb and Ljubljana ACCs. Traffic increase in Ukraine is partially due to an increase in overflights. Skopje and Zagreb ACCs traffic variation is due to natural growth.

ATFM DELAY AND ATTRIBUTIONS
Total ATFM delays decreased by 24.3% in May 2019i. May 2018 had high delays due to weather and ATC industrial action.
En-route ATFM delays decreased by 31.3% and airport ATFM delays increased by 6.5%.
The rolling 12-month trend shows that ATFM delay was 39.0% higher during the period June 2018 – May 2019 compared to June 2017 – May 2018.
En-route ATC capacity (38.2%), en-route ATC staffing (13.1%), en-route ATC disruptions (10.4%) and airport capacity (9.6%) were the main causes of ATFM delays in May 2019.
These are the top 20 delay generating locations for the reporting month with respect to total ATFM delays. Figures are the average daily delays in minutes for the individual locations. • French ATC industrial action from 08 to 10 May generated delay in French ACCs, with additional delays in neighbouring
states; • High en-route capacity delays in Karlsruhe, Langen, Vienna, Budapest and Bremen ACCs; • ATC staffing issues in Karlsruhe, Langen, Marseille and Brussels ACCs ; • Familiarisation with the new electronic flight strips at Amsterdam/Schiphol airport generated high delays; • Airport capacity delays at Athens airport due to heavy maintenance on runway.

EN-ROUTE ATFM DELAY PER DELAY GROUP
En-route ATFM delays accounted for 74.1% of all ATFM delays. Most of this delay was caused by en-route ATC capacity, en-route ATC staffing and en-route ATC disruptions as explained in detail below. The other causes were: En-route weather; High weather delay due to convective activity in Vienna and Karlsruhe ACCs, and to a lesser extent in Langen, Bremen and Budapest ACCs. En-route events; Implementation of new ATM system in Bucuresti and Beograd ACCs; Military exercise TIGER MEET in Bordeaux ACC. En-route capacity; High capacity delays in Karlsruhe UAC due to military activity.
Top 5 ACCs generated 76.1 % of these delays. Staffing shortages occured in Karlsruhe, Langen, Marseille
and Brussels ACCs throughout the month.
French ATC industrial action from 08 to 10 May generated delays in French ACCs. Marseille ACC was the most impacted with a total of 79,939 minutes of ATFM delay.
The average daily flights with an en-route ATFM delay of at least 15 minutes decreased from 1,825 flights/day in May 2018 to 1,284 flights/day in May 2019, which represents 4.0% of all traffic.

These are the top 20 average en-route ATFM delay per flight generating locations for the reporting month. Figures are the average en-route ATFM delay per flight in minutes for the individual locations. Vienna ACC en-route ATFM delay/flight increased from 0.70 min/flight in April 2019 to 2.40 min/flight in May 2019 due to more ATC capacity issues and weather; Bremen ACC en-route ATFM delay/flight increased from 0.27 min/flight in April 2019 to 2.13 min/flight in May 2019 due to more ATC capacity issues; Budapest ACC en-route ATFM delay/flight increased from 0.61 min/flight in April 2019 to 1.92 min/flight in May 2019 due to more ATC capacity issues;
Brussels ACC en-route ATFM delay/flight decreased from 1.77 min/flight in April 2019 to 1.45 min/flight in May 2019 due to fewer staffing issues.

These are the top 20 en-route delay locations for 2019 with respect to the total ATFM delay. Figures are the average daily en-route delay in minutes for the individual locations. The top 20 en-route delay locations generated 59.3% of the total ATFM (network) delay. The top 5 en-route delay locations generated 36.0% of the total ATFM (network) delay.
These are the top 20 average en-route ATFM delay per flight generating locations in 2019. Figures are the average daily en-route delay in minutes for the individual locations.
Reporting month: The average en-route ATFM delay per flight in the NM areaiii in May was 1.77 min/flt, which is well above the corresponding monthly guidelineiv value of 0.49 min/flt. Year To Date: The average YTD en-route ATFM delay per flight in 2019 in the NM areaiii is 0.95 min/flt which is three times the corresponding guideline value of 0.27 min/flt.
An average of 613 flights/day had an en-route ATFM delay of at least 15 minutes in 2019. The corresponding figure in 2018 was 641 flights/day. The top 3 locations for flights with 15 minutes or more en-route ATFM delay (year-to-date) are:
• Karlsruhe UAC with 152 flights/day • Langen ACC with 56 flights/day • Wien ACC with 52 flights/day

