Vauxhall One — Together We Can Make Vauxhall Better
Vauxhall One is for businesses who want to make Vauxhall
a better place: safer, smarter, cleaner. This will bring more
people, and more business to Vauxhall.
Vauxhall is full of potential. It is central. It is fantastically
well connected – both for transport and digital communications.
It is one of London’s premier nightlife destinations. And yet it
has lagged behind the wider success story that is London’s
South Bank.
Why is this? Over the last year local businesses have given
us their views on Vauxhall. They think it is often frightening. They
think it suffers from an ‘image problem’. They think
it is blighted by the huge traffic junction and a very
poor quality environment for pedestrians and cyclists.
They think it suffers from an ‘us and them’ mentality
between employers and residents.
Please read on about how Vauxhall One aims
to solve these issues, using four themes – Vauxhall
Safe, Vauxhall Change, Vauxhall Day & Night and
Vauxhall Together – and also our eight pledges.
We have already started with two pilot projects.
Together we can make a difference. We need your
support in our February 2012 ballot to establish
Vauxhall One as a Business Improvement District.
Please help us turn the Vauxhall One vision into

With a ‘yes’ vote in the February 2012 ballot we will give business a voice in Vauxhall and deliver lasting change. We will honour our commitment to these pledges in the services we provide over the next five years.
OUR 8 PLEDGES TO YOU
01 We will employ wardens to work
with the police and others to improve
safety and security, and to welcome
customers, clients and visitors to
the area.
02 We will transform the area’s railway
arches and bridges – introducing
CCTV, better lighting, attractive
art and creative installations.
03 We will fight for the interests
of local employers in the future
development of the area, insisting
on top-quality public realm and
substantially improved amenities.
04 We will promote Vauxhall’s
world-class clubs, hotels, restaurants
and visitor attractions to London
and the UK, joining us up to
the rest of the South Bank.
05 We will create an area-
wide incentive scheme, offering
discounts to employees in local
clubs, bars, restaurants and shops.

06 We will help businesses to get
to know the local community, by
supporting education, employment
and environmental initiatives.
07 We will use our members’
investment to attract further funding
from other sources, with an aim of 1:1
matched funding within fi ve years.
08 We will seek better value
from services paid for through
your business rates.

WE'VE BEEN HERE FOR 14 YEARS. VAUXHALL IS VERY BUSY, VERY LOUD AND CONGESTED AND OFTEN IMPERSONAL. THE BID COULD REALLY HELP ALL THE DIFFERENT ELEMENTS COME TOGETHER, MAKING VAUXHALL A NICER ENVIRONMENT TO WORK AND LIVE.

1. Vauxhall Safe — Making The Area Feel More Secure
Crime in Vauxhall is not signifi cantly worse than in any other part of central south London. Our concern is more to address a sometimes intimidating environment, as well as the anti-social behaviour of a few people. We also want to achieve ‘Purple Flag’ status for the area’s nighttime economy.Our safety programme will include the following:
— A uniformed team of street wardens patrolling during the
morning commute, the evening commute and the busiest
times for Vauxhall’s clubs, pubs and restaurants. The wardens
will welcome visitors, confront anti-social behaviour and call
in a response to environmental problems like graffi ti, rubbish
and the dumping of waste.
– A complete ‘makeover’ for the rail arches in the centre of
Vauxhall. We propose a competition for the best solution,
and expect it to include the creative use of lighting and other
media. We will also install CCTV cameras in the rail arches.
– A taxi marshall scheme. The marshalls will staff a designated
nighttime taxi rank where customers only use licensed black
cabs and minicabs. The marshalls will also offer information
about public transport.
– Clubwatch/Pubwatch. Regular meetings will allow licensees
and club owners to share essential information on threats and
opportunities, and help address the problem of street drinking.

2. Vauxhall Change — Transforming The Look And Feel Of The Area’s Public Spaces
New developments have the potential to improve Vauxhall considerably over the next ten years. We want to fight to ensure that all the new investment gives Vauxhall the significantly improved public realm we need and deserve. Our focus will be on places that make people afraid or uncertain, key walking and cycling routes and places of gathering, recreation and al fresco eating.
Our transformation programme
will address the following
issues, among others:
– Vauxhall’s notorious road traffic
interchange. We will lobby
aggressively to end the dominance of
cars over pedestrians and cyclists, and
to give the area a proper ‘heart’.
– Spring Gardens. We will work with
others to make this substantial open
space more inviting for workers,
residents and visitors.
– Kennington Lane. We will strive to
reduce the traffic domination of this
key retail parade and major route to
the Kia Oval.
– Vauxhall’s Railway arches.
Many of Vauxhall’s rail arches can
seem intimidating for pedestrians.
We will develop a programme
of improvements to the arches,
using lighting and creative
installations. Before our February
2012 ballot we plan to install a
new light sculpture designed by
local architect Base Associates.
– Improved street furniture and
navigation from key entry points,
ideally using TfL’s Legible London
sign system.
– Additional street cleaning. Venues in
Vauxhall are getting together to fund
additional street cleaning services
at weekends. We will build on this
initiative to deliver a rapid-response
cleaning service that responds to the
needs of businesses.

