Furnishing all returns as prescribed and any time required by the Ministry of Education and Culture; Furnishing progress reports on the performance of the school at the end of every term to the Education Officer with responsibility for the District; Performing other duties as may be assigned from time to time by the Chief Education Officer and the Permanent Secretary.

Standards
Work performance will be evaluated on the basis of the following:

Timeliness, accuracy and quality of information provided in returns and reports;
Knowledge and understanding of and the effective application of Teaching Service Rules, Regulations and the Education Act;
Compliance with the Guidelines and Policies of the Ministry of Education and Culture; and
Effective implementation of duties, responsibilities and assignments as defined in the job description.
Skills, Knowledge and Abilities
Knowledge of education theory and practice including modalities of instruction;
Clinical supervisory skills;
A working knowledge of and ability to interpret Education Act and Teaching Service Rules and Regulations; Ministry’s Procedures, Staff Orders, Financial and Store Rules, Standard Operation Procedures contained in the Ministry’s Operations Manual, Collective Agreements and other operating procedures;
Capacity to provide effective management and instructional leadership;
Ability to creatively deploy participating and team building approaches to school management;
Capacity to work well with persons of a range of dispositions and to establish good rapport with stakeholders;
Decisiveness, soundness of judgment and success in issuing directives.
Qualifications And Experience
The candidates should possess the following:-
Bachelor’s Degree in Educational Administration, plus a Post Graduate Diploma, plus 5 years experience in administration or 5 years as Principal II;

Supervise and evaluate school counselors and identify additional continuing educational opportunities for them; Provide assistance, guidance and leadership to school counselors; Provide individual and group counseling to students within the education district; Make and follow-up on student referrals to the appropriate agencies; Contribute in developing a comprehensive developmental school guidance and counseling plan that is based on students’ needs; Demonstrate appropriate case management including the documentation of all counseling interventions and referrals; Research and participate in continuing education programmes; Facilitate and oversee support programmes for students and their families (e.g., parent education workshops); Work with students, teachers, principals, Student Support Services personnel, external agencies and partners to support the social, emotional, behavioral and intellectual development of all students; Any other duties assigned by Coordinator of Counseling, Chief Education Officer and Permanent Secretary.

Qualifications and Experience
The candidates should possess the following:-
Master’s Degree in Guidance/School Counseling, Counseling Psychology or Clinical Psychology from an accredited institution (supervised applied experience preferred) plus a minimum of three (3) years work experience in a school setting;OR A professional degree in Guidance/School Counseling, Counseling Psychology (Education programme must have provided mental health professional with extensive supervised experience in the application of counseling/psychotherapeutic skills) plus one (1) year supervisory experience within a counseling or other mental health setting;AND Training and experience in individual and group counseling and or psychotherapy. Individual and group therapy experience with children and adolescents preferred.
OR
Experience in developing and implementing didactic programmes (preferably in counseling).

On an active week on the ECSE, over one million units traded. This peak resulted from the secondary trading of close to 700,000 units of Government of Antigua
7-year Eurobond, and 300,000 units of Government of St. Lucia 6-year Eurobond.
On the RGSM, the Government of St. Lucia raised EC$31.335 million via an 8-year bond issue, at a fixed rate of 7.5%. They also raised EC$11 million through an over-subscribed 91-day Treasury Bill issue, at a discount rate of 4.998%.
In other news, Grenada has signed a Tax Information Exchange Agreement with the United Kingdom, in an effort to maintain transparency in the financial services, and to comply with international standards on the exchange of tax information. This is the sixth in a series of agreements to be signed with significant economic partners. Grenada, Belize, Dominica, Montserrat and St. Lucia remain on the Organization for Economic Development’s grey list because of their perceived non-compliance with the OECD’s criteria on tax transparency.
TRINIDADOn the TTSE, the Composite and All T&T Indexes declined, while the Cross Listed Index was unchanged. This resulted from the trading in ten stocks, of which two
advanced, one declined and seven traded firm. Market capitalization closed at TT$75.4 billion, a negligible decline from the previous week’s closure.
JAMAICAAll three major indexes advanced on the JSE, with the All Jamaican Composite leading with 1.96%, closing at 83.6 thousand. The Cross Listed Index closed at 849.77, a 0.97% decline. Market volume amounted to 26.8 million units valued at J$447.4 million.
In other news, the World Bank has endorsed the Jamaica-World Bank Country Partnership Strategy for the next four years. This partnership outlines future financial and technical assistance in an effort to foster economic stability, as well as promote inclusive and sustained growth.
INTERNATIONALIn international news, evidence of a global economic rebound leads a review of the week’s top stories. Reports showed a recovery in manufacturing in the U.S., China, Japan and Europe. American companies added 162,000 jobs in March, the most in three years. This caused the advancement of U.S. stock-index futures and yields on 10-year Treasuries. The dollar touched the strongest level against the yen in more than seven months.
U.K. stocks also rose, the most in almost a month, as a rally in metals prices boosted the earnings outlook for commodity producers, after manufacturing in China expanded at a faster pace.

