SUPPLY AND INSTALLATION OF BUS WINDSCREENS AND SIDE WINDOWS FOR AUTOPAX

1. Introduction

Autopax passenger services (SOC) Limited, intends appointing a service provider for the supply, delivery and installation of bus windows including chip repair on all bus windows within Autopax fleet, at all Autopax depots and on all operational routes throughout South Africa and cross border (Mozambique and Zambia).

2. Background Information

Autopax Passenger Services (SOC) Limited runs a fleet of 427 Mercedes Benz 0500 buses, 2009 and 2010 models and 93 MAN HB4 Lion Explorers 2009 Models. These vehicles are assigned to long haul operation. It is therefore important that these vehicles comply completely with the road transport regulation timeously.

3. Objective of the Proposed Project

To ensure that the service provider renders a service of supply, delivery and installation of bus windscreens , side windows, conduct chip repairs accessories on “as and when required basis”.

4. Scope of Works and Areas of Focus

The supply, installation and chip repair to be done at Autopax depots (Salvokop, Harmony, Cape Town), on all Autopax operational routes country wide and cross-border.The products are for both Man and Mercedes Benz buses with the following chassis:MAN HB4 26.310 LL FOCMB 0D500 RSD 2436

5. Detail SpecificationThe successful bidder shall:

5.1 Delivery turnaround time of two days should be adhered to from time of purchase order placement for stock or consignment.

5.2 All the Products must conform to the OEM specifications; companies are thereof required to submit the written proof.

5.3 Ability to fund yourself for at least a period of 2 months of goods supply before receiving payment.

5.4 Be able meet our stock demands both during peak and off peak periods. Our peak periods are December, Easter and during closing of schools.

5.5 Submit proof of accreditation certificate from either OEM or SABS5.6 Submit a company quality assurance certificates confirming that all re-

bonded windscreen and side window have be quality tested.

6 Stock to be made available by the service provider to enable a turnaround of 2 hours from time of request to start of installations at premises or on road

7 Supply bus laminated windshields and toughened side windows for Marcopolo Paradiso and Andare buses

8 Supply bus laminated windshields and toughened side windows for MAN Lion Explorer buses

9 All Automotive glass to be installed by the service provider or a nominated subcontractor at the AUTOPAX PREMISES, ON ALL AUTOPAX OPERATIONAL ROUTES COUNTRY WIDE and CROSS-BORDER.

10 Proper maintenance of the glass fitment to guarantee long and undisturbed operations of the buses.

11 All auxiliary spares to be provided for in the fitment process.

12 All removed glass to be recycled by the service provider.

13 All call outs fees and travelling costs to be factored in

The successful bidder shall:

• Supply and install automotive glass that complies with the following standards:

• SANS 1191 (SABS Laminated Automotive glass)• ECE R43 (European E Mark)• All fitters to be properly trained in the fitment of automotive glass

and proof of such must be provided at any time before or during the tenure of the contract.

• To act responsibly and ultimate accountable when working on the vehicles in-order to avoid damage to assets by omission or carelessness.

• Maintain the area in a good working order without any trace of glass after installations.

6. Time Frames / Programs

The contract duration/ period may vary according to business needs to a maximum of three years (36 Months)

7. Evaluation Criteria

The evaluation should be done in three stages as follows:

Stage 1: Compliance Requirements

a) Valid Tax Clearance Certificate (must be valid on closing date of submission of the proposal);

b) Valid BBBEE Certificate from a SANAS accredited rating agency or IRBA;

c) Letter from auditors confirming shareholding of the Bidder;

d) Completed and signed Tender Forms of AUTOPAX with all the annexures thereto;

e) Proof of Registration professional body;

f) Company registration documents COR, CM 29 (Contents of Register of Directors as issued by

Companies Registration Office)

g) Letter of good standing (COID)

h) Security Screening

i) Copies of Directors IDs

j) Consortium or Joint Venture Agreement (whichever if applicable)

k) Company letter head

l) Proof of UIF Registration

m) Proof of registration with the Treasury Central Supply Data Base ( CSD)

Stage 2: Technical / Functionality Requirements

Bidders who do not achieve the 70% threshold on technical evaluation will be automatically disqualified.

Stage 3: Pricing and BBBEE

Only Bidders who have achieved the 70% threshold for Technical evaluation will be evaluated for the Price component which is 80% of the Evaluation Criteria.

The BBBEE component of evaluation is weighted at 20% of the evaluation criteria. Bidders will

be awarded the following points based on the level of their BBBEE as per their BBBEE