AIRPORT/TMA ATFM DELAY PER DELAY GROUPS
Airports accounted for 25.9% of all ATFM delays in May 2019, mainly due to airport capacity and weather. Events delay due to reduced arrival rate at Amsterdam/Schiphol airport during familiarisation with the new electronic flight strips (EFS).
Capacity issues at Amsterdam/Schiphol airport due to high demand in conjunction with heavy maintenance on the taxiway. High delays at Athens airport due to work in progress.
Thunderstorms impacted operations at Frankfurt/Main airport with a peak of 11,706 minutes of ATFM delay on 20 May. Strong winds at Zurich airport generated delays throughout the month.
An average of 352 flights/day had an airport ATFM delay of at least 15 minutes. The corresponding figure in 2018 was 303 flights.

Average airport/TMA delay per flight increased from 0.59 min/flt in May 2018 to 0.62 min/flt in May 2019.
Amsterdam/Schiphol had the highest delay per flight in May due to familiarisation with the new electronic flight strips (EFS).

DAILY EVOLUTION
All but one day in May 2019 had an average ATFM delay per flight exceeding 1.5 min. These were the most significant days: 09 May: French ATC industrial action generated high ATC disruptions delays in France, with additional delays due to locally reported traffic in Madrid, Tunis, Lisbon and Barcelona ACCs; ATC capacity issues in Karlsruhe, Langen, Budapest and Bremen ACCs; Familiarisation with the new electronic flight strips (EFS) at Amsterdam/Schiphol airport; ATC staffing issues in Karlsruhe and Langen ACCs. 19-20 May; Convective activity impacted operations strongly in German ACCs as Karlsruhe, Bremen and Langen ACCs; Thunderstorms impacted Frankfurt airport and generated high delays; ATC capacity issues in Karlsruhe, Vienna, Budapest and Langen ACCs; ATC staffing delays in Karlsruhe, Reims, Langen and Marseille ACCs. 25 May; Convective activity particularly impacted Karlsruhe and Vienna ACCs; ATC staffing issues in Marseille ACC; ATC capacity delays in Budapest and Barcelona ACCs which experimented their busiest day in term of traffic for 2019; Amsterdam/Schiphol airport regulated due to heavy maintenance on taxiway.

ALL AIR TRANSPORT DELAYS (SOURCE: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from airlines. Data coverage is 68% of the commercial flights in the ECAC region for April 2019. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned “delays”; the airlines report the “actual” experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. In the event of a long delay an example being during ATC industrial action a flight may keep its original schedule, however when it’s flight plan is submitted for example a day later any ATFM delay allocated may be lower or zero, in this case airline reported delay will exceed NM reported ATFM delay.
Based on airline data, the average departure delay per flight from ‘All-Causes’ was 11.79 minutes per flight, a 0.1% decrease in comparison to April 2018 where the average delay was 11.81 mins/flight. Primary delays counted for 61% or 7.13 min/flt, with reactionary delays representing the smaller remaining share of 39% at 4.66 min/flt.
Further analysis of the past 12 months shows that the monthly average ‘All-Causes’ en-route ATFM delay was at 1.19 minutes per flight in April 2019. In April 2019 there were en-route ATFM regulations in Karlsruhe UAC, ATC staffing regulations in Brussels and Marseille ACCs, ATC industrial action in Budapest as well as the implementation of a new ATM system in Bucuresti ACC.
The percentage of flights delayed greater than 15 minutes from ‘All-Causes’ slightly increased, by 0.6 percentage points to 21.8% compared to the same period last year. ‘All-Causes’ delays exceeding 30 minutes fell by 0.1% points to 10.4% of flights. 3.6% of flights in April 2019 experienced an ATFM delay exceeding 15 minutes with 1.0% of flights having an ATFM delay exceeding 30 minutes.

ATFM SLOT ADHERENCE
The percentage of early departures for May 2019 is 4.5% of regulated flights, which is an increase of 0.2 percentage points compared to May 2018. The percentage of late departures for May 2019 is 2.8% of regulated flights, which is a decrease of 1.1 percentage points compared to May 2018.
The chart below shows the airports that have more than 300 regulated flights during the month with their average daily number and proportion of regulated flights that departed outside of the Slot Tolerance Window (STW). Any airport above the red line is non-compliant with the threshold (20%). Those airports with a number of departures outside the slot tolerance window can reduce network predictability.