The broadband tax has been scrapped in the last-minute scramble to rush key legislation through before Parliament is dissolved next week.
The tax was a key part of Labour's strategy to ensure all parts of the country get super-fast broadband.
The Conservatives have always opposed the tax, pre-ferring to allow the market more time to roll out ser-vices before government intervention.
The levy was among three taxes in the Finance Bill to be dropped.
The 10% tax increase on cider and tax relief on holi-day homes were also scrapped.
The 50p-a-month broadband tax would have been applied to all households with a landline telephone. It is estimated that it would have raised about £170m a year to help fund broadband roll-out.
It was aimed at the final third of the country where experts say it would be too expensive for commercial players such as BT and Virgin Media to roll out fibre services.
But the tax proved controversial and the Conserva-tives had vowed to scrap it if it had become law and they had won the election. If funding is needed to roll broadband out to rural areas, the Conservatives plans to use some of the TV license fee set aside for digital switch-over. That would not be available until 2012.
The cross-party Business Innovation and Skills com-mittee of MPs had labelled the tax unfair, because most of those who would pay it would not benefit from it.
It is likely to be reinstated if Labour is re-elected in the 6 May general election.
Andrew Ferguson, editor of broadband news website
ThinkBroadband, said it made the future of fast broad-band uncertain.
"Dropping of the 50p per month tax will be welcomed by those that thought it was unfair, but it throws the cur-rent plan Labour plans to have next generation broad-band to 90% of homes by 2017 in disarray," he said.
Malcolm Corbett, chief executive of the Independent Networks Co-operative Association (Inca), was more pragmatic.
"The government will have to raise money by other means, perhaps by getting the private sector and the communities themselves involved. With them on board, you have a fighting chance of achieving universal ac-cess," he said.

