SoCiety for Automotive fitneSS & environment

In order to achieve advancement of Inspection and Certification (I & C) of vehicles and reduced emission from in use vehicle as also increased safety on roads, the Society of Indian Automobile Manufacturers (SIAM) has incorporated an independent body, Society for Automotive Fitness & Environment (SAFE).

With membership from industry, Government, testing Agencies and NGO’s SAFE works to generate awareness among the various stakeholders regarding Inspection & Certification of in-use vehicles which would lead to safe vehicles and cleaner environment.

SAFE organizes Inspection Clinics for in-use vehicles and training workshops for pollution technicians in various parts of the country. These programmes are aimed to create awareness on the importance of regular maintenance among vehicle owners. It is one of the most effective ways to control emission levels from vehicles in the country. In addition SAFE organizes seminars with State Government and other stakeholders.

SAFE has also undertaken several initiatives on Road Safety education of students, drivers and the public at large. Through Road Safety Awareness Programmes, SAFE tries to apprise the community on traffic rules and also to inculcate correct and responsible attitude towards fellow road users.

SAFE is a catalyst in the automobile industry’s endeavour to fulfill its commitment towards a cleaner and a safer environment and will continue to support and enhance the industry’s role as a responsible corporate citizen in the country.

Dear Friends,

As we welcome the New Year with great enthusiasm and gaiety, my best wishes to all of you on the occasion of Happy Ugadi, Gudi Padwa, Cheti Chand, Vaisakhi, Sajibu Cheiraoba, Vishuva Sankranti for a Peaceful, Prosperous and Safe year ahead!

Friends, it gives me immense pleasure to share that SAFE (Society of Automotive Fitness & Environment), a SIAM initiative, has just completed its 12 years. The journey that started in 1999 with objective of improving Road Safety and Environmental Awareness has taken up an institutional role in bringing all stakeholders – public, policy makers and private individuals / corporates together to have symbiotic efforts towards road safety and ecology needs impacting over lives at pan India.

Year after year, SAFE has set up higher standards to spread its reach. As part of this various events, seminars, conferences, refresher workshops for drivers, programs for school children and pollution under control camps are organized to raise the sensitization towards road safety amongst different sections of society. The goal is still far away from being realized as newer challenges compound the situation.

As India embarks on the economic growth path showing signs of global dominance, the transformation inside at a societal level is happening faster. The supply demand gap is getting skewed with increasing variability. In this journey, all the players have to pitch in with inter linking supportive role. Particularly if we look at Indian Auto industry, that has seen phenomenal growth rate as high as 26.17%, newer launches, latest vehicular technologies and shorter vehicle life span – all this has put pressure on to the infrastructure surfacing how in adequately we are prepared for accepting this transformation wave. Especially serious concerns have reflected on the Road safety. India figures in the unwelcome distinction of being World No. 1 in road fatalities (as high as 1.18 lakh (in 2008, the last figure available).

Today, India takes great pride in the fact that it is a young country. Nearly 32% of its population is below 14 years of age; 62% is of “working age population” (15 years to 64 years) and a dependency ratio is 0.6% only. However, India’s “demographic advantage” that is often being talked about in superfluous terms is also the segment that is most vulnerable to the vicissitudes occurring on Indian roads. We are practically losing the most productive people in road accidents as 80% of victims are in the age group of 15 to 40 - a loss which an emerging economic power like India cannot afford.

Alarmed by the increasing number of deaths due to road accidents world over, the Commission for Global Road Safety issued a call for a Decade of Action for Road Safety. A Decade action plan would provide an opportunity for long-term and coordinated activities in support of regional, national and local road safety. We at India need similar action and policy at the topmost level having with local solutions.

