APPOINTMENT OF DIRECTOR {FINANCE) IN RAIL VIKAS NIGAM LIMITED (RVNL)

\. RVNL is a Schedu\e 'A' Government company with the objective of emerging as most efficient rai\ infrastructure provider with sound financial base and global construction practices for time\y comp\etion of projects. Applications are invited for the post of D\rector Finance as per detai\s given below

\\ JOB DESCRIPTION & RESPONSIBILITIES: ~ Director (Finance) is a member of Board of Directors and is in charge of finance and accounts function of RVNL. He is responsible for formulating policies relating to finance and accounts and its implementation.

2. Pay Scale: Rs. 180000-340000 (IDA Scale - Revised)

3 Duration: Appointment shall be for a period of five years from the date of joining. or up to the date of superannuation, or until further orders, whichever is e~r1ier . . 4 Central Govt. Officers, including those of Armed Forces of the Union and All India Services, will be considered only on immediate absorption basis. \\\ . EL\GIBIL\TY: 1 . Age should be minimum 45 years and maximum 57 years as on the last date of receipt of applications. . . . 2. Employment Status: The applicant must be employed ma regular capacity m one of the following :-

(a) CPSE (b) Central Govt including the Armed Forces of the Union and All India Services; (c) State PSE where the annual turnover is *Rs 2000 crore or more; (d) Private Sector company where the annual turnover is *Rs 2000 crore or more. Preference would be given to candidates from listed Companies.

3 Qualification : (i) The applicant should be a Chartered Accountant or Cost Accountant or a full time MBA/PGDM with good academic record from a recognized University/Institution. (ii) Officers of Organized Group 'A' Accounts Services at the appropriate level are exempted from the educational qualifications at 3(i) above. (Iii) Applicants from the Central Govt./Armed Forces of the Union/All India Services, will also be exempted from the educational qualifications at 3(i) above provided they have 'the relevant experience' as mentioned in 4{iii) below. (iv) For applicants from Organized Group 'A' Accounts Services/ Central Govt/Armed Forces of the Union/All India Services, Chartered Accountant/Cost Accountant/MBA/PGDM will be a desirable educational qualification

4. Experience: (i) Applicants should have at least five years of cumulative experience at a senior level during the last ten years in the area of Corporate Financial Management and Accounts in an organization of repute (ii) A~plican~ fr?m Organized Group 'A' Accounts Services are exempted from the expenence cntena at 4(i) above (iii) 'The ~elevant experience' in respect of applicants from Central Govt./ Armed Forces of the Union/All India Services would include relevant experience at a senior level in the area of Financial Management/Accounts

(iv) For Organized Group 'A ' Accounts Services as well as Central Govt/Armed Forces of the Union/AU lndia Services, applicants with experience at a senior level in the area of Corporate Financial Management/Corporate accounts will be given preference.

5. Pay scale/ rank/ level: The minimum length of service required in the eligible sca\e/rank/\evel wi\\ be one year for internal candidates and two years for others, as on the \ast date of receipt of applications. (a) EUglble Scale of Pay: Applicants from CPSEs should be working in the following or a higher pay scale: (i) Rs. 20500-26500 (\DA) Post 01/01/1997 (ii) Rs. 51300-73000 (IDA) Post 01/01/2007 (iii) Rs. 120000-280000 (IDA) Post 01 .01 .2017 (iv) Rs. 37 400-67000 + GP 10000 (GOA) (v) Rs. Level 14 (144200-218200)(CDA)

(b) (i) Applicants from Central Govt. I All India Services should be holding a post of the \eve\ of Joint Secretary in Govt. of India or carrying equivalent scale of pay (ii) App\icants from the Armed forces of the Union should be holding a post of the level of Major General in the Army or equivalent rank in Navy/Air Force. (c) App\icants from State PSEs/ Private Sector should be working at Board level position or at least a post of the level immediately below the Board level.

6. Debarment: Unwillingness to join , if selected, will attract debarment as per rules.

\V. The Search-cum-Selection Committee is free to identify and recommend any other person also , based on merit, who may not have applied for the post. The Committee may relax the eligibility and qualifications/experience criteria , in respect of outstanding candidates, if considered necessary.

V. SUBMISSION OF APPLICATIONS 1 . All applicants should send their applications in the prescribed format which is available at www.indianrailways.gov.in/railwayboard. Candidates may also attach a brief note, not exceeding 2 pages of A4 size, on any outstanding achievements made in the career. 2. Candidates from the CPSEs and Govt. officers shall submit their applications through proper channel, along with Vigilance clearance and attested copies of ACRs/APARs for the last 05 years. 3. Appl icants from Private Sector must submit the following documents along with their application: (a) Annual Reports of the Company in which currently working for the last three 3 financial years; (b) Whether the company is listed or not; if yes, documentary proof; (c) Evidence of working at Board level or at least a post of the level immediately below the Board level, (d) Self-attested copies of documents in support of age and qualifications; (e} Relevant Jobs handled in the past with details. 4 The application along with all required enclosures shall reach on or before 05 PM on 06.11.2019.