Sir Alex Ferguson blames ‘typical Germans’ for red card
Sir Alex Ferguson was angered by the behaviour of Bay-ern Munich’s players as Manchester United crashed out of the Champions League on away goals. Ferguson felt referee Nicola Rizzoli was pressured into showing United defender Rafael his second yellow card. Bayern got the decisive goal as United played the last 40 minutes with 10 men. Ferguson said: “The young boy showed a bit of in-experience but they got him sent off, everyone sprinted towards the referee - typical Germans.” United led 3-1 on the night and 4-3 on aggregate when Rafael was sent off for tugging back Franck Ribery, and Bayern then went on to win a pulsating tie on away goals thanks to Arjen Robben’s spectacular volley. Ferguson insisted that the dismissal changed the course of the game, saying: “There is no doubt about it. They were never getting through that tie, with 11 men we had no problem.” And asked later whether he stood by his conten-tion that the Bayern players had been wrong to protest about Rafael’s challenge on Ribery, Ferguson confirmed: “Yes. “It was typical professionalism in a way but they saw the opportunity and they almost forced the referee to get the card out - the referee wasn’t going to do anything. But we’ve seen it before from teams like that. “The Bayern players got him sent off, there’s no doubt about that. It was only a little tug of the lad 35 yards from goal, they’re not even a goal threat at that point. “[Rafael’s] inexperienced and sometimes, like that, the inexperience can show itself. But he had a marvel-lous performance, the boy, and it’s a tragedy for him. But I think we were very unlucky tonight.” United had seemingly taken control of the tie with two goals from Darron Gibson and Nani, who went on to score their third of the night before Ivica Olic reduced the deficit. Bayern dominated after Rafael had been sent off but Ferguson felt his side still deserved to go through. “We played better today than they did in their own ground,” he added. “Without the extra man they made the ball work and I thought we defended very well, it’s taken an exceptional strike to settle the tie.
“We have done well, the performance was excellent, we were very unlucky.”
Former Chelsea winger Robben settled the tie with a superb volley from the edge of the box that came to him direct from a corner. “It was a fantastic strike,” Ferguson admitted. “But we had no-one on the edge of the box and that was down to the fact that Nani’s position was to be there, but the fact that we played him through the middle after the sending off meant we were short of that man.” Ferguson was also unhappy about some of the chal-lenges made on striker Wayne Rooney, who was a sur-prise starter after limping out of the first leg with an an-kle injury and managed only 55 minutes on Wednesday night. “He had a couple of challenges and I don’t think he got any protection (from the referee),” said Ferguson. Bayern manager Louis van Gaal disagreed with Fer-guson’s claim that the Bayern players had a part in Rafa-el’s dismissal, saying: “I thought England was a country of fair play and I don’t think that is fair. “I don’t share Sir Alex’s opinion. Part of being a play-er is control. Every player must know if you pick up one yellow card, a second one means a sending off. “I certainly believe it was a yellow card offence and that is down to the player. “Did the red card change the game? We shall never know. It is easy to say that after a loss. This game shall not be played again. I think [Ferguson] is just disap-pointed.” The sending off was, however, deemed a key moment in the game by Bayern’s honorary president and former World Cup winner Franz Beckenbauer. “We were asleep at the start and Man U were supe-rior in every aspect,” he said. “At 3-0, I would not have bet even a cent on Bayern. “But they turned it around magnificently. Two mo-ments were decisive: the goal for 3-1 from Olic just be-fore the break and then Rafael’s red card. “Bayern then played with composure, let the ball roll and Robben then scored a dream goal. “It was one of the most beautiful defeats in Bayern Munich’s history.”

Historical Ceremony- Portraits Unveiled
St. Lucia witnessed one of the most historical ceremonies when portraits of leading legal personalities were unveiled at the Supreme Court.
Lady Clarke, wife of the Governor Sir Frederick Clarke, unveiled the portraits which were painted by St. Lucia-born Dunstan St. Omer. They were Mr. Eldon Mc. Combie Salmon, O.B.E., Sir Lennox O’Reilly K.C., C.M.G., K.T., Sir Allen Lewis, Q.C. and Sir Garnet Gordon, C.B.E., Q.C.
Mr. Salmon acted as Chief Justice for four years, in 1919 and later from 1929-1931. He was also the chairman of the Central Library which was burnt in the 1948 fire. It was reputed to be the best library in the West Indies. Mr. Salmon compiled and edited St. Lucia’s Criminal Code in 1920.
Sir Lennox was regarded as one of the most brilliant lawyers in the West Indies. He was awarded the Certificate of Honour at the bar examination. He made his name in Trinidad.
Sir Allen enjoys credit for revising the Laws of St. Lucia in 1957. He was regarded as one of the States’s most brilliant lawyers and served in the Jamaica Court of Appeal, the Caribbean Court of Appeal and he was the Chief Justice of the West Indies States from 1967- 1972.
Sir Garnet was one of the outstanding lawyers of St. Lucia. He served on the then Castries Town Board and was also a member of the Legislative Council. In 1975, he became Chancellor of the University of the West Indies.

Brighter Castries Planned
Two experimental 80 watt single coil fluorescent lamps were installed on Jeremie Street. There made a great difference to the illumination of the street. According to the Castries Town Council, the experiment was worth pursuing further. Apart from helping to reduce the load on the generators at the power station, the illumination of Castries would be further enhanced.