Road traffic injuries can be prevented. Experience suggests that an adequately funded lead agency and a national plan or strategy with measureable targets can play a catalyst role in preventing the road fatalities. We all agree that there has to be a comprehensive approach to the problem in hand, and there are many responsible areas to take care off, such as updating of vehicular technology, fuel quality, I&C, Infrastructure, licensing system, training, and last, but not the least, Enforcement and Self discipline. Amalgamation of all this would be crucial for a sustainable response to road safety. The quantum of problems facing us is huge, but definitely surmountable.

SAFE has been working relentlessly towards this objective. With support & close cooperation of transport and traffic personnel at the state/district level with guidance from the central government and untiring commitment of SIAM members, there certainly has been a movement. Few of the key initiatives wherein SAFE played an energizing role in 2010-11 were: • On the occasion of World Environment Day, SIAM along with its members, organized 3300 free PUC

check up camps in 750 cities across the nation wherein more than 1,00,000 vehicles were checked this year ( double than last year).

• SIAM and MSIL joined hands with Delhi Traffic Police in providing uniforms for Traffic Volunteer - 1500 Delhiites who assisted Traffic Officials in managing the traffic during Commonwealth Games 2010 at New Delhi.

• Various training and skill-up programs for DTC, BRT and school bus drivers. • Various Road Safety Awareness Drive for Schools. • Setting up of Automated Centre for Testing & Inspection of Vehicles (ACTIV) at Pandurna, Madhya

I would like to thank all SAFE and SIAM members for their untiring efforts towards road safety and environmental drives and request for their future commitments to bridge the gaps further. I would also like to take this opportunity to thank all stakeholders – Central Ministries, State Transport Departments, Traffic Police, Pollution Control Boards, Educational Institutions, and NGOs for their support to spread the objective of road safety and environmental awareness. I would also like to express sincere thanks to all Past Presidents for their vision, guidance and motivation from time to time.

This year our objective to organize SAFE Annual Convention 2011 at Ahmedabad is to showcase the good road infrastructure and also share good practices adopted by stakeholders in the field of enforcement, education and vehicular safety with a theme as “Road Safety @ Awareness, Enforcement & Technology”

I strongly believe that the key would be modernization & regular maintenance of road infrastructure, road safety education as part of curriculum, development of newer training systems/programs, enforcement and most importantly self discipline.

Safer roads can become a reality only if there is unanimity amongst all road-users and they believe to stand in unison for the noble cause. Let’s all join hands and make India a SAFEr country.

SAfe AnnuAl Convention 5th mAy 2010, ChAndigArh

Annual Convention of Society for Automobile Fitness & Environment (SAFE), an initiative of the Society of Indian Automobile Manufacturers (SIAM), was organized on 5th May 2010 at Chandigarh. It was organized in association with Ministry of Road Transport & Highways, Transport Department, Government of Haryana, and Chandigarh Traffic Police and received support from All India Federation of Motor Vehicles Department, and Confederation of Indian Industries. The main theme of this year’s annual convention was ‘Growth with Responsibility: Ensuring Safety on Roads’. The annual convention was inaugurated by Guest of Honour, Mr R R Jowel, Transport Commissioner, Government of Haryana, along with other dignitaries and bureaucrats from the ministry who were present at the inaugural function. Dr Pawan Goenka, President SIAM & President Mahindra & Mahindra Ltd. and Mr Harjeet Singh, President, SAFE & Associate Vice President, Hero Honda Motors Ltd., were also part of the inaugural ceremony to share insight about SAFE initiatives.

Dr Pawan Goenka, President SIAM said, “Road Safety has been always the priority for the Indian Automobile Manufacturers and for this we are trying to align with the government to make our roads safer and keep our environment green.”

Mr Harjeet Singh, President-SAFE and Associate Vice President, Hero Honda said, “With industry experts from India and outside and informative discussions on illuminating topics, SAFE annual convention 2010 was accomplished. I am thankful to the respective authorities and Haryana Government to have provided enough support to carry out our endeavour towards increasing awareness about road safety and curbing road hazards.”