3. Vauxhall Day And Night — Promoting The Area's Outstanding Attractions
Vauxhall has incredible nightlife – particularly as home to some of Europe’s leading gay nightclubs. An estimated 20,000 clubbers visit the area every weekend. And there’s so much more – from the world-famous cricket ground, the Kia Oval, to outstanding Portuguese restaurants, Vauxhall City Farm, the Museum of Garden History and leading fringe theatres.
We will promote these attractions to a
local employee and resident audience,
as well as to London and the UK, in
partnership with Vauxhall Gay Business
Forum and South Bank Employers Group.Our area promotion programme
will include:
— Local incentive programme.
Working with School of Communication
Arts 2.0, we will develop a card and
a cutting-edge mobile application to
provide discounts and special offers on
local goods and services.
— Connected Vauxhall. We will market
the area’s outstanding connectivity
and seek to increase and enhance its
capacity to support world-class digital
communications.
— Visitor information programme.
We will market the area’s assets via
a dedicated visitor website, an events
calendar, maps, a visitor app and
downloadable audio guides.
— Special Events. We will promote
‘one-off’ events aimed at visitors, such
as Vauxhall’s famous Gay Sports Day,
Milk in the Park 2 and a Portuguese
Food Festival. We will also run events
for local employees and residents,
including live music in selected pubs
and bars.

4. Vauxhall Together — Supporting Businesses And Residents To Create A Stronger Community
Vauxhall One wants there to be strong co-ordination between residents and businesses in the area. Core BID services should meet the needs of the whole community. We will run a range of initiatives aimed at increasing opportunities for local people.
Our engagement programme
may include:
– Employee volunteering. We will help
Vauxhall employees to support local
community groups, both through
‘team challenges’ and also through
the offer of skills such as marketing,
accounting and web design.
– Student mentoring. With three schools
in the area (one secondary, two
primary), we will recruit employees
to take part in reading schemes,
mentoring and other initiatives.
– Surrey CCC Community Projects.
We will support these worthwhile
initiatives.
– Vauxhall Club School. This or a similar
programme will focus on the area’s
thriving club scene, training up young
people in the delivery of the nighttime
economy.
– Gay Awareness programme. Working
with the Met Police, key personnel
from gay businesses in Vauxhall will
visit Lambeth schools to talk about the
gay scene in Vauxhall, and the need
for more tolerant attitudes.

What is Vauxhall One?
Vauxhall One is an unincorporated
association with a management
committee of 12 people, mainly drawn
from local businesses. (You can see
their names and organisations on
the back cover.) It has been set up to
increase the attractiveness and appeal
of Vauxhall as a commercial destination
and also to promote a possible Business
Improvement District (BID).
Why is Vauxhall One running a ballot in
February 2012?
If we are to become a BID, we need to
run a ballot of eligible businesses. The
ballot will ask a simple question: ‘Are
you in favour of the proposals for the
Vauxhall One Business Improvement
District?’. In order for the BID to come
into existence, a simple majority of
those voting must vote in favour.
But their votes must also represent a
majority of the aggregate rateable
value of the rateable value of the
rateable properties that vote.
We have already written to invite you to
nominate who should vote on behalf
of your organisation.

Which businesses are eligible to vote
in the BID ballot?
If your business premises falls within the
proposed BID area (see map on page
24) and has a current rateable value of
£20,000 or more, you are eligible
to vote in the BID ballot.
How will the BID be funded?
If the ballot is successful the BID will be
funded by an annual levy of 1.5% of
rateable value on all eligible businesses.
So if the rateable value on your business
premises is £20,000, you will pay
£300p/a, collected in two instalments.
The levy will be amended on an
annual basis in line with infl ation,
at a rate to be agreed by the Vauxhall
One board.
How can I be represented?
If our February 2012 ballot is successful
Vauxhall One will be reconstituted as
a new not-for-profi t company limited
by guarantee. The fi rst AGM will take
place soon after the BID starts its work
on 1st April 2012. All businesses that
were eligible to vote, and that pay the
levy, may become members of the
company. And any member can stand
for election to the board.