PLANNED EVENTS
ACC
MAJOR AIRSPACE OR ATM SYSTEM IMPROVEMENT PROJECTS Planned Events Beograd ACC implemented new hardware and software of the TopSky ATM System generating 5,932 minutes of ATFM delay. Maximum configuration was seven sectors, and they were regulated at default capacities as precautionary measures, as it had been foreseen in the transition plan. Additional Information Bucuresti ACC generated 2,464 minutes of ATFM delay on the account of migration to the new ATM system, which was carried out in April. Sector capacities were reduced, even if no capacity reduction had been foreseen in the transition plan.

Local Plans in May A number of airports undertook infrastructure and technical system improvement works during May. These improvements as well as some special events had at most a minor impact on local airport operations, unless otherwise stated. Special Events • Military air display from 01 to 06 May generated 1,029 minutes of ATFM delay at Sofia airport. • Military parade celebrating Poland’s accession to NATO and the EU generated a total of 1,217 minutes of ATFM delay on
03 May at Warsaw/Chopin airport; • Rehearsals on 21 and 28 May for military air parade celebrating the Spanish Armed Forces generated 1,059 minutes of
ATFM delay at Sevilla airport; • Celebration of the 50th Anniversary of Airbus on 29 May generated 1,234 minutes of ATFM delay at Toulouse/Blagnac
airport; • Preparations for Champions League 2019 final generated a total of 2,809 minutes of ATFM delay on 31 May at
Madrid/Barajas airport. Completed • Runway maintenance/closure at Athens (generated 53,888 minutes of ATFM delay), Tenerife/Norte, Madrid/Barajas and
Nurnberg airports; • Tower improvements at Amsterdam/Schiphol Airport (generated 15,630 minutes of ATFM delay).
Ongoing • Runway maintenance/closure at Casablanca/Mohamed (generated 2,162 minutes of ATFM delay), Hamburg (generated
12,580 minutes of ATFM delay), Katowice, Oslo/Gardermoen and Venice airports; • Taxiway and/or apron improvements at Basel/Mulhouse, Oslo/Gardemoen, Dusseldorf, Hamburg, Munich, Paris/Charles de
Gaulle, Paris/Orly (6,586 minutes of ATFM delay), Porto, Stuttgart, Tbilisi, Tirana, Tenerife/Sur, Warsaw/Chopin (generated 10,500 minutes of ATFM delay) and Amsterdam/Schiphol (generated 10,666 minutes of ATFM delay) airports;
• ILS maintenance at Budapest, Porto (2,062 minutes of ATFM delay), Milano Malpensa; • Terminal building improvements/works at Budapest, Frankfurt/Main, Oslo/Gardermoen and Paris/Charles de Gaulle airports.
DISRUPTIONS Operational
• Drone related incident at Frankfurt/Main airport generated 1,983 minutes of delay on 09 May; Technical • Radar upgrade in Nicosia ACC from 14 to 17 May generated 1,338 minutes of ATFM delay; • Radio system issues in Paris ACC from 15 to 16 May generated 1,511 minutes of ATFM delay; • Radar issues at Porto airport generated a total of 1,473 minutes of ATFM delay from 16 to 20 May; • Communication system failure in Stockholm ACC on 21 May generated 4,417 minutes of ATFM delay; • Single runway operations due to Runway Lighting issues at Amsterdam/Schiphol airport on 24 May generated 7,442 minutes
of ATFM delay;
Industrial Action • French ATC industrial action from Wednesday 08 May to Friday 10 May generated 208,709 minutes of en-route ATFM delay
and 6,800 minutes of airport ATFM delay. Additional delays recorded in neighbouring states due to traffic onload generated 24,919 minutes of ATFM delay.
Military activity
• Military activity in the vicinity of Lisbon airport generated 10,330 minutes of ATFM delay through May.

NM ADDED VALUE FLIGHTS WITH DELAY > 30’ The number of flights with more than 30 minutes of ATFM delay decreased by 43.7% between May 2018 and May 2019. In May 2019, 68.0% of flights with more than 30 minutes of ATFM delay were en-route and 32.0% were airport. An average 64 flights per day had their delay reduced to less than 30 minutes by NM.
REROUTING PROPOSAL DIRECT DELAY SAVINGS On average 13 RRPs/day were executed saving 916 min/day, accounting for 1.2% of ATFM delays. This graph shows the actual daily averages for the previous 13 months’ periodv.