In the inaugural session Dr Dan Greenbaum, President, Health Effect Institute, USA, spoke about the enhancement of vehicle stewardship for emissions. Dr Pawan Goenka, President, SIAM, Mr S P Shah, President, FADA, and Mr Harjeet Singh, President, SAFE, launched the Voluntary SAFE Service Certification concept to be introduced at service centres very soon.

Annual Convention had valuable discussions on best practices adopted by enforcement departments for better traffic planning and road safety, road traffic accident recording, GIS application in accident analysis, crash investigation and in depth accident data collection, safety on roads through technology and strategies to reduce fatalities on road.

This event registered a significant footfall from representatives of the Ministries, Transport, Police, Environment, Auto Components and Automobile Manufacturers, Academicians, Students, NGOs and others working for improvement of Environment and Road Safety.

SAFE, with the support from many stakeholders working in the field of road safety organized refresher driver training programme all over India. Details of the programme are as follows:

SAfe trains delhi transport Corporation trainers on Soft-Skills

SAFE, with the support from NIS Sparta and Ministry of Labour, organized a 100 hours training programme on Soft Skills for Delhi Transport Corporation (DTC) Trainers. 52 DTC trainers benefited from this programme. On 26th March 2010 all 52 trainers received certificates from the Ministry of Labour.

SAFE, with the support from Delhi Traffic Police, has started the initiative of Road Safety Club for Schools. One of the Programme Charter for Road Safety Club was to train the School Bus Drivers. SAFE, with assistance from Delhi Traffic Police and support from IDTR, Sarai Kale Khan, organized a two day refresher training programme for School Bus Drivers on 23rd and 24th June 2010 at IDTR, Sarai Kale Khan. During this programme SAFE arranged to provide coverage of R1 lakh accident insurance policy to each driver. A total of 19 drivers participated in this programme.

SAFE received a request from CEPT University, Ahmedabad, for organizing training and assessment for BRT drivers. In 2010 SAFE organized a training and assessment programme for drivers of BRT Ahmedabad from 11th to14th August 2010 at Ahmedabad. 74 drivers participated in this training programme. The programme was organized with support from Hubert Ebner India Private Ltd.

Mahindra Tractor Division had shown interest in organizing a training programme for the drivers who transfer their tractor fleet to different locations.

Delhi Traffic Police, with the support from SAFE, organized a first meeting of Road Safety Club members on 29th April 2010. Fifteen schools from Delhi participated in the meeting

Road Safety Charter for 2010 was discussed with school representatives and the activities for the full year were shared with school representatives. As part of this project, various road safety activities were planned i.e. workshops for teachers, students, parents and drivers, competitions, debate, skit, slogan, quiz, Road Safety Fair, etc. Audits of participating schools were also planned. A second workshop for teachers was also organized on 12th July 2010.

As per the Road Safety Club activity, SAFE and Delhi Traffic Police and other stakeholders, organized an inter-school Road Safety Debate Competition on 25th October 2010 at the Conference Hall of Vidya Bhawan Mahavidalya, Lodi Road, New Delhi.

The debate competition was organized for Primary, Middle and Senior groups. Winners were also announced on 25th October 2010 and the awards were distributed during Police Week in February 2011.

SAFE, with Delhi Traffic Police, organized a painting competition for school children from five zones of Delhi and NCR schools during the India International Trade Fair held at Pragati Maidan, New Delhi, from 22nd to 26th November 2010. Approximately 800 students participated in the painting competition. SIAM sponsored all the prizes which were distributed during Police Week in February 2011.

SiAm-SAfe ACtivitieS on world environment dAy, 5th June 2010

On the occasion of World Environment Day, Society of Indian Automobile Manufacturers, along with its members, organized 3300 free of cost PUC check up camps in 750 cities across the nation. More than 1,00,000 vehicles were checked this year in comparison to 50,000 vehicles last year. SAFE also organizes regular PUC and inspection certification camps for in-use vehicles in various parts of the country to make vehicle owners aware about the importance of safe vehicles and clean environment.

Globally, road traffic crashes kill about 1.3 million people and injure up to millions of people every year. Road traffic injuries are projected to be the fifth leading cause of death globally by 2030. Part of the problem is the explosive growth in the number of vehicles, exacerbated by high speeds and lack of adequate infrastructure and regulation, especially in developing countries. These statistics shows that we have to make safety a top priority in planning urban transportation systems.

SAFE has been working in the area of Safety for over ten years in spreading messages on Road Safety. We have partnered with state transport departments and other stakeholders and tried to find and implement solutions to their problems by organizing road safety awareness programs for school students, teachers, drivers and citizens.

Every year on the start of the New Year, India organizes National Road Safety Week. During this week, with the help of our members and all stakeholders, SAFE organizes numerous events in order to educate people about their safety and the safety of others.

During 22nd National Road Safety Week 2011, SAFE organized the following:

• Road Safety awareness programmes in 28 states and 3 union territories

• 3000 Automobile dealers participated in Road Safety Drive

• 175 Refresher Road Safety workshops for drivers and college students were organized in 14 states

• Health Check Up camps in 10 states

Many stakeholders support SAFE’s Road Safety Initiatives e.g. Ministry of Road Transport & Highways, SIAM member’s dealer network, State Transport Departments, Traffic Police Departments, Driver Training Institutes and NGOs, etc.

SIAM members with the support from more than 3000 dealers organized various events to sensitize Indians on aspects of Road Safety. Following activities were implemented during National Road Safety Week 2011:

National Road Safety Drive started on 1st

January 2011 with the warm welcome address by Mr S Garg, Joint Commissioner of Police-Traffic, New Delhi who interacted with general public and provided them with flowers and give aways on main red light intersection. Road safety tips were also shared with road users.

With the support from Delhi Traffic Police, SAFE organized various refresher workshops for BPO drivers, three wheeler and heavy commercial vehicle drivers with the support from Institute for Driver Training and Research, New Delhi.

Along with refresher driver training workshops, SAFE organized Health checkup Camps for Heavy Commercial Vehicle Drivers at Tuglakabad Truck Terminal and Sanjay Gandhi Truck Terminal with the assistance from TCI Foundation.

To spread awareness among our young generation, SAFE, in association with Delhi Traffic Police, organized various Road Safety competitions for school students and distributed prizes.

roAd SAfety drive At CoimbAtore

Two days refresher training for Heavy Commercial Vehicle drivers of Tamil Nadu State Transport Corporation Ltd on 6th & 7th and 24th & 25th January were organized by Govan Institute of Higher Education for Drivers at Coimbatore.

Mr S V Suderson, Vice President, SAFE and Deputy General Manager, Daimler India Commercial Vehicles Pvt Ltd inaugurated the first workshop on 6th January 2011 at Coimbatore. On the occasion Mr R Ramakrishnan, Founder President of SAFE was also present at the inaugural session.

In different districts of Andhra Pradesh, SAFE organized approximately 45 refresher training programmes for all segments of drivers and college students.

cultural programme on road safety touched the hearts of all the participants.

Mr K K Kapila, Chairman, IRF welcome all the participants and Mr R Gujral, Secretary MoRTH and Mr M S Khandela, Hon’ble Minister of State, MoRTH addressed the gathering. The Chief Guest of the function, Mr Kamal Nath, Hon’ble Minister of Road Transport & Highways shared his views in regard to road safety and distributed awards to departments of state transport undertakings for their achievements. Mr Vishnu Mathur, Director General SIAM, presented the vote of thanks.

National Road Safety Week 2011 was observed by many stake holders all over India. Ministry of Road Transport & Highways, with assistance from AIMTC, IRF and SAFE, organized a valedictory function on 7th January 2011 at Sri Sathya Sai International Centre, Lodi Road. A highly emotive

workShoP on retro-fitment of SAfety deviCeS on in-uSe vehiCleS, 4th mAy 2010, ChAndigArh

Ministry of Road Transport & Highways appointed a Sub committee in regard to the issue of Retro-fitment of safety devices on in-use vehicles.

It was brought to the notice that if the RTO office, while complying with the CMVR Rule 62, takes appropriate care in enforcement of simple things, as per the provision of the said rule, number of accidents can be avoided, especially during night. Also, special attention was drawn towards RUPD/SUPD, Mirrors, Wipers, and Horns etc.

To discuss all the concerns in regard to the retro fitment of safety devices a workshop was organized on Retro-Fitment of Safety Devices on in-use vehicles by ACMA, ARAI, NATRIP and SIAM on 4th May 2010 at Chandigarh.

The workshop was address by Mr R R Jowel, Transport Commissioner, Government of Haryana. Mr B Bhanot, Chairman, BIS TED & Former Director, ARAI, made a presentation on retro fitment of safety devices on in-use vehicles.

The Workshop was attended by officials from Haryana Transport Department and officials from State Transport Departments of few other states.

SAFE, in association with Transport Department, Government of Haryana, organized a roundtable discussion on future norms and regulations for automobiles on 4th May 2010 at Chandigarh.

Mr Samir Mathur, Financial Commissioner and Principal Secretary - Transport, Government of Haryana, gave the address at the inaugural session. The roundtable was attended by various officials from transport, traffic, and police departments of various states and representatives from automobile, auto component manufacturers and discussed topics on future emission and safety

SIAM and Maruti Suzuki India joined hands with Delhi Traffic Police by providing uniforms for Traffic Volunteers who assisted Traffic Officials in managing the traffic during Commonwealth Games 2010 at New Delhi.Delhi Traffic Police made all efforts to ensure smooth traffic flow during Commonwealth Games.

In one-of-its-kind initiative, traffic police took the help of 1500 Delhiites in regulating traffic during Commonwealth Games. These volunteers were dressed distinctly, wearing caps, T-shirts and

AutomAted Centre for teSting & inSPeCtion of vehiCleS (ACtiv) At PAndurnA, mAdhyA PradeSh

On behalf of Ministry of Road Transport & Highways, SIAM, along with Joint Secretary and Under Secretary, MoRTH, purchased 2.85 acres of land on 4th December 2010 at Anjangaon Village in Pandurna Tehsil, District Chhindwara(Madhya Pradesh) for the upcoming Vehicle Inspection & Certification Centre.

The Centre will have four inspection lanes for testing Light, Medium and Heavy duty commercial vehicles including three-wheelers and taxis and also provision for undertaking Pollution Under Control Test for private vehicles. The Centre will be called Automated Centre for Testing & Inspection of Vehicles (ACTIV).

The stone laying ceremony was held on 11th March 2011 by Hon’ble Minister of Urban Development, Mr Kamal Nath, in the presence of Dr Pawan Goenka, President, SIAM, Mr Vishnu Mathur, Director General, SIAM and other senior officials from Government of Madhya Pradesh and automotive industry.

The Ministry of Road Transport and Highways (MoRT&H), International Road Federation (IRF), and the Society of Indian Automobile Manufacturers organized workshops for Transport Department officials on Annual Inspection of In-Service Public Transport Fleet to Enhance Safety of Vehicles on Road to Reduce Accidents in the state capitals of Tripura (Agartala), Nagaland (Kohima) and Andaman and Nicobar Islands (Port Blair) on 17th January 2011, 20th January 2011 and 24th January 2011 respectively.

The mainstay of the workshops was Mr Balraj Bhanot, Chairman, Transport Engineering Division Council (TEDC) and former Director, Automotive Research Association of India (ARAI). Workshops were addressed by representatives from IRF, Reflexite India, Ashok Leyland Ltd. and Tata Motors Ltd.

The workshops were well attended by state transport and police departments and other stakeholders and much appreciated for the information that was shared with them.
